Metal for Blood

"Lövsk is an autonomous island of 300,000 inhabitants. Lövskians are fiercely independent and greatly value their ability to govern their own affairs. The waters outside Lövsk are renowned for their fishing and whaling, while the island itself is mostly agricultural-based."

The Petrichor emanating from the wet grass was evidence that it had rained shortly before Behl parked his car on the side of the road. Thinking about the time it would take to dry up his shoes after this, he carefully stepped on the grass and walked away from the car towards a stony bench overlooking a lovely pasture. He looked around to see if anyone else was there, only to see an empty road under gray skies, with a few small farmhouses sticking out here and there, and another car parked a few meters ahead.

"Your kind of weather, isn't it?" Behl said to the old man sitting on the bench. The man turned his head around a bit to see how close Behl stood behind him, revealing a slightly scarred face partially covered by a long, white beard. He lifted his hand and gestured Behl to come and sit next to him. "Yeah," the man replied, "I've been waiting for those storms all summer long."

Behl swiped his hand across the bench to make sure it's not too wet, and sat down, surprised to find a bottle of beer in the man's hand. Smiling under his beard, the man offered the remainder of the beer. "I know you prefer stout beer, but that's what they had in the gas station not too far from here," he explained. Behl nodded his head negatively and waited for the man to finish his drink.

"You weren't followed?" Behl asked. "I don't think so. I'm not as cunning as you are though, so I assume a person with your abilities could have followed me here without my-"

"Alright, I get it," Behl interrupted, "they aren't so cunning as well. Anyway, tell me what you need to tell me."

The bearded man took a deep breath and exhaled at length. "The Rooster leaves his office everyday around noon to attend important meetings in his home. For some reason he doesn't like having his most important guests in the office. He uses his regular driver and car for this ride to the house and from it, and the route ins't changed - always through the center of town. Sometimes he stops at the gas station close to the town square to smoke one, standing in an area visible from at least three rooftops around. He is never escorted by anyone else." He handed over an envelope to Behl. "All other details are in there."

Impressed, Behl slowly nodded in approval. He then uttered a "thank you" and got up to return to his car, throwing behind him a small leather bag on the bench. "Don't waste it all at once," he added. The man looked inside bag and a smile started spreading on his face.



Background

It's not that Lövsk lacked modernization - It's that its inhabitants weren't in a dire need for it. With such a low population density and a rich agricultural tradition, Lövskians were making a decent living for centuries; Only a few industrial-scale metal mines operated in the island.

During the economic crisis of the 1980's in Ostehaar, Oster citizens sought "refuge" in Lövsk - Everything on the island was a lot cheaper, and for a few years a sense of "gold rush" and of "endless opportunities" was present among those who moved there. Nature enthusiasts and "new age" hippies soon followed, and by the end of the 1980's one could meet more than a few Osters during a short walk on the streets of Lövsk's towns.

The 1990's electronics-boom in Ostehaar leaked all the way to the island, and by 1995 it was flooded with Oster electronics companies opening factories and exploiting the local Lövskians. The Oster government, wishing to take care of the economical interests of the nation and protecting Oster companies, covertly started operating in the island, using Unit 1088 and infiltrating deep into all ranks of Lövsk's government. Corrupt officials were common, and bribery and extortion were not out of the question. By the year 2000 most Oster companies in Lövsk enjoyed a royalty rate of nearly 0% and a similar tax rate, all the while practically stealing precious and rare metals from the Lövskians and paying their local employees less than enough.

Ten years later, around 2011, voices inside Lövsk began expressing their dissatisfaction from this "arrangement". In 2013 a large mob rallied against the Oster exploitation of Lövsk, calling the government to nationalize the mining industry and to kick the Oster companies out. In response to this, the Oster government deepened its intervention and sent more of its agents to the island - One of them was Behl Rand Khehli. Back in Ostehaar, high ranking officials in the Ministry of Defense began to openly speak of sending special forces or special agents to crack down on the rising opposition in Lövsk. They began to speak of assassinations, sabotage, and incitement - But so did the Lövsk opposition...

