Hello members; I'm thrilled to announce the beginning of the bidding process for our new IFC capital city, seeing as our longtime Secretary General, Bratislav, has left the alliance and therefore invalidated our Musrum campus. Any full member of the IFC is free to submit an application, which will be filed and examined before an open and free vote in several days. Best of luck, and long live our proud coalition. :)

Please describe the compound in what length you deem fit: It is a recently built building that is currently empty. It has 103 stories and can provide offices for any IFC worker. It is also nearby BayJune Police headquarters which houses BayJunes division of Fox Company which is a Para-military police unit.

For day to day operations roughly 300 are currently projected to be alloted. During large scale meetings other units can be diverted to the IFC detail as needed.

No, however it is thought that a smaller regional airfield was used by several Tortuga Blanca terrorists prior to their attacks upon allied soil. (regional event)

IFC Compound

Please describe the compound in what length you deem fit:
A building former commissioned by both the Federal Commonwealth government and local government for mixed use it was quickly mothballed after construction due to excessive costs for operating such small numbers of staff. When fully running and staffed it will be cheaper than most modern buildings in terms of energy and carbon footprint. The pair of 250,000 square foot triangular buildings are built for collaboration, much like the newest public schools, which is seen as a perfect space for the IFC. With large spaces meant for both large and small scale group work. However, there is allotted spaces for sectioned off spaces for more sensitive or private meetings or alone time. The campus has several helipads on both the roof and the joint green space is able to be modified for up to two additional pads. All windows are double paned and double spaced bullet resistant, with several areas equipped with bulletproof, glass. This allows for extensive natural light and for secrecy to be maintained.

Access from the main roads lead to underground parking spaces which are protected by reinforced steel gates that are equipped with dual guard houses with independent ventilation. If a rouge car manages to bypass the gate there is set road spikes to force a slow speed, and a row of quick-raise billiards. Communication is provided by 24/7 monitored and guarded hardwired connections directly into the secure Milnet. Wireless connections are routed through two to three military communications satellites, normal cellular service is available though not recommended for sensitive data. The entire building is built to be easy to evacuate in case of an emergency, due to government requirements. As such there are multiple exit points from any location on campus and the entire internal network is capable of being either removed or destroyed in less than an hour. A side effect of this is that wiring and renovations to the network are easy as most sections of wire are very modular and the servers built for compatibility and security.
What neighborhoods surround the proposed site?
The campus is situated on the edge of the central business district, and on its northern side gives way to middle class residential housing that gives way to lower class and suburban sprawl. All other directions lead to the busy CBD which houses the financial centers, upscale housing, and much of the cities fine arts.
Please give a brief description of these areas:
the CBD is home to the cities rich, from celebrity to business mongel. It houses the various concert halls, art galleries, and museums of the city. The northern side is where the city is mainly housing and light commercial, it quickly gives way to the highway and suburbs.
Will the design require any major construction, renovation, or landscaping before use?
The only construction would be installation of networking equipment from each nations, if they choose to deploy their own, that is compatible with the current gear. Aside from that it can begin to be moved into in just two weeks to allow time for training and drilling of domestic and international security personal as well as the construction of additional landing pads in the central green space if desired.
If so, what is the budget and timeframe to do so?
Roughly 50,000 Pillows and two weeks.
Do you envision specific IFC agencies or departments also having offices or headquarters in the candidate city?
Unless extraordinarily different in mission, or needing massive quantities of space no. There is sufficient space inside for many departments.

New Embassy Row is where all the Foreign Embassies are located, it was named after the original Embassy Row in Nosamo. International Square is a mixed use area, mainly retail and residential zoning. Chibritinuma Park is a greenspace, with some small high-income residential space around the park.

