Steph shakes her head gently, a grin on her face. "My personal favorite, and one the Scrum happens to share at the moment, is the subtle approach. Schedule it juuust far enough out that your departments and administrators would have held their very first planning meetings and brainstorming sessions the day after it's repealed. Keeps 'em on their toes without actually disrupting their real work. Bureaucrats need exercise, ya know. This is how we justified remaining in the WA during the dark days of the World Space Administration - as it happens, if it had gone another couple days we'd have had to leave, but it worked out OK in the end."

Steph shrugs. "Hey, I don't pick the dates, just like I don't write the laws. But if I did, I'd still be pretty confident about this one. And even if the slushie in the middle dribbles all over the voters and they reject it the first time, it'll be good for the bureaucrats to have to start thinking about something different. Like I said, they need exercise."
