It has been over one-hundred and seventy years since the Fourth Shinobi World War. Over the past thirty years, crises begot wars and collapse of many ninja villages. Tens of thousands of shinobi lost their ninja way, becoming the Lost. Many became hermits and lonely nomads or otherwise lost to record, including several Jinchuriki; others became dangerous brigands, finding a new purpose in stealing-from the world that they so opposed, hurting many more ninja villages.

However, several decorated ninja helped many of the Lost, giving new purpose and life to many. Villages were reconstructed and raiders were fought-back, their followers dignifying their movement "Rebirth". Many raiders were crushed, but earned ire from the Shinobi Union for their methods that has caused tensions between the two and nearly brought war already before they agreed to halt operations. The world is on edge, and raiders continue to prod from their enclaves. To keep order, a task force has been secretly established by the Shinobi Union to deal with a threat that will bring the world to the brink.

Hello, and welcome to Age of Shinobi: Reborn. This is a Naruto thread set one-hundred-and-eighty years after the Fourth Shinobi World War. This thread will be focused on the members of a specially-assembled task force, a collection of ninja whose job it is to deal with Rebirth, a powerful movement of ninja which rules multiple villages and has supporters in villages that they do not control. I hope you enjoy the thread.

What sets this series apart from other RPs in the Naruto-verse?

This series will seek to allow for characters of multiple levels of skill to remain relevant due to the diversity of enemies and villains. This RP also aims to allow for different environments to be used for fights, utilizing environments which are moving, claustrophobic, or inconvenient. Also, time-skips will be used to cover the three-and-a-half year time period over which the thread takes place, so plan your characters accordingly.

Is this going to be exclusively Konoha ninja?

No, this task-force is run by the Shinobi Union. Ninja from other villages can be a part of it.

What ranks do you think characters should have?

Due to the initial nature of the task force being a covert investigation in the Chunin Exams, there is a diversity of ranks among the members.

But what-about when the war starts? Won't the lower-ranked ninja be overshadowed by the higher ranked ninja?

The reason why this focused on a war is to precisely avoid that problem. Enemies will come in many ranks, so genin and chunin should have plenty of appropriately ranked enemies to fight. Tasks need to be delegated in order for the task force to succeed, so different ranks can all have something to do. Ignoring all of this, just remember that emotional investment and good writing can make fights which do not involve Tailed Beasts still great.

Can I run characters outside of the Task Force?

Yes. This thread will focus on the task-force, but you can create supporting characters, such as friends and family, just do not expect much focus to be on them since they aren't part of the main plot-lines. What might be interesting would be to create friends and relatives who are members of the reborn and thus become villains later on in the thread.

What should I put down for specialty jutsu?

Jutsu which are commonly used by your character or specializes in at the start. You do not have to list every single jutsu that your character knows or will know.

It's been well over one-hundred years since the last chronological event in the Naruto-verse. Are there any technologically change?

Though there has been technological change, I want to assure you that it is nothing that should radically change the aesthetic anachronism of the franchise. The changes are mostly in transportation. Electric trains are reasonably common, and they are a relatively affordable and fast means of traveling between villages, with even proliferation of monorails and subways within larger villages. Where the trains can't go, maritime infrastructure has improved to such an extent that large-scale transportation of people and goods is now common. Tazuna's airship designs have taken-off and now there is airship travel, though still mostly being used travel in areas with terrain that is too rough for the ships and trains and for transportation of high-wealth or high-priority individuals. Areas with really rough terrain do have some tracked electrical vehicles, but that is very uncommon.

Outside of those, there are a few differences: there are plastic explosives and napalm, though they are limited in use due to cost and weight in comparison to explosive tags (also taboo in the latter's case). Sunagakure/the Sand Village has proliferated the usage of flamethrowers in puppets. Two others which shall see extremely limited use (meaning: will most likely be targets for the protagonists to destroy and has issues of practicality): rocket artillery (imprecision meaning that they are not likely to be used in actual battle unless somebody is particularly ruthless or desperate) and naval ships (roughly on par with what you might expect from WWI, though with some differences caused by ninja; the sheer inland nature of most of the thread will mean that they don't really factor into much for now).

