Does your nation have a government?: Yes
Do your laws recognize, either by law or legal precedent, a right to privacy?: No
Is there a right to privacy within the home?: No
Within one’s vehicle?: Not technically, but it is...highly inadvisable...to mess with a Decepticon who's in his alt mode.
Are a person’s personal belongings secure from unreasonable search and seizure?: The concept of "unreasonable" search doesn't exist, and the only thing that holds the government back is the possibility of uprisings if it's too obvious about sticking its nose into everything. Trying to jack stuff (seizure) is legal, but since that will result in agents getting blasted at, it's only done when there is some serious contraband - such as materials promoting rebellion - that we want to get completely out of circulation.
Is probable cause required to search a person’s vehicle without a warrant?: No
Is probable cause required to search a person’s belongings without a warrant?: No
Is probable cause required to search a person’s home without a warrant?: No
What is the definition of probable cause in your nation?: [] Direct knowledge of ongoing crime []51% or higher likelihood that evidence of crime is present? [X] Something else. If a person has been flagged by the Domestic Intelligence Supercomputer's Rebellion and Treason Semi-Heuristic Prediction Algorithm, it is enough to begin a full, but secret, investigation including searching everything belonging to the suspect.
What level of proof is required to get a search warrant?: There are no warrants.
is a warrant required to access a person’s email or cloud service account?: No
Is a warrant required to listen in on a person’s phone calls?: No...hey, what's a phone? Some obsolete thing?
Is a warrant required to listen in on cellphone calls?: No
Is a warrant required to track the location of a person’s vehicle?: Not only no, but everyone's whereabouts is always tracked while within Empire territory.
Is a warrant required for the police to track a person’s cellphone?: There are no police. Tracking is done by Domestic Intelligence. And, no.
Is it legal for a person’s parent or guardian to track their cellphone or vehicle without their consent?: No. This sort of tracking does not make use of the government's massive external surveillance network, but instead, would need pingers to be attached to the phone or person. This could jeopardize the life of the offspring by making it possible for enemies to pick up the pings and set up an ambush.
Is a warrant required to track a person’s online activities?: No
Is a warrant required to install keyloggers or other equipment on a person’s computer?: No, but who'd bother? It's better to just sniff at the ISP level.
Are no-knock warrants legal? If yes, in what situations? There are no warrants. Domestic Intelligence agents or Military personnel may barge in any time they believe that a target would otherwise respond by using his house as a fort from which to blast them.

We will note that despite the lack of a requirement for probable cause, we don't make use of that ability to just search people and stuff willy-nilly. There are just too many people here to allow for the amount of government funds it'd take to do random searches as a state policy. We simply don't want our findings to be taintable by petty technicalities. We do, however, perform ongoing, general, automatic surveillance of everything we can and feed the data in the Domestic Intelligence Supercomputer for analysis and the flagging up of potential rebel types. This includes communications surveillance.

Are there state-operated CCTV systems monitoring common people in public?: Absolutely! What kind of dictatorship doesn't keep an eye out for dissenter scum?! Our cameras are almost all hidden in order to prevent people from stealing or shooting them, but it also makes it seem like there aren't any. This can lull rebels into doing stupid things and makes it easier for us to get 'em.
Is it legal for police officers to surveil a person in public without a warrant?: There aren't any police. But Domestic Intelligence can and does surveil everyone at all times when they're in public.
Are Internet providers required to retain clients’ internet use data?: Yes
If yes, for how many years?: 3
Are citizens allowed to use strong encryption?: Definitely - but there is no encryption too strong for the DomIntel Supercomputer to break. That makes it so "strong encryption" just screws with foreign law enforcement, and since we want to screw with that, we strongly encourage our people to encrypt the heck out of everything.
Are citizens allowed to use secure networking measures such as TOR or similar technologies?: Obsolete technologies are legal but strongly discouraged.
Are stop-and-frisk procedures legal?: No. Not that our government is opposed to the idea, but it'd go over like a cake of lead.
