The Treaty of Berghelling - Unity in Asura?

For years, conflict has divided the nations of Asura. Conquest, colonialism and Confrontation have for so long been the hallmarks of Asuran society. Even now, the nations of Asura line up in differing military factions, with war only one mistake or diplomatic incident away. But is this all about to change? Attempts at a general union in Asura in the past have been relatively unsuccessful, however now with the threat of economic instability, wider international tensions and the ever present threat of terrorism, the nations of Asura once again turn to each other for strength and unity.

Today in the Midrasian city of Berghelling, diplomats from across the democratic nations of Asura have been invited to discuss the creation of a new diplomatic and economic bloc, in hope of coordinating in the face of global terrorism, ongoing military issues and preventing the outbreak of war on the continent.
The Treaty of Berghelling hopes to bind together the democratic nations of Asura both diplomatically and economically, with early agreements seeking to create new free trade agreements, limited visa-free travel around the continent and the creation of an Asuran parliament to provide debate and discussion regarding the future of the community.

Saturday, November 5th

It was a cold, wet day in Berghelling, a fairly typical day for the Vaellenian region. The trees in the streets all gleamed with a golden/red hue as the light of the morning rose across the cityscape. Staring down at the city below was Fabian Lereff, the brainchild of the Asuran project. He had been charged by the government with ensuring a smooth discussion. There would clearly be points upon which the nations of Asura would disagree, but that was to be expected. It was still early days, and time would be required for greater co-operation and integration of the continent. For now this would be about economics, peace and democracy ; something which all Asuran nations (bar Veleaz, who had not been invited to the event) were interested in.

The table for discussion had been laid for all attendees in the briefing room of the Lugard tower, which had been temporarily let out for discussions. Mr. Largonde, Fabian's adviser was carefully inspecting the room for any oddities, presentation had to be perfect to leave a good impression on the delegates. All invitees would be transported by motorcade from Berghelling airport, which despite being one of Midrasia's busiest airports, was a far field away from the bustle of Lotric airport. Disucssion would begin on the Monday, giving ample time for Asuran delegates to arrive.
If there ever was an opportunity to unite the nations of Asura, now was it.



Treaty of Berghelling

The Asuran Community is established as a economic and political union within the continent of Asura, with its implied goal of securing peace, democracy in unity on the continent for ourselves and our posterity.
This treaty hereby ordains:
  • The creation of a tariff-free trade zone across the borders of the member states of the community
  • A bank-passport system whereby companies based in one member state may trade and operate across the entire union
  • A visa-free system of travel for business officials operating across borders for strictly business purposes, provided such officials first adhere to each sovereign nation's standards for entry
  • The establishment of an Asuran parliament created to legislate on matters of the community, with all economic legislation requiring a simple majority in both houses to pass, with social legislation requiring 60% support in both houses.
  • The creation of an Asuran Assembly, made up of elected officials from each sovereign nation, with seats allocated based on population, minimum 6 seats +1 per 819000 citizens or part thereof
  • The appointment of a non-partisan speaker to facilitate for the business of the assembly and discussion
  • The creation of an Asuran Council made up of the heads of state of each sovereign nation
  • The creation of a process for forcible removal of non-democratic or disruptive attitudes which undermine the community
  • The location of the parliament to be at Ibbené
  • The addition of new member states to the community to require support of 60% of the Council
  • For the appointment of Observer status for nations receiving the sponsorship of at least 2 delegates within the Council
This treaty hereby creates the Asuran Community

As the wheels of the private jet touched down on the tarmac of the runway, Prime Minister Raymond Holt let out a sigh of relief. He had never enjoyed flying, preferring to take a ship for travelling, so much so he had joined the Navy in his younger years and earned a scar travelling down the left side of his face during a friendly fire incident, however seeing as it only took an hour or so to get from Newrey to Midrasia, the plane was chosen. Newreyans were also known for packing only essentials, thus in the plane was two security guards, wearing all black and having a small Newreyan flag on their arms. Members of the Special Section of the Newreyan Military Police, whose training was known internationally for its length and the top tier officers it produced at the end of it. On their hips was the standard BCG 21 pistol and a small Commando Knife in its sheath on the chest webbing.

