http://en.wikipedia.org/wiki/Kerosene if you mean by Kerosene, we do have Kerosene and we can sell it to you in measurements of barrels. 150 litres of Kerosene per barrel at a price of 100 dollars. But doesn't your nation produce Kerosene of it's own?

As a first purchase ill take 1500 litres kerosene.

That would come to a total of 10 barrels of Kerosene and it will cost you $1,000 USD. Also that depends on how large your regional airline and including the size of your Regional Airline fleet. I would recommend 50,000 barrels of kerosene per year which will also cover for other airliners including your Airforce.

$90.000 USD. However barrels in a thousand quantity would not be enough as 3,000 barrels are used in less then an hour.

However if you wish to purchass 3,000 barrels of crude oil it will be delivered within 4 NS hours.