Are there metal detectors at the entrances of shopping malls and sporting events in your nation?: Ha ha ha, we're made of metal! It'd be a cacophony! Also, it wouldn't do anything, so no.
Are there state-operated microphone systems in the streets of your nation’s major cities?: "Major" cities? Try every single settlement, even if it's one house on an otherwise-barren planet!
Are drug tests required by law or regulation for regular employment in your nation? (not work in the spy services): No, we're robots; if we have drug residue on us, it's because we were selling the stuff. Also, we don't care if some biological is blitzed out of his mind or not. Stoned people are easier to scam, so if he is wasted, we probably gave him the dope - right before we offered him that sweet "lifetime employment" deal.
Are drug tests required in schools?: No. There are no schools, only educational data pack chips.
Are drug tests required for receiving welfare?: There is no welfare.
Are schools equipped with CCTV cameras?: There are no schools, only educational data pack chips.
Are schools permitted to monitor students within their own homes? No schools...also, that very idea sounds horrible, so we wouldn't allow it even if we used regular schooling methods.
Does your nation have a national ID? No
Is an ID required to rent an apartment? No
A hotel room? No
To buy a car? There aren't any cars. We are our own transportation thanks to being Transformers!
To rent a car? There aren't any cars
To buy a plane or train ticket? No trains either. IF you can even find a cargo-bot willing to give you a ride, it's up to him and/or his employer as to whether you will have to register your engine vibration pattern (the only thing we have that approximates ID at the standard level).
To buy a firearm? No
To buy alcohol? No
To buy medication? You must register your engine pattern in order to get patches from the Debugging Center. This allows the Center to retrieve your records so they can cross-code for your other, already-existing, patches. Private Debuggers are all really hacking scum who will happily sell their own kind to the mines never ask any questions.
To buy pets? No
To buy recreational drugs? No
Is your society a cashless society? No
Does your society have gun registration? Nooo
Vehicle registration? No
Bicycle registration? There aren't any bikes
Dog registration? No
Is it legal in your society to use a fake name to rent a hotel room? Of course. Who cares who's renting just as long as they pay up?
No war RPs; no open RPs.

This nation is based off the setting of the videogame Grand Theft Auto V and Grand Theft Auto San Andreas. So make as much GTA references as possible.
Beavers are actually extinct in San Andreas. We built our dams on top of theirs and dumped all our raw sewage into the rivers. It's why Los Santos was voted 2013 most polluted city (suck it Beijing!)

Does your nation have a governent?: Monarchy. Yes.
Do your laws recognize, either by law or legal precedent, a right to privacy?: Yes.
Is there a right to privacy within the home?: Yes.
Within one’s vehicle?: In most cases yes. No in-vehicle surveillance, but if in close proximity to a government office, they may be watched from outside.
Are a person’s personal belongings secure from unreasonable search and seizure?: Yes.
Is probable cause required to search a person’s vehicle without a warrant?: Yes.
Is probable cause required to search a person’s belongings without a warrant??: No. Public Transport Security gets to do the usual.
Is probable cause required to search a person’s home without a warrant?: Yes.
What is the definition of probable cause in your nation?: Being a person of interest or probable suspect in a crime investigation. Detection of an anomaly by bystanders, animals, machinery, etc. If you scream "I am super fucking suspicious" or if an official investigation involves you, it's better safe than sorry.
[] Direct knowledge of ongoing crime []51% or higher likelihood that evidence of crime is present? [X] Something else. (Being a person of interest or probable suspect in a crime investigation. Detection of an anomaly by bystanders, animals, machinery, etc. If you scream "I am super fucking suspicious" or if an official investigation involves you, it's better safe than sorry.)
What level of proof is required to get a search warrant?: Elevation from PoI to suspect in a criminal investigation is the first prerequisite. To actually provoke the issuing of a search warrant, investigators must produce at least one testimony against the suspect, CSI/Forensic evidence recovered at the crime scene, and permission from the city Maior or provincial Sheiku.
is a warrant required to access a person’s email or cloud service account?: Yes.
Is a warrant required to listen in on a person’s phone calls?: Yes.
Is a warrant required to listen in on cellphone calls?: Yes.