Also accompanying Raymond was the Foreign Minister, Andrew Beckett, a man who seemed to idealise the stereotypical Newreyan man, standing at a respectable 6'2 and having a head of pitch black hair, kept close as Government Ministers were forbidden from having 'extravagant' hairstyles. Of course, in Newrey, extravagant could mean an afro or hair that went just beyond the ears. The Newreyan Press use to confuse the two Ministers when their political careers began, with Raymond and Andrew being remarkably similar in all aspects, the only differences being Raymond had a scar running down his face, ice blue eyes and a pitch black beard while Andrew was scar free, had deep brown eyes and kept himself clean shaven. Aside from Raymond, Andrew and the two security guards, the only other Newreyan representative was the Ambassador, who was waiting for them at the airport. Newreyan Diplomatic Parties were often small, even at large events, mainly due to the fact they never took themselves too seriously and only travelled with people who were needed.

The plane eventually came to a stop, allowing the occupants to exit and move onto the runway. Waiting for them was the Imperial Ambassador for Newrey to Midrasia, William Becker. Unlike most Newreyans, Becker had rather distinctive head of blonde hair and a rather youthful face, despite being nearly 39.

"Ah, Most Honourable Holt" Becker offered, taking a few paces forces and outreaching his hand "I hope your flight was tolerable, given the conditions." he added, referencing the rain.

"It's no bother, in fact it reminds me of home!" Holt jokingly responded, shaking Becker's hand "Of course, there are more pressing matters at hand than the weather conditions..." he added, before being led to a waiting car and driven to the meeting's location, as Becker went on about the program of the meeting.

Morning of Sunday, November 6

The plane carrying the Second Minister and Premier set down at Berghelling Airport, where a car was ready for the Vrnallian delegation before they had even stood from their seats. Aside from Minister Renaku and Premier Cismachà, who had chosen to come together so that the Council and Chamber might both be represented at the discussion, and since both had experience in different political fields, there were two aides - one to each politician - an SFVPF officer armed with a carbine for security, and a senior government advisor, one Mr. Kalad. Two VRTV employees - a correspondent and cameraman - had also been permitted to travel with them on the plane but would be travelling separately to the meeting.

The Premier gathered her loose hair into a ponytail, and the group disembarked together.

It was a chilly day for the Midrasians, but to the Vrnallians it was mild. The sun had barely risen over the horizon as they were touching down, though as they left the airport it had risen further and illuminated the city well enough that the motorcade was able to navigate without headlights. Even at this early hour the city was bustling, slightly unnerving to the Premier who even now rarely travelled abroad, preferring to leave such duties to the Councillors. The traffic gave the delegates the opportunity to see more of the city however, which along with idle chatter kept them amused until they arrived at the Lugard Tower. Many other politicians had arrived by now, but rather than mingle the Premier retired to her room for a short sleep (she had been unable to sleep on the plane). The Second Minister was content to mingle.

Sunday, November 6, 06:05 PM Local Time.

The sun was just beginning to set as one of the Glenish government's planes, an Oserland-made, commercial jet, began its descend into Berghelling in Midrasia. "So, tell me again why we're even attending this meeting," said State Secretary Mikkelsen to his personal assistant, Annelise Smidt who was seated beside him.

Other officials, assistants, members of the press, and a handful of representatives from key, commerce organizations in Glanodel all moved about the plane as they made their way to their seats. "Hello, this is your captain speaking," said the pilot as seatbelt lights turned on throughout the plane, "All passengers, please take your seats as we begin our descent into Midrasia. Ground Control has informed me that its a brisk 5 below zero celsius. Should be a nice change from the cold weather back home. We'll be down in 10 minutes."

"Because the Prime Minister ordered you to, sir," said Annelise as she took her focus off her tablet for a moment to smile at her boss, then returning her gaze to the device that held hers and her boss's lives before continuing, "Besides, international cooperation is good, right?"

"Of course it's good. No one doesn't think peaceful, international cooperation is good, except maybe the Nausiks, but that's not the point. Did you know that over 60% of Glens don't support joining international unions of any kind? Political, military, or economic," replied the State Secretary. {i}"No. I didn't, sir," said Annelise, never taking her eyes of her tablet.

"Did you know that the Landsmeet overwhelmingly doesn't approve of joining any international organization?" added the State Secretary, his tone showing even greater enthusiasm as educated his assistant. "No. I didn't know that one either, sir," replied Annelise, still never taking her eyes off her tablet and not really appearing to be as interested in the topic as her boss was.

Secretary Mikkelsen took a moment to look over at his protege as she swiped and typed on the glass screen and finally asked, "You couldn't care less about this, could you?"

"Not even a little bit, sir," she replied with a snicker, which was greeted with a chuckle from the Secretary, in return.