Hey, what's an OPC?
A misnomer. This shall be differentiated from protagonists and antagonists in that they are the major leaders of the thread controlled by the "Forces that Be" (the OP and Co-OPs), basically kage and the ultimate antagonists.

Is there anything that I should keep in mind?
There will sometimes be time skips. Given that we are dealing with wars here, they need to feel appropriately longer than an arc. I would say that this thread will take about three canonical years to complete. Because of that, do not consider aspects about your character to be static. Your character can grow, change, become more skilled, get promoted, or any number of changes over the course of three years.

Also, remember to effectively use punctuation, paragraphs, capitalization, and grammar. Mistakes are fine, but a block of text with no capitalization will probably not bode well for your participation in the thread. If you aren't confident in your command of the English or learning it, feel free to mention it.

Biography:
Born into a family with a lot of ties to different clans from Konoha, Yushao was considered to be one of a kind. His prowess in ninjutsu & genjutsu allowed him to excel at the Academy & later during his missions. He was surprisingly fond of katanas, which is very odd for a shinobi. He was quite aware of the politics in the world, keeping himself informed as he continues to observe the state of the world, while doing his missions at the same time. He's very fond of things that are black & white. It's expressed in his clothing. He was in awe of the 7th Hokage's actions & ideas while he was still in the Academy. Striving hard to be able to guard the legacy of the heroes of the 4th Ninja War, he continuously work hard to keep the peace that's getting fragile each passing day. However, it is worth noting that he's rather apathetic to those who are not too close to him. He rarely shows interest in other people, unless for some reasons they caught his interest.
Motivations: To protect those who are dear to him, and to guard the peace that's fleeting.
Strengths:

• Kenjutsu. Surprisingly, he's very good at swordsmanship, although not to the level of a samurai.
• High power & stamina. His main attributes are Strength & Vitality.
• High reserves of chakra. His chakra is a lot, thanks to his efforts.
• Proficient in using Genjutsu. He's quite good at doing it, to the point that people would try to keep him from doing it.
• Wind Release. His first affinity that was discovered when he was training while still being a Genin.
• Loyal towards friends. He's very protective of them also.
• Sadistic Side: This other side of him would allow him to fight with no holding back.

Weaknesses:

• High level of seriousness. He just can't take people who are always fooling around.
• Cold appearance. Although he's friendly, his face that looks too serious tends to scare people away or make people think he's a cold person.
• Woman. He could lose focus because of a woman. Not that he's a pervert or something, it's just distracting his mind.
• Friends. He could get depressed if anything happens to them.
• Lazy. Though he's lazy, he still do his job. Don't expect him to follow you without a good reason, though.
• Sadistic Side: Same backfire. He could attack anyone if they are in his way when his other side is active, though his rational side would try to hold it back.

Personality: Zenko is a very intellectual based person and is always extremely calm and collected. He is very imaginative but a the same time seen as a very cynical person. Zenko has a thing for tactics and strategies, always trying to be one step ahead of everyone else. He radiates self-confidence and has an aura of mystery around him.
Biography: Ever since Zenko was young, he was interested in helping his village any way he could. Being more of a quiet person than most, his actions spoke loudly. He was never much of a skilled fighter even though he happened to be able to manipulate sand like some of the past Kazekage, he could never find a fighting style that fit him. That is until he learned he had Glass Release.

With his new fighting style, Zenko managed to achieve great feats and become a known figure in Sunagakure. Eventually the inevitable happened and Zenko became the Kazekage. With his new possession and his power, he swore to protect Suna no matter the cost.
Motivations: To protect Sunagakure no matter what.

