Greetings Madam Secretary,
We would be happy to host any discussions here in the United Republic. I have provided some options below;
The Executive House - Williamsburg, D.K. Residence and workplace of the President; several dignitaries have been hosted here.
McCurter Business Center - Williamsburg, D.K. Business park available for conferences and centrally located in the city.
The Capitol Building - Williamsburg, D.K. The seat of the Klentian legislature, it famously hosted the peace talks ending the Independece War in 2010.
If you would like to host the discussions in your own nation please inform us and we shall make arrangements in due course. As I have said, the President, and indeed the nation look forward to the further development of our nations' relationship, due to our shared history. Additionally, we believe the proposed agreement would be a symbol of our efforts to keep the peace.

"Finally", Mary said to herself, after composing the reply-email to her counterpart Franklin of Klent. Months of lobbying in the lower-house then the major final approval by the upper-house has reached it's apex, the defence agreement is now in-motion. Now the final piece of the puzzle is at play as before the agreement is sealed as she will fly to Klent itself for the rounds of negotiation. Though she knows this will be the tiring one as negotiations could go on for days on end, but she knew that the relations between the parties involved would grow even further. After glancing about to the window in her office, she then began writing a letter to the head of governments of each respective states in the Carlsvad Union:

My Dear Excellencies,

It is my duty to inform Your Excellencies that our proposed defence agreement between our sovereign union and the Government of Klent has been approved by her respective representative.

After clicking the send button, she glanced upon her clock, it was 5 minutes to 13 and in 5 minutes time, she has a luncheon to attend to, organised by the Veteran's Union in which she will be giving a speech to honour every military veteran present. She proceeded her usual routine of turning off her desktop, whilst gathering all her files into a briefcase, dubbed the red box which resembles those used by another nation. Her aide, Lieutenant Garry Meechum, a young Army officer waits diligently outside her office with her personal secretary, Roger Floyd,a middle aged man, seasoned with politics though bored with it. When she went out of the office, she gave her items to her aide whilst her personal secretary briefs her on the activities ahead.

As he began to brief her, "Madam Secretary, your timetab..", she interupts him "Roger, reschedule the appointments, we have to fly to Klent this evening as we have a negotiations with the Klentian Government on our proposed defence agreement". "So it is official then, should I contact Lisa, so she could organise a press conference?",said Roger to Mary. "Inform her, the heads of governments of each respective states will give theirs in a few hours time I suppose. I've emailed them, though the news hasn't leaked out yet" she said. "Oh Garry, could you send a red email stating to activate one of those government jets as we need one for our official visit to Klent?", Mary said to her aid which he diligently reply "I will Ma'am".

As she went out off her office, she was greeted with a car in which she hurriedly entered it and it sped off to the luncheon. Whilst on her way, the Minister-President of Klemantan-Borneo has given her announcement stating that negotiations are underway between the Union and Klent. The news spread like wildfire, other heads followed suit with 1/2 an hour later, President Field Marshal David Marks gave the announcement as well, while Prime Minister Julie Moore gave hers an hour after President Field Marshal Marks has. With the news now official, she knew that later all eyes are on her.

After the luncheon event with the veterans, Mary though a bit weary from the lunch set off to her office where a growing press greets her. An hour later, she headed to the press room to give out the press conference. The official press release:

My fellow Carlsvadian, today as you all know our sovereign government has reached a state of agreement between us and the Klentian Government regarding the defence agreement. The much anticipated agreement was drafted, passed by the lower-house a few months ago and officially approved by the upper-house following a strenuous debate. This agreement was drafted as our governments relations has improved as we have maintain close ties with the Klentian Government, following the handover of Prussian Klent, which was known by everyone as West Klent back to the Klentians a decade ago.

The agreement will see a closer relationship between our fellow governments as not only that militarily, we will have means of defence against foreign aggressors or which our ally needs our help to defend their sovereign land to technological exchanges where either states will provide defence means to improve themselves and to progress in technological terms. Our relationship with Klent dates a long time, and it would be unwise for us to neglect that, following our ties with them to the present state. Therefore, my fellow Carlsvadians let us rejoice as this defence agreement will usher in a new era for our governments and to progress further into the future. Thank You


After giving the short press conference, the remainder time that she has was spent answering the press, locally and abroad as the news has gained quite some traction in the international community. During the conference, much questions were asked particularly the defence capability of the states as a whole, and how it would effect the defence force, as it's a mixture of 3 sovereign states armed forces to one. After an hour answering the press, she left the conference as she has to catch the aeroplane to Klent as her application was approved. In the outskirts of Batavia, the state aeroplane which is a Audi Flamingo VIP Transport1 bearing the sentence "Government of Carlsvad" awaits for her at Ayçin Gökçen Military Airbase which she immediately boards the aeroplane, which the destination was Klent.

Secretary Franklin Gerrald sat in the Executive Office waiting for President Cash Willows to return from his press conference announcing the talks. The administration had been following the proposal's progress trough the Carlsvadian legislature with great interest. It was seen as a possible way to boost the president's popularity during an election year that had thus far not entirely gone his way.

