Highly doubtful that cartel will go inside a governmental facility used for treatment of disabilities and start shooting up the place.

Cartels have a knack for ruthless and purposeless murder of innocents en masse. They don't even need a reason other than to spread fear to get people to do what they want, and mass killings certainly send a message that when they threaten to kill you they will act on it.

Perhaps the government offical in charge didn't give into demands or attempts at corruption or bribery, or perhaps the local government caught some of their members? Perhaps its not even cartels! I don't know, but for me, a cartel would have the resources to get access to the car and military equipment.

It would cause US police and justice system to ruthlessly pursue and prosecute everyone involved in this attack, effectively destroying the cartel permanently.

You can threaten them with judicial action all you want, but corruption and just the shear numbers, money, and power of the cartel, can make cartels much more difficult to fight with the legal processes. Plus in the areas the operate they can easily bribe local judges and officials to keep them quiet. Perhaps the reason for this is the capture of a cartel member?

I don't have any more evidence than anyone else. Only inclinations, and knowing that, in California, the cartels have been getting bolder and more active. Plus they'd have the manpower and resources to organise and obtain the proper resources and equipment to pull this off.

Plus its not really a political target, and its a soft target that poses little risk of fighting back or security. An easy target to send a message to a community that you don't defie or mess with cartels...We won't know until law enforcement confirms anything relevant, but that's my inclination.
