Dear readers, thank you for purchasing the first International Edition of the Daily Reconian! We are very happy to finally be able to circulate our paper internationally, bringing Reconian news all over the world! As we move forward in this important milestone, I'd like to make a short introduction to our core team. Firstly, making all this even possible, special thanks to Legion Corporation President Sir Edward Lovin and LegionTV President Mr Bobby Esten, my three senior editors, Stephanie, James and Gregory, and all my writers here at the Daily Reconian, we will continue delivering the world-class journalism that we have done for so many years. PREMIER MACKENZIE PASSES AWAY AT 91

At 7:12 a.m. this morning, Recon's former Premier Kinstail MacKenzie passed away peacefully at the MacKenzie Estate in South Dion, aged 91, surrounded by his family. Dr. MacKenzie served as the Recon Empire's first head of government under HM King Haden I, when he took office in 1997. Prior to his Premiership, Dr. MacKenzie had already defined his role as the nation's leading academic, as well as making a groundbreaking impact as the founder of the Kinstail McKenzie University of Science & Engineering, one of the top higher education institutions in the world today. Premier MacKenzie and his family is also ranked 3rd richest in the Recon Empire, at an estimated net worth of NS$270 billion, as provided by Boyle. He is survived by his widow, Dr. Amelia, his four children, Dr. Rodger, Dr. Hewlett, Sir Eugene and Dr. Angus; as well as his sole grandson, Dr. Craig.

The Hon. Dr. McKenzie
Serving as the Empire's first Premier from 1997-2005, Dr. McKenzie has been an integral figure in the Recon Empire's founding, building the nation's foundational infrastructure in economy, urban planning, and civil service. As an important negotiator during the Recon colonization of the International Southern Union, he has also represented the Recon Empire on the international level. Despite resigning as Premier in 2005, he continued serving as a Royal Consul under the Royal Consulate, providing essential advice to the administration under his successor, Lord High Commissioner H.E. Sir Arthur Roserade.

HIM Emperor-King Haden I expressed "immense sadness and grief" over "the loss of the nation's greatest caretaker and a pioneer of our young empire". He expressed the immeasurable work that Premier MacKenzie has done throughout the course of his career, "always giving more than he needed for our nation and for the people. A humble yet hardworking and loyal man."

Eisille Castle
The former Premier will be given full state honours and will be lying-in-state for the coming days at Eisille Castle, Government City. All state and military flags will also be flown at half mast. Massive public outpour had begun, with tens of thousands expected to pay their respects to Premier MacKenzie. Many government dignitaries are expected to visit the Recon Empire in the coming days to pay respects to one of the nation's greatest statesman, while all embassies and high commissions of the Recon Empire around the world will be open for visit with books of condolences for those who wish to mourn. Dignitaries have been requested to attend the Memorial Event on the final day of the state funeral to give their eulogies. As expected, the state's requiem,

Premier McKenzie's casket will leave the MacKenzie Estate tomorrow morning, and travel the interstate route to Government City, where it will bypass Capitol Palace, the Radius and other state buildings before reaching Eisille Castle. Police has been heavily enforced due to the predicted mourning crowd. Tributes have poured into the MacKenzie Estate and Eisille Castle in the passing hours, with thousands of tribute centers to be set up at city councils all over the nation to mourn the loss of one of the nation's forefathers.

THE ROYAL CONSULATE TO REIGN TIGHT ON POLICY

The King's Court passed a new legislative policy change that will affect all policy discussions of the Recon Empire. In an unusually heated debate in the King's Court this morning, H.E. Grand Consul Aaron Augustine Black proposed to have the Royal Consulate the authority to sample all policies that were passed through the King's Court, and bring more significant roles to the Chairmen of the 9 Advisory Committees. The Royal Consulate have been a large non-executive advisory body that provides the government, regardless of branch, with technocratic and noble advice via its two subsidiary courts, the Courts of the Nobles and Scholars. In practice, the Royal Consulate may only be consulted upon at the request of the executive branches of government, the Central Commission and the Chancellery, or directed by the sovereign himself. However, due to growing politics within the governments, the Royal Consulate has been consulted significantly less in the recent years.

The Grand Consul has always been a quiet figure, providing King Haden and the government with important advice and government directives to assist in the policymaking process since the founding of the empire. Grand Consul Black has been the King's closest advisors for more than 20 years, and has continued to toil tirelessly as one of Recon's most respected consuls. In the rare piercing speeches that he has made over his career, the recent one shows once again the Royal Consulate reigning in its seasoned power in government to balance out the politics that grow with time. It also shows the rest of the branches that the Royal Consulate's deep connections with the sovereign and its influence cannot be forgotten even as the main branches of government continue to grow in its size and power.

Traditionally the Royal Consulate is encouraged by the King to balance out many political decisions that, is undoubtedly necessary, but may get overboard at times. The last time the Royal Consulate flexed its muscles was during the 1999 reorganization of the Crown Corporation. The Grand Consul was on a heated debate with then-Premier Dr. Kinstail MacKenzie which resulted in the expansion of the Court of the Scholars to bolster the technocratic focus of the government. The Grand Consul was also at the center at advocating for the appointment of Sir Arthur Roserade and key appointment holders within the new Commission-style government.

With the new policy in place for 100% mandatory consultation with respective advisory committees, it is expected that the technocrats to dish up solid directives in guiding most government policies in time to come.

BRISTEN FAULTS UP FOR IMPERIAL GRABS

The Reconian Territorial chief, Lord Clarence Minsky, along with the Viceroy of Bristen Faults, Lady Sylvia Neston, met with the Lord of The Crown Federation of Recon, Sir Eugene Hennings earlier today at Forteral Palace to officially relinquish sovereign right over the colony to the Imperial Government of the Crown Federation of Recon. The colony has recently gone bankrupt due to poor financial regulations and deep-rooted corruption.