The secretary found this attitude abhorrent. Agreements such as these were meant for the purpose of peace, not politics. Having been a general and seeing the horrors of war firsthand, he could not believe that the president, a veteran himself, could exploit this act of diplomacy. At least, that is what he told himself was the reason he hated it. Deep down, though, he knew what the real reason was. He had fought the Centaurians, a regime preceding the Carlsvadian Union. They invaded Klent along with the Western Cubans and Luxiaians, killing millions of innocents. Even though he fought beside the succeeding Prussian government during the Independence War, he could never shake off his distrust of them.

He noticed the shadows of the Presidential Guard agents pass by the outside door, as they walked with the president. He stood at attention as President Willows entered along with his Chief of Staff, his younger brother George Willows, "Ah, Franklin, good to see you, please sit," Willows greeted the secretary as he sat down behind his desk.

"Mr. President, George."

"So we've word that the Carlsvadian delegation is on their way, and should be arriving at D.K. International this evening," George briefed Gerrald and the president.

"I assume they'll be staying at the Wilmoff?" Gerrald asked with a hint of indignation.

The secretary's attitude did not go unnoticed, as the president glared at him for a moment before answering, "Yes; as they are our honored guests, they shall receive the best hospitality the capital has to offer," Willows said with authority, "I don't see anything wrong with that, do you, Frank?"

There was a heavy silence before the secretary replied, "No, Sir."

"Good."

"I do have one question, though, Mr. President," Gerrald said.

"Yes Frank?"

"If the talks are successful..."

"Which they shall," Willows interrupted.

"Yes, well, once the treaty goes to Congress, how do you expect it to pass even one of the three houses with them being so divided?"

"This treaty is about our future security, which is at the heart of all three parties..."

"Four," the secretary interrupted this time, with a slight smirk.

"All four parties; I'm sure we can get it through," the president paused a moment to peruse a file, "Any other questions?"

"No, Sir."

"Okay. You and Joe [Secretary of Foreign Affairs] are to meet them at the airport. During that time your respective staffs shall prepare the McCurter Business Center for the talks," as the president laid out that evening's agenda, his secretary walked in, "Mr. President, your call with Governor Stuart..."

"Put him through."

"Well, Sir, he didn't pick up."

Willows was dumbfounded, "What?"

"He didn't answer the call, Sir, no one did."

Governor Nathan Stuart of the Colony of New Klent had been having a rhetorical war with the administration since the President vetoed the Statehood Bill. Many pundits believed that if Willows won reelection, the governor would follow through on his threat to secede from the Republic, undoubtedly leading to civil war. Now Stuart's apparent ignoring of the President sent an all too clear message; he was not willing to negotiate, which is what he had sent his other brother, Chandler and the Vice-President Conald Fredricks to do.

After a long silence, Secretary Gerrald decided that it was time for him to leave, "Well, Mr. President, I better get the ball rolling on the preparations," he said as he stood.

Having now returned from his shocked state, the president stood to shake Gerrald's hand, "Do us proud, Frank."

"Yes, Sir," Gerrald gave a slight grin as he turned to leave, "I'll follow you out," George went along with the secretary, knowing that his brother needed some time to think.

After the others had left the president's secretary, Grace Ross, asked, "Would you like me to try and contact Governor Stuart again, Sir?"

"That won't be necessary, Mrs. Ross," the president answered.

"Anything else, Sir?"

"If the world could go the next five minutes without needing me, that would be great," he sighed.

She gave a slight chuckle, "Yes, Sir," and closed the door behind her.

Willows stood up and gazed out of the window behind his desk. He knew why Gerrald didn't like this whole thing, for he did not either. The Centaurians scared every single Klentian, and all of the Carlsvadian's goodwill could do little to change that. Yet he also knew that now was to the time to forgive and move forward. The only way for a traumatized nation such as Klent to survive into the future was let go of old grudges and build alliances that would help protect her.

Such alliances were needed now more than ever, with the possibility of civil war on the horizon, "Stuart, what the Hell are you doing?"

George followed Secretary Gerrald down the labyrinth of corridors to the car waiting for him in the driveway, "Frank, what was that?"

The secretary turned to face him with a raised brow, "What was what?"

George, being a foot and a half shorter than the secretary glared up at him, "You know what, that attitude."

"Don't think you don't know, George, he's doing this for the wrong reasons."

George looked away for a moment before returning his gaze, "Look, between you and me, the president knows it too, but the only way to prevent this war everyone's talking about is for him to win in November and to have this alliance."

The secretary gave a pained grin, "Kid, you all had the opportunity to prevent it, and you blew it with that veto," he vanished into the car and it drove off, leaving George to look on with the knowledge that Gerrald was right.

