You may be me to it anyway since I am to unite the Great Lakes then gain back the lands of the Rust Cultists and West Virginia is second on the list. First is Pennsylvania since its below the Holy City.

Could be say that the Protectorate is an off-shoot of the Rust Cult and will probably be friendly.

Guess war it is, just will have to shift my economy from one of manufacturing to one of war. Though it will probably later on when or if I unite the Great Lakes.

Not saying they'll go to war if they're considered an offshoot. Likely it'll be suggested that both cultures had the right idea.

Factories could be considered one third of the holy trinity, steel being another third.
