The IFC Council is made up of one representative from each of the member nations of the alliance and is the main decision making body for the alliance. Member nations may put forth a Resolution, as per procedure and using the format authorized by the Council, for any subject in which the nation feels is applicable to the Alliance. The membership will then vote on the aforementioned resolution and the Speaker or Deputy Speaker will call the vote after a set amount of days and either consider the Resolution as passed or failed.

Which was hardly a surprise, Ausitoria had been responsible for about half of all legislation.

Myra Soymian, Guadalupadorian Delegate to the IFC Council entered the new chamber in Kairaku with a smile on his face. He was happy to be off that airship and back on the ground in a nice country. Something was always off about the small, cramped chamber in that Ausitorian Airship that he couldn't help but notice. It must've been the altitude he was at constantly that made him irritable, that and the Ardokians. Today however, was a new day for the future of the International Freedom Coalition, and he wasn't about to just let things pass him by. Not many delegates were in the chamber this morning, though it was apparent that the new Ausitorian delegate was already speaking. Myra shrugged and found his way to his seat, aptly marked with a piece of paper folded into a sign. He put his briefcase under the table and put on his earphones to listen to what the Ausitorian was talking about translated into his native Dorian.

The change in IFC government brought a change to Kannap's representation within the council. It also brought a change in the venue of the Council chambers. So, when the representative from Kannap arrived in the new chamber, it was a different face from the previous ambassador. Naomi Watson entered the chamber with the appearance of importance. She quickly found her way to her seat and sat in it. She then decided that she could shed the minimal respect required to listen to what the Ausitorian ambassador had to say.

Gam Sol-Mi was the new IFC ambassador who replaced Junko Yamada in the middle of the latest summit. This was technically her first day in council and she was ecstatic that the headquarters for the IFC was now in Kairaku. While Sol-Mi did not grow up in Koyanagi Prefecture as she instead grew up in Habaedo Prefecture, she did go to Jiseon University and lived in Kairaku before being named the Kirishinan IFC delegate. Why is this important? She was home in the city she fell in love with. Nevertheless, she walked into the new chamber room with a smile, seeing no one there yet she decided to pick up some breakfast at a food truck she remembered not too far away. Once she finally returned she noticed most delegates were not in yet but just heard the tail end of the Ausitorian motion of confidence. "Really this soon?" Sol-Mi thought as she sat in her seat and placed her purse down before addressing the Ausitorian in French since it would be translated anyway and she preferred it over English.

"Mister with all do respect would you please explain why you want to table a motion of confidence?" she asked

"If that is indeed the case," rang out the voice of Astavian Ambassador, Aeva Riāpoza - having just emerged through the conference room doors - "our new PM seems to be carrying out his political purge with all the urgency and enthusiasm of a lethargic secretary". Turning to the few assorted delegates that had arrived before her, the Astavian shook her head and quipped jokingly, "Though I fear if the PM ever begins to conduct himself with even half the animation and enthusiastic spirit of our Ausitorian friends here, a purge would surely be something we'd all have much cause to worry about".

Aeva made sure to put on a warm and congenial face as she approached her seat - she had, after all, rather enjoyed her travels through Kairaku thus far. An uneventful and quiet flight into Nia Tepplin Memorial International Airport had been a welcome transitory pleasure - particularly after the dreadful drama that had plagued the last few hours of the previous council several days prior. The city was a jewel endowed with beauty even a patriotic Astavian could appreciate, though he or she might sparingly convey the sentiment aloud. Having directed her driver to pass Ransugawa Castle on the way to IFC headquarters, Aeva made a mental note to earnestly try and visit local attractions if time permitted. For now however, it seemed as though "business as usual" in the IFC Council would keep her plenty busy in the weeks ahead...

The Ausitorians had, naturally, regarded the Astavians as friends - they regarded everybody as friends unless they discovered otherwise - so Rudolf turned with a hurt expression while thousands of miles away the Ausitorians stopped protecting the Astavians in Bluewell - not that that made any practical difference.