Is a warrant required to track the location of a person’s vehicle?: Yes.
Is a warrant required for the police to track a person’s cellphone?: Yes.
Is it legal for a person’s parent or guardian to track their cellphone or vehicle without their consent?: Yes.
Is a warrant required to track a person’s online activities?: Yes.
Is a warrant required to install keyloggers or other equipment on a person’s computer?: Yes. This falls under grey-hat hacking.
Are no-knock warrants legal? If yes, in what situations? Yes. If suspect is known not to be home (is away from home on business or pleasure, or has fled to avoid law), if hostages are believed to be present, the element of surprise is necessary, or if a bomb is believed to be present. Waste no time on bullshit niceties.
Are there state-operated CCTV systems monitoring common people in public?: Only in areas operated by the government. Like offices, military bases, laboratories, museums and cultural centers, state-owned company buildings (as rare as they are), and the exterior of some religious buildings.
Is it legal for police officers to surveil a person in public without a warrant?: Read above.
Are Internet providers required to retain clients’ internet use data?: No. Police, military, and SHINOBI want no business with whatever animated porn or unusual internet fetishes a Caelestian may view. Though, if necessary, SHINOBI can pressure a provider into retaining data on specific users if they are suspected of patronizing live action pornography or illegal activities and interests.
If yes, for how many years?: n0
Are citizens allowed to use strong encryption?: Define "strong." Able to keep out black hat hackers and some grey hats? Yes. But if that encryption can cause a problem for SHINOBI, then somebody has got something to hide, and some 'splainin to doooo.
Are citizens allowed to use secure networking measures such as TOR or similar technologies?: No. This is one of the worst cyber crimes that could be committed here. Nothing good comes of it. Child pr0n, drug smuggling, weapons smuggling, hiring of hitmen, the kidnapping of innocents for livestreamed rape-n-snuff porn... SHINOBI is fucking ruthless with TOR users, and have actually managed to become a threat to the Darknet. Freaks and monsters who think that they know the dark. SHINOBI was born in it. Molded by it.
Are stop-and-frisk procedures legal?: Never heard of it.
Are there metal detectors at the entrances of shopping malls and sporting events in your nation?: Yes. Caelestiam has tons and tons of old treasure like classical Chrysoes, old weapons and armor... The Ministries of Education and Culture pay more than handsomely for any artifacts that they will verify for free.
Are there state-operated microphone systems in the streets of your nation’s major cities?: No.
Are drug tests required by law or regulation for regular employment in your nation? (not work in the spy services): Yes.
Are drug tests required in schools?: Yes.
Are drug tests required for receiving welfare?: YES.
Are schools equipped with CCTV cameras?: As these are state operated by the Ministry of Education, yes.
Are schools permitted to monitor students within their own homes? ...no. Why the hell would we let that happen?
Does your nation have a national ID? Yes.
Is an ID required to rent an apartment? Yes.
An hotel room? No.
To buy a car? Yes.
To rent a car? Yes.
To buy a plane or train ticket? Yes.
To buy a firearm? Yes.
To buy alcohol? Yes.
To buy medication? Yes.
To buy pets? No.
To buy recreational drugs? Illegal anyways.
Is your society a cashless society? No. Chrysoes come in traditional coin form and in modern banknote form.
Does your society have gun registration? Yes, but only to verify that yes, a person bought a gun. There is little gun control in Caelestiam beyond background checks and psychological exams. Ballistic weapons of any type excluding LMGs are permitted. Trimolecular Blades are accepted without restriction and in fact are more common as they are said to be "cheaper, more personal, long lasting, and gentlemanly." So yes. People DO carry katanas on the train.
Vehicle registration? Yes.
Bicycle registration? No.
Dog registration? No.
Is it legal in your society to use a fake name to rent an hotel room? No, unless a government employee such as a SHINOBI agent.
I do NOT use NS STATS. Please refer to my factbooks here: http://www.nationstates.net/nation=caelestiam/detail=factbook for information.

Is probable cause required to search a person’s vehicle without a warrant?: No searches without warrants. Saves policemen effort.
