On Commendations and Condemnations

ImageImage

Let's begin with the three arguments for C&Cs listed by Sedgistan in the Guide to the Security Council:

  • The Security Council should recognise those whose actions align with the principles of the World Assembly.
  • The Security Council should acknowledge those who have a significant/unique impact on NationStates.
  • The nominee’s actions need to be immortalized for future generations to learn from.
Such criteria is general, and therefore, other reasons and specifics are needed:

Above is every single C&C categorized under an argument. Many C&Cs are listed under multiple arguments. Note that some resolutions here were repealed, proven false, would be illegal today, or are no longer considered to be commendable/condemnatory.

The purpose of this dispatch is to provide a reference with which nations participating in the SC can use to see what arguments have been used to justify a C&C, or to see what precedent is there for a particular argument in a C&C. I hope nations with questions such as "Can role-players be condemned?" or "Is this even condemnatory?" will have their questions answered after reading this reference on passed C&Cs. This is not to say that standards for a C&C should be set low, rather that they should not be ridiculously-high-that-no-one-has-been-condemned-or-commended-in-months high. This historical context should show that C&Cs are deserved by players today.

Great list!

Just a point though, you mentioned 10KI island as a condemned "Impressive Issues Player" while linking a commendation.

I believe Commerce Heights should also be listed under "Creation of Tools" as well since his Commendation includes his creation of NSEconomy and xkoranate, two widely-used tools.

What happens to a particular nation or region if it is condemned or commended?

Nice job!

If you don't mind a miniscule bit of nitpicking from an uncredited co-author, Separatist Peoples' commendation, while focusing on WA authorship, included three paragraphs on his RP in the Strangers' Bar, so it should probably be listed under RP as well.

Yes, this list will be updated, as it is a reference for all future C&C proposals. If a passed C&C resolution were to have a unique argument not yet listed in this reference, then the added resolution will be listed under a new catergory.

Any odds of this being expanded with why commendations/condemnations have been repealed? a quick looks shows between 1 in 3 and 1 in 4 of those have been repealed (with condemns having a high rate than commends). Be interesting to also break down repeals, and maybe even look then at what the condemnations/commendations that have lasted have in common compared to those who have been repealed.

Horrible Leadership of a Region (Sedgistan, Punk Reloaded, Thatcherton, Anthony Delasanta, The Dourian Embassy, Stujenske, The Pacific)

Bolding and underlining is my own.

Might I suggest, as I am a member of the Pacific, that you re-read that condemnation there. It was issued more due to hatred of Pacifican leadership and the Lazarus affair, which better means that condemnation should be under raiding/briefing/coupling, rather than 'horrible leadership.'

I agree. The Pacific was mainly condemned for Lazarus back then. - Bringing TP into the category of being condemned because of "Horrible Leadership" is not only not correct in a factual way, but also rather insulting and disappointing. The SC resolution was even repealed because it contained factual errors regarding the Pacific itself.

Recognizing that the New Pacific Order (NPO), the regime that has ruled The Pacific for more than a decade, was founded by Francos Spain in 2003 after seizing the Delegacy of The Pacific from Thedoc with the support of invading forces, and has imposed dictatorship and tyranny on the native population of The Pacific ever since,

Rebuking the NPO, for its oppressive political nature, which has included institution of a ludicrously low limit on the free exchange of support between World Assembly nations throughout NPO history, and the severe suppression of any form of dissenting speech which calls into question the actions or legitimacy of the NPO, fostering a brutal police state in which the native population has no say in the affairs of their own region,

...