"I can assure you that if Shazbotdom had even half the sense of Ausitoria, they should never flatten the independent rights of the members-in-Council or modify its composition without allowing for the Council's legislative sovereignty and supremacy. Even while you may have disagreed with Ausitoria, the primacy of the members-in-Council were always a red line over which Ausitoria would never cross, the sacrosanct compact on which the IFC is built. It must not be tampered with or the IFC will cease to control its own destiny and be subject to a far worse 'dictatorship' than any Ausitoria could construct. If any Prime Minister tries to remove the powers of the Council, they must be removed from Office forthwith.

Indeed we are at loss to know why Shazbotdom was voted in when they clearly ran on a platform of summarily dismissing the Speaker. That is why we have tabled a motion of confidence in the Speaker, to demonstrate our profound opposition and protest at this cavalier disregard for the authority and primacy of the Council."

A sound familiar to those experienced with the nature of Inyurstan foreign relations echoed towards the IFC Headquarters in Kirishima. Rudder blades of approaching helicopters - but more specifically a combination in most circumstances unique to Inyursta. Soon, all three aircraft came into view low on the skyline coming from the direction of the airport. A single metallic black UH-76B Keelback escorted by two smaller MH-70 Hognose helicopters. None of the birds were armed, save for a back-up protection force inside the Hognose's armed with little more than assault rifles and underslung grenade launchers fitted for non-lethal effects.

Next came the grand finale, as both of the smaller helicopters set about popping smoke grenades down into the open space below outside of the HQ. Vibrant clouds of crimson, green and gold smoke plumed into the air, obscuring the helicopters behind a wall of patriotic colored haze. Emerging from the smoke was none other than the woman who had stood up to the face of Ausitorian authoritarianism in the IFC and hadn't blinked - Melissa De Vertrún. The Inyurstan ambassador was dressed in a simple pair of black slacks and a white button-down shirt: simple, basic, yet somewhat professional. Behind her walked her economic advisor, Roberte Fujimori; an Asian-Inyurstano of part Japanese and Nihonese heritage and brother to the movie star Sierra Fujimori, raised in the lower-class suburbs of Fjorda De'Rivera. At his opposite side was Armando Villanueve a private military-Intel analyst, who had earlier that year managed to piss off the Ausitorian establishment simply by giving an interview. Monsenor Villanueve would be, of course, her military advisor.

The trio walked into the council, proud yet with the slightest air of uncaring indifference. Melissa looked over at the Ausitorian ambassador and realized it wasn't the same maricóne who had overseen the illegal and illegitimate expulsion of her nation. Shame; it would have been wonderful to see the look on that pédé's face seeing her and her compatréos walk back in so triumphantly...

Ambassador Vertrún spoke briefly before sitting down, her advisers pulling up seats behind her.
"Greetings fellow council members, it's great to so that some degree of freedom has already returned to the IFC, and it is good to be back. Now if you give us a minute we have some legislation to propose..."

Myra rolled his eyes at the Ausitorian delegate's call for a motion. "I can say I have confidence in the new and current leadership, and that this motion by Mister Harris is a clear sign of his displeasure in the recent election for IFC PM." He looked directly toward Rudolf: "Sorry, but that's how democracy works. Can't win them all." Myra shrugged. As soon as he finished his statement, the Inyurstan Delegate returned to the chamber of the IFC Council, a member once again. Myra was the first to speak up. "Welcome back. Please introduce your legislation so that we can finally move on with things rather than fester in such meaningless acts that Mr. Harris apparently wants to focus on." Myra showed a warm smile.

Protection of Membership Status

Observing that former regimes which have held the position of Prime Minister have used fluid and un-described interpretations of power to forcefully eject or suspend members who have caused serious opposition and democratic disruption of the Prime Minsiter's goals.

Concerned that this may become a trend amongst future leadership.

Understanding that the Council has legislative authority, not the Prime Minister.

Questioning what purpose granting the Prime Minister serves that legislative supremacy and the IFC's commitment to Freedom and Liberty.

Believing that the decision to eject or suspend a fully functioning member of the IFC is an issue which all members Council should decide, not just the one Prime Minister.

Hereby seeks to ensure that the position of Prime Minister cannot use ejection, suspension or the threat thereof to stifle debate, opposition and legislation by establishing that the IFC Council and only the IFC Council have the power to strip membership status from full members.


