Does your nation at this point in your timeline currently use slaves? Of course.
Has your nation used slaves in the past? Of course.
Are/were your slaves owned by the state or can they be bought, sold, traded and captured by individuals and groups? They're private property. That said, the government is in charge of the vast majority of production (via the Cloning Centers), not due to decree, but because the Centers are known for their excellent quality control. Slaves not from a Center are referred to as "wild" and sell for lower rates. Such slaves are usually obtained as opportunistic captures, though they can also be part of the war booty from an invasion.
Are your slaves consisting of a specific race, gender or other classification? Is there a mix? Or can anyone be enslaved, including your dominant population? Anyone can be enslaved if they can be captured, but over 99% of our livestock is made up of supposedly-sapient biologicals. The other 1% is what we call metalstock: enslaved Decepticons.
On average, how well are slaves treated in your nation? Not too well. The work is hard and relentless. Of course, there are some exceptions on both sides of the scale, with some overseers being far too harsh on the slaves and others being too soft to get a decent amount of productivity out of them.

They're not influential at all. They are not allowed to hold any government positions. As for terrorists? Since they usually want to abolish slavery by sending all of the livestock through Biological Rendering and turning it into dead fertilizer, the slaves usually think of them as terrorists! (Here, our "abolitionists" reason that biologicals are too inferior to even bother keeping alive, and that they're more useful as fertilizer or biofuel.)

Is it illegal to kill or rape a slave? No, they are property and their owners can do whatever they want with them.
What happens if a slave kills a master? A puny unarmed humANT? Kill a Decepticon 20x his height and 100x his weight?! If a slave managed to do that, we would probably try to get him to accept citizenship (and mind-transfer to a Decepticon body), because he's obviously an absolute genius to figure out how to manage to do it! He would be quite an asset in the Military! Most slaves are taught from "birth" that the Decepticon is the ultimate lifeform and is what to aspire to be, so he would likely sign on, too!

(i,e, pairing strength with strength for manual labour slaves, beauty with beauty for sex slaves) All domesticated slaves are produced at the Cloning Centers from the latest version of the Approved DNA Codec for their species. Wild-caught humans are simply sterilized so that they can't get their inferior Code into our carefully-designed livestock.
Do slaves outnumber freemen and freewomen? How many slaves are there compared to each freeborn? Oh, absolutely not. By law, there must not be more slaves than there are Decepticons. Any extras that pop up are culled.

Finally, is there anyone in your nation who by law cannot be enslaved? No. Technically, if someone manages to get a hack program into Leader Megatron, they can take him and stick him in a mine. That said, the chance of getting Megatron to download anything fishy into his mind-boards is 10,000x lower than the chance of a snowball in a slag pit.

Enslaving a Decepticon requires installing a hack-program that controls his motions. Otherwise, he will either fight to the death, or failing that, commit suicide to avoid enslavement. Typically, such programs are spread using guile, though they can be forcibly installed via direct physical means as well.

It's also notable that while many Decepticons will grab any biological they think they can sell and will have no qualms about doing so, they will form vigilante mobs and attack anyone caught hacking Decepticons, disseminating hack programs meant to work on the Decepticon OS, or dealing in Decepticon slaves. Like many acts here, "legal" and "accepted by society" can be two very different things.

As for why it's even legal for Decepticons to enslave each other, it is this way for a very specific purpose: to motivate everyone to keep their anti-virus up to date. Updating had fallen back, causing a threat to national security. Leader Megatron, figuring that it was better for these people to end up as the property of other Decepticons than it would be for them to fall to foreign hacking attempts, essentially declared open season on them. This has indeed motivated most people to upgrade their anti-viruses, and taken most of those who still didn't do it off of the streets so that foreign hackers cannot turn them into weapons against us. The Leader promises that the enslavement of Decepticons will be re-banned once anti-virus readiness reaches 98%, though there will be no freeing of those who have already been taken.
