These nations have broken the barrier between Power 3 and Power 5, usually by increasing military might dramatically. These nations don't have as much influence and don't get as much respect as a Power 5 nation, but these nations have the ability to become true powers.
Power 5- Regional Might
These nations have significant influence over the area they occupy. They have influence over there area, and can even stand up against the weaker Power 6 nations.
Power 6- Worldly Warriors
These nations have power similar to the powers of today's real world. They possess millions of troops, and can easily defeat nations who have the same tech level as them. These nations are considered superpowers of their respective regions, and they have large influence over almost everyone.
Power 7- Moon Men
These nations have begun space colonization and are just starting to develop space weapons such as orbital cannons and laser guns. They can usually take over moons at best.
Power 8- Solar Skill
These nations have the ability to take over whole solar systems, and have finished development of mass produced starships with weapons such as laser cannons and guns. They can easily defeat Power 7 nations, but would get destroyed by Power 9 nations
Power 9- Galactic Capability
These nations have influence over a majority of the galaxy they reside in. They usually control whole solar systems, and their influence reaches the depths of space; usually have FTL spaceships, planet-destroying weapons, and many, many spaceships.
Power 10- Universal Warlord
These nations posses immense power, able to easily take over whole galaxies and universes. These nations have tremendous influence among the people in their universe, and most other nations generally fear them.
Power 11- Multiversal Magnitude
These nations are extremely powerful, possessing some of the most powerful weapons known to the worlds. They have the ability to access and then take over multiple universes with ease. Nations with this capability usually are a superior race to humans, but that is not always the case.
Power 12- Omnipotent Overkillers
These nations have omnipotent power, with weapons that could destroy or take over whole multiverses and absolutely obliterate anything with ease. These powers are a force not to be messed with, as going against them is basically a death wish.

I have decided not to use this scale. There are a number of problems with it.
First, the majority of the text refers to the size of the territory a nation can conquer. Not only is this an ineffective way to measure military power (for example, the Roman Empire conquered more territory than modern day Italy ever has, but would you really say ancient Rome has a more powerful military?), but the scale of conquest is already reflected in my Influence Type scale. A nation that possesses a whole galaxy must have been able to conquer it, and defend it, right?
Second, several of the "Powers" can apply to literally any kind of nation, regardless of strength. Power 3 especially, but Power 2 as well and most parts of Powers 1, 4, 5, and 6.