Section I: Defining Prime Minister's Authority



Section IA) This act hereby removes the ability and/or interpretation of ability of the Prime Minister to unilaterally eject or suspend full members.

Section IB) This act does not limit nor bar the Prime Minister from proposing legislation to have a member removed or voting upon legislation proposed to remove a member.


Section II: Defining Ejection Procedure



Section IIA) This act hereby codifies that members may only be ejected or suspended by a majority (>50%) vote of the Council.

Section IIB) This act sets the following precedents for ejection or suspension; including but not limited to:
- Hostile military action taken against another member
- Forceful or otherwise physical disruption of the council
- Failing to depose of or the rise of any internal ruling authority which supresses any number of human rights or civil and political liberties
- Participation in any event that contributes as war crimes or crimes against humanity
- Any other action deemed exceptionally heinous or in operation against the values of Freedom and Liberty


Section IIC) This act allows for but does not demand a trial period if requested by the member or members under threat of ejection or suspension in which evidence for and against their action or participation in any of the above illicit situations may be presented before their peers prior to the vote. This action can be invoked only if requested by the member in question or a short summary motion is passed by members of the Council.

"Honorable members of the Council, as you can imagine this is an issue that is very important to our nation after our recent illegal and illegitimate "ejection" through unilateral force despite not one, not two, but three different votes which supported and reaffirmed our membership. Naturally, we believe this is an issue important to any member nation which may have been on the bad side of the IFC's last Riech Chancellor Prime Minister and we hope it's an issue important to any member nation who believes the values of not only free speech and open dialogue but also the will of the Council over a single entity in charge.

Additionally, I would like to personally congratulate the election of our new Prime Minister and the reforms he is taking to curb back on the executive overreach and excessive authority codified by the last regime to occupy that seat; and I do sincerely hope he is willing to continue working with us to create an IFC that believes in freedom and democracy - not power, control and pipe dream foreign policies!

The Shazbotdom Ambassador, and sitting Prime Minister, spoke up, "let it be known that I am currently in private talks with our current Speaker about the future of the position, and the Ausitorian Delegate would be so kind as to stop throwing a fit and let my Government get situated." He takes a ship of water and looks over the proposed resolution from the Inyurstasn delegation. "We will vote Aye on the resolution proposed by La Républiqua D'Inyursta."

Ambassador Charles Lussier entered the much more expansive chambers, the newly promoted IFC First Admiral, at least that was the term given in internal reports, in tow. A thick book of maps was being held between them as they walked, typical Commonwealth synchronized step as was the norm of former, and current, military members. Their conversation was heated, and each of their flock of aides struggled to keep up behind. "No, without written Council orders or a significant change in situation I cannot justify the Commonwealths proposed plans. I'll consider it when anything changes." At that moment they both passed the Austerian delegate, Charles simply glancing at him with disdain while the Admiral ignored him.

As he reached his own section, almost directly next to the Inyurstan one and directly opposite that of the Auesterian, he nodded greetings to several other people present. "I for one agree with the current proposed resolution, it will be good to define the power of the PM as they should be." He said when a break in the conversation appeared, whilst also staring directly at the Auesterians. "Furthermore, I'm sure you have all read his brief but this is Fleet Admiral Clark Azul, former Admiral of both Moscou Harbor Fleet and the 8th Commonwealth Fleet, and is current International Freedom Coalition Admiral of Navy. I'm sure we will all get to know him much better over the current government term, and hopefully beyond."

"Thank you Ambassador Lussier, and as he has already said I'm proud to be here. My office will be publishing a report in the coming weeks on the current IFC fleet, including current inventories, ongoing costs and operations, fixed costs, needed capital, among others. Any questions can be directed to my office, I plan to sit in on council assemblies which are relevant to my position as needed, else I can be found in my departments office. Now, to the new government, the new capital, and to no scones being thrown." He waved as he sat, indicating that another may speak. After he finished laughing of course.