As he chuckled, the plane began to touch down and the sounds of the screeching of the plane's tires filled the plane. After several minutes of getting the teams on-board gathered together, collecting their luggage, and meeting with Glanodel's Ambassador to Midrasia, the group made their way out of the airport and into the motorcade. In total, the official team was composed of the State Secretary, his personal assistant and press secretary, and three, armed bodyguards (1 intelligence community affiliated and the other 2 military affiliated). As the team piled into the vehicles provided by the Midrasian government for escort to Lugard Tower, those not affiliated with Glenish government quickly hailed caps. Secretary Mikkelsen's press secretary, responsible for assisting him with keeping the press informed on what they needed to know, yelled out one last announcement.

"Alright! We'll be heading to the accommodations provided by Midrasia, the address to which is provided in your brief packet. Then tomorrow morning, bright and early, we'll be starting the meetings, also covered in your brief. I better not hear a damn thing from any of you until at least after six o'clock tomorrow morning unless someone got assassinated!" he announced, inciting a bit of laughter from the members of the press just before he got into the motorcade with the State Secretary and the parade of vehicles began its trip through the city and to their hotel to sleep before tomorrow.

Sunday, November 6, Slightly after 2:00 Local Time

Brand new Minister of Trade and Business was nervously looking around the plane as it started to make it's landing at Berghelling Airport. Senator John Lonergan was brand new to the government taking over the Trade and Business Ministry only a few days ago. While some would look down on the realitively junior ministry John was excited, he was a member of the cabinet and could sit in the front of the Senate chamber. Sure no one really paid any attention to him, but he was happy nonetheless.

The young minister was also excited to be leading a delegation with the Minister of Foreign Affairs, Peter Utley. Senator Utley is a powerful man and John kept staring at him as the plane landed. They had not talked much before John had joined the government and only had a light conversation while being briefed for this meeting. He was looking forward to getting to know him and hopefully impress him. John knew that having the second most powerful person in the government on his side wouldn't hurt his career going forward.

Peter followed by John, the small group of aides, and some members of the press disembarked from the plane and were greeted by the Aquidish Ambassador to Midrasia Dame Dawn Hurley. Peter gave a little nod to the ambassador as he got nearer. "Dame Hurley it is always a pleasure to see you. We have much to discuss in the car ride over. I understand you were having some issues with the new security measures put in place..." John couldn't hear what was being said anymore as he was ushered into the second car that would follow behind the Foreign Minister and Ambassador. "So much for co-delegation leaders." He thought to himself.

When the Aquidish delegation arrived at Lugard Tower most went to their accommodations and get ready for the days ahead of them. John however milled around and engaged with anyone who was willing to talk to him. The Aquidish flag pin on his lapel made it obvious where he was from.

November 6, 20:30 PM local time

As the plane landed, Prime Minister Isabella Lundber had been thinking about the upcoming election. It had bothered her throughout the flight, like an earache. She was still up in the polls but the Green party had been becoming increasingly popular by the day and she knew she would lose the election if she didn't try and win over some new voters. She thought that if she could get this "Asuran Community" to benefit Oserland's economy as much as possible, she could easily win the election and come off as the Oser Prime Minister that helped tie Asura together.

Also on the plane was The Diplomatic Minister Elliot Hermansson, two news crews from OTRC News and the Oser Daily, A translator named Willaim Andersson and six armed bodyguards, two for each exit on the plane. The reporters could be heard in back, discussing and cracking jokes. Isabella over heard a few jokes and laughed.

The plane touched down. A few minutes later, everyone got out of the plane. A man came up to the group and said "Miss Lundber, Mr Hermansson and Mr Andersson will being staying at Bernard hotel" He continued saying "The press and everyone else here will be staying at The White rabit Hotel". After Mr Andersson finished translated, everyone went into their respected taxis and were driven to their respected hotels

As the envoys took their seats in the board room in time for the meeting to start, Mr. Lereff stood, addressing the sitting delegates.

"My friends as well all know, for too long war has defined the politics of Asura, since the early days of the old empire, to the horrendous conflict of the late 19th century, to today's alliance posturing; war has brought nothing but devastation and poverty to this region. The spoils of war have done little to benefit the civilian populations of our region, who have bled so much throughout our past. But now we have an opportunity to make war not only unthinkable, but materially impossible. Through cooperation in our economic, political and social spheres we can not only benefit the growth and sustainability of our own nations, but allow Asura as a unitary bloc to project much greater influence within world politics." The official, paused for a brief moment, taking a sip of water, his prolonged speech had left his mouth dry.