As the aeroplane carrying Mdm. Kazinsky, Secretary of Defence cruises at near Mach 1 speed towards Williamsburg, the Carlsvadian delegation were busy preparing for their arrival to Klent. To some of the delegation members especially the senior officers and nco's on board, Klent was a battlefield they fought against and with Klent many years before.

"Mdm. Kazinsky, your coffee" said the stewardess as she had ordered a cup of coffee to keep her awake and to provide her the much needed caffeine boost to work through the early morning. Although the Carlsvadian are heading to Klent for the agreement terms to be discuss, one thing plagued in Kazinsky's mind, what is the perception of Klentians towards Carlsvadians as their inter-twined history dating back to the Centaurians. She pondered on while staring at her aeroplane window, gazing upon the empty darkness of the night sky, only to be illuminated by the Moon and stars.

A voice crackled in the aeroplane's cabin as the Captain of the aircraft made her announcement, "Good Morning, Mdm. Secretary and fellow comrades, this is your Captain speaking. We are in a cruising altitude of 35,000 feet, flying in 790 km/h and we have 3 hours left till arriving in Williamsburg,Klent. We will be arriving in Williamsburg in 06:40 hours, Klentian time and I will get back again on our descend and approach to Klent. Major Florentina signing off."

"Well, a few more to go before arriving to Klent" Kazinsky said to herself while she prepares her speech, arguments and points for the upcoming agreement term talks. While she does so, the delegation are having a tele-conference with the Grand Admiral Ahmed Harris Nasution, Ambassador of the Carlsvad Union to Klent and Dr. Helmuth Koller, Former Ambassador of the Carlsvad Union to Klent in order to understand the Klentian people.

The tele-conference was held for two hours till 05:40 which Major Florentina announced that they are in a descending pattern and will be landing shortly. "This is the Captain speaking, we will be arriving in Williamsburg shortly. Godspeed Madam Secretary". Kazinsky head to the toilet to freshen herself up before arriving in Williamsburg while the other delegates are seated in their assigned seat which they peered at their window, looking at Klent itself, a land most of them had served including Kazinsky herself when she was a Commanding Officer of a Fighter Squadron based on West Klent before the handover.

"Williamsburg tower, this is Charlie Alpha 371, requesting for landing, carrying on board Carlsvadian delegates for the upcoming agreement talks", Major Florentina radioed in the control tower as the aeroplane is ready to land.

Captain Kirk Lemson, commander of the famed Terra Squadron, flew along in his Falcon X-22 fighter jet along with two other pilots, two rendezvous with the Carlsvadians' plane and give them an ceremonial escort to the airport. They had been ordered to do so by Secretary Franklin Gerrald himself for, as he put it, "What better way to greet our allies than in the warm embrace of our strength."

In truth, the secretary had sent them as a 'friendly' reminder that the delegates were now on Klentian soil, so to speak, and that it would stay that way.

"Sir, picked 'em up on radar," one of the other pilots radioed to Lemson.

"Good; Charlie Alpha 371, this is Captain Kirk Lemson of Terra Squadron here to escort you to our fine capitol."

Two of them took their positions on either side of the Carlsvadian plane, while Lemson took the lead in front, "Tower, this is Terra-One, we have met Charlie Alpha 371, and are approach for drop-off."

Moments Later


The crew in the tower were just about to respond to the Carlsvadians' request to land when the unexpected happened; they got another such request from none other than the captain of Terra Squadron himself. This was unexpected, as they had not been informed there was going to be a military escort. No one had.

They decided to radio both parties, "Terra One and Charlie Alpha 371, this is Tower, you're clear to land, over."

On the tarmac, in front of the parked motorcade Secretary Gerrald an Secretary of Foreign Affairs Joseph Rienburg, accompanied by numerous staff and aides, awaited the arrival of the delegation. The noise of jets could be heard in the distance. The group on the ground turned to see the Carlsvadian plane coming in for the landing, while the Klentian fighters continued to fly back to base.

Rienburg slowly turned to face Gerrald which prompted the latter to speak, "Yes?"

"I wasn't informed about an escort."

Gerrald gave a slight smirk in response and then turned his attention as the delegation pulled up to the ceremonial red carpet. As the pair walked up to greet their Carlsvadian counterparts, Rienburg could not help but think, Wait 'til Willows hears about this...

After receiving the clearance to land, Major Florentina and her First Officer, Major Gustav slowly guides the aeroplane on their landing approach. As they are making their final approach, with the runway towards Williamsburg, D.K. International Airport in their sights and the runway lights greeting them in the early morning sky, a voice crackled on their headset which the two pilots peered out the cockpit window to see two X-22's sent to escort them.

"Captain Kirk Lemson, this is Charlie Alpha 371. Thanks for the send-off" Major Florentina replied and waved towards Captain Kirk. Then Major Florentina heard from the air traffic control that both of them are cleared to land. "Captain Kirk, this is Charlie Alpha 371 see you on the ground", Major Florentina radioed to Captain Kirk. Slowly, the aeroplane descended and the runway goes ever near.

