Whiteway paused for a moment to take a sip from his glass of water and refresh his parched throat.

"As for the other issue you've raised, while I myself was appointed to the position of Speaker by your esteemed government, it is my belief that a democratically elected Speaker separate from the Prime Minister allows for a more neutral and unbiased voice of reason in charge of this Council. Whether or not they hold any other positions is not an issue- it is the view of this delegation that the IFC is too bureaucratically handicapped in any case.

And that brings me to my final item for this term- the elections. As you will all know, it is the end of a month, and the end of a term. While it has been a good one, perhaps it is time for a change in leadership, change in goals and visions. Candidates for the position of Prime Minister in September 2016, please announce yourselves and your goals for the upcoming term."

He plans to simplify the Government, Reduce the budget to ensure that whatever money is donated for the operation of the Government is sufficient, attempt programs that assist others in their times of need and giving more power to the Ministers fo the various Branches. These are among some of the reforms that will be initiated within the first few weeks of the Shazbotdom Regime."

"Mr. Speaker, I would like to question the possible legality of one of the Shazbotdom proposals made in their manifesto without the modification of existing legislation.

In particular, their apparent proposal to remove functions from the Blue Cross (1.1.5.1) is in my government's opinion in contravention of Resolution 24; naturally, the Blue Cross would obviously not legally be a part of the IFC if its structure was illegal in the IFC.

Of course it is possible that the functions of the Blue Cross required in Resolution 24 could be duplicated both inside and outside the Blue Cross; however that would lead to a massive increase in government complexity, and would be pointless. May I formally request that the Shazbotdom delegation squash such an idea.

The alternative is to amend or repeal Resolution 24, but if this is the case, could the Shazbotdom delegation please release the legislation they are considering, so that we may study it?

Of course, the other option would be to scrap the whole idea; the Blue Cross and Ministry of Science are anyway fairly incompatible and both should have someone in charge, so it would be better to keep both of them (and also search/rescue and conservation) under the Minister for Membership and Projects, as in the current government structure (see page 9 of our manifesto)."

"That's rather funny, because the last time that I checked, the majority of the money donated to the International Freedom Coalition comes out of the Budget of the Shazbotdom Empire. Unless our esteemed Prime Minister can point that the Empire doesn't give that much and that they are not attempting to force Member Nations to 'donate' money under disguised threats as we have seen from him in the past."

"The last time you checked, you were inaccurate. While Shazbotdom has pledged about 35% of long-term funding, Ausitoria (32%), Novo Wagondia (19%), Menavolosia (5%), and the Technocratic Syndicate (9%) provide 65%. It is only if we only count the contributions made within the last year that Shazbotdom accounts for 51% of funding, due to the one-off naval investment. If we do not count the one-off investment the totals come in at 44% Ausitoria, 25% Novo Wagondia, and 19% Shazbotdom. Naturally none of these figures include the value of forces donated; which my government could estimate if desired.

Certainly we have no intent to force donations. Evidently you are also ignorant of our manifesto (page 5 and 6). I quote:

While more donations could always be used, particularly if we wish to set up a development agency, provide a new source for aid funding, or procure new equipment like a central strategic AWACs capacity, a skeleton government can now run indefinitely in a climate amenable to 5% interest per annum.

"The ambassador from Chilokver has made a good point. Just because I have put forth something within my Manifesto does not mean that it will automatically become law upon my Election. I will work with both the Council and the Judicial Committee into drafting legislation that would be appropriate to make the alterations to the Government that has been laid out within my Manifesto be legal." He then looks around the assembled delegations, "If this whole fiasco of a debate caused by the Astorian Delegation's refusal to allow this process to go forward is finished, might I suggest that we attempt to get these Elections under way?"

As Speaker of the IFC, I officially announce the start of the IFC General Elections for the election or re-election of our Prime Minister. The position of Prime Minister is not one to be treated lightly, given it's various duties and responsibilities in governing the IFC. Due the weight of this position as the highest in this alliance, all legislative debates and processes shall be suspended until the elections come to an end. A list of candidates, as well as the ballot form may be found below. Voting shall end in 72 hours, at 6:00 AM (UTC) on September 7. Thank you.

In accordance with the provisions of the Shazbotdom campaign, those government departments or officials no longer required to exist in the IFC are hereby transferred to the International Commonwealth Agency.

Council, we have lost your confidence; please accept my government's resignation from their posts. I expect we will be back. I will announce plans for the formation of a loyal opposition party shortly to provide an alternative to Shazbotdom's Ministry and to hold their government to account.

Please also note that unless Shazbotdom extends Summit funding this little joy-ride will be terminated and we will return to Alexandria.

But more importantly, I would like to thank all members of the government for what work they have done. Our record, of meticulous attention to detail, is one which will be hard to beat. We have done much to make the IFC more suitable to all who cherish freedom, be they socialist, capitalist, or anything in between; we have done much to create and imagine new approaches and projects. No future government can fault us on either record; if they see far, it will be because they stand on the shoulders of giants.

I see the future, let us make it all better as best as we can.

"This coming from a PM who has caused major distress within this alliance, has caused many nations that were loyal to him to rethink their position, and has ejected, expelled, or refused to grant admittance to nations that did not fall under what he thought constituted "free" and/or that he thought would vote against him in this Election." the Grand Admiral stated. "All those Departments that you claim I am against? They will be folded into sub-departments under the various Ministries that this council will see fit for their movement. This is a process that will take some time, but it is a process that will mean less power from the position of the Prime Minister over the day to day operations of this alliance and put more power into the Ministers and the Council. But it seems like this current Prime Minister, or should I say former as he just turned tail and ran, would rather run this alliance like a Dictatorship."

The Grand Admiral then looks around to the assembled Delegations, "I welcome the Austorian Delegation to land this Airship. Any and all Delegates that wish to continue this Council in Summit are welcome to board the Aircraft of the Shazbotdom Empire and we will discuss any matters of importance on a flight to the Imperial Mainland, where we will then transfer this Council in Summit to the Broomsides Hotel Complex within Shaz City. Or, everyone can travel to Shaz City in their own aircraft, take a break from all this, and pick it up at the Hotel Complex. It's the decision of the Council how they want to proceed."

"Perhaps we should begin preparations towards hosting the council permanently in the new Capital City of the IFC - wherever that may be."

"Also, with regards to Council Positions, the officials may not simply be transferred to a single nation (Ausitoria) - they are IFC officials and under the command of the IFC leadership, at least for now. I would naturally recommend a revised version of the reforms that the Valaran government has suggested instead of sub-departments, but it is honestly refreshing to simply see action on this front."