On the morning of August 31st 2015, workers of the semiconductor factory outside the Lövskian town of Rovka found out a giant graffiti inscription on the wall of the factory, reading "Metal for Blood!" By mid-November, similar inscriptions were spotted in many other areas of the island.

Rovka

Rovka was the second largest town in Lövsk (the first being the capital, Levenburg), and the most developed and industrial-looking on the island. Since August's first "Metal for Blood" incident, some of the workers of the electronics factories in and around the town were afraid to go to work, causing production rates to drop slightly.

The town was also the center of opposition activity. Oster intelligence reports stated that the LSF (Lövskian Sovereignty Front), the largest and most active opposition organization, was de-facto in control of Rovka. The smaller IDO (Islander Defenders Organization) also operated there, but it wasn't as influential and it focused mainly on spreading written materials.

On October 23rd several IDO activists assaulted a group of Osters walking in the street and severely injured one of them before getting arrested by the police. A raid by the local security forces later that week on an IDO safe-house, revealed a large stash of guns and low quality explosives.

Clearly, Rovka was going to be a tough nut to crack.



And The Rooster leaves the nest, Behl thought to himself as Alex Karber, one of the leaders of the IDO, entered a black van and began his routine drive from the office to his house. That drunk informant wasn't lying. Behl cautiously followed the van which, as expected, drove through the center of town and stopped at the gas station so Karber could... refresh himself.

Behl parked the car around the corner and put a cigarette in his mouth. He walked casually from the car and into the gas station, getting closer and closer to Karber, making it seem as if he is trying to light the cigarette.

"Excuse me, mate," he called on to Karber with the cigarette still in his mouth. The IDO leader immediately turned his head around and took his own out of his mouth, "excuse me, can you...?" Behl gestured to his cigarette knowing Karber would get the point. He did. "Thank you; my lighter just... Anyway, thank you."

"That's alright," Karber uttered, "I thought you Osters don't smoke." Behl inhaled a long toke and chuckled. "Yeah, well... I'm Eliot, by the way. Nice to meet you."

"Pleasure," said Karber, "I'm... You know what, I have to go." He threw his cigarette on the asphalt and mashed it forcefully with his boot. "My regards to your Oster friends." Behl simply looked at Karber walking calmly away and back to the van. Fuck! was the only word which came to his mind as he threw his cigarette down. That didn't go well...

"When will he arrive?" Behl asked his supervisor on the phone. He could almost hear the cogwheels working inside his counterpart's head during the long pause which followed, resulting in the answer "I don't know." Behl sighed and requested to be informed the moment a different answer will be available. "Thank you, sir," he finished the call, "I'll call again by the end of the day."

Weary from multiple, unsuccessful attempts to contact The Rooster, and tired of looking for other possible courses of action, Behl sunk deep into his armchair and took another sip of the cheap whiskey he had found earlier that day in a local grocery. When will he arrive, he repeated the question in his mind over and over, trying to think of his next move, dozing on and off. Good morning, mister Tailor...



Porohare, Ostehaar

Mehk Uhdin "The Tailor" was an OVAST agent, and one of the best this organization had to offer. He was described many times as a rabid nationalist who would stop at nothing to further Oster interests, and also his own agendas... And he was about to be sent to Lövsk.

Back in his large and mostly empty loft in Porohare, the Oster capital, Mehk was hurriedly organizing his equipment and shoving stacks of papers marked 'classified' into his briefcase. It's about time they'd decide to send me up there, he asserted in his mind, that should've happened several years ago when this mess just started! He stopped to look closer at one of the papers marked Operation Terminal Velocity. He silently read from it:

Asset MU 'The Tailor' is to infiltrate the Lövskian opposition organizations, deliver high-value intelligence regarding said organizations, and perform 'involuntary dispatch' actions against possible security threats emerging from them. If possible, MU is to destabilize the opposition itself by creating inner disputes.