Williamsburg, D.K. International Airport

"50, 40, 30, 20, 10", a computerised voice is heard in the cockpit then '0". the aeroplane touched down smoothly. "Flaps out, reserve thrusters" Major Florentina said to her First Officer and slowly they brought the aeroplane to ground speed which they slowly manoeuvred the aeroplane to a tarmac ready for them with the Klentian delegations ready to meet them.Major Florentina, slowly taxied the aeroplane to their designated tarmac with the ground crew guiding them to their spot.

"Power down, open doors" Major Florentina said to her first officer as they powered down the jet engines in order to open the aeroplane doors to allow the delegation to exit the aeroplane and meet their counterparts awaiting for them on the ground.

"Well this is it" Kazinsky said to her aide-de-camp, Lt. Colonel Hariette Radetzky as the flight steward, Corporal Henry Higgins opened the aeroplane doors. A gust of wind blew into the aeroplane and Kazinsky said to Corporal Henry, "Welcome to Klent, Corporal" as she disembarks from the aeroplane with her aide-de-camp with a red carpet laid out for them. Immediately, she greeted their Klentian counterparts with a warm handshake and a cheek kissing as it's a customary greeting gesture.

Kazinsky then turned to Secretary Gerald and said "Secretary Gerald, it's a pleasure to meet you at last"

Gerrald smiled as he shook the minister's hand, "The pleasure is all mine, Minister Kazinsky, and please, call me Frank."

It had been suggested to the Secretary to at least pretend to be as amiable as possible with the delegates. He had nothing against the people themselves, just their fore-bearers. No matter his opinions, he knew this agreement would be for the greater good of Klent. He would have to put all personal feelings aside, and as a former military man, he could easily do just that.

"Allow me to introduce our indomitable Secretary of Foreign Affairs Joseph Rienburg," Gerrald presented.

Rienburg greeted the minister "And you may call me Joe."

A blonde woman then walked up to the group, "This is Agent Joyce Finnick of the Presidential Guard, and she shall be in charge of your protection detail here throughout the duration of the talks," Gerrald introduced.

Agent Finnick gave a short bow of respect before briefing the group, "All preparations have been made, we are ready when you are."

Tarmac, Williamsburg, D.K. International Airport

As Mdm.Kazinsky greeted Secretary Gerald, he introduced her to Joseph Reinburg,Secretary of Foreign Affairs which she replied to his introduction "Hello Joe, you may call me Mary instead". While being greeted by Secretary Gerald and Joseph, she introduced her aide-de-camp Lt. Colonel Hariette Radetzky to their Klentian counterparts. "And this is my aide-de-camp, Lt.Colonel Hariette" she added and Lt.Colonel Hariette said, "Morning Gentlemen" while saluting both of them.

After their greetings and exchanging of pleasantries on the tarmac, a blonde woman walked to the group and introduced herself as Agent Finnick which Secretary Gerald introduced her to the Klentian delegates. "Hello Agent Finnick", Kazinsky greeted and saluted back to her after Agent Finnick bowed to them. "I believe we are ready to depart, shall we? We have plenty to talk about for the upcoming meeting" Kazinsky said to Agent Finnick and the group readies themselves to depart from the tarmac.

Meanwhile in the aeroplane, after completing all the landing safety checks, Major Florentina sends a message to the Carlsvadian leaders which states:

From: Major Florentina, Pilot for General Mary
Subject: General Mary on Klent
Encryption: None/Open
Message: I wish to report that General Mary has arrived safely on Klent. Major Florentina, out.

Diplomatic Motorcade
En Route to the McCurter Business Center


Secretaries Gerrald and Rienberg sat facing Minister Kazinsky as the motorcade made its way down Highway One to the venue. The staff and the rest of the delegation were in the other vehicles. Though he had his reservations, Gerrald understood that the defense agreement proposed would be strategically advantageous to the United Republic with the possibility of civil war with the Colony. Tensions were high as ever given that it was now election season. As such security for the talks had been ramped up in order to prevent any possible attack. There would be protesters lining the streets, however, once they were within the city proper; opponents of the administration's policy on the Colony or protesting the arrival of former enemies.

Five years prior, during the talks for the Treaty of Williamsburg - which the Centaurian regime attended - there had been an attack; this was an event that Klent could not afford to happen again.

An idea entered Gerrald's mind, "Mary, if I may ask you a question..."

"Frank, there'll be plenty of time for questions during the talks," Rienburg interrupted him; he was worried that Gerrald would antagonize their guests out of spite.

"Calm down, Joe, I just want to get her opinion on something," Gerrald placated his colleague, "Mary, veteran to veteran, I am sure you are no doubt aware of the precarious situation developing between the Republic and our Colony. A situation that may lead to war. What is your opinion of the situation?"