The Colony of Bristen Faults was founded in 1995 during the Great Continental War, before the founding of modern Recon. The self-governing colony encompasses Bristen Faults Island, sitting amidst large deposits of gold and tin, with trading posts scattered throughout its coasts. The Reconian colonialists residing there for over 20 years has since distanced itself from the mainland Reconian population, developing its own cultural identity with their own English dialect. With a population of 4.5 million, it is about the average size of modern day Ireland. The colony's autonomy has largely been untouched by the Reconian Government ever since the war, but due to recent increase in corruption activities and lax financial regulations, the local government defaulted due to the debt burden of over NS$13 billion dollars. The lack of support for the local government and withdrawal of Reconian troops and colonialists has led to widespread civil unrest throughout the island. After multiple elections in a single year with no clear result, the country has landed into anarchy, giving rise to civil war. Human rights organisations have petitioned to governments to intervene and right the situation in Bristen Faults.

With no diplomatic consequences with the Recon Empire nor the Regional Government, willing nations are encouraged to further their own intentions on Bristen Faults. "Policies like this state the regional government's change in direction, to engage its nations in more imperialistic goals," explains William King, a Regent's Professor of Law at the Imperial College of Dion. "I foresee more of such occurrences happening in the near future."

BRISTEN NATIVE COMMUNISM GETS SQUASHED

After intense invasion of imperalist forces onto the former Recon Colony of Bristen Faults, the native communist revolution has been reduced significantly. Poverty is rampant as urbanites surrender to imperialist reliefs. The contenders of the island include The Tremors, Imperial Royal Union, Dou Boux, Hundredstar and Jeltronia. Over the past few weeks, the support for the People's Republic of Bristen has fallen to below 20%, an intense 60% drop. It is expected that imperialist forces will once again take control of the island, however, at this moment it is still unsure who will be the ultimate victor.

In an interview with Professor Rupert Rushflo, Professor of International Relations at Glendon World Institute, he explains the situation of Bristen Faults and the problems facing each nation.

"The Tremors currently controls the largest portion of the land, with a small non-combatant navy in Port Taster. Due to its humanitarian efforts, it has appealed to public opinion. It also constructed Fort Gustavus within Mount Bristen, which is essential in managing its trans-island resource operations. However, it has failed to control other well-established cities, leaving vacuums for other nations to grab, most notably Northern Bristen Faults.

Imperial Royal Union has engaged in an aggressive policy of entering Bristen Bay, essentially forcing other nations to defend or retaliate. It undoubtedly has the naval resources to do so, but whether or not its land forces are able to secure it in the long term is yet another question. It has done well in securing strategic lands, near southeast Bristen Faults at Port Dexter. We can expect to see more action from IRU in the coming weeks.

Dou Boux has made a big strategic entrance, securing much of northern Bristen Faults, despite its initial defeat. It is understandable due to the young nation's inexperience, however, it has since rebounded back tremendously as a key player in the battle of Bristen Faults. It may also be made possible due to Tremorian focus on southern Bristen Faults. Nonetheless, with over 12,000 troops, it has set good foundation in its territories, showing it cannot be underestimated.

Hundredstar has suffered the most defeat thus far, with its humanitarian operations focused in urban areas. It has lost much land on sub-urban terrain, but enforced its standing in the cities. However, due to immense bombings in Port Erwick, it will be expected to struggle to control over the terrified population. Hundredstar has initiate little combat activity, however, it currently has the highest approval rating islandwide due to its welfare for its people.

Jeltronia has largely been untouched ever since its first invasion, securing a decent portion of southwest Bristen Faults. Nonetheless, with IRU navies pushing into the bay, New Lansia poses as a risk for the coming weeks."

A LegionTV Poll conducted on the island puts Hundredstar's approval ratings at 40%, with Tremorians at 25%, People's Republic at 17%, Dou Boux at 8%, Jeltronia at 7% and IRU at 3%.

LORD CHANCE FACES TRIAL AMIDST BINDU VISIT

After being investigated for insider trading and corruption, the Auditor-General deemed necessary to charge the Commissioner of the Commerce Bureau, Lord Sylvestor Lloyd Chance for 42 counts of corruption. Due to the senior rank, the case was directed to the nation's first Censorate Tribunal. Such a tribunal is only called upon to try senior government officials or extreme high profile cases. Presided by all 7 Censors, the highest-ranking judicial officers in the land, Lord Chance faced the music under a gruelling 16 hour inquisition. Lord Chance was allegedly involved in corruption and insider trading of more than 13 major corporations both in and outside of the Recon Empire, with embezzled funds up to NS$650 million.

"The defendant has intentionally traded away Reconian national assets in the name of private gains, and allowed questionable corporations to enter the market under his watch as commissioner of the Commerce Bureau," said Sir Neyman Clark, Auditor-General. "He has betrayed the trust of the people and his commission, and has put the Reconian economy at severe risks. It is national treason of the highest count."

However, in the Commissioner's defence, "while there is some form of corruption within the Commerce Bureau, there is yet concrete evidence that points directly to the Commissioner receiving compensation for utilizing his rightful authority to regulate the Reconian economy," explains one of the Commissioner's 26-attorney team.

Due to laws in place, the Daily Reconian is unable to divulge too much information regarding the case to prevent civilian interference in judicial process.

