There is no state, and the closest thing to a government is the Administrative Council of the OBAU, but their governing powers only go so far since they are at the complete mercy of the citizens as a whole.

A few voluntarily primitive Habitats practice socialism, maintaining pseudo-money in the form of labor notes, since they lack sufficient surplus product required to sustain communism.
Federal or centralist government? Federal. Government in Concordant Habitats is built upon a stacked council system, each stack being headed by a local directorial leadership which administrates the government - the people are the legislature, however, and no law can be passed without a referendum.
Religious or secular? Secular, generally. Some religious communes are Concordant, but they're usually only populated by members of the religion. Some have argued that the Concordance's tendency towards charismatic leadership counts as a form of hero worship or personality cultism, however.
Diplomatic or militaristic? Gunboat Diplomatic. We negotiate in good faith - which, to us, involves laying out all our options - military and otherwise - on the table. While this is a threat, it's an honest one, which is far more polite than a dishonest non-threat.
Homosexuality is a right or sin? Bodily autonomy is a universal right in Concordant Habitats, and part of what makes them Concordant, and having sex with whomever you want - as long as they consent, otherwise it violates their bodily autonomy - is a part of that.
