Argument: The Security Council,

Recognizing that SC # 195 was passed with the intentions of saving the region from annexation by invading forces; however, this attempt was a failure, and the region has been re-founded by invaders.

Understanding that the region liberated by SC # 195 was used as a staging point for military operations, and was not the direct homeland of the native community.

Disappointed that brutes of condemnable nature will continue to maintain control of the region, and that the liberation has become a memorial for their disgusting ideology.

Wishing the best of luck to the anti-fascist community; the lost of a military staging point is only a set back, and should not hinder the spirit of the defender community working against fascist ideology.

Believing that SC # 195 no longer serves a functional purpose, and that the resolution should be marked from the record.

Description: RECOGNIZING the short, yet eventful, existence of The Place that has No Big Banks thus far.

OBSERVING the occupation and continued conflict of said region by the forces of HYDRA Command.

NOTING the intent of HYDRA Command to perform a permanent takeover, and eventual re-founding, of said region, as evidenced by the implementation of a secret password to the region.

BELIEVING that the forces of HYDRA Command have gone too far and are preventing the natives of said region from being able to enter and effectively participate in their home region.

DISHEARTENED by the efforts of the raider forces to create an unwarranted burden on the peaceful native populace.

HEREBY LIBERATES The Place that has No Big Banks by removing the password placed on the region and further banning the region from having such a password, in order to ensure the continued existence of a once peaceful region.

Argument: The Security Council,
Noting That since the failed coup of Lazarus ended, the Pacific has since acquired new leadership.

Acknowledging that the Pacific has since apologized not once, but twice for the coup and other past actions,

Praising the Pacific for initiating reforms within their region, such as
- replacing government officials,
- democratizing the government,
- reforming the provincial system, and
- beginning peaceful outreach with the GCR Sovereignty Accords,

Further noting that the region of Lazarus has accepted the the Pacific's apology and has exchanged embassies with them,

Observing that there are very tyrannical regions and nations that have not been condemned my this august body, thus canceling the argument made in SC#177,

Further Observing that the coup d'etat by the so called "Gang of Five" was not sanctioned by the New Pacific Order,

Realizing the unfairness of condemning over five thousand nations for the actions of six,

Shocked that Security Council Resolution #177 would endorse the fall of a major government,

Disgusted at the many inaccuracies in the Resolution,

Arguing that the endorsement cap is normal by Inter-regional standards and has contributed to stability unseen by almost any of the Pacific regions,

Amazed that SC Resolution #177 would call for change in a government that is very well liked by the region as a whole,

Asserting the fact that nations and regions involved with the Security Council can choose whatever government style they want,


Further Arguing that the main basis of Security Council Resolution #177 has been rendered null and void by the actions of the Pacific,

Hereby Repeals SC #177 "Condemn the Pacific"

Recognizing that Eternal Scholars was forcefully invaded by Nazi and Fascist forces lead by Nazi Europa,

Understanding that prior to this invasion, Eternal Scholars was a peaceful region led by a native World Assembly Delegate,

Appalled by Nazi Europa's closure of native embassies, forceful construction of embassies with other Fascist regions, and having the intent, as evidenced by its numerous trophy regions, to remove all natives and re-create the region in their own image,

Noting the recent implementation of hidden border control measures, unknown to natives, which have prevented the free passage of nations into the region,

Stressing the importance of regions and nations working as a unified world against forces such as Nazi Europa,

Believing that only Security Council intervention can at this point enable for the region to be freed from its oppressors,

Argument: The World Assembly,

Noting that the goal of Security Council Resolution #201 “Liberate The Place That Has No Big Banks” was to remove the password applied to The Place That Has No Big Banks by the raider organization known as HYDRA Command, in order to allow the native population a chance at reclaiming their homeland;

Disappointed that a high number of the region’s natives abandoned the region less than 12 hours after the initial invasion, and have not made any attempts to mobilize international forces against the raiders even after SC #201 took effect, thwarting any chance at retaking the region;

Observing that despite the best efforts of this esteemed council, the forces of HYDRA Command have successfully refounded the region, taking away any ability to bring the region back under native control;