Asserting that the actions of the NPO against the native population of The Pacific and the communities of other regions constitute an affront to regional sovereignty, self-determination, and democratic governance, and to the interregional peace and goodwill that this institution is charged with upholding,

Urging the native nations of The Pacific to demand reform from the NPO, to bring an end to its domestic tyranny and foreign imperialism, so that one day The Pacific may reconcile with the interregional community and this condemnation will no longer be necessary,

Guys, guys, let's chill for a minute. The OOC reason that TP was condemned was for the coup in Lazarus, and I agree with you that it should be moved, but just by analyzing the text you can see where TMI is coming from. IC the main argument for the condemnation was that the NPO was doing a poor job of running TP. TMI isn't passing judgement on TP, he read the resolution and interpreted its arguments. Honestly, it's kind of funny how personal you guys are making this.

SC #177 was a piece of legislature that was meant to be a criticism of the NPO, the "Leadership of [the] Region". Only a single clause mentioned Lazarus, and only 4 clauses were explicitly about coups or raids. SC #177 differed from most other coup/raid related condemnations in that instead of just saying "The Pacific is bad because they couped Lazarus..." it said "The Pacific is run by the NPO, and the NPO is bad because it decided to coup Lazarus..." Get it? According to the text of the resolution, The Pacific wasn't bad, it's leadership was.

And just a reminder, none of this is my opinion of TP or the NPO. It was the opinion of the WA (before the repeal), based on the text of the Condemnation. If you need a tl;dr of what my argument in this post was, it is basically that last sentence.

The main purpose of this thread is to show players the historical precedence for the various arguments in C&Cs. However, I will do a list about Repeals of C&Cs in the future due to popular demand. As for Liberations, that is less likely as I have less interest in those resolutions.
Ever-Wandering Souls wrote:Any odds of this being expanded with why commendations/condemnations have been repealed? a quick looks shows between 1 in 3 and 1 in 4 of those have been repealed (with condemns having a high rate than commends). Be interesting to also break down repeals, and maybe even look then at what the condemnations/commendations that have lasted have in common compared to those who have been repealed.

Regarding repeals, I will get around to them as soon as I finish organizing the OP. There are still some distinctions that I need to make clear before I start working on a new thread.

The Pacific's Condemnation is listed under both "Raiding/Greifing/Couping" and "Horrible Leadership." This thread only concerns the text and arguments of C&Cs, not the context surrounding them. The Pacific's Condemnation touched on the "dictatorship and tyranny" of the NPO's leadership, and that is why it is listed under "Horrible Leadership."
Pergamon wrote:I agree.

Lynopia wrote:Usually, regions with horrible leadership do not enjoy stable government with a happy native population for thirteen and more years.

I should mention that the category "Horrible Leadership of a Region" refers to both incompetent leadership and tyrannical leadership. "Horrible" is just a word that fits both meanings, and it is not meant to belittle or insult anyone listed under that category. I am simply organizing each C&C under its relevant arguments. I tried to do this impartially and without bias to the best of my ability. The categories of each C&C were not fabricated in my imagination; they originate from the text of each resolution. According to the Pacific's Condemnation, the NPO has "imposed dictatorship and tyranny on the native population of The Pacific." This is an example of a Condemnation using tyrannical leadership of a region as an argument for why a nominee should be condemned. Therefore, TP's Condemnation is listed under "Horrible Leadership." Again, this has nothing to do with my personal opinion; it is in the text of the resolution.

Also, as I said myself in the OP, "Note that some resolutions here were repealed, proven false, would be illegal today, or are no longer considered to be commendable/condemnatory." Therefore, I am not declaring that whatever is said in a resolution is true. The Pacific's Condemnation may have been proven false in some areas and subsequently repealed, but that does not changed the text and arguments of the Condemnation itself. The Condemnation was still passed in the past, and therefore will be recorded in this thread.
We Are Not the NSA wrote:Guys, guys, let's chill for a minute.

This is an accurate description of how I categorized each C&C. OOC context doesn't matter; it is only the text and arguments of a C&C that concern me.

RP was a factor in Bears Armed's commendation, although only quite briefly mentioned in the actual text, as well.

A nice guide!

My only complaint is that you misspelled my name :P (twice ;_;) - there is only one "s" in Nasad.