Sir Roserade, the Lord High Commissioner, spoke to the press at the Bindian Embassy of the Recon Empire earlier today, explaining, "the Central Commission treats all our officials with the highest form of discipline. Such unprecendented levels of criminality, especially by one of my Commissioners will not be tolerated." He has since removed Lord Chance from his position, and has retracted him from the Tanah Melayu Diplomatic Tour, currently in Bindu. In his place will be deputy Commerce chief, Lady Iris Welsh to serve as the new Commerce Commissioner. This is the first time a woman has held the role, and is by far the most gender-balanced Commission in history, with 3 female Commissioners. The Deputy Commerce Commissioner has not been appointed, but will likely be chosen amongst the three Assistant Commerce Commissioners for promotion. Iris Welsh has not only been a key visionary of Recon's commerce and industry, but has served as Trade Representative under Sir Guinness Ross, the nation's first trade commissioner.

If convicted, Lord Chance will be stripped off his royal title of Duke of Erlock. New structuring in the Commerce Bureau has already started, with Empire Holdings National expected to be transferred to the Bureau from the Treasury.

ARTHUR ARRANFEL AS RECON'S NEW CHIEF AMBASSADOR

It was announced by Dame Putnam earlier today that Sir Arthur Arranfel will officially be appointed as Recon's next Ambassador Extraordinary and Plenipotentiary. The 71-year-old veteran diplomat will officially be representing the Empire as its chief ambassador, undertaking the most important diplomatic role in the international stage. He will be replacing the prodigious Sir Nigel Cochrane-Dyet, who had been requested to serve in His Majesty's Royal Service. Sir Cochrane-Dyet will also be seated on the Foreign Affairs Committee of the Grand Consulate. He will be the third former Ambassador Extraordinary to sit on the Committee, after HRH Prince Gabriel of Heraclea and Sir Fabian Edison.

Having served in the Service for more than 35 years, the former Ambassador-at-large for Phoenixus has improved relations greatly between the Recon Empire and its dependencies. As a colonial expert, he has served as special advisor for Sir Michael Clark, during his time as Colonial-Governor of International Southern Union; and Secretary of Diplomacy in the Imperial Office of the Emperor of The Crown Federation of Recon. Many scholars predict the shift from a blazing young scholar to a veteran colonialist as a sign of Reconian maturity and a move towards more imperialistic goals. It is expected that with this new appointment, the Recon Foreign Service will take on tougher negotiating positions towards expanding influence and power on an international level.

Other top appointment shuffle include promoting former Ambassador to Saltbridge, Mr Leon Palmer to the new Deputy Ambassador Extraordinary and Plenipotentiary, as the former Sir Charlie Ardi takes on the Ambassador-at-large to Phoenixus. Leon Palmer was a shock to many experts during this morning's announcement, as explained by Professor Windstedt Daegan, former Imperial Royal Union Secretary of Defence and distinguished senior fellow at the Glendon World Institute. "It is very unusual in the Foreign Service's history to promote someone to such a senior appointment without, the least, a knighting by the King." Prof. Daegan also mentioned that this may signify more independence within the government and reliance on technocratic advice.

As former Ambassador to Saltbridge, Pey and Ru-, Ambassador Palmer, 48, is one of the Recon Empire's internationally most prolific and trade-friendly diplomats with tremendous reputation as a master negotiator. He is expected to lead the Recon Empire's more international endeavours as his top priority, as well as bringing in particular focus to trade and technology.

With top level diplomatic shifts causing international attention, it shows the Recon Foreign Service taking on growing importance in the international stage.

KERALIA'S PRINCE AMEDEO TO REGAIN THRONE!

authorized the invasion of Keralia.

It was announced today that the Recon Royal Armed Forces (RRAF) will be engaging in an invasion into Keralia to restore HRH Prince Amedeo back to the Keralian throne! HM Queen Joan Darlange, in her capacity as regent, gave assent to the declaration, while assigning the newly-promoted Lieutenant-General Nathan Soosay to lead the Recon Royal Armed Forces, Keralia in this endeavour. The forces have been activated, with personnel reaching upwards 150,000 men, excluding reinforcements. The RRAF Keralia will also include various special forces, some of which have never been seen before, including the little known Platinum Service.

A Pryston State Scholar, Lieutenant-General Soosay has a wealth of experience in combat, having held commands of 441th Mountain Brigade and 1665th Infantry Battalion. Before becoming Commander of RRAF Keralia, he was the G1 of RRAF Polar Unified Command. A distinguished general officer despite controversy, he is known for his racist and sexist remarks. As a staunch conservative he has openly opposed homosexuals to serve in the army. Nonetheless, he is known to be strict and disciplined, pushing his men with great passion. He was once demoted as a Lieutenant-Colonel for negligence after a serviceman died during routine training. However, he is highly decorated, receiving the Companion of the Empire (1st-Class) for services to the nation during the IRU-Recon War.

RRAF Keralia has a bulk of its forces located around Ryser Island, as well as in National Bay Camp. Much of the battle fleet has already been deployed, in northeast of Keralia, but within international waters. The Radius has expressed that hopes for a peaceful takeover, but will respond in retaliation for other opposing nations who seek to take advantage of the situation to gain territory. Queen Joan has previously expressed that it is also due to the Recon's close proximity that requires the Keralian stability. At our closest point, Ryser Island is only a mere 40km away from Keralian soil. During this morning's announcement by General Tomrod, Globe Marshal of RRAFPOLCOM, at Emperor Central Airbase, he stated that "regional stability and protecting our national interests" come hand-in-hand, and the RRAF will support these goals and directives with "aggression when necessary".

In an interview with Dr. Daniel Pei, Researcher Emeritus of the Institute of International Defence Studies, he described that the Reconian armed forces are "one of the most restrained in the world, only activating its massive firepower when necessary. As the government pursues a greatly diplomatic policy directive, military aggression is rare. Thus when it does occur, it's best to take a second look before underestimating them."

While Capitol Palace has assured foreign governments that their citizens will be safe, how the invasion will play out leaves most of the world in doubt and suspense.