Is probable cause required to search a person’s belongings without a warrant?: No searches without warrants. Saves policemen effort.
Is probable cause required to search a person’s home without a warrant?: No searches without warrants. Saves policemen effort.
What is the definition of probable cause in your nation?: No searches without warrants. Saves policemen effort.
[] Direct knowledge of ongoing crime []51% or higher likelihood that evidence of crime is present? [] Something else.
What level of proof is required to get a search warrant?: Probable cause must be shown for warrant to be granted.
is a warrant required to access a person’s email or cloud service account?: Yes.
Is a warrant required to listen in on a person’s phone calls?: Yes.
Is a warrant required to listen in on cellphone calls?: No: because cellular phones transmit in set frequencies in open air, privacy through it is not protected.
Is a warrant required to track the location of a person’s vehicle?: No.
Is a warrant required for the police to track a person’s cellphone?: Yes.
Is it legal for a person’s parent or guardian to track their cellphone or vehicle without their consent?: No.
Is a warrant required to track a person’s online activities?: No, provided that tracking does not access local data.
Is a warrant required to install keyloggers or other equipment on a person’s computer?: Yes.
Are no-knock warrants legal? If yes, in what situations? Yes: when the proprietor or current occupier is out.
Are there state-operated CCTV systems monitoring common people in public?: No. They're entirely too expensive to install widely.
Is it legal for police officers to surveil a person in public without a warrant?: Yes. They're in public, after all; they can be surveilled by anybody.
Are Internet providers required to retain clients’ internet use data?: No.
If yes, for how many years?:
Are citizens allowed to use strong encryption?: Yes, as strong as they like.
Are citizens allowed to use secure networking measures such as TOR or similar technologies?: Yes.
Are stop-and-frisk procedures legal?: In certain places, yes. In others, no. In all cases, officers are permitted to pat-down a person, but not allowed to insert their hands into any pocket or "concealed place" on the subject's clothing or personal item. Thus, searching an open bag is allowed, but a closed bag isn't.
Are there metal detectors at the entrances of shopping malls and sporting events in your nation?: They are installed at the event organizer's expense.
Are there state-operated microphone systems in the streets of your nation’s major cities?: No.
Are drug tests required by law or regulation for regular employment in your nation? (not work in the spy services): No.
Are drug tests required in schools?: No.
Are drug tests required for receiving welfare?: No.
Are schools equipped with CCTV cameras?: Some.
Are schools permitted to monitor students within their own homes? No.
Does your nation have a national ID? Yes, and a provincial ID, and a county ID, and a township ID... all manner of government agencies issue and require their own IDs, which makes the national ID rather useless. A person can expect to have more than 30 IDs in their wallets regularly, with perhaps upwards of 100 for rarely required IDs at home.
Is an ID required to rent an apartment? Depends on the agreement between the landlord and the renter.
An hotel room? Yes.
To buy a car? Yes.
To rent a car? Yes.
To buy a plane or train ticket? No.
To buy a firearm? Firearms are only bought from government sources and with government permits.
To buy alcohol? No.
To buy medication? No.
To buy pets? No.
To buy recreational drugs? No.
Is your society a cashless society? No.
Does your society have gun registration? Yes... and bullet registration. Each individual bullet is registered, and once fired must be declared within forty days, with casing retrieved if possible. There is a steep registration fee for both bullets and guns.
Vehicle registration? Yes.
Bicycle registration? Yes.
Dog registration? Yes.
Is it legal in your society to use a fake name to rent an hotel room? Yes — but then the hotel has no obligation to admit the real guest.

Does your nation have a governent?: Yes.
Do your laws recognize, either by law or legal precedent, a right to privacy?: No. There are no laws recognising the right to privacy, and legal precedent has usually come down against it.