"I think it is best we first focus on the economic aspects of our union, i am sure this is of most pertinent interest to the national governments sitting here. We propose the creation of a tariff-free common market for material resources throughout the nations of Asura. This, in combination with a business-passport system for professionals travelling between borders would not only hugely benefit the Asuran manufacturing and energy industries, but would also allow business officials to travel across the nations of Asura, whilst each sovereign nation retains ultimate control over their border and immigration policies."

"In terms of the political aspect of the union i believe it is necessary for each member state to hold a sway over the future of the union and as such, the parliament of the community will be made up of a lower house, elected through democratic means within each member state of the community; whilst the upper house will be made up of the heads of state of each member state. A super-majority of 60% support of all member states and the lower house will be required to pass legislation affecting the future of the community."

"I hope you consider these proposals satisfactory." Mr. Lereff sat, awaiting the response of his fellow officials.

The Vrnallians exchanged a few whispered words amongst themselves, before the ageing Second Minister leant forwards in his chair and addressed Mr. Lereff in heavily accented Midrasian.

"Ve have two qvestions, if you vould not to mind, Mister Lereff. First - vhen you speak of 'business officials', vhat precisely do you mean? Is zis chust anozzer vay of letting cheap labour to move vherever it is vanted, or does zis truly only apply to businesspeoples? And second - how vill ze lower house of zis parliament be elected? Zat is - vhat voting system vould it use?"

The Premier added, in much more authentic-sounding Midrasian:

"In addition, we would like to inform the honourable ladies and gentlemen in attendance that we are generally pleased with the proposals presented thus far."

"Mr. Lereff" Holt began, his large frame rising from his chair "I do find your ignorance refreshing, but I don't understand what you mean by war not benefiting our civilian populations. Why, was it not the wars that caused the Empires of Old to bring great wealth and prosperity to our continent? To bring our continent to the forefront of international attention and make us the shining example of civilisation? You might say what I view is outdated, but it was war that ended the evil regime of the ASU and, much to the dismay of many, war brings money to our countries like no other. Our continent has one of the largest arms industries in the world, why would we risk such large amount of wealth, which can be spent benefiting our citizens, away for the rather childish and idealist notion that 'peace' is possible?" Raymond added, looking over the seated arrangement of diplomats.Taking a breath, he began speaking again;

"While I am in support of the Vrnallians questions, I must inform you the Newrey has no intention of easing the borders, even for supposed 'business' peoples. In fact, it is more than likely we will tighten them, given the rather ruinous effects of 150 dead and many more injured due to our rather lax approach to borders that occurred only a few weeks ago."

"I am not denying Mr. Holt that war has in the past been used as a force for change. Of course societies have changed and reformed as a result of war, and through force of arms people have been able to overthrow oppressors. What I am suggesting however is that war has a considerable negative impact among the populace of democratic nations. Through prolonged and easily avoidable war many generations have fought, bled and been lost. Mothers go without sons or husbands, whilst they starve on rations as supplies are funnelled to the front. War between our democratic nations brings nothing but squalor and loss. Through a common economic and political block we can avoid this travesty, allowing future generations to live in peace and prosperity; exerting our influence as a common bloc to turn other Asuran nations away from authoritarianism."

"In response to the questions posed however this is not some sly attempt to allow open access of borders. The proposed measures will have little to zero impact over each sovereign nations border controls. What I am proposing is simply a visa system, whereby officials such as financial consultants, entrepreneurs and medical officers may easily pass through our borders without the requirement of a visa. Of course such officials must first meet other regulations set by each sovereign nation; yet this will allow for a great economic boost for the region. Such policy will allow financial, charitable and medical services to operate within each member nation of the Asuran Community without the requirement to set up a new operations branch or headquarters in each nation. If anything Mr. Holt a common community policy would enable our region to greatly clamp down on such attacks through co-operation and information sharing."

After a brief discussion with Eliot Hermansson, Isabella Lundber said in her native tongue "We agree with both proposals set forth by Mr Lereff.". After Miss Lundber finished speaking and sat down Willaim Andersson translated into Midrasian before taking a sip of water and waited for a reply.

Premier Cismachà stood to speak again: "we quite agree with Mister Lereff's comments on war. It may have it's purposes, but as much as possible we must strive to avoid needless conflict and bloodshed.