The Crusader Queen, as many have called, has just outdone herself again. This time, with a regional declaration of war, she is undoubtedly risen to becoming the most powerful woman in the whole of the Crown Federation of Recon. After a long-lived and disruptive investigation by the Extraordinary Committee on Bristen Faults, the investigation that was called following Jeltronia's alleged sale of West Bristen Faults, the Extraordinary Committee voted unanimously 6-0 to deem its investigations be superceded by the threat of Jeltronia's invasion of sovereignty into the Crown Federation of Recon. In the report announced by its Chair, Dr. Lauren Ysaye, who happens to be the Deputy Lady of the Federation, the Extraordinary Committee has concluded that "the prerogatives of this Committee cannot be continued due to overarching legal limitations that precede the powers assigned to the Committee. Therefore, the Committee hereby recuses its role in the investigation, while advising the Imperial Government to take the necessary measures that it deems fit."

The power to declare war, as outlined in Article 2 Section 7 of the Constitution, has been activated for the first time since the Constitution's conception, with the Empress effectively being Commander-in-Chief to over the thirty sovereign armed forces of the CFOR. Diplomatic, military and economic sanctions have also been declared by the Imperial Government using its vast powers as outlined in the Constitution. Nathan Fourier and Erickson Walsh, two top ambassadors of Jeltronia to the CFOR, have also been labelled [i]persona non grata
and forced expelled within the next 48 hours. All CFOR diplomats to Jeltronia have also been recalled.

This is the most aggressive decision in the region's history, and certainly shows not only how much the Imperial Government is aggravated by a foreign power's invasive comments, but also a reiteration of the regional institutions and powers that have been awoken from its deep slumber. While it cannot be denied that this is the first and biggest political test for Queen Joan's leadership as Commander-in-Chief over the Federation, it is also a test of loyalty for all the member states in the nation. As mentioned in the official release from Forteral, there will be nations who betray the region at its time of need, and those who stand together with it. It will be wrong to say that the Imperial Government isn't paying close attention to see where everyone's allegiances lie.

The regional military campaign is organized as the Bristen Faults Army Group, headed by a five-star admiral Admiral of the Fleet Simon Bolivar Jr.. As the highest-ranking regional military commander, he was a retired Reconian admiral who was recruited by the Imperial Government to lead the Regional Expeditionary Fleet. As a former commander of over regional naval fleets that has led to the discovery of Great Perlton Isles, this is the biggest assignment to him thus far, leading a 30-nation alliance against a foreign power. Many analysts have said that while it is impossible for Jeltronia to win this war, and that the region has no need to initiate a full on hostile force against it, some have argued that it is a matter of principle that the region acts as a symbol for the unified sovereignty of all nations belonging to the CFOR.

At this moment, however, it is unsure whether the invasion is limited to West Bristen Faults, as it has not been answered by Forteral officials.

The Royal Amphibian Command of the Recon Royal Army Special Warfare Group officially expands into the II Marine Corps, under the First Reconian Army. Its first complete batch of enlistees have successfully graduated from the Royal Amphibian College, and forms the Recon Army's first naval infantry, capable of fighting on both water and land. The Royal Amphibian Command, which consists of about 110,000 active servicemen, will now be joined by an additional 400,000 new soldiers, who will form the 6th to 12th Divisions of the Recon Royal Army. Lieutenant-General Adam J. Watson has been tapped to serve as Commanding General of the II Marine Corps. Under his command are 7 Division Commanders, who have been promoted from their previous posts in the Royal Amphibian Command. They include:

Major-General Lewis Goodall of 6th Marine Division
Major-General Frank Justice of 7th Marine Division
Major-General Mark W. Richey of 8th Marine Division
Major-General Clarence Tomlinson of 9th Marine Division
Major-General Audrey D. McDade of 10th Marine Division
Major-General Paul S. Teachey of 11th Marine Division
Major-General Jason C. Fox of 12th Marine Division

The II Marine Corps will take over these division numbers from the Home Guard, which will be reorganized into a different structure following the Government Transformation Committee's new report and transfer into a new National Security department. The corps's new headquarters is located in Kirby Central Camp in Varsten. With the formation of the II Marine Corps, the Royal Amphibian Command will officially be disbanded. With the new Marine technology absorbed from the Special Warfare Group into the Army Department, a new position of Chief Marine Officer has been created, headed by Lieutenant-General Martin Suborn.

In his first speech as Commanding General of the II Marine Corps, the veteran marine general described the mission of his corps, "The II Marine Corps is dedicated to becoming the foremost naval infantry that provides versatility, flexibility and supreme fighting power in the growing variation of terrain in the battlefields today. Seeing the need for this transformation, the Army has reacted in a timely manner to train our men in their dual-role as infantry and naval men. Our batch of elite soldiers will provide holistic support for our Navy as well, in this important responsibility entrusted to us."

Last week, the Government Transformation Committee announced groundbreaking and swift changes to the executive branch, transforming from the Commission system into a more conventional Ministry system. Within a few days, the Central Commission and the Chancellery would combine into one, and has sworn into office two days ago. However, many are watching to see who these ministers are, and where their background comes from. We will be looking at key ministerial positions and some analysis on them.

Heading the new HM Executive Council in Eisille Castle is yet two heads, namely Sir Arthur Roserade, who has been in power for many years, as well as the newly crowned HRH Crown Prince George Darlange, the older brother of HM Queen Joan. It has been well observed to await the ascension of Queen Joan to the throne, and with that in mind, it is natural to secure the executive branch within her grasp, as well as keeping Recon's top civil servant in check. Queen Joan, widely recognized as a ruthless but visionary leader, has shown once again her expertise in balancing the delicate dynamics in Reconian government, a trait that has gotten her far from her hometown in Dion to her marriage to Emperor Haden. The positioning of Prince George may stem from the government expanding tremendously in size as well, resulting in the Queen having to cater to the needs of the Royal Assembly and the judiciary.