After being escorted to the awaiting motorcade, Kazinsky, Gerrald and Reinberg sat in the main vehicle while her aide-de-camp, Lieutenant-Colonel Radetzky was told that she will be in the other vehicles. "General, I'll make my leave here", Lt.Colonel Radetzky saluted to Kazinsky as she(Radetzky) made her way to the other vehicle. The motorcade, then sped off towards McCurter Business Center with Gerrald and Reinberg sat facing her. As the motorcade made it's way down the iconic Highway One, Kazinsky was amazed on how Klent has managed to prosper following the bloody wars which costs thousands of life and the sheer destruction towards the island. Kazinsky do know that certain percentage of the population and probably, those in office still has their resentments towards those who participated in the war.

Not only that, she has been informed that an outbreak of a civil war between Klent and her colony looms over the horizon as the situation is a powderkeg ready to blow. To add fuel to the fire, it's election season in Klent and to make matters worst, the Klentian Government negotiation on the current defence pact with Carlsvad Union Government may give support to the incumbent president's political enemies which they may use as leverage. With the situation in mind, Kazinsky began to formulate a win-win strategy, though one strategy which she has in mind is that as assurance, no Carlsvadian soldiers will be stationed in Klent with naval ships being an exception which she hoped that the Klentian would allow Carlsvadian naval ships to dock on their port for supplies and repairs.

As she formulates her strategy and jotting it down as the ideas began to flow, Gerrald interrupted her with a statement which Rienburg interrupted him. Though it was a mere brief interruption, Kazinsky took this as an opportunity to have an unofficial dialogue with the Klentians. Then Gerrald presented Kazinsky with a question which she was prepared to give her input.

"Well, as it is an internal affair between the Klentian state and her territory, it is not in my position to tell what the Klentian Government what to do in regard to this matter. But, my opinion for the present situation. It is a precarious one I may add. As we've been observing that tension has grew between the Klentian State and her colony which is a pressing matter, considering how keen we are in pressing through with the defence pact. However, I think assurances should be made to the colony to dissolve or diffuse the tension as the question of civil war will be a precarious matter, even for us the Carlsvad Union. Though if I may ask, what actually led to the tension? Though not uncommon for colonies to rebel against her parent state as history has proven time and time again, it's best we get down to the root of the problem to understand this division". Kazinsky replied to Gerrald in regard to his question.

Gerrald leaned back into his seat as he contemplated his answer. Rienburg looked at his colleague, wondering just how much information he would tell her, and, for that matter, how much he truly knew.

"The main cause for the recent upheaval from the Colony is that President Willows vetoed legislation that would have granted the Colony full statehood within the Republic," he gave her the gist of the situation.

"Also the prevailing politics of the Colony tend to be more conservative and isolationist than ours," Rienburg decided to add.

"So is that of Governor Robert Dockard, but he's not threatening to leave the union, now is he?" Gerrald grumbled in response, referring to the Republican candidate for the presidency.

After a few slightly awkward moments of silence passed, Gerrald spoke again, "As to the president's reasoning behind the veto, you will have to ask him in person when he arrives at the talks later on today."

"I assure you Mary, these talks and your presence here are not responsible for any of the unrest," Rienburg attempted to change the subject.

As the conversation heated-up then wind down, Mary replied, " I see, I'm looking forward to ask President Willows in regard to that particular matter".

She then contemplated on what to say and after a brief thought, she told Gerrald and Reinburg "I suppose the talks are scheduled somewhat at the wrong time".

While they had their conversation, Mary jotted certain key points which she'll bring forward to the talks. Some of her points were:
    1 - Joint-Military Training
    2 - Supply Stations for Naval Warships for both nations
    3 -Joint-Research and Development in the field of Military Technology and Development

Rienburg, who hoped that his colleague's tone would not scare off the Minister, sought to reassure her, "On the contrary, I believe that this is a perfect time for such talks, to prove that calm diplomacy does in fact achieve things."

By now, the motorcade was approaching the McCurter Business Center. Agent Finnick's voice came over the intercom, "Secretaries, Minister, President Willows will be meeting you all inside the main lobby of the building."

This was a change of plans, for Willows was supposed to greet them outside as they pulled up, "Is there a credible threat?" Gerrald asked.

"No, Sir, the President has a migraine, it seems, and is sensitive to the sunlight at the moment," Finnick explained.

"I see."

Moments Later


The motorcade pulled up, and Presidential Guard agents from the advance team and Willows' detail opened the doors for the delegation. As they entered the building, President Willows himself greeted them. He first shook the hands of Rienburg and Gerrald, "When there's time, I'd like to have a word with you," the president whispered sternly to Gerrald.

Willows then greeted the Minister, "Ah, Minister, what a pleasure it is to finally meet you."

The motorcade slowly pulled over to the business centre and then the doors open which Kazinsky made her away out and saluted the presidential security detail whilst joining Reinburg and Gerrald. As they walked into the McCurter Business Centre, President Willows shooked the hands of Reinburg and Gerrald which after that, he greeted Kazinsky which she reciprocates "President WIllows, it is a pleasure to meet you too. I suppose we have many things to discuss yes? I look forward to it."