He skipped a few sentences and kept on reading:

An asset of 1088, BRK, is already on the ground, and is to assist MU in his mission and supply MU with background information, access to local assets, etc. BRK is staying in the town of Rovka and is instructed to wait for MU's arrival before taking further actions.

Mehk chuckled. 'BRK'... Behl Rand Khehli... It's been a while, he thought, at least I know I'll be able to count on someone up there.

Even in the dead of night, the Agency building was still crawling with activity. Ty Vanguard a.k.a. Agent Tower, was walking back to his section's offices. Vanguard was one of the best agents in DI-3, and knew secrets about the organization that many people in it didn't, like Ienempyr International Inc. was run by it. Described by his "friends" and fellow agents as "a devoted protecter of the country, armed with Death and Knowledge themselves", he was an amazing agent, and was excited to get onto the field.

He entered the large, circular glass elevator, and performed the eye scanner test. It confirmed him, and the floor selection popped up. He selected floor 16, and the elevator sharply rose. Quickly, it deposited him at the floor, and he exited, walked into the communal gathering place for his section, and exited it into his large office.

The first thing that he noticed was that the door was slightly opened, a sign that someone had entered the room. Then he saw several folders stamped with the red "CLASSIFIED", and realized that he was being activated. He excitedly walked over to the desk, and opened the folder. The first thing that he saw was the usual "warning paper" that concerned the security of the file:

"The following information is Classified and is Security Level AA3-1. It is a federal crime to handle these files if you do not have the Security access to read these files. It is a crime punishable by death. Via DI-3 Directive 129-32, the recipient is directed to destroy all documents marked with "D"...

It continued on to describe national importance and other things that were of little care to Ty. He then proceeded to read the papers that were marked Operation Gilded North. He scanned the papers, reading silently:

Agent TV 'Tower' is to travel to the island of Lövosk and rendezvous with Ostehaar Asset MU 'The Tailor'. Agent TV is to work in co-operation with Asset MU to deliver high-value intelligence regarding opposition organizations toward Ostehaar that currenly are lokated on Lövsk. TV is to dispatch against possible security threats emerging from said organizations. If possible, TV will work with MU in order to destabalize the opossition.

He glazed over the next few sentences, which regarded the situation on Lövsk. It then continued:

TV will board flight IA-345 leaving Ienempyr International Airport at 07:45 and fly to Porohare. Transportation to Lövsk has been prearranged. Arrive at Ienempyr International Porohare Offices to travel to Lövsk. TV will rendezvous with MU at Ienempyr International Inc. Warehouse Löv-1, currently being operated by covert DI-3 Agent 'Miranda' and Agent 'Azure'. They will have more information regarding the current situation. You are to assist MU in any way possible.

As he finished reading the file, he smiled. Working with Ostehaar... sounds fun. They seem like they could be a great ally... He also grinned as he read that Agent Miranda was going to be there. Well, seems like we're going to meet again, Miranda... see you soon...

Ty walked out of his office, and walked out of the section. He took the files with him, putting them inside his briefcase. Ty took the elevator down to the Armory, where he picked up his equipment. He then took an Agency car to the airport, and boarded the flight. As always, no one suspected anything when his equipment was specially delivered to the plane on its own, and no one realized that he really hadn't gone through security. As he boarded the flight, he also realized that the pilot was one of his good friends, and an agent. It was obvious that it was going to happen, but he was still surprised. He then took his seat.




Rovka, Lövsk

Ty entered the office-warehouse of I3 with his equipment, and was ushered in by two people, a man and a woman, who led his deep into the complex. After high-scrutiny scans by various machines, they entered into some type of basement, where they revealed their identities.

The two figures stood salute, and addressed him.

"Agent Miranda, DI-3, reporting to Agent Tower," said the female.
"Agent Azure, serving Agent Miranda, DI-3, reporting to Agent Tower," said the male.
"Acknowledged," said Ty.