-The campus is located in the Algarvia neighborhood on the south bank of the Rio Jequitinhonha (see This map for a complete neighborhood map), bordering the neighborhoods of Calibano, Felisburgo, and Picarouba. This microregion, commonly known as the South Main, is one of the oldest residential areas in Santa Catalina, immediately across the river from the city center and the green, misty slopes of Monte Formosa and its foothills. Algarvia is one of the smaller neighborhoods, but it is densely packed with stone row houses and older apartments. The businesses tend to be original, small-scale stores which have been handed down family lines over several generations, in particular artisan breweries, bookstores, and flower shops. The Santa Catalina Yacht Club is within walking distance, as are the famous Felisburgo fish markets, the open-air Berberini Cabaret, and the Asturian Gardens, a beautiful urban park which was given as a gift from the crown of Spain. The Laurindo School is an influential artists community which operates from Algarvia and emphasizes the relationship between man and place. Locals tend to be upper middle class and work in government or retail, or students at the nearby Washington Luis University. The concentration of youth creates a vibrant cultural scene which is further amplified by the presence a large Northern Italian community (leading some to refer to Algarvia as 'Little Milan'). There are more nationally-ranked restaurants per capita than in any other neighborhood, the most prominent being the century-old Solomon's Table, which still maintains its own vineyard in the heart of a sleek urban corridor.

The Crystal Palace, about 600 x 150 m, is located on the south end of a long lake within the new central park being reclaimed from the sea.

The palace is on two levels above the ground; continuing three levels below with a wide atrium surrounded by additional offices, with a car park beneath, and further facilities over a further four floors underneath that for the IFC HQ, with a supercomputer, a private underground railway station on the east side, and a private underground submarine base on the west side in case of emergencies. The submarine base also connects to the new Ausitorian HQ.

The New Central Park, the West End, Ariadneton, and the Hanging Gardens

Please give a brief description of these areas:
The New Central Park has benches, trees, a lot of grass, is 16 by 7 km long, and has a long lake (8 km) with a “library” underneath it, and a river running through on the north end. The park stretches from the building to the east, north, and west, and a km to the south. Note the park to the north is still being reclaimed, with completion envisioned within one year.

Beyond the park, on the south side, parallel to the building, lies the historic waterfront known popularly as “the west end”, complete with neo-gothic Ariaton Docklands Station; an area of mixed architecture, divided into theatres, restaurants, music centres, the Alexandrian Arts University, and various offices; with the historic waterfront running away down the coast to the west; and away to the east, the Ariadneton city centre. About five miles to the north-west lies the Hanging Gardens Complex (which will include two very large planned skyscrapers, with greenery along the sides).

This is a prime spot, a once-in-forever “rezoning” of the sea for use as a park. Therefore the land can only used by the IFC on the strict condition that no further building work above ground is carried out without planning permission. It is indeed a great honour the IFC would be allowed to use the site - if the IFC does not move to the location, it will be used as an ice cream fountain instead.

(If the IFC does select this location for their capital, then the Ausitorians will conduct another identical building 300 m to the south for the dispensing of ice cream. It would hardly be any good for the popularity of the IFC if the IFC were to stop children from getting free ice cream, would it?).

If so, what is the budget and timeframe to do so? The cost would be $10 billion, mostly for high-grade electronics and the secret underground facilities; the time taken would be 2 months.