It seemed, unfortunate as it was, light jests made in good humor would prove far too unpalatable for the Ausitorians - whose government strangely seemed to have thought it best to express their irritation with the conventions of democratic transition through grandstanding and polemical martyrdom. Entertaining as it was progressively becoming, the swinging pendulum in mood exhibited by Ambassador Harris, Ausitoria's latest regrettable infliction upon the IFC Council, struck the Astavian ambassador as tiresome and destabilized - oscillating annoyingly between one extreme of petty smuggery, and another of obnoxious aggravation.

Passions were bound to flair among men and women of patriotic stock. The emergence of such flairs in the course of honest service to one's people constituted an offense Astavians naturally forgave quickly. Deliberate petulancy in pursuit of provocation alone however, constituted an altogether different story. The vanity of such pointless ostentation aside, behavior of the sort came across as acutely...adolescent...to the Astavian mind - acceptable perhaps from a 4th year student at a Parochial Academy - significantly less so from an "esteemed" diplomat. Difficult as it was, Riāpoza did her best to resist dismissing the agitated Harris as a senseless Ausitorian stooge - after all, he had not been personally responsible for his country's less than glamorous fall from power in the IFC. If one thing was certain, she did not envy his position. Harris' lack of humor however, the Astavian found less easy to forgive - poor diplomacy and all...

The arrival of the Inyurstan delegation had been quite the spectacle of course - or at least, that's what Aeva had been told. The Astavian Ambassador had caught a glimpse of the commotion from her seat near one of the chamber windows. As Melissa De Vertrún and her compatriots strode into the room, an aid on Riāpoza's staff approached the ambassador and bent down to recount the most significant details of the performance. Irony had its humorous charms - and Aeva chuckled inaudibly following Ambassador Vertrún's first words to the chamber. It seemed as though Inyursta's period of exile had naturally done little to dampen the pleasure their diplomats' took in pressing Ausitorian buttons. Satisfaction, of course, did not always correspond with utility. Though Aeva kept her concerns to herself, she pondered privately on the efficacy of such tactics, and whether they would in fact help the IFC move beyond the clearly painful memory of past transgressions.

Alternatively, the Inyurstan proposal seemed more than reasonable - a justified righting of a long endured abuse, and one deserving no less than Astavia's full-throated support. "I too would like to extend a warm welcome to our dear Inyurstan colleagues," Aeva began, following the previous words of Admiral Clark Azul (whose own appreciation and grasp of comedic timing Aeva personally found both reassuring and deeply enjoyable). "Their voice, along with several others removed previously by extraordinary and wrongful means, has been long missed in the halls of the IFC Council". The ambassador took a moment to eye Vertrún directly before proceeding - a subtle act meant more to convey sincerity than any other sentiment or intention. "As well as their wisdom, it seems - as evidenced by this long overdue reform proposed by their honorable emissary. The Astavian delegation happily votes AYE on the Inyurstan resolution. Furthermore, we would also like to join our esteemed Dorian colleagues in expressing our continued confidence in the present IFC leadership, and our prayers for its good fortune in the work to come".

Florus Nakashima walked into the room. He had just set up his office, and now went to join the conversation at hand. This was a new position for him. He was worried, but he was excited. Sitting down, he tried to gather what was being talked about.

Right behind him, Dr. Laelius Felix walked with him. Felix was the scientific attache to Nakashima's delegation, as the Imperial Republic now held the position of Minister of Science. And he had many plans, he just needed to put the finished touches on it before presenting it. He sat next to Nakashima, and tried to pay attention.

As the thunderous drone of the helicopters dissipated, it was replaced with a soft electric purr as a steel-grey sedan pulled up outside the Council chambers. Unlike the last delegation to arrive, it was small, far more eco-friendly and almost anonymous; were it not for the Chilokveri flag flying from the bonnet, it was virtually indistinguishable from any other car on the road. An aide quickly rushed forward to open its doors, to reveal the blonde-haired figure of Ian Whiteway; Foreign Minister of Chilokver, Speaker of the IFC.

The new complex was certainly fitting for the organization- a mix of modern steel and glass with the grace and power of ancient imperial design, all set in open green grounds.. Even the acrid smoke and pyrotechnics so rudely left behind by the Inyurstans swirled over the water features and lent them a mysterious air. Whiteway smiled approvingly. Yes, this will do very nicely indeed.