Seeing no point in keeping a Liberation in effect over a raider controlled region, especially when the original natives have established a more stable home in The Region That Has No Big Banks;

Hoping that future Liberations will be more effective in combatting raider occupations;

The Security Council,

Reminded that the author of SC #192 "Condemn DEN" was unaware of the typical procedures of the Security Council, and therefore neglected to seek assistance from their fellow Security Council members in drafting their proposal,

Noting that despite heavy criticism, and the disapproval of many well known World Assembly members, delegates, and authors, SC #192 was passed,

Deciding that SC #192 is, frankly, poorly written and riddled with factual errors,

Disturbed by the fact that SC #192 attempts to downplay the act of invading by referring to said activity as a mere “sport”,

Observing that despite the author’s claims that DEN was known for “destroying small regions”, DEN was actually never successful in destroying any inhabited regions,

Exasperated by SC #192’s inclusion of DEN’s intelligence gathering and embassy forming as condemnable acts, seeing as the strategies employed by DEN in these areas are widely used in various other large regions,

Bewildered that SC #192 only includes three examples of DEN raids, neglecting to note the far more important raids that DEN committed on Paradoxia, Power is Rising, Japan, Union of Proletarian States, California, St Abbaddon, Yorkshire, and NeoConfederate States of America,

Pointing out that one of the few examples of a DEN raid SC #192 identifies was an incident in September 2015 involving an internal coup of The West Pacific, in which DEN was the primary region providing support to a rogue Delegate, which is not widely considered to be a raid beyond DEN propaganda,

Cringing at the timing of this proposal, going into effect directly before a major scandal resulted in the complete annihilation of the region known as DEN, the fallout of which has made the region permanently uninhabitable,

Concluding that the only reason SC #192 was passed was due to the belief that many uninformed World Assembly members held that this proposal was the replacement for SC #187 Condemn DEN, which had recently been repealed, unaware that SC #192 was submitted while the replacement proposal was still being drafted,

Finding that while it is important for the Security Council to take action against Predatory regions that cause harm to others, it is equally important that the Security Council upholds its long held traditions and procedures, and hoping that removing this resolution will help encourage other aspiring Security Council authors to present their proposals for drafting before submission,

Believing that due to SC #192’s poor quality, factual inaccuracies and exclusion of major events, the Resolution should be removed from the record,

Hereby Repeals Security Council Resolution #192 "Condemn DEN".

Informed by the historical record that The NSIA, standing for "National Socialist Invasion Army," is an ancient Nazi region dating back to 2005 at the latest, whose World Factbook Entry called on the region's inhabitants to "SAVE THE WHITE RACE!!" and later stated its purpose as "the survival, expansion and advancement of the White Race through the promotion of National Socialism, White Nationalism, Pan-Aryanism and many other worthy ideologies";

Noting the existence of organizations that have gathered to combat Nazism across NationStates, including forces affiliated with Antifa and the Coalition Against the Ideology of Nazism;

Taking into consideration the existence of disparate military forces from all corners of NationStates who are prepared to unite to combat Nazism by force;

Inspired by the unity shown by these organizations; and

Fully aware of the need to remove border control to allow these forces to have the opportunity to achieve their noble mission; hereby

OBSERVING

The violent seizure of power and martial law instituted by the brutal dictator Anarchestan, ejecting many faithful members of TAL in an attempt to seize full control, as well as disbanding all civilian forms of government. Actively suppressing opposing views, and banning envoys as well as shutting down every embassy over unfounded accusations and perpetual suspicion. Also they have forced other inactive nations to endorse them so their grip on power will not be broken. Also the above nation has banned and ejected any nation who has refused to endorse them.

NOTING

The baseless accusations towards former allies of The Arab League and diplomatic insults by Anarchestan after efforts by both Hatay and Khorason to peacefully resolve the situation.

SUPPORTING

The government in exile of The Arab League, League of Arab States and their struggle for freedom against Anarchestan's tyrannic and violent rule of The Arab League. Also supporting a planned liberation force ready to liberate the The Arab League on behalf of the rightful government.