A: Nowhere is the recognition of the need for bureaucratic space more keen than the capital city of a large empire, and the IFC should find that Santa Catalina offers all the necessary amenities for both a large body and a large vision, both within our Algarvia campus and in the surrounding neighborhoods and nearby city center and government district. As a former urban university campus, the Algarvia site is already well equipped to handle the stresses of tens of thousands of employees and visitors, including space for living, dining, socialization, and sprawling administrative facilities. Prior to its conversion, the university was able to accommodate 48,000 students and faculty, mirroring the urban density and efficient use of space in many other large research universities in Europe and America. After renovations, including the ongoing repurposing of waterfront hotels into extra living space, the capacity is projected to reach 57,000, with either vertical or horizontal expansion still very possible. In the rare case of absolute star overflow, the city government has taken the care to register all large abandoned or foreclosed properties in the surrounding neighborhood and city center, and plans are on standby for the flash conversion of these locations into functioning apartments, administrative sub-offices, or storage facilities. Several local companies and universities have also offered their space for collaborative occupation, and there is of course always the billowing infrastructure of the Imperial Government, built to handle such a momentous load, spread throughout the city. As for supporting infrastructure and labor, the Santa Catalina metropolitan area is home to around 5.1 million residents, and in located in the urban triangle of Wagondia with tens of millions more within a few hours' high speed rail travel: it should be very easy to not only fulfill the need for each of those professional sectors, but do so with the best resources and people possible. As a blossoming tourist destination and center of the national retail boom, the city has plenty of space for visitors and experts who would be happy to be contracted for IFC work, though there will likely be no need given the immense rang of facilities located within the city proper and the Algarvia Campus alone. As for legal services, it is important to note that Santa Catalina is the seat of the Wagain Supreme Court, whose gravity on the national and global scale has attracted an advanced legal framework specializing in the kind of administrative and international law which a trans-continental foreign policy powerhouse must be able to readily field. There are special budgets and facilities for both legal and media services on campus, which, with the sponsorship of these august bodies, is beyond sufficient for streamlining the affairs of one of the world's largest international organizations. Domestic, catering, and utility services follow this same model of expert management, world-class facility access, and careful organization, which enables the seamless maintenance of anything from hosting a major diplomatic event to an unexpected surge in demand.

A: Ensuring adequate personal are both able to be accommodated and housed is of utmost importance to us. After all, what good is a headquarters which isn't large enough? Already there exists enough housing units available across all income levels to meet ever increasing demand within the city, additionally the city itself is expanding. While 10m people already make Moscou home we project that we will quickly rise to over 12m population over the next decade alone! The city is already flush with talent from all fields, be it legal or hospitality. Moscou is filled with various high quality law firms specializing in corporate law, international law, domestic, and various other specialties. The question for Moscou is not how or if it can take the strain of mroe than 50,000 new residents and support staff but when? The city and it's people stand more than ready to fulfil the needs of any job.

A:The program for allowing in labourers from across the world is already extensive. Fire and police departments regularly drill in chemical, nuclear, and biological first response. Seven out of ten Moscou hospitals are equipped to deal with any sort of mass attack from the very beginning, with others only dependent on the on duty staff of the moment. The regular commissioning of nuclear powered seagoing vessels have allowed first responders the ability to practice, and their record is spotless. In practice, this is primarily the public high speed rail, and subway lines running non-stop to remove civilians as well as any temporarily commandeered aircraft. While the exact details of a full scale evacuation are rather scarce, due to the uncertainly in planning for one, current models plan for any local or foreign officials being fully evacuated from the city in two hours. Civilians would be fully evacuated in 24-36 hours. If officials are not entirely accounted for detailed search and rescue will be mounted as possible in locations of frequence and last known.

1: Preliminary estimates are that the facility can hold up to 300,000 Personnel, with the applicable support staff.
2: Expansion can be accomplished through building new floors on top of the already existing superstructure. If in the event of an emergency evacuation, there are several ways the HQ can be evacuated efficiently: A ground evacuation undertaken by a specialized unit of the Federal Army can effectively clear the streets and evacuate personnel by way of the airport, and air transportation. The Three Helipads can be easily put to use to evacuate high-profile personnel by helicopter. Mass evacuations can take place through commandeering of the public transportation system (buses and subways.) The city's first responders are always on call to assist in evacuating the HQ, and are well versed in biological, nuclear, chemical, fire, natural disaster, and civil unrest response. The HQ is also connected to a large network of subterranean railways deep underneath the ground intended to evacuate both IFC and Guadalupadorian Government personnel to fortified bunkers outside the city if in the event of a catastrophe in which evacuation systems above ground are incapacitated or destroyed as in the event of a thermonuclear attack on Divouga.