Amongst the four Vice Premiers, Stephen Castyria, the former Consul Legende, has stood out the most. As a member of the Royal Consulate, it was surprising to many when his appointment to the executive was considered. Many scholars have felt that this showed the hidden mechanisms of cooperation between advisory and executive branches that happens behind the scenes of the secretive government.

The Ministry of Defence, to be led by the familiar General Surge, Recon's top military official, has been valued over Sir Auberone, the Director of Defence, placing the qualities of the military tactician over the civilian policy. Understandably, the Queen has gained greater favour from the generals and may explain this choice. The fact that General Surge shares the same level of pragmatism as the Queen may also have been in his favour to helm the Ministry. The Ministry of Defence has also been announced to receive a greater budget than the Foreign Department, making it the biggest ministry for the first time in Reconian history. This marks a stark change to the grand diplomatic strategy pursued years ago by Emperor Haden. The GTC has also abolished civilian oversight in the ministry, giving military officers policy authority for the first time in history as well.

With Commissioner Putnam promoted to one of the four Vice-Premiers, the new Ministry of Foreign Affairs is set to be led by the former Permanent Representative to the WA, Jane Watson. Known for her laidback attitude and academic background, she holds PhDs in International Affairs and Philosophy, making her a prime choice amongst senior foreign affairs leaders. She will continue to lead the Ministry alongside the Ambassador Extraordinary, Sir Arranfel and Counselor (former Director of Multilateral Affairs) Sir Oliver Cooke.

Dr. Joel Morrisson has been named as Minister of Supervision, one of the more secretive of ministries. Dr Morrisson is a well-known political figure, serving as Emperor Haden's Royal Prosecutor since the 90s, and has served in several capacities as the monarch's disciplinarian on the government. In the official directive, the Ministry of Supervision is in charge of internal discipline across the government, investigating any misconduct, corruption or misdemeanours of government officials in every level. However, many scholars point to the fact that the Minister of Supervision holds some form of authority over civilian supervision and monitoring of political dissidents.

The Ministry of National Security officially serves in this role, as the main guardian of national security. Its head, Ursula Brennan, is a prolific civil servant, having served in a myriad of departments over the last 35 years. A policy-maker by training, her appointment comes amidst duelling dynamics of the Home Guard and HM Royal Police over jurisdiction and authority. She will also oversee several national security apparatus including immigrations and customs, drug administration and counterterrorism.

The newly created Ministry of Maritime Affairs, headed by Robert Ericsson, shows greater expansion of the needs to protect Recon maritime territories. Due to past conflicts with regional neighbours over these issues, the former Council of Territories have split into the Commonwealth Office and the MMA. It is expected that the Ministry will take a more proactive role in protecting maritime routes that grow in its importance to the Recon Empire's economic growth.

Despite being an ultra-pragmatic government, the GTC has appointed Timothy Pouler, former Secretary-General of the National Agency Trust, to serve as Home Minister. The Ministry will oversee grassroots activities, community and social programs, as well as provide welfare for the needy. Past governments have not been very keen on welfare, due to its meritocratic ideologies, but recently have seen evidence of softening. Minister Pouler's background comes as a community organizer, and has vast experience working with communities and unions, though the latter has been moved to the Ministry of Commerce's oversight.

Lastly, the six Minister-level positions are poised to bring in greater cohesiveness within the massive Eisille council, tying in intelligence, central bank, sovereign wealth fund, regional and colonial operations into the core of government.

Many former leaders have also been replaced, with the focus on government "renewability", as stated in the GTC Directive. Most notably is Grand Consul Aaron Black, who has been moved to a life peer in the Privy Council. Conflicts between Consul Black and Sir Roserade have been at play for years, and it appears that the tide has shifted in Sir Roserade's favour as he heads the GTC to remove his former mentor and rival from a position of authority. Others, like civil commissioner Logan Shenton, police commissioner Reuben Henderson and Lord of the Territories Clarence Minsky have also been shelved into the Privy Council. Many wonder if this has anything with the internal dynamics of the government.

However, as the world anticipates the ascension of Queen Joan as the next Empress of Recon, people inside and outside of Eisille are equally wary of the political changes that may lay ahead.

HM Queen-Regent Joan Darlange set to visit the "rogue four" Reconian colonies, namely the Dominion of New Cadelia, the Isles of Greater Spada, the Colony of Northern Langonar, and the Viceroyalty of New Chatham. These destinations have been chosen due to their sensitivity and importance to the Empire. This is a symbolic move for the role of the Reconian monarch, for it will be the first time a Reconian sovereign, acting or otherwise, travels out of the continent. It may also symbolize a change in the political role of the Reconian sovereign with the changing dynamics of the social contract between sovereign-subject.

The Queen will also be holding a special Commonwealth Dinner with the various governors and viceroys of Reconian territories. Zopheus Palace Royal Press Secretary Lord Thurston described this visit as a significant one, for the Queen to be in touch with the needs of these ever-growing empires and boundaries of the Recon Empire. In the past, Emperor Haden has never once travelled out of the Lelouxian continent, instead preferring even foreign allied monarchs to visit him in the Recon Empire. This was due to the Recon Empire's growing importance to regional politics which posed too great a risk for the monarch to leave the country. List of attendees include Vicereine Julia Thermona of New Chatham; Gov. Andrew Ball of Northern Langonar; Gov. Mark Schauss of Greater Spada; Vicereine Hazel Thames of New Cadelia; Gov. Tim Gretcher of Galoona; Gov. Kelania Fareni of Svenelheim; Commissioner-General HRH Alan Nash of Soracia; Gov. Gregory Ernst of Blackwood; Gov. Richard Meinhein of Bernade amongst many other.

