Progressive Movement Platform
Economy
The Progressive Movement recognises that to grow the economy and to increase productivity, government intervention is necessary. We will intervene in the economy to create universal education and healthcare, as a successful state is one that gives it's citizens the knowledge they need to be able to be successful, and one that cares for their citizen's wellbeing. We support collective bargaining rights and trade unions as well, so that workers have rights to campaign for better conditions and fair pay. We also support the use of subsidies to stimulate the economy, and efforts to reduce homelessness. Progressive taxation is another thing that this party is in support of, as it is the only way of ensuring the tax burden doesn't fall on the poor who don't even earn enough money to live on, let alone pay taxes with.
Society
Elizia is built upon the unity and harmony between it's many communities, and tension between these communities will drive Elizia apart. Therefore we will make efforts to bring these communities together, and protect our citizens from discrimination based on gender, race, religion, class and nationality. We are strong supporters of civil rights, too, and oppose measures by any government to curb civil rights. This party also stands with the LGBT community of Elizia, and we wish to protect them from discrimination and hate crimes, and protect same-sex couples. We are also supporters of a woman's right to an abortion in cases of rape, incest, fetal abnormalities, and cases in which the mother's physical or mental health is at risk.
World
The Progressive Movement recognises the benefits of both protectionism and free trade, and supports foreign investment in the cases where it benefits Elizian citizens. We also think that Elizia should not fight in conflicts unless it is for the benefit of the people. In terms of foreign affairs, we realise the ENC's mistake of recognising the ROC over the PRC, and turning us away from a valuable ally.
Environment
Elizia has one of the most beautiful natural environments in the world, and it seems a shame to throw that away. This is why this party supports measures to preserve Elizia's natural environment. This party also aims to reduce CO2 emissions by investing in Alternative Energy technology and power plants. This will provide safer jobs for coal miners and workers at fossil fuel power plants, as well as providing new jobs for the unemployed Elizians.
Elections
Upon the birth of democracy in Elizia, the nation adopted the Schulze voting system. While fixing the problems of the Spoiler Effect, this method can lead to tyranny by slim majorities in Elizian politics. We support a switch to Additional Member System, where we retain constituency seats, but add list seats for each province that are allocated to parties who are misrepresented by the constituency seats. We also strongly support measures to reduce corruption in Elizian politics.
Constitution of the Progressive Movement
Section I: The Parliamentary Leader
a. The Parliamentary Leader of the Progressive Movement, henceforth referred to as "leader", shall be an elected position whose incumbent shall be charged with representing the party in an electoral capacity, representing the party in a parliamentary capacity, setting internal policy, and resolving intra-party and inter-party disputes.
b. The leader shall not enter into coalition, or supply and confidence agreement, with any other organization without the support of a majority of voters in a party-wide public referendum, which shall last no less than 24 hours.
c. The leader may also not ban, censure, or deny membership to any individual without the support of a majority of voters in a party-wide public referendum, which shall last no less than 48 hours.
d. The leader may appoint a deputy leader to serve in the leader's absence.
Section II: Whip
a. The party leader shall appoint a whip to engage in get-out-the-vote efforts on behalf of the party, and on direct order from the party leader.
b. Upon the Whip’s recommendation, the leader may authorize a one line whip, a nonbinding recommendation, a two line whip, a nonbinding strong suggestion, or a three line whip, a binding order.
c. Members who break a three line whip are subjected to discipline at the discretion of the leader.
Section III: Elections
a. Elections shall be held once a month following ratification of this constitution.
b. Elections shall last 72 hours, with a 24 hour nomination period, and a 48 hour voting period.
c. If only one person stands for an office, they shall ascend to it upon the end of the nomination process.
d. Elections will be conducted via majoritarian alternative vote.
Section IV: Referendums
a. A binding referendum may be held on any matter if said referendum receives the support of at least 20% of active and voting members, or the support of at least five active and voting members, whichever number is lower in absolute value.
b. Referendums must be held for at least 48 hours.
c. All referendums receiving a majority votes in the affirmative are considered valid, excluding constitutional amendments which require the support of 3/5 of voters.
Section V: Amending the Constitution
a. The Constitution of the Progressive Movement may be amended after a petition signed by either 20% of active and voting members, or 5 active and voting members, whichever number may be lower in absolute value, is tabled and voted on by the party membership and passes by a 3/5 vote.