As the entourage slowly made it's way in, Kazinsky told President Willows "President WIllows, I have a special gift which I'm instructed to give you personally at the behest of Their Majesties. It's an invitation to an investiture ceremony in which you will be conferred as a member of the Order of the Black Eagle and your class will be Knight of the Order of the Black Eagle. I have the invitation card, present in my briefcase".

The president paused a moment, "Minister, I am humbled to receive such an honor; I will gladly accept the invitation, and please pass on my gratitude to Their Majesties."

Outside the building, some protesters arrived and began being vocal; an agent's voice came over Finnick's earwig, "Should we send them back a few yards? The sharpshooters will have trouble finding any target in that crowd."

"Negative, let them be. As long as we have the building secured, all is fine, besides, Trooper will be taking the underground exit," she replied.

"Understood."

Back inside, the delegates entered the conference room, which was lined by the national flags of both parties. Name plates had been placed around the rectangular table to tell the delegates their respective seats.

President Willows turned to face the entire group, "Ladies and gentlemen, have a seat and let us begin."

Kazinsky replied to McCurter "I will inform Their Majesties and before we proceed, let me handover the invitation card to you". Kazinsky then rummaged through her briefcase to find his invitation card as it was packed with important documents of other nature which requires her attention. As she was rummaging through, a large crowd was gathering outside the building though Kazinsky wasn't too concerned about it.

Before she managed to handover the invitation card, the delegation entered the conference room and took their respective seats. Kazinsky proceeded to her seat, placed her briefcase on her lap, opening it to grab the important papers needed and then placing it on the floor. Once everything was in place, President WIllows made the opening statement.

Kazinsky then proceeded to make her opening statement,

"Ladies and Gentleman. Our nation's relationship started off on a sour note on the beginning as we we're at war in the beginning with each other. When it broke out, I was then a junior officer in the Air Force. After that, our nation became an ally or so to speak then, as we collaborated with each other to prevent Klent from being overrun by other foreign powers which in return, my government then took hold of the former West Klent, in which I served as well until the handover. Klent has been close to my heart, the people, the country and I never thought of returning to Klent even though it is close to my heart till today. Our nation has had a unique relationship as now we are a close ally, as we must look on to the future to heal the wound of the past which my predecessor Government created many years ago. Therefore, with the start of this defence agreement, I believe our relationship could grow even further as an old maxim once said, and I quote, divide we fall, united we stand. Thank You.".

Kazinsky then proceeded to take a sip of bottled water as her throat was dry from her opening speech and it made her thirsty as well. She then took a seat and waited for the Klentian delegates speech.

President Willows stood to speak, "Good morning my fellow delegates, and may I welcome you all. 'United we stand, divided we fall.' Indeed you are right, Minister. In a world where unrest grows, we need a sign that peace does prevail, and may we accomplish that very goal with these talks."

He paused for a moment as he started to walk around the table, "Klent is a republic borne from war; destruction and despair has plagued much of our short history, and now war is threatened to overtake us once again. But say let us show the hawks that diplomacy can be successful. This agreement shall be an example when people work together instead of antagonize each other."

He caught Gerrald's eye who understood the last comment referred to him, "Our nations have had our differences in the past, this cannot be denied. We consider one another enemies, so what better way to show that peace is possible than by establishing a strong friendship between former rivals."

By now Willows had made his way back to his chair, "Also in this time of uncertainty, we have an obligation to do everything in our power to keep our people safe, and I believe that this agreement is a major step toward accomplishing that obligation."

The president then sat back down before addressing the Minister again, "I believe you have a list of topics you wish to discuss, Minister?"

Once Willow said his opening statement, Kazinsky then proceeded to kick off the talks. Whilst seated on her chair, she looked at McCurtis and said "Mr. President, I must say you are an observant man. Though the topic of discussion will be short. As a representative of Their Majesties Government, it is my role to ensure that the defence of Carlsvad ian soil is defended from any foreign aggressors. Therefore, for the defence agreement, I propose the following:

  • Joint-Military Exercise in between the Carlsvadian Armed Forces and the Klentian Defence Force in which the military exercise is also used to sharpen both our military capabilities when deployed abroad.
  • Secondly, Joint-Military Training in which our military would share knowledge in how to fight in areas such as the Desert, Urban, Jungle and etc. The reason for this joint-training is to ensure that our military has the up to date knowledge to fight a war which may or may not come and to keep our military in tip-top condition.
  • Thirdly, Naval bases opened up to both our nation's navy as a supply centre which the ships berthed on the naval bases could resupply on ammunition, fuel, food and etc and provide the crewman some much needed rest and relaxation before heading out to sea.
  • Lastly, a Joint-Research programme between our military in order to share the latest advancement in technology in order both our military are equipped with state of the art and modern technology, whereby we are not caught in the wake of development.

These are the terms I propose and as a safeguard to the Klentian people, the Carlsvadian Armed Forces will not establish a permanent base on Klent with permanent troops stationed on her soil.
". Kazinsky, then took a sip of water and waited for the Klentian's reply.

