Repeal "Stopping Invasive Species"



The World Assembly;

Recognising the great intentions behind the authoring of G.A Resolution #259,

However, concerned that the resolution is both overreaching and overly-restrictive toward member nations and should not continue to stand in this august assembly.

Noting G.A #259's excessively powerful requirement that "member nations shall work actively to prevent the transfer of invasive species across their borders" through "all means necessary" yet denying nations the right to close their borders.

Proposing that such border restrictions prevents a neighbouring nation at risk of being subjected to an infection, of utilizing border closure as a penultimate solution, thereby ensuring the spread of a species in such an instance.

Perplexed by both the requirement to treat ballast water rendering it sterilized and therefore safe, yet restricting the discharge of now safe ballast water placing a second needless burden on those who would comply with said resolution.

Horrified that the outright banning on "the discharge of ballast water in coastal waters" could cost lives should a submarine vessel need to peform an "emergency blow", requiring the discharge of ballast water for which the resolution in question makes no exception.

Believing that G.A Resolution #259's good intent ultimately has legislated for more harm than the good it intended,

Hereby; repeals G.A Resolution #259, Stopping Invasive Species

"I never much liked this resolution, and I support this, but first argument clause needs some punctuation or breaking up. Your subsidiary conclusion regarding the ability of nations to close their borders reads jarringly. Perhaps throw a comma in after "necessary"" and change "however" to "yet"."

I'm inclined to agree entirely, I've messed around with a bit to see if I can make it less gag-inducing. Any further suggestions for tidying it up will be appreciated.

OOC: Since I was against the target resolution exactly because of the "not allowed to close borders" thing - and to lesser extent the ballast water insanity - I'm all for this repeal.

And if it's successfully repealed, that's one less thing I need to lie about when saying that PPU is compliant with all resolutions... Unless eating the would-be invasive species doesn't count as border closure...

I'd support this repeal. Invasive species are (usually) bad, but, as with many other acts, it seems to violate the free choice of various nations, for no real reason.

I gave this some serious thought yesterday. I imagine that "all means necessary" rather than "any means necessary" means that if I have to extinct a species to prevent it from crossing borders I have to.

Actually... "all means necessary"?

And what does it define as an invasive species?
Humans are an invasive species. They displace other species and are the primary reason other invasive species can move around the world so fast. But should we keep them from crossing all borders? No! The WA is a primarily human-consisted organization!
I say repeal!