"We are grateful that you have addressed our concerns about border control, but I must repeat our question about the nature of governance in this project. How would the parliament function, and what say would our people as members have in it? Would this simply be yet more bureaucracy for people to shake their heads at?"

Senator Lonergan rose out of his seat to speak,"Aquidneck is in support of removing trade barriers between nations whenever we can. We have made similar deals with nations in the past and will continue to do so. We'd also like to see a shared electrical grid, more protections for shipping lanes, a simplification of the student visa process, and much more. These things will not be decided here in this meeting. Therefore the Kingdom of Aquidneck believes that creating a parliament to discuss and form these ideas is beneficial to everyone on the continent. We eagerly await a draft of the proposed Asuran Parliament." With that John sat down.

"Quite frankly, Glanodel, as well as many of the other nations here don't need assistance establishing trade or linking our economies," State Secretary Mikkelsen said as he finally spoke up. Straightening his suit slightly as he shifted in his chair, before continuing his state. "You've opened these discussions with a portrayal of this organization as a means to avert international conflict and I honestly don't see what promise a supranational political organization would have in doing that. If Oserland was suddenly reemerge as a communist power, what exactly would this union do to try and stop their government from trying to overtake our nation? Economics and politics aside, hostilities and open conflict appear to be one of the main goals here and that happens to be the thing I and my country are most skeptical of this organization being able to prevent."

Secretary Mikkelsen paused for a moment to lean forward and with hand pointed over to the window which displayed a breath taking view of the Asuran landscape, tall buildings and bustling city life dotting the painting that was Midrasian life. "Out there, I don't see hundreds of thousands of people who care that we might make a 'united front' to combat conflicts when they inevitably arise. What I see are mothers and fathers, children, and families who will be torn to pieces when conflicts arise and all the representatives at this table will have to offer them is just a solution to a problem that we couldn't prevent in the first place. Put something on the table that says to us all, 'war may be a distant memory by 2030,' and you'll have Glanodel's attention. Otherwise, I'd imagine that we, but many of the other nations here will leave this city believing they are perfectly capable of cultivating good economies and functioning governments on their own without the need for a secondary government above them, telling them what to do."

"You have to understand, Mr. Mikkelson, that this scheme is a work in progress for unity and common defence. You may have noticed that half the members at this meeting are from nations of the AIP, whilst others are members of the MSTO. Through this common community we can ensure that a conflict never breaks out between these two military blocs on the Asuran continent. Furthermore as a non-aligned nation such as Glanodel, a common sharing of defensive schemes and tactics will ensure that your nation is better defended, should a foreign aggressive power rise. Should there be a requirement for greater integration, such as the creation of an unitary Asuran army, this may be discussed and legislated for through the Asuran parliament. That said, you do raise a good point about the operation of rogue nations within the union. And as such we hereby propose an amendment to the treaty whereby errant members may be forcibly ejected for undermining the continued unity of Asura, or failing to adhere to the very democratic principles we seek to enshrine for future generations. This organisation seeks not to expand its territorial borders, but defend its own from future conflict on the continent. By uniting our economies and political goals, we will not only make war on this continent we will not only make war unthinkable, but impossible. It would not suit the interest of belligerent nations to invade their neighbours, when they are reliant upon them for their economic growth and material goods, it would be entirely counter-productive and materially impossible."

"In terms of the parliament itself, the legislative body will be elected through proportional seats, handed out to each nation based on their population. Candidates up for election will first represent their individual national party affiliations, however the parties themselves will subscribe to specific blocs within the parliament. For example Socialist parties may subscribe to the socialist bloc, whilst liberals to the liberal bloc and so forth. Each nation may select the voting system to be utilised, provided it is a proportional system. The individual nations themselves shall be able to draw their own electoral boundaries. Term-limits shall be set at two years, although this limit may be up for discussion, as shall be the location of the parliament. A speaker shall be elected with a majority of support from members of the 'lower-house'. The speakers role is non-partisan and merely to organise the business of the day and facilitate discussion. Each bloc may also elect a leader. The 'lower-house' should be named to the Asuran Assembly. Furthermore the 'upper-house' of the community shall be made up of the head of state for each member nation, with one-nation, one-vote. The 'upper-house' shall be named to the Council. Any legislation to be passed by the parliament must pass through both houses.

Having been quiet throughout the meeting, to the extent that their arrival had not been noted by any other members, the Nausikaan representatives finally spoke up.