As the agreement was to be focused primarily on military issues, it was decided that Secretary Gerrald would spearhead the Klentian delegation with the President and Rienburg as secondary delegates. As such, Gerrald began to speak, "We see no problem with the proposed plans. I also thank you for your assurances that no permanent base shall be established. Though such a base may be beneficiary to both of our nations' militaries, I'm afraid the current political climate would not allow it."

He paused a moment to shuffle some of the documents in front of him, "For our part, the naval bases located in Seal Beach and South Island shall be open to any and all Carlsvadian ships. Also, we are in agreement that the joint training and exercises proposed will be of great benefit to us both and as such, we see no reason not to begin at the earliest convenience."

"However, with regard to the joint research program, we have been advised by corporate interests that they have concerns over the vulnerability of their proprietary information in such a program. For instance, if a leak were to occur, or if top secret files were to somehow end up in the wrong hands. In such events, what assurances can you offer that the necessary precautions will be taken?"

As Kazinsky listened to Secretary Gerrald speech, his speech ended with a question which she herself must answer as it was regarding to the joint-research programme. Kazinsky then replied "Secretary Gerrald, I'm aware of the loopholes posed by the proposed joint research program. One of the assurances, I propose is a Non-Disclosure Agreement which whomever is involved in the program must sign the agreement in order to protect the program itself from information being leaked out. Another is that, an intranet connection is used, in order to exchange information in between whomever is involved. I suppose, the corporate interest would understand this proposal. "

The Secretary nodded, "That should be acceptable to them."

He then moved on, "Obviously the finer details of these proposals need to be ironed out, but as we have several days, I suggest that use today to establish each parties ideas and then spend the rest of the duration of these talks hammering out the details."

"For our part, we propose the following:

  • A Mutual Defense Pact. As times grow more uncertain, and national security becomes ever-more important, we feel that two militaries are better than one. Under such an agreement, if one nation were to come under attack, the other would come to its aide and help defend them against the belligerent party. The same would happen in the event of a natural disaster and both nations would offer humanitarian aid to one another.
  • Also, we propose Intelligence Sharing Program, allowing information gathered by our respective intelligence agencies to be shared with each other, providing vital support in the goal of keeping our nations safe. There would be an open line of communication between our agencies and unhindered cooperation between them.
  • Finally, ever since the South Island Incident in 1995, a precedent of shared nuclear technology has been set. Therefore, we propose to make this practice official in a formal Joint Nuclear Program."


Secretary Rienburg spoke after Gerrald finished, "On a different note, my department would like to put forth symbolic overture of peace between our nations by ceremoniously reestablishing embassies in each other's nations."

Mary nodded and she replied to Gerrald, "Their Majesties Government agrees with the proposal, proposed by the Klentians.". Mary then added, "Though I'm not the Secretary of Energy of Their Majesties Government, but might I add in which, in the Carlsvad Union, nuclear energy is one of our energy sources. So much so that, it might be pleasing to you President Willows that we have now transcended to Nuclear Fusion. With that being said, we are more than happy to provide the necessary assistance and technology sharing for the proposed joint Nuclear program".

Mary then turned to Secretary Reinburg and spoke "On behalf of Their Majesties Government, we accept the symbolic overture of peace. As a symbolic overture of peace from our behalf, the Klentian Embassy in the Carlsvad Union will be given special exemptions and special privileges, unlike other Foreign Missions in our nation".

Rienburg nodded in acknowledgement, "That is much appreciated, Minister, thank you, and may we congratulate your nation's advancement in nuclear power."

"Very good. We have good progress so far, however it is time to take an half-hour recess for lunch. Everyone, please, let's keep it to forty-five minutes," Secretary Gerrald dismissed the delegates for a momentary break, to allow them to eat and finalize any further point that they wished to make.

President Willows took Gerrald aside, "I don't appreciate decisions being made behind my back, Frank."

"I'm not quite sure I know what you mean Mr. President."

"Don't play coy with me, Frank; I did not approve the fighter escort, nor would I have, and you know that. You took a completely unnecessary action to what? Just to spite me?"

Gerrald snarled at the question, "Don't insult me, I am a military man and I hold the presidency with the utmost respect and would never undermine its authority."

"But?"

"But currently I have a problem with the man in the office. You vetoed that statehood bill against the advice of everyone, even your own brothers, and have caused controversy that could lead us into an unnecessary war. You're no better than Jupoi, or the monarchy," the Secretary seethed.

"And I insulted you? My father fought the Badinians, so you have no place to call me a monarchist. As for Jupoi, you know very well you're just as complicit in his crimes as I am."

"I didn't have a choice, but you did; you could have called for a trial, but you didn't. Yow let the power-crazed maniac go and now he's right there protesting your rule, with the whole Colony agreeing with him."

"There are reasons for what I did, Frank, reasons that you wouldn't understand unless you were in my position. What I've done was for the safety of this country."