RECOGNISING

That the The Arab League was a democratic region where all the members voted for their delegate. However Anarchestan has gone against these principles and has imposed martial law, giving themselves the authority to eject natives. Without this proposal they will destroy The Arab League in a silent and calculated manner in an effort to maintain power. Also recognising that as the natives have elected Al-maghrebi, who has appealed for help as the rightful WA delegate of the The Arab League. Although this liberation cannot happen without the password upon the region being removed.

HEREBY

The World Assembely Security Council votes to strike down the unlawful delegate imposed password barrier in order to allow the liberation of The Arab League.

• Mentored new diplomats;
  
• Served as the main negotiator in many interregional alliances and fostered strong new regional partnerships including regions such as Albion, The South Pacific, The North Pacific and Europeia;
  
• One of the leaders in the establishment and spread of the Independent philosophy, and the primary author of the Independent Manifesto.

DOCUMENTING that Renaissancistic People also controls the nation HMS Unicorn, and it is through this nation that Renaissancistic People has had a large impact within The North Pacific:

Condemn The Black Hawks

A resolution to express shock and dismay at a nation or region.

Description: Security Council,

Appreciating that The Black Hawks have previously been condemned by resolution SC#52, but believing the condemnation failed to fully warn NationStates of the nature and severity of The Black Hawks' invasions, thus finds a need for a second condemnation detailing that and the many crimes perpetrated since the passage of SC#52;

Trumpeting the need to highlight their most destructive actions and detail the techniques used in the hopes that nations can be better prepared to detect and stop future harm;

Acknowledging much to the shock and dismay of this Security Council, that The Black Hawks have a history spanning more than a decade, are ranked among the oldest raider regions in the world, and are among the very few raider regions that have remained in near-continuous operation for such a long period of time;

Noting the following reprehensible offenses against interregional peace and goodwill The Black Hawks have committed over the course of their long history:

• Invasions and long-term occupations that are disruptive and frequently destructive in intent and execution, and which are often accomplished by gaining the trust of native nations and evading the detection of defender nations through deception and stealth, including the following invasions and many others: Asia, Atheist Empire, ITALIA, Yorkshire, Capitalist Paradise, Hippiedom, Hell, Furry Federation, Canada, Equestria, Portugal, Middle Earth, St Abbaddon, and Illuminati;
• Toppling many of the longest sitting WA Delegate records including: Texas 10+ years, Antarctica 10+ years, United States 9+ years, Forest 8+ years, Lemuria 7+ years;
• The Black Hawks have provoked liberation resolutions to end border closures in Hippiedom SC#99 & South Pacific SC#108;
• Support for the 2013 coup d'etat perpetrated against The South Pacific by the rogue Delegate Milograd, including in-depth assistance by Mallorea and Riva in the purging of thousands of native nations from the region;
• Successful infiltration of Osiris from 2011-2013 by Lemon Love, a nation administered by a puppet regime under the control of Jakker, for the purpose of committing acts of espionage and subversion against Osiris;
• Commemoration of the tenth anniversary of The Black Hawks in 2015 via the creation of RaiderCon - an annual event to unite the raider world in celebration of wanton invasion acts against innocent regions and their native nations, which inducts infamous raider nations into a so-called Raider Hall of Fame to celebrate their acts of aggression and subversion against other regions' self-determination;
• Operation Blackout in 2016 where 121 regions were invaded in a single merciless night;
• Harboring, at one time or another, more nations condemned by this Security Council than any other region in the world, including the nations, or nations controlled by puppet regimes, of Milograd SC#77 & #97, Jakker SC#112, Mallorea and Riva SC#121, Gest SC#122, and General Halcones SC#165;

Asserting that the resilient nature of The Black Hawks and their repeated, flagrant defiance of the Security Council's mission to promote interregional peace and goodwill - making nations associated with The Black Hawks and their acts of invasion the subject of more Security Council resolutions than any other raider region - require a firm, decisive, and comprehensive stamp of disapproval from this esteemed body;

Hereby Condemns The Black Hawks.

Liberate South Pacific

A resolution to strike down Delegate-imposed barriers to free entry in a region.