However, with the sovereign security apparatus updated by almost thrice-fold, it may signal a willingness for the Queen-Regent to undertake more overseas opportunities to visit other monarchs. The Queen-Regent's delegation is set to include HRH Crown Prince George Darlange, the new head of executive branch at Eisille Castle; General David Adams-Neville, Globe Marshal of Commonwealth Unified Command; and several ministers.

The meeting widely watched will be the one with Vicereine Julia Thermona of New Chatham. New Chatham is the Recon Empire's latest overseas territory and presents traces of civil unrest. While Reconian overseas policies tend to go successfully, the government takes active measures to prevent complacency. And with the Queen-Regent, arguably the most powerful woman in the region, in bound, the Commonwealth Office has called for over 150,000 police and paramilitary officers to be prepared all over the colonies for this visit. This will also be a rare opportunity to see the 346th Sovereign Brigade, the monarch's personal brigade, in action.

The Daily Reconian was present at the security itinerary press briefing given by Lieutenant-General Gavin Edelson, Deputy Globe Marshal of CMWCOM and Chair of the "Operation Topman" Security Committee. RECON EMPEROR ABDICATES, JOAN SUCCEEDS

Capitol Palace is the seat of the King of Leloux (The Recon Empire), and Forteral Palace is the seat of the Emperor of the Crown Federation of Recon. It seems like the two palaces will be welcoming a new owner to the thrones. Capitol Palace held a special press conference today, with the first public appearance of Emperor Haden I in almost half a year. Emperor Haden has reportedly been sick, and had been recuperating in Balestier Castle since early December 2016. The 30-minute press conference announced the abdication of Emperor Haden, and his throne to be succeeded by the Queen-Regent, Joan Darlange. Emperor Haden made a short speech, citing health problems as the reason for stepping down. He also commended the Queen-Regent on her competency in managing the region and nation over the past six months on his behalf, and believes that she will "serve honorably with the same dignity and duty of service for the people of Leloux and Greater Recon." In the event of a female sovereign, the national motto and anthem shall assume the new lyric and titles of "Salute to the Queen".

While the change of a nation's monarch is influential, is mostly a domestic affair. Not in the Recon Empire however. Mandated in the recently signed Treaty of Forteral, the throne to the Crown Federation of Recon is bound to the reigning sovereign of the Recon Empire, or officially Leloux on the treaty. As such, the region will recognize the 86th Queen of Leloux as the 2nd Empress of Recon. Vested the full governing authority of a Federation of over 70 billion citizens and 28 monarchs, Empress Joan is poised to become the most powerful woman in the region. She will be managing the NS$2.3 quadrillion economy, taking on the leadership of the region.

Many senior government leaders attended the signing ceremony today, including the attendance of all members of the Privy Council. Over the past few months, the Privy Council, as an informal non-executive body, has slowly become the leadership body of the nation, that supersedes the various branches of government. Its 40-members together form the pinnacle of the Reconian political elite. In particular, the 9-member Standing Committee is also noteworthy of the top leaders' dynamics and relations with the sovereign.

The Declaration of Abdication will take effect on 10th August 2017, after which, the Ascension Council will convene at Goodwar Palace to announce the official ascension of Joan as the new Queen of Leloux. The Empress detailed several key government initiatives, including the schedule for her first Royal Assembly to take place next month. The Empress has also disbanded the Government Transformation Committee. The Empress has also announced that she will be open to embarking on foreign trips, making her the first Lelouxian sovereign to leave the nation.

Stock reactions have been largely positive, after a long period of stagnation and investor speculation due to Emperor Haden's long absence and lack of major policy direction. The Chatham Index had closed 120 points higher. While many political scholars have described this as a momentous event in the history of the nation, they've also cited that the tensions within the political leadership remain, as victors become the righteous.

It is the moment the world has been waiting for. With an overwhelming presence by foreign dignitaries, Reconian political elites and the world's richest people, the coronation of Empress Joan has officially begun. The week-long coronation will take place with an assortment of opulent celebrations, high level government meetings and national honours presented to and from the new Empress. A stunning 13 Kings, 11 Prime Ministers and 11 Presidents will be attending the coronation-of-the-century, with over 70 senior government leaders, bringing over 15,000 security officers brought in all across the world. One of the largest congregation of the world's most powerful people, the week will be filmed by LegionTV and broadcasted live on all channels for the coming week. Aside from foreign dignitaries, the Recon's most influential people, including princely governors, earls and barons have congregated at Government City for the event.

Major events planned for the week include Hofblast Summit Special Military Exchange, Glendon Institute Expert Forums, Heads of Government Meeting, the Denwood Luncheon for royals and nobility, and of course, the Coronation Gala next Saturday.

Full list attendees can be found in the release by Eisille Information Office. Many scholars have described the coronation as a way of re-evaluating the Recon Empire's bilateral ties with its allies and friends, and to adjust new approaches to diplomacy. Aside from traditional Reconian allies, with the attendance by Imperial Royal Union Emperor Thales, Hundredstar King Xavier, Saltbridge President Blend, Great Nortend King Alexander, the coronation has also exposed the public to new allied relationships with Tongkang Pechah, Dorsche, Priangan, New Hayesalia and Anollasia.

The nation has also been full celebration mode, with community and grassroots centers all around the nation celebrating with concerts and dinners, with visitations by the people's Barons and Earls. Home Minister, Timothy Pouler, said that events were held "by and for grassroots and everyday citizens," and that the nation is motivated "in the spirit of confidence for Her Majesty the Empress to lead us to a greater future as one nation." The Ministry of Finance has also released statistics revealing the nation to be on a massive spending spree, likely to spur economic growth to 3.2% this year.