"Tyrants have rose to power with the promise of security. Mr. President, whether you know it or not, you've laid the groundwork for civil war." Gerrald stood silent for a moment, staring at Willows, before walking off toward the cafeteria located in the east wing of the Business Center.

Willows looked on as Gerrald walked off, "And don't I know it..." he muttered solemnly under his breath.

He looked over at the Carlsvadian delegation, The hopes and prayers of our nation rests in the hands of our former enemy, how bloody ironic.

As a recess was called, Kazinsky proceeded out of the meeting hall where her aide and the Carlsvadian delegation are waiting.

Radetzky asked "How was it General Kazinsky?"

"Well, seems to be good. President Willows called for a thirty minutes lunch recess before the second round of talks. I suggest we take the impetus to have a short meeting on what final points shall be added. This will an historic moment for our nation's history as I am confident to say that the wounds of the past will be fully healed. Shall we head for lunch?", Kazinsky replied to Radetzky's query and the delegation proceeded to cafeteria.

The Carlsvadian delegation proceeded to walk to the cafeteria while engaging in a discussion on what points to add further to the discussion before it is cemented with an agreement signed by Their Majesties.

"Shall we inform Batavia on the progress?". Steiner, Kazinsky's secretary asked.

"Not yet, though I want you to write a report and arrange a meeting with the Chancellor on the matter. I'd like to update Chancellor Madson on what's going on", Kazinsky replied.

After a quick lunch, the Carlsvadian delegation then proceed to finalise any further points to add in to the meeting. Steiner had a flash of idea which just came to his head.

"What about Visa-Free Travel, General Kazinsky?"

"That is a good suggestion, it can be beneficial to our nation in the long-run. There's much we can discuss in the meeting"

The delegation continued their brainstorming session, as the relationship of both their nation and Klent hangs in the balance.

Gerrald trudged into the cafeteria and sat down next to Rienburg, "Not getting anything to eat?" the latter asked.

"Not hungry," Gerrald grunted.

"Ah, you got told off, didn't you?"

Gerrald turned to face his colleague with an annoyed glare, "You think this is funny?"

"No, but do think this current attitude of yours is useless..."

"I beg your pardon?" Gerrald had a slight growl in his voice.

"Look, you've known the president longer than I have, hell you practically oversaw his entire military career; you even served under his father."

"Is there a point to this trip down memory lane?"

"You know he wouldn't be taking this course of action unless he had a good reason to. Obviously he doesn't feel it's time for him to tell us what that reason is, but he will tell us in time; we are his cabinet after all."

Gerrald did seem to calm a little, "I know, I just hope he tells us sooner rather than later, before the powder keg blows."

Rienburg sighed, "You and me both."

President Willows had stepped outside into the small courtyard at the center of the building to call his wife Maria, "Hey."

"Hi, something wrong? You're usually not allowed to use your cell," maria jibbed.

"Eh, I snuck it in; the Guard are none the wiser."

"Well aren't you clever."

"Yes, I really am quite something."

After a short laugh, Maria's asked concernedly, "Is there something wrong with the talks? There's something in your voice."

"The talks are going great."

"Then what is it?"

"Nothing, I'm fine, I just felt like calling you."

"You do realize whenever you say you're fine you're anything but?"

Willows sighed and looked off toward the distance for a moment, "Frank's not exactly pleased with my decisions as of late and its showing."

"Regarding the Colony?"

"Yeah, that, and Jupoi."

"Maybe it's time you told him. He is a friend, he could help."

"It's exactly because he is a friend that I absolutely should not tell him, at least not yet. He's got to keep his head clear for these talks. Maybe after the election I'll tell, we'll see."

"Alright. Any word from Agent Conner?"

"Whitely's still in the wind. He has a few other leads, hopefully they pan out, we get the bastard and this whole bloody thing comes to an end."

"Stay calm, Cash, Frank's not the only one who needs to be level-headed during these talks; you are the President after all."

He let out an exacerbated chuckle, "Don't remind me."

Agent Finnick came into the courtyard, "They're about to start up again, Sir."

"Thanks Joyce."

"Duty calls?" Maria asked, having heard over the phone.

"Yep, I'll see you when we get back."

With the lunch break over, the negotiation resumes. Kazinsky added "If I may, Mr. President? I'd like to add in a few more proposals. During the recess, my colleagues and I discussed on a few points and as the representatives of Their Majesties Government, if I may, I'd like to add visa free travel for the citizens of Klent and New Klent to any Carlsvadian territory with the exception of Carlsvad Uloi as they are in jurisdiction of The Uloian People's Government. Furthermore if I may add, that the Their Majesties Government are willing to offer a venue in order for the leaders of Klent and New Klent to discuss and settle their differences once and for all as we are quite aware that a storm is brewing in between Klent and New Klent. As a final note, as a veteran of the war myself, Their Majesties Government would like to formally apologise in the war that took part in between our great nation as once upon a time ago, our nation was at war with your's and taking a part of Klent which was known then as West Klent from you as a spoil of war."