They then dropped their fixed postures, and relaxed

"We are still waiting for Asset MU. Please enjoy yourself Ty, welcome to Lövsk."

"Some time, my friend," Behl said as he and Mehk shook hands casually, "glad to see you here." Mehk's strong grip was enough to reassure Behl that his friend didn't lose his passion. "You'll do great things here," he felt the need to say. Mehk just smiled back and replied "I know."

They met in a small hotel room Mehk had arranged for himself. He threw his belongings on the bed, took out a folder and opened it wide for Behl to see. "Read through this to see if there's anything you're unfamiliar with," he explained, "tell me if there's anything that requires clarification." Behl's eyes scanned the paragraphs quickly; he occasionally mumbled quietly some words he read - Terminal Velocity... local assets... involuntary dispatch... - "Yes," he nodded, "that's the general plan as I understood it."

Mehk sat down to read the intelligence reports regarding the Lövsk opposition. Naturally, he was especially interested in information on the IDO and LSF leaders and their daily routine. This should be relatively easy, he thought, realizing the trick is to make it seem as if these organizations are fighting against each other. He also knew something else - there was also another trick up the Osters' sleeve... Not only making it seem as an inner conflict, but also make it seem as if the opposition is operating against the people of Lövsk. The two Oster government agents didn't talk about it, but they knew operatives from the nation of Polar Svalbard might soon enter the stage for this.

The phone rang a few hours later. Behl answered and uttered a "yes... alright... I'll tell him." Mehk turned around to hear his colleague's confirmation. "The DI's have arrived. They're waiting for you at the place."



Outskirts of Rovka

As Mehk drove away to meet the "guests", Behl used the spare time to find more information on the designated targets. He met the white-bearded informant again and they sat together in one of the pubs along the main road over a bottle of beer.

"Thanks for that gift last time we met," said the informant, "and there's still a bit left this time!" Behl chuckled and dind't say anything, knowing that this man's addiction is partially the reason he's been spying for the Oster agent. The man took another sip and dropped his head backwords to feel the Alcohol. "Seriously, man, you're a good friend." Behl smiled. "Well, I'm a good friend to a good person," he replied, "you're good at what you do so you've got me for support."

"I know, man... Listen, I think I've got what you need. I can deliver more information now after they gave me some more responsibility... Which is weird, right? I mean, why would they give me more responsibilities?"

"They must think you've got potential," Behl explained, "or they assume no one else would trust you enough to make you work for him. So, what can you tell me?"

The informant took a deep breath. He then told Behl in great detail everything he knew about the organizational structure of the IDO, their equipment, and their locations. All Behl had to do was sit back and listen.

They must have tight security measures here, Mehk thought as he approached the warehouse, I wonder what ever happened to simply finding a small, dilapidated place to stay. He took his cellphone out to send the "I'm here" message to the number he was given, and waited.

International Waters on route to Lövsk

The medium sized cutter cut through the waves. Three SMI-2 agents sat aboard, heading to Lövsk. Earlier that day they had been given a mission that entailed them traveling to the island of Lövsk and spreading terror there for friends of the government. These three had immediatly volunteered for the mission, as it would be a fun mission compared to others. As of now they were sitting in the small cargo hold while the owner of this cutter brought them to Lövsk.


Alexander Merkovich got up and stretched his legs, this hold was more than a little cramped. He walked over to the crate where their weapons were, they had decided to wait to check their weapons for later, taking guesses as to what they would be. He decided that now would be the best time to open it, as they all put in their bets. He took a crowbar and wedged it in the crack and pryed open the top. He moved around some of the packaging and pulled out an AK-47.
"Damnit. Looks like you win Steph."
Stephanie looked at him and smiled, "Told you they wouldn't give us good gear. We're supposed to be terrorists, terrorists dont normally get good stuff on an island like Lövsk."
George just laughed, "And here I was thinking we'd be getting M16s. At least I didnt say FN F2000s."