Description: THE SECURITY COUNCIL,

KNOWING that two large raider organizations are in the process of destroying South Pacific, one of the earliest regions in the world,

NOTING that South Pacific is a region of great historical importance, having been founded fourteen years ago,

RECOGNIZING that an invader sleeper nation was implanted in the region over four years ago, for the sole purpose of seizing control of South Pacific,

CONCERNED that the raiders are intending to refound the region within a short time,

KNOWING that those raider regions could password and destroy the region at will,

APPALLED by the methodology which the raiders are using to taunt and terrorize the native population, notably the implementation of mock trials to target and eject unsuspecting natives,

FEARING that the inhabitants of the region will soon all be forcibly banned from their home, without any hope of regaining it ever again,

COGNIZANT that the Security Council must act with haste to save a region in great peril,

HEREBY LIBERATES South Pacific.

Commend Forest

A resolution to recognize outstanding contribution by a nation or region.

Impressed with Forest's dedication toward promoting the well-being of environments throughout NationStates,

Amazed that though they lost their original founder early in their existence, they persevered under the leadership of Ransium, and have been a bastion of democracy for others,

Acknowledging the role Forest has played since 2005 in bringing awareness to a variety of environmental issues and stories, through their newsletter entitled the "Forest News Leaf," and the encouragement of nations to embrace and preserve their environments,

Applauding Forest’s dedication to their allies, such as Philosophy 115, Hippy Haven, and Yggdrasil, further strengthening their friendship through international photo contests,

Further Acknowledging that Forest does not simply promote eco-friendliness, but is also home to some of the most environmentally friendly and beautiful nations throughout NationStates, such as Araneidae and Mozworld, and recognizes nations for their achievements in Eco-Friendly categories in the list of “Exceptionally Green Nations in Forest,”

Noting that Forest is home to numerous nations that have contributed to NationStates in many ways, such as Mount Seymour, who has brought light to a previously unknown issue focusing on the environment called, “A Clear-cut Conundrum”,

Recognizing that not only does Forest soar above the rest for showing to nations of the world issues regarding the environment, but also has had their impact on the World Assembly, with notable authors such as Caracasus, who wrote a resolution promoting research of unique ecosystems,

Further Noting that the residents of Forest help, inspire, and critique one another in their authorship, bringing forth a creative and intelligent environment for progress,

Further Impressed by the level of achievement in sports Forest, and more specifically the nations of Errinundera and Zwangzug have achieved over time,

Seeing that Forest is one of the most mature and intellectual communities in the world, with consistent openness, debate, and democracy,

Believing that Forest deserves to be recognized for their devotion to protecting the environment and saving the lush ecosystems of the world,

Condemn Canterlot

OBSERVING that Canterlot has been raiding more than 50 small regions.

FURTHER OBSERVING that Canterlot's sick actions, like forcing their raided regions to thank their "Helpful Ponies" for raiding them, boasting of their actions for "raiding regions like a cutie" and saying phrases like "raiding is magic" on the World Factbook Entries of the regions they raid.

CONSIDERS these actions to be bullying towards small and growing regions.

CONSIDERS the colourful text on every raided region's world factbook entry to be disgusting.

KNOWING that Canterlot does not mean any good to the regions they raid.

the World Assembly hereby condemns Canterlot.

Commend Yggdrasil

The Security Council,

Acknowledging the region of Yggdrasil's historic import, having been founded in the early months of 2003;

Impressed with its pioneering role in promoting esprit de corps through storytelling between member nations and ally regions in ways that have now become commonplace in the NationStates community;

Noting how seriously Yggdrasil handles international relations as demonstrated by its alliances with Texas, 10000 Islands, and Wysteria since 2006 and the careful research it undertakes before considering new relations;

Further noting the degree of mutually beneficial interactions Yggdrasil has had with its allies, as demonstrated by its participation in cross-regional sporting events, cooperation with others to combat outbreaks of deadly diseases, hosting of best flag contests, and promotion of cross-regional visits;

Applauding the success of its volunteer army, the Yggdrasil Defense Service (YDS), which, although not regularly deployed, has assisted in the high profile liberations of Feudal Japan, Japan, Lazarus, South America, Sweden, and The Skeleton Army among other operations;