Are a person’s personal belongings secure from unreasonable search and seizure?: There is no legal concept of unreasonable search and seizure in terms of government activity: essentially the Noble House you're loyal to has full rights over your personal property. There is a certain legal expectation of privacy from other citizens, but in practice privacy is almost nonexistent, particularly outside the cities (where houses often don't have doors and everyone knows everything about everyone)
Is probable cause required to search a person’s vehicle/belongings/home without a warrant?: No. There is no legal concept of probable cause—searches take place at the discretion of the House and its representatives and may occur for any reason.
What level of proof is required to get a search warrant?: Search warrants are essentially a rubber stamp when they are used—which is pretty much exclusively against powerful political enemies, e.g. a nobleman from a different House or someone else with influence over the judiciary.
is a warrant required to access a person’s email or cloud service account, listen in on a person's phone or mobile calls, track a person's vehicle or mobile, or track online activites?: No
Is it legal for a person’s parent or guardian to track their cellphone or vehicle without their consent?: Yes.
Is a warrant required to install keyloggers or other equipment on a person’s computer?: Due to low rates of computer usage and most Mindhari police officers anyway having no idea how to do that, there's currently no legal precedent, but it's likely that a warrant wouldn't be required
Are no-knock warrants legal? If yes, in what situations? All warrants are presumed to be no-knock.
Are there state-operated CCTV systems monitoring common people in public?: Yes, but due to lack of funds, they tend to be limited to the wealthiest areas
Is it legal for police officers to surveil a person in public without a warrant?: Yes
Are Internet providers required to retain clients’ internet use data?: Yes
If yes, for how many years?: Indefinitely in theory, in practice most of them quietly discard it after five years or so because data storage is expensive
Are citizens allowed to use strong encryption, or secure networking measures such as TOR or similar technologies??: No, but due to the lack of a strong cyber-crimes division and low technological competence on the part of authorities, many of them manage to anyway (VPNs are particularly common)
Are stop-and-frisk procedures legal?: Yes
Are there metal detectors at the entrances of shopping malls and sporting events in your nation?: No
Are there state-operated microphone systems in the streets of your nation’s major cities?: Yes, in some places
Are drug tests required by law or regulation for regular employment in your nation? (not work in the spy services): No, although many employers choose to require them
Are drug tests required in schools?: Yes
Are drug tests required for receiving welfare?: The state does not offer any kind of welfare or assistance programme. Most temples require drug tests as the illegality of most drugs could result in their official censure by the House of Severin.
Are schools equipped with CCTV cameras?: The better-quality ones usually are
Are schools permitted to monitor students within their own homes? No; rarely if ever would they need to, as the activities of students within their homes are generally known to their parents, siblings and the rest of the neighbourhood. Police officers are allowed to do so, of course.
Does your nation have a national ID? No, but it does have loyalty tattoos (which are displayed prominently on the forehead). Due to strong cultural norms which border on superstition, faking a loyalty tattoo is almost impossible as most tattoo parlours will flat out refuse (only a few dedicated officers of your chosen House can provide them, generally at the time you swear your fealty). Those without tattoos are marked as unaligned or slaves, and are turned away from most jobs and many shops.
Is a loyalty tattoo required to rent an apartment? By cultural norms? Yes.
An hotel room? No, but you'll get better service if you have one.
To buy a car? Yes.
To rent a car? Yes.
To buy a plane or train ticket? Usually.
To buy a firearm? Yes.
To buy alcohol? Most of the time.
To buy medication? Yes.
To buy pets? Yes (well buying pets is incredibly rare in Mindhar. Animals, in the opinion of most Mindhari, are meant to serve a purpose. Most of the time, therefore, what you'll be buying is a chicken or a goat or a horse or something else that can provide food/materials/work, but still)
To buy recreational drugs? Recreational drugs cannot be legally purchased in Mindhar at all.
Is your society a cashless society? No, cash is far more common than any other method of exchanging currency.
Does your society have gun registration? No.
Vehicle registration? Yes, with your House
Bicycle registration? No
Dog registration? No. Dogs are uncommon as pets, mostly used as working animals; although for some reason, the cities of Salvastria, Ashúr and Aln Dibran have endemic and apparently ancient stray dog (and cat) populations
Is it legal in your society to use a fake name to rent an hotel room? Yes; hotels aren't picky
