Yes, anything other than delivery is refunded. The non-rare reasons for delivery failure are:
- "Blocked by Category:" Rejected by the recipient's anti-spam preferences
- "Previous Recruitment Too Recent:" An attempt to recruit the same nation to the same region twice in 28 days
- "Class Member:" Nation is a member of a school class
- "No Such Nation:" Nation ceased to exist before the telegram arrived
- "Blocked by Sender": Nation has explicitly blocked telegrams from you

Why not? The telegram is still blocked I believe, so the person isn't getting spammed or anything. If you have an API recruiter and stamps running at the same time it is very possible both will try send to the same nation. There's no way to prevent that AFAIK. Sometimes you'll do manual as well, and will get the manual telegram in before the stamp one arrives, so the system blocks the stamp one and refunds a stamp. Again, no way to get the stamp telegrams to not send to that nation as well AFAIK short of stopping stamp recruitment for the duration of your manual recruitment time.

Thanks for adding this in! This should save recruiters some time they would otherwise spend sending telegrams to nations that wouldn't see them to begin with.[violet] wrote:Added here.
API and manually-sent recruitment telegrams don't compete with stamp-sent telegrams for delivery, so adding more stamp recruitment doesn't slow down the delivery of manual or API messages. So long as there's at least one telegram awaiting delivery in each channel, they're delivered in a round-robin system, e.g. 1 manual, then 1 stamp, then 1 API, and so on.

This isn't possible, sorry, since it would require loading every potential recipient (up to 190k nations) to check their settings. Also, many nations block "Some" or "Most" TGs, meaning that whether a TG gets through is time-dependent and difficult to know in advance.