Exalting its respect for meritocracy, fostering a system under which members of both raider and defender affiliations could become delegates and live in peace;

Aware of its commitment to promoting World Assembly Authorship, as evidenced by:

• Its creation of an in-depth legislation composition guide designed to help new authors; and
  
• Its setting up of an area for new authors to post draft legislation and be helped by more experienced authors of the region, before presenting them to the floor of the wider Assembly;

Further aware of the success of these efforts, as demonstrated by the number of World Assembly authors and co-authors that hailed from the region, such as Goddess Relief Office (9), Travacore-cochin (3), Elke and Elba (2), Silvadus (1), and Veilyonia (1);

Convinced that a region that has promoted active participation, international diplomacy, and democratic values for the amount of time Yggdrasil has makes the entire NationStates community a better and more interesting place;

Hereby commends Yggdrasil.

Repeal "Condemn Canterlot"

A resolution to repeal a previously passed resolution

Description: WA Security Council Resolution #220: Condemn Canterlot shall be struck out and rendered null and void.

Argument: The Security Council,

Clarifying that the 'raiding' which Security Council Resolution #220 refers to is primarily the non-destructive and generally temporary "tag raiding",

Observing that fifty regions is not at all a significant amount to tag raid, especially when considering the vast expanse of the world,

Noting the inaccuracy of SC #220's Clause 3, given that most of the regions attacked by Canterlot were inactive and without founding leaders,

Believing that while garish insignia are difficult to look at, and despite the precedent set by SC#1, they don't merit intervention of the Security Council,

Recognizing that Canterlot, while an invader region, has not yet done anything significant enough to warrant a condemnation,

Convinced that the Security Council should be upholding higher standards than those seen in SC #220,

Hereby Repeals: Security Council Resolution #220 “Condemn Canterlot”.

Commend Imperium Anglorum

A resolution to recognize outstanding contribution by a nation or region.

Description: The Security Council,

Applauding that Imperium Anglorum and its World Assembly delegation have authored 14 previous General Assembly resolutions at this time, including,

• "Reducing Statelessness", which introduces the Passport Organization, issues passports to stateless people, and forbids nations of robbing people of their citizenship,
• "Compliance Commission", which improves security for nations, and limits unprincipled nations from infringing on World Assembly resolutions, and,
• "Preserving Antimicrobials", which helps doctors by slowing the creation of bacterially resistant microbes, allowing doctors to provide care for their patients without the disruption,

Seeing that Imperium Anglorum has also repealed several flawed resolutions, including,

• "Rights of Indigenous Peoples", which permitted national sub-groups to disregard and neglect nationwide laws,
• "Nuclear Security Convention", which had stopped the World Assembly from passing any laws in order to protect nuclear supply chains, and,
• "Open Internet Order", which allowed the World Assembly to fine nations without any oversight, and could potentially harm user privacy, while simultaneously slowing down the internet,

Recognizing that Imperium Anglorum has provided helpful and constructive feedback on many General Assembly and Security Council drafts,

Impressed that Imperium Anglorum also developed Communiqué, a system which sends mass and recruitment telegrams, and also helps with campaigning,

Acknowledging that Imperium Anglorum maintains the ‘Passed General Assembly Resolutions’ index and has recorded 44 resolutions at this time, which helps aspiring General Assembly authors write drafts, and give them ideas for new resolutions,

Noting that Imperium Anglorum served as Europe’s WA Delegate, and while in that role has helped draft or campaign for several General Assembly resolutions proposed by Umeria, Excidium Planetis, Tinfect, Defwa, and The Global Republic,

Further acknowledging that Imperium Anglorum enacted several laws for Europe, including Europe's Basic Law, which constitutes and organizes how the region is run, and has extensively wrote and introduced other policies for Europe,

Further noting that since Imperium Anglorum was elected as WA Delegate in September 2015, the region's population increased from 500 to a record high of 950 and continues to increase, while endorsements soared up from about 190 to greater than 330,

Believing that Imperium Anglorum deserves to be commended for their hard work and commitment,

Hereby commends Imperium Anglorum