His body is stitched up from the multiple organ transplants he does on himself, also so he can use his masked beast.
Personality: Shikyo is cold and distant to those who don't earn his respect. To those that do, he isn't much warmer but he does consider them in a higher regard than others. He plans out most of his steps before acting and maintains a calm and neutral position at all times.
Biography: Shikyo was initially born long ago in Takigakure. He lived an average life Iwa Sadow and eventually followed in his father's footsteps and became am elite ninja. However, he soon became bored with his mundane life and wanted some excitement so he became a bounty hunter in secret. Through his secret life he learned the value of money (how much he liked it) and the art of conning and manipulation. Eventually Iwa got tired of his normal life as an elite guard and wanted to leave, without cause any physical harm to the village, so he stole the forbidden scroll holding the technique for Earth Grudge Fear and escaped the village. Soon after he was hunted down and "killed" but not before he had take another heart from one of his bounties. The hunter ninja that killed him was new to the job and did not except the Iwa to come back to life so he sent a mission accomplished report ahead of him to report in while Iwa was reviving. After Iwa revived, he killed the hunter-nin, stole his heart and fled the scene.

With his new life, Iwa changed his name to Shikyo, and kept face hidden most of the time. But as time past he found the he could lower his amount of secrecy since he figured anyone that would recognize him would be dead. He also noticed that each new generation was getting stronger and new technology was developing. This angered him as he was too used to the old ways and it would become harder to defeat opponents if they had new jutsus that he never saw and couldn't counter. So he set out to train himself to become a symbol of his time and surpass the newer generations. He eventually ran into the Reborn organization and joined them as a way to gauge and beat the younger generations and the money was good so that helped in his decision.
Goals: To surpass each new generation and remain a symbol of the old ways.
Strengths:
Excels in ninjutsu.
Highly intelligent and an knack for strategy, tactics, and manipulation.
Multiple hearts makes him hard to kill.
Weaknesses:
Susceptible to genjutsu
Can be outdone by a taijutsu expert at close range.

Both would be cool.

In terms of the villains I might expect (though definitely do not consider this to be a rule, just a guideline that I use when making villains), I'd classify them into varieties:

Mooks: cannon-fodder, sometimes hordes while other times just tough enough but lacking any sufficient characterization to really warrant any emotional to their fight.

Bosses, who are meant to really only be "battled" once or perhaps twice awhile after the first battle, with the few other "encounters" in which said bosses gets to demonstrate character or just how dangerous they are, the kind of people with whom revenge might be sought.

Recurring villains, basically people with whom battles are relatively frequent, the kind of people you might fashion into rivals who might even make a heel-face turn

Arch Villains: entirely in the background in the introductory arc (in the sense that they are either not present entirely or only present in such a way that their presence is either really unnoticeable at the time or masked behind a non-villainous persona) and then more of a "mover and shaker" kind of sense for the majority of the series in that they will generally be doing the majority of their bidding off-text and whose are dangerous and will end with a draw at best and would be on the level to give the protagonists a hell of a fight, with their defeat basically constituting the final arc.

Rebirth, as a movement, was started by several shinobi of note. Multiple villages had fallen and the ninja of those villages (including several jinchuriki) were disillusioned and became drifters (the Lost), while many others became brigands. The founders of the movement basically gave many of those drifters purpose, basically turning them into itinerant preachers for the movement which basically acted as a non-permanent ninja village in that it was doing missions for hire until they gained enough numbers to rebuild fallen villages and even set-up cells of supporters in other villages. They are fiercely opposed to brigands and so engaged in rather ruthless campaigns against the brigands and their rather large enclaves, but said brutalities finally went a step too far and they recieved an ultimatum from the Shinobi Union to cease their operations against the brigands for the time being, which they have done so for about half a decade by the start of the RP.

The arch villains will be the Rebirthed, the highest-ranking leaders of the movement and the founders of it. Later in the RP, they're going to take rather esoteric and drastic actions that will change the course of the RP for the final arc (not on a "Infinite Tsuyokomi" level and still not changing the fact that it is war, but it still is something to TG me about if you are making an arch-villain or a recurring villain who is going to stay such for the final arc).