Ah, but he was here not to sightsee, but to legislate. There would be plenty of time to explore the place later. He quickly walked up the marble stairs to the entrance of the Council. Despite all that had changed, the doors remained the same gold burnished oak- no surprise, for they had been dismantled from the old frame in Musrum and transported here. It was good to know that some things never changed- just as the doors were as regal and sturdy as ever, so would the Council continue to be a fountain of new ideas and hope. Whiteway pushed through, and strode down the center aisle with no more than a passing glance at each delegate- it would not do for the Speaker to be biased, after all. He coughed a few times, as much to clear his lungs of the foul Inyurstan miasmas as to draw everyone's attention.

"Welcome all, delegates and ambassadors old and new from all nations of the International Freedom Coalition. Today, we open a new chapter in IFC history- a new council and capital, a new prime minister and government."

He waited for the clapping to die down before continuing.

"And apparently, a new resolution. While we commend the Inyurstans for the effort put into this piece of legislation, we must unfortunately vote NAY on Resolution 28. That puts the current vote at 3-2. " He held up his hand to forestall the inevitable question- Why?

"In its current form, we find Resolution 28 impossible to accept. While fundamentally we agree with the curbing of executive power, the cuts proposed far exceed what is necessary in the prevention of tyranny and protection of free speech, and leave the Prime Minister de-clawed in the face of future crises. Should any member act against the IFC, immediate action of the type democratic voting cannot provide may be needed. This is not to say we believe the Prime Minister ought to be able to eject members willy-nilly- indeed, nothing of the sort. But we most certainly believe in the retention of suspension powers. Thus, we propose the following, more palatable edited resolution. I only hope that it is to your taste, Ambassador de Vertrún."

Observing that former regimes which have held the position of Prime Minister have used fluid and un-described interpretations of power to forcefully eject or suspend members who have caused serious opposition and democratic disruption of the Prime Minsiter's goals.

Concerned that this may become a trend amongst future leadership.

Understanding that the Council has legislative authority, not the Prime Minister.

Questioning what purpose granting the Prime Minister serves that legislative supremacy and the IFC's commitment to Freedom and Liberty.

Believing that the decision to eject or suspend a fully functioning member of the IFC is an issue which all members Council should decide, not just the one Prime Minister.

Hereby seeks to ensure that the position of Prime Minister cannot use ejection, suspension or the threat thereof to stifle debate, opposition and legislation by establishing that the IFC Council and only the IFC Council have the power to strip membership status from full members.


Section I: Defining Prime Minister's Authority



Section IA) This act hereby removes the ability and/or interpretation of ability of the Prime Minister to unilaterally eject full members.

Section IB) This act does not limit nor bar the Prime Minister from suspending a full member, proposing legislation to have a member removed or voting upon legislation proposed to remove a member.


Section II: Defining Ejection Procedure



Section IIA) This act hereby codifies that members may only be ejected or by a majority (>50%) vote of the Council.

Section IIB) This act sets the following precedents for ejection; including but not limited to:
- Hostile military action taken against another member
- Forceful or otherwise physical disruption of the council
- Failing to depose of or the rise of any internal ruling authority which supresses any number of human rights or civil and political liberties
- Participation in any event that contributes as war crimes or crimes against humanity
- Any other action deemed exceptionally heinous or in operation against the values of Freedom and Liberty as outlined in the Musrum Declaration


Section IIC) This act allows for but does not demand a trial period if requested by the member or members under threat of ejection in which evidence for and against their action or participation in any of the above illicit situations may be presented before their peers prior to the vote. This action can be invoked only if requested by the member in question or a short summary motion is passed by members of the Council.

Section III: Defining Suspension Procedure



Section IIIA) This act hereby codifies that the Prime Minister may suspend a full member as they see fit for the violation of the values of the International Freedom Coalition. The suspension must then be accepted or repealed by a majority (>50%) vote of the Council.