"Although we have certain reservations about joining this community, through the discussion within the Asuran parliament I believe we as the Asuran continent will be able to come to a common agreement and policy. We believe it is in the best interest of the Nausikaan nation to join this community." Spoke President Saaristo in a strong North-Särmäk accent. "It shall be for the betterment of all democratic Asuran nations to join and engage with this democratic community, that I am sure will bring newfound prosperity and peace to our continent."

As Mr. Lereff, Midrasia's representative at the table finished his first statement towards Secretary Mikkelsen, the Secretary's assistant leaned over into his ear and whispered, "Free trade prevents wars." Mikkelsen couldn't help but smirk at her words, words that he'd said before the Landsmeet just a month ago in defense of expanding free trade agreements.

As Lereff continued, Mikkelsen couldn't help admitting that it wasn't completely unreasonable. He did, however, have one question. "Sorry to hog the floor but I do have one concern that I'd like to raise. I think it's in all of our nations' interests to clearly establish exactly what this organization is capable of passing legislation on. Especially when in regards to economic policy."

"Mr. Lereff, I'm not sure if you have been paying attention to the news as of late. Attacks in Glanodel, Aquidneck & Newrey have occurred in the last part of this year alone! We share relatively lax borders with most nations, however the fact that this has been exploited by terrorists have taught us to be wary of such agreements. Your assertion that open borders will reduce this possibility is yet to be seen, and is not a risk we in Newrey will be taken, business officials or not. Secondly, this suggested Parliament is an affront to sovereignty. We are giving power to this suggestion over laws set by the sovereign governments of the Asuran continent! I can tell you that this is one more section of this proposed Community we will refuse to participate in. In our mind, this Community should not extend its control further than free trade, which would eliminate economic barriers." Holt responded

"For now, the parliament can only legislate in terms of our economic arrangements as per the treaty. Much of this will be in regards to safety regulations of goods passed over borders, banking regulations and legislating for new supra-national trade matters such as a protection of shipping lanes. The parliament may rule on supra-national social-matters, such as the admission of new member states but for the time being that will require a super-majority of support from both the Assembly and Council. For the Parliament to increase the issues over which it governs, or for say the establishment of an Asuran court of appeal, would require the signing of a new treaty. All enforcement power for the legislation passed by the parliament will be in the hands of the governing bodies of the member states. Furthermore, in light of the assigning of seats for the parliament, for the time being, each nation will receive a minimum of six seats, with an extra seat for every 819000 citizens or part thereof."

"I believe the only matter to discuss is the location of the parliament. There could perhaps be a rotating location for the Council, as it is made up of the heads of state of member nations, yet the Parliament will require a location. As hosts, we put forward Berghelling as location of the parliament, unless there are any alternatives?"

Isabella Lundber stood up and for the second time throughout the meeting and said " We think that this Parliment should be located Ibbené as it, as said by Mrs Cismachà, is one of the closest cities to the center of the Asuran Community and would remain that way if new nations joined this organisation."

She continued " While I can see why Mr Lereff would want this parliament to be located in Berghelling, I think it would be more practical if it was held in Ibbené."

Mr Andersson stood up, translated and sat back down.

Foreign Minister Utley looked over the proposal that had been drafted. After discussing it briefly with his colleagues he stood up to speak. "The Kingdom of Aquidneck can agree to these terms. The location of the Community does not concern us as it might have back when traveling was more of an issue. In these modern time it does not matter so much. I am interested to see what the break down of membership on the parliament will look like and I hope that comes to light soon. I hope the Asuran Community will be a force for good and a source of prosperity for us all. I would encourage it to work closely with other international organizations such as the Aeian Public Heath Organization. I would just suggest some additional clauses, one would be a provision that states that future members must be approved by a majority of the Council and another that grants observer status to those sponsored by at least two member states, and a change in wording for the speaker to be nonpartisan rather than bipartisan. Hopefully you consider my proposals."

"These amendments seem satisfactory, the Parliament shall be located in the city of Ibbené, support of 60% of the Council for the addition of further members; with observer status for those sponsored by two members of the Council. The Speaker shall also be a 'non-partisan' position rather than 'bipartisan'. In terms of the membership of the parliament the outline, based on the population procedure we have outlined, will be as follows:
  • Midrasia - 110 seats
  • Aquidneck - 89 seats
  • Newrey- 86 seats
  • Oserland- 48 seats
  • Glanodel- 18 seats
  • Nausikaa- 7 seats
  • Vrnallia- 6 seats
It must be noted however that each member state will receive equal representation within the Council, and all legislation is required to pass through both houses to be enacted."