Royal historian, Dr. Michael J. Blender, has described Empress Joan's ascension to the throne as "phenomenal" and "reaching a grassroots level that has rarely been touched by the greater civilian population." This, he said, may be a sign of great leadership in time to come, comparable to the great Kings of Leloux such as Magnus III and Sherman IV. The Empress, who's official title is Queen of Leloux, is only the third female to inherit the throne to Leloux, the other being Queen Agatha I in 1417 and Queen Lydia I in 1746.

The newest addition to the
State Regalia, the Ring of Justice.
The Empress is wearing a custom designed set of 6 coronation dresses, designed by influential designer Charles Matthieu, on the coronation day itself. Amongst the other state regalia such as the Sceptre of Leloux and the Throne of Ascendancy, this year, the State Regalia Commission of Goodwar Palace have also prepared, at the Empress's request, the new Ring of Justice. The Ring was designed by master artisan George Helbert III, and represents the Empress as the source of justice. The Ring was crafted in celebration of modern Recon's third-generation government transformation that reflected massive judicial reformation efforts. The Ring is widely thought to symbolize growing clarity of the monarch's powers, as judicial powers have previously not been widely referred to in legal documents.

The Coronation week will end off with a stunning military parade also known as the "Revolutionary Parade" that marked every Lelouxian monarch's coronation. This year's parade will involve over 60,000 troops, led by Major-General Daniel Joe Lester of the 32nd Combined Arms Division.

This is the largest legislative gathering of the nation's lawmakers and leaders from all around the nation, as they congregate in the magnificent Palace of the Mew for Her Majesty's inaugural Royal Assembly. The annual ceremony to symbolize the support for the monarchy and national unity. Many people are looking forward to the coming 15 days where the Assembly will last, as various government ministers and governors speak on their work over the past year. It is an excellent opportunity for scholars and various industry sectors to get a feel of what the government is aiming for in the coming year.

Most coveted is the Empress's State of the Empire speech. The marathon speech, delivered in 3 hours, highlights the ideological guidelines for the nation in the coming year. Key takeaways from the Empress's speech include stricter discipline on governance; courage to pursue moonshot technological advances, and most importantly, Lelouxian Exceptionalism, the largest topic spoken about, which leaving scholars to ask the question, what is it, and how can our nation embody this virtue?

An excerpt from Her Majesty the Empress's Royal Assembly Plenary Meeting Opening Speech:

"The original aspiration and the mission of our nation is to seek happiness for the Lelouxian people and rejuvenation for the Lelouxian nation. My subjects, do not forget that we represent the voices of the people. We must embody the frontier spirit, and overcome the difficult tasks of being a global leader and advocate. In our civilizing mission, we must hold close to enrich the country and strengthen the military. The special virtues of the Lelouxian people and their institutions are an irresistible destiny to accomplish this essential duty. It is our mission of the Crown Kingdoms to redeem and remake the west in the image of a meritocratic Recon. This guiding principle is Lelouxian Exceptionalism. The virtue that is our distinction, our excellence and our identity. Let us manifest our own destiny."

Many suggest that this concept will extend beyond the nation, and influence the Empress's rule over the regional government. Various regional leaders, including Lady of the Federation Dr. Lauren Ysaye, and Director of Federal Civil Service Sir Phillip Glyss, have been invited to the event as special guests, and Lelouxian Exceptionalism is expect to be enshrined into policies regionwide and nationwide.

Analysts credit the new concept to the Empress's ideological advisor, Calvin Heseltine, who holds the appointment of Privy Secretary of State Guidance. Only during the Assembly, do we have the opportunity to gain a peak into the mysterious politics that goes on behind the scenes. Mr Heseltine ranks 4th in the nation's political hierarchy, just behind HRH Crown Prince George, Royal Assembly President Nathan Doral and CFOR chief Lauren Ysaye, putting him as one of the nation's most important leaders that nobody knows about. The 55-year-old has had no prior management experience, as he served almost 11 years as the Director of the Eisille Research Office and Dean of the Royal Academy of Government. He has been at the heart of the nation's ideological foundation, the main architect to Emperor Haden's State Presidential systems, the Aggressive Diplomacy concepts and many more. The fact that Mr Heseltine is promoted to such an important position in the Privy Council shows the Empress's need for strong ideological foundation in order to push forward Her Majesty's political agendas in the coming year while stabilizing her rule.

Another key focus in the Empress's speech outlined Celestia AI, a national-level supra-governmental Artificial Intelligence built to enhance overall efficiency and depth of governance at every level. Celestia has direct access to all government documents and has provides policy feedback for the national leadership in approaching macro-level policy work that would otherwise have required thousands of man-hours to research. Due to the dangers and threats of AI replacing humankind, the Recon government has decided to embrace the technology and learn how to guide the technology to its advantage.

"As our technological progress grows, so must governance and governing technologies. In our bid to enhance lives at every level, we must not forget to enhance government capabilities. With Celestia AI, we are able to accomplish much more effective and expansive government on every level of our nation. With such power comes a strict responsibility to all my Reconian people. As such, I shall personally leading the Celestia Commission to oversee the Celestia Board of Governors. Premier Roserade shall be explaining more about Celestia in his work report."

During the Assembly, often opportunities are "rewarded" to grassroots officers who have accomplished greatly in their constituency. This year, 15 speakers were selected. We spoke to Earl Gary Nelson of Frostener County, which boasted the top economic growth this year amongst all counties. "We strongly thank in the leadership of Her Majesty the Empress, and will continue to work hard for our constituents, embodying the spirit of Lelouxian Exceptionalism and manifesting our own destiny. As long as we don't forget the frontier spirit, Frostener hopes to continue striving for excellence and distinction in line with the Assembly spirit."