Section IIIB) This act sets the following precedents for suspension; including but not limited to:
- Hostile military action taken against another member
- Forceful or otherwise physical disruption of the council
- Failing to depose of or the rise of any internal ruling authority which supresses any number of human rights or civil and political liberties
- Participation in any event that contributes as war crimes or crimes against humanity
- Any other action deemed exceptionally heinous or in operation against the values of Freedom and Liberty as outlined in the Musrum Declaration


Section IIIC) This act demands a trial period in which evidence for and against their action or participation in any of the above illicit situations is to be presented before their peers prior to the vote.

"With respect, we appreciate the concerns he raises about the need for some form of suspension power at the Prime Minister's directive discretion. But this amended legislation almost seems identical to an understanding of the suspension power espoused by the administration of our previous Prime Minister - who managed to abuse it considerably, and much to the detriment of gathered members here. We need a clearer understanding of what the 'state of suspension' actually entails, and a universal acceptance of its transitory nature - leading, not to the ambiguity of a prolonged limbo, but rather towards a clear and concise decision on a member state's expulsion or retention. That is why, with humility, we propose the amended resolution below for the council's consideration".

Section IA) This act defines the state of "Suspension" as a condition in which an IFC member is denied full organizational affiliation with the IFC, the right to vote on Council legislation, and the right to call upon the mutual protection of Coalition members.

Section IB) The State of Suspension shall be considered inherently transitory, and may only be inflicted upon a full IFC member (by written notification by the Prime Minster) as a measure leading imminently to a vote on the suspended member-state's expulsion.



Section II: Defining Prime Minister's Authority


Section IIA) This act hereby removes the ability and/or interpretation of ability of the Prime Minister to unilaterally eject full members.

Section IIB) This act does not limit nor bar the Prime Minister from suspending a full member, provided the suspension is publicly registered in a "notification of suspension," and conforms with the progression of procedures set forth in Section III.



Section III: Suspension to Expulsion: Defining Procedure


Section IIIA) This act hereby codifies that the Prime Minister may suspend a full member as they see fit for the violation of the values of the International Freedom Coalition, provided the suspension adheres to stipulations set forth in Sections IIIB-D, and produces a decisive vote on expulsion within time constraints described therein.

Section IIIB) To suspend a member, the Prime Minister must issue a public notification of suspension, effectively relegating one or more stipulated member states to a "status of suspension" for a period not to exceed 24 hours. From the publication of the Prime Minister's notification, the suspended state(s) shall be granted 23 hours to request a trial and review of all relevant evidence pertaining to the suspension. Following this request, the 24 hour limitation on the suspension period shall be extended until the conclusion of the review, and the passage or failure of legislation of expulsion proposed by the Prime Minister.

Section IIIC) In the event a suspended member declines (or fails) to request a hearing of evidence by the 23rd hour of the suspension period, the Prime Minister must submit legislation of expulsion to the Council. The state of suspension is thereafter extended until the passage or failure of the resolution. In the event the Prime Minister fails to produce legislation of expulsion either 1.) immediately following the conclusion of the judicial review requested by the suspended member, or 2.) by the end of the 24 hour period beginning from the start of the Prime Minister's notification of suspension, the state of suspension shall be immediately and effectively "lifted".

Section IIID) Legislation of Expulsion proposed by the Prime Minister must produce decisive voting options to the council - producing either an ejection or retention of the member state in question. Legislation may not, under any circumstance, permit an "indefinite period of suspension" as an outcome of the final vote. Should expulsion legislation permit voting options beyond ejection or retention, the resolution shall be considered null upon submittal, and shall not qualify to extend the suspension period.

Section IIIE) This act hereby codifies that members may only be ejected by a majority (>50%) vote of the Council. In the event the Council elects to retain the suspended member, the state of suspension shall be immediately lifted.

Section IIIF) This act sets the following precedents for ejection; including but not limited to:
- Hostile military action taken against another member
- Forceful or otherwise physical disruption of the council
- Failing to depose of or the rise of any internal ruling authority which supresses any number of human rights or civil and political liberties
- Participation in any event that contributes as war crimes or crimes against humanity
- Any other action deemed exceptionally heinous or in operation against the values of Freedom and Liberty as outlined in the Musrum Declaration
