The Romani-Mar'si Union is a superstate that has combined several smaller nation-states in an effort to promote certain core values and project strength internally and externally, as well as protect basic human rights considered universal to all who are free of certain stains upon their national character.
History
The Union came about due to the historically very strong ties between Romandeos and Holy Marsh, stretching back a thousand years. After the events of The Shift caused social distress in Romandeos and further drove stark differences between Marshites and the rest of the world, it was decided to forego the bygone notion of national structures and introduce a boundary-shaping shift in relations between Marshism and the internatonal community. The Republic of Akila, a former Theocratic colony granted independence, joined soon afterwards, after finding itself beset by the Celestial Empire of Harmony. The United Federation of Palmyrion as well as the Imperium of Aravea joined shortly afterwards, both due to high percentages of their nations being Marshite as well as strategic, economic, and political concerns. These same elements would compel the Dominion of Lubyak to join as well.
Government Structure
The Union is a superstate that contains multiple smaller national governments as well as a united Union government, as well as many heads of state that by law are involved.
The Assembly is an elected body that represents the citizens of the Union. For every ten million citizens a nation has, they are awarded a single representative. Every nation is guaranteed at least one representative no matter current events. The Assembly has legislative powers over the entire Union- any law it passes is Union wide and supersedes national law, and any national law that conflicts with Union law is voided with passage of relevant Union laws. The Assembly is headed by the Romandean Imperial Head, who has the power to veto any legislation proposed or passed by the Assembly. The Imperial Head may not propose or pass legislation, but may cast a vote and directs debate. The Assembly is formed up of many smaller committees and groups, whose formation is also under the Purview of the Imperial Head.
The Union Council is an advisory board made up of smaller states, kept in check by one of the leading members of the Union, the Aravean Primarch. It has investigatory powers and also accumulates the reports and statistics that the Assembly uses. It also leads the committees and groups the Assembly creates. Membership is determined by the Primarch, who may expand and thin out the Council at his or her desire. It acts as an advisory board in one capacity but also as an analytic in the other.
The Judiciary is led by the Governor-General of Lubyak. It's primary mission is to ensure Union-laws are kept within the general bounds of Marshite Law, the enforcement of Union law, prosecution of Union law, and maintaining the balance of power. It has the ability to launch cases against anyone, even the Arch-Bishop and Imperial Head.
The Arch-Bishop is the leader of the combined Union Church. The official state religion is Marshism, and the Arch-Bishop leads all the faithful. With Marhism inspiring often rabid fanaticism even outside the Theocracy, this gives the Union Church a universally wide reach. It inspires in nations the ability to follow Marshite law, which in turn means elected representatives tend to follow Marshite law, which mean the Council and Judiciary have an easier job. The role of Marshism in the Union is, indeed, universal, and so the Church's influence is deep and wide.
Besides the larger Union government, each state maintains its own Nation-State government. The Union does not prescribe to any one model of national governance. Indeed, there are monarchies, theocracies, and republics in the Union at the moment. Any nation which meets the requirements for membership may apply and as long as there is nothing overtly objectionable about actions or policies, government style will not be considered.
While each nation-state does maintain its own government, it must also acknowledge the Union's structure as well as the idea of sovereignty over multiple states. The Imperial Head of Romandeos is not just the Imperial Head in Romandeos, but the whole Union.
Citizenship, Military, and the Economy
A citizen of any nation-state in the Union is a citizen of the Union and is immediately acceptable as a lawful permanent resident of any other nation-state in te Union. Any citizen who is living in a state where they are a lawful permanent resident may also immediately apply for full citizenship of that nation-state in the Union. Replacing all versions of green cards or similar lawful permanent resident identification is the superstate wide Union Identification Card (UID). It is a chip card with advanced security features and is updated wirelessly with information regarding your citizenship status in various member-states, voting rights and records, criminal records and warrants, as well as biological, familial, place of residence, employment, and religious identification information. It also works as a passport, though currently only a few of the Union's allies use technology that allows for this. Old-fashioned passports and cards are issued alongisde in case of emergencies.
The military of the Union is absolutely vast, dwarfing almost all competitors in the world. Each nation-state controls its own individual military much as before, with a percentage- decided upon by the Assembly- being sent to join the Combined Union Defense Force. CUDF not only trains this percentage to work flawlessly together but, under the control of the Regent of Akila and the President of Palmyrion, helps train and foster communication between all nation-state military forces. With a population currently of 69 billion, the Union is capable of undertaking a tremendous amount of warfare on a tremendous scale with tremendous loss and not suffer from a qualitative or quantitative dip. Any nation-state may call upon the forces of the entire Union for any cause at any time and all forces are required to respond, though the Assembly may intervene and put limits or even a halt on it.
Each Nation-State is able to sustain its own economy without outside aid. Trade barriers are mostly non-existent- national laws that do not conflict with Union law that may involve trade are allowed. Beyond those however, trade between the member-states is near borderless in execution. All states currently have their own currency and economic policy, though the Assembly is expected to bring states together in a broad economic agenda and there are discussions of a Union-wide currency.
Non-Member State
A Non-Member State is a state that does not meet the basic requirements of a member state, most often due to a certain percentage of the nation being Marshite. They must still accept all Union laws and regulations or face expulsion. A Non-Member State can not put more than ten representatives in the Assembly, nor does the head of state appear in the Union government. A citizen of a Non-Member State may not immediately apply for full citizenship of a Member State, though a citizen of a Member State may apply for citizenship in the Non-Member State immediately. A Non-Member State may become a Member State by accepting and meeting all requirements and regulations. A Member State not in full compliance may become a Non-Member State.
Non-Member Observer State
A Non-Member Observer State is a state that does not meet the requirements nor is part of the Union governmental structure, but still deals with the Union as an entity and at the discretion of the Arch-Bishop and Empress may deploy representatives to the Assembly, in Committees, join Allied military forces, and may on a case by case basis apply for certain Union benefits,
Joining the Union
The Union is willing to accept any nation which has the following qualifications:
* Percentage of nation that follows Marshism is above 10% (Non-Member Observer Minimum) 15% (Non-Member Minimum), 30% (Member Minimum), or 60% (Major State Minimum)
* Is willing to accept the Imperial Head of Romandeos as the Sovereign of one's nation
* Is willing to accept the Arch-Bishop as the head of the State-Sanctioned Church in one's nation
* Is willing to accept the Governor-General as the Chief Justice of the Courts in one's nation
* Is willing to follow all Union Laws and Regulations
Once an application has been received, it will be reviewed by the Sovereign Heads(The leaders of the nation-states of the Union). They will vote, and if approved, the Assembly will vote on admittance. Those accepted will be notified, and the integration process begun.