The Supreme Military Order of Zopheus is the latest of a series of political upheavals to the Haden-ist Recon Royal Armed Forces. Constituted by royal decree, the Order of Zopheus pieces together a picture of the complex political-military relationships of the revolutionary military commanders and the nuanced technocratic government. Over the past few years of Her reign, HM Empress Joan has consolidated an incredible amount of power within the country, surpassing that of her husband and predecessor to the throne, HM Emperor Haden. It is, too, by no surprise, that Hadenist supporters have been facing widespread arrests at all levels of government, to establish solid support behind the young Empress.

Unveiled in the recent tests of AF-26 Gravity Bomb, the Recon Empire's new primary thermonuclear weapon in its arsenal, the Government has yet again impressed the media with its nuance over the leadership. Walking out right behind the Empress today were the two newly-minted leaders of the Reconian military, General Warren D'Argon and Admiral George Heywood. Following closely are the four other military leaders, General (Air) Langley Tipton, General Sheryl Hifax, the newly-promoted General Christopher Systems, and the familiar General Victor Surge that make up the remainder of this leadership lineup. Despite the Empress's relationships with her military commanders have always been a bout of speculation and mystery, analysts and scholars have studied closely at the recent public event, the emblems that these new generals are wearing, the black-adorned cardons and crosses, which we now know as The Supreme Military Order of Zopheus.

Unannounced throughout the Royal Assembly, the leadership shuffle has been hinted at by many government officials, though no legislative attempts have shown, leaving many observers puzzled. This new leadership structure will provide greater liquidity and confidentiality for the monarch to exercise strategic military goals, away from the prying eyes of the rest of the government and the public. Currently we know there are 3 ranks of the Order, in descending order of authority; Grand Companion, Companion and Members of the Order. So let us introduce you to Recon's most powerful generals of the near future:

General Warren D'Argon, Recon

General Warren D'Argon: General D'Argon has been a favourite and a long-time ally of Empress Joan since Hadenian times, and served most recently as Globe Marshal of RRAF Lelouxian Unified Command. Many scholars believe that D'Argon has seen a meteoric rise from 3rd Army Commanding General to a co-leader of the greater defence sphere within a short period of 2 years as astonishing, especially since this is usually the most difficult and immobile part of a military officer's career. They credit this to the Empress Joan's marriage to Emperor Haden that propelled this unique arrangement for General D'Argon. However, it is undeniable that LEXCOM has developed into a mature Unified Command through General D'Argon's term there.

Admiral George Heywood: As a more familiar face to the international audience, Admiral Heywood had only recently served as the Supreme Lelouxian Commander of LETCA, the expansionist military alliance between the Recon Empire and Imperial Royal Union. Equipped with a global vision, Admiral Heywood is undoubtedly one of the most technically experienced commanders in the force, and this reputation has carried him up to the highest rungs of Reconian military leadership. Having overseen one of LETCA's most successful victories in New Cadelia, the Admiral takes the reign of the armed services alongside General D'Argon.

These two generals have been spotted wearing the Grand Cordon, signifying their positions as senior of the 6 leaders. Upon post-event clarification, they currently hold the titles of Grand Companion of the Order of Zopheus, while the other 4 generals are wearing the Grand Cross, signifying a Companion of the Order of Zopheus.

General (Air) Langley Tipton: Known to be part of the "Hifax Gang", the former Chief of Air Force, alongside the rest of the Gang, have seen tremendous promotions on every aspect. General Tipton is one of the Royal Air Force's longest serving chief, and is currently the only Knight Companion without a portfolio. He would likely serve as an all-rounded advisor on technological issues, and potentially succeeding one of the Knight Grand Companions.

General Sheryl Hifax: General Hifax is the biggest winner in the recent shuffle. Last served as Chief of RRAF Joint Forces, she oversaw immense shrinking of her department. Many analysts had predicted her ousting as imminent. However, beyond the appointment as Dame Companion in the new Order, she has also been appointed as Deputy Privy Secretary for Foreign Policy, representing her influence across both the Zopheus Order as well as the Privy Council. As Privy Secretary Martin Eklund's deputy, General Hifax will be heavily influential in shaping foreign strategic plans for the nation as well. Furthermore, with many of her allies from the Joint Forces Council in prominent positions around RRAF and MINDEF, she is well-positioned to one day succeed greater roles.

General Victor Surge: On the contrary, General Surge has been the pinnacle of Reconian military leadership over years, and now continuing to serve as Knight Companion and Minister represents a "demotion" for the 42-year career general. Likely due to strained relationship with the Empress during Haden's abdication, he has been removed from the paramount position back in his heyday as Crown Director of Grand Strategy. While he continues to hold an important position as Minister of Defence, his influence within the service will be heavily diminished.

General Christopher Systems: Perhaps one of the biggest surprise to the list is General Chris Systems. Recently promoted from Colonel-General, the Chief of General Staff has overseen the RRAF's massive general staff department to great efficiency. It is likely that the departments of Army, Navy, Air Force, and Strategic Command will also be absorbed by the General Staff Department, as it was announced by the MINDEF Work Report for service chiefs to be of a 3-star appointment. This would legally make General Systems the highest-ranking uniformed leader in the force, despite him serving as a normal Companion.

Beyond these six generals, many senior generals have also received the 3rd-tier Member of the Order of Zopheus, including the Chief of Police, Home Guard, 2 Vice Defence Ministers and the 5 Globe Marshals. Alongside this politically significant change, many RRAF leadership positions have also been shuffled, with broad leadership changes to Gaia Command, RRAF and MINDEF alike.
