To carry out the will of Her Most Heavonian Imperial Majesty, Imperial Lady Paramount Sir Eimili Conneli, 3rd Virtuous to Bear that Name, Wielder of the Reckoner, Defender of the Faith, Guardian of the Realm, Protector of Fae-Folk, and High Queen of Ifrinn, The Heavonian Diplomatic Service will now be accepting applications for worthies to establish embassies within Kirkcester on the planet of Heavonia. The Lord Chancellor's department has recently come into possession of two keeps within the capital city of Kirkcester which have been assigned to be divided up into diplomatic residences and offices - a space will be assigned to the applying nations rather than requesting a specific location. Should you require larger property, we can provide it on individual request and assessment. As follows are select regulations and notes for consideration in filling out this application:

Styles:
Please provide the Style (e.g. 'His Imperial Majesty' or 'The Right Honourable' or 'Mister President') with each noted dignitary. This eases the hassle on our clerks when addressing mail and verbal communications.

Diplomatic Staff vs Security Staff:
The Heavonian Empire designates Diplomatic Staff as those who are afforded some degree of immunity from the legal consequences of their actions under Heavonian Law. This means ambassadors, consuls and the like. Any employee at the embassy office who is not Diplomatic Staff (from attaches or clerks to cleaners or guards) is Service Staff. All Diplomatic Staff are considered 'Yeomen' under Heavonian rules. All Service Staff are considered 'Gentlemen' under Heavonian rules. Not all crimes are exempted from punishment by diplomatic immunity: for example murder, sabotage, espionage, arson in a royal dockyard, regicide, and rape will all carry punishment in Heavonian courts. Security:
Security shall be provided 24/7 by the Lord Chancellor's Own infantry regiment and the Capital District Enforcer Corps Detachment, for this reason we see no reason to assign additional security personnel to the quota of those brought into the nation. Furthermore, while the carrying of arms for lawful purpose is permitted under Heavonian Law, we respectfully require that they comply with arms laws. This means that no weapons other than Grade 3 may be brought in, and all weapons must be carried in accordance with Heavonian law. Vehicles:
Please bear in mind that orbital transit is not permitted from the Capital. All orbital-capable vessels of a certain size must dock outside of city limits, and grav-vehicles be used to transit within the city limits. Please ensure all grav vehicles are registered, are of legal quality and proportions, and all drivers are sufficiently competent to avoid crashes - all drivers are liable for causing collisions. We would be most delighted if the esteemed Colonel Rubens would inspect the Keep Attano's Guard of the Lord Chancellor's Own, and hereby offer the good Colonel that opportunity.

I am sorry, but we cannot permit you to construct your own hangar, however leave is given to install docking and refuelling systems for the 'ACV03T' transport within the Keep's Mews. Should one desire their vehicle be rated for travel in C2 roads such as certain narrow sidestreets, it can be no wider than 3.7m, and must be capable of turning itself by 180 degrees in a carriageway of width 8m. Should one desire their vehicle be rated for travel in C1 roads such as main thoroughfares, it can be no wider than 7m. Length is not regulated, provided it does not cause obstruction or an inability to traverse corners. Height can be no more than 8m. Anything larger will not be rated for carriage-way travel within the city limits, and will be required to maintain an altitude of no less than 100m at all times. This would not impact on its ability to enter the Keep Attano Mews.

Following receipt of an itinerary for landing the diplomatic party, an Enforcer Corps escort will be provided until reaching Keep Attano. There, one of the orders of business will be a visitation by a clerk of the Lord High Steward's Department to note the particulars of the vehicle and provide it with a certification of road-worthiness.
