You need to upload it to an image-hosting site first (e.g. imgur) and then put the image link in [img][/img] tags. Keep in mind that the URL usually has to end in .png/.jpg/whatever to work.

Do I have to wait for an issue to come up that would grant me such an option? Or is there a place in my settings I can go to do such things. As I am aware that my country reaches all qualifications for having these amenities I am unable to take advantage of them!

It comes as an issue, and if you answer it correctly the field in the settings where you can write your nation's leader becomes unlocked. Check your settings in case you already have it, otherwise wait for the issue.