Alex put on a look of mock hurt, "How was I supposed to know, I would have liked to have our normal loadout." He rummaged around a little more. "Oh, look what we have here." He then slid an RPG from the crate and he ran his hand over it, "Now this, this is nice."

Stephanie then herself got up and rummaged in the crate, "That does look nice and pretty, at least we have C4 too, we wont have to improvise explosives. George do you have the electronics stuff so that we can do car bombs."

George looked at her and smiled, "Of course I do. Terrorists wouldn't be terrorists, without Carbombs."

Alex then knelt down and got out his map of Lövsk, "Alright, lets stop gauking at our equipment and figure out which targets we should hit."
Stephanie looked at him, "Well we should hit a few police stations and fire stations, along with a governmental building."
George then said, "It might also be good to hit a resturant, and along with that we can use the RPGs to hit Police cars and Firetrucks. We may as well cause as much damage to each locale as we can on governmental property."

Alex looked from one to the other, "All right, that sounds good, we can decide which order we want to go in when we get there as we will be arriving soon. Get your weapons checked and stowed back in the crate. Remember once we get there we will unload this stuff and ourselves onto a waiting truck and then head out to where our base camp will be."

Ty woke up from a restless sleep, to find that Miranda and Azure had left at sometime during the night. He rose from the couch that he was on, and walked over to a table, upon which a note was perched. He read through it quickly:

T:

We are waiting for MU to arrive. Please come to the meeting hall on level 3. If you need help, there's a map in the elevator. We'll inform you of the situation when you arrive.

He then went on to put the piece of paper in his pocket, and gather his thing. He picked up the case files and put them back into his briefcase. He then proceeded to exit the basement room, take an elevator to the third floor, and arrive at the room. He found Miranda and Azure sitting at a round, glass table that was covered in a projected map of the island.

"Hey guys, I'm here. So what did you want to discuss? I saw the note," said Ty, as he took a seat, removing the case files from his bag.
"We got new intel on the situation. Rovka is the HQ of the operation, as you might have known, and is going to be hard to crack," answered Azure.
"Ok, got it. So while we discuss that, can I have breakfast? I haven't eaten, and it seems like y'all have food." Ty pointed to the large refrigerator and kitchen that was slotted into the back of the room.

Miranda set to making breakfast, while Azure briefed him, yet again, on the situation.

"So, basically you and MU are going to get intel on the opposition, and then use it to dispatch them. Lövsk is a large operating source for the Incorp, and it's on the verge of shutting down here because of all the tension."

Ty knew that the Incorp was Ienempyr International Inc., and that it was a cover front for many DI-3 Operations. It also was an operating corporation, and was linked to many economies across the Isles, especially Dashgrinaar's. If this part closed, the distribution of Lövoskian and Ostehaar electronics that the company purchased from them could be shut down.

"Ok. When will MU show up?" asked Ty. As he finished the statement, a ding went off. Azure went to pick it up, and saw that MU was here.

"Now," answered Azure, "He's here."
"He knows what to do, I'll text him back," said Miranda as she put an onion into her pan. Azure handed her the phone, and she quickly sent him a message back.

It wasn't that the Osters weren't trusted, it was just standard protocol for the security, which had already been explained. So they had a lot of security for protection. Miranda set the wood table near the kitchen for breakfast, and set out the food.

Still surprised by the level of security the folks from Dashgrinaar decided to raise here, Mehk went through the different checks and was finally on his way to meet the agents. As usual, his beard was trimmed and neat and his penetrating black eyes were concealed by a dark pair of aviator sunglasses. He paced quickly and decisively towards Miranda, Azure, and Ty, carrying a rigid gray briefcase - in there were the documents and intelligence reports he was about to hand over to the foreign agents.

The elevator door opened on the third floor and Mehk located the room he was looking for down the hall. Glimpsing through the partially closed door, he could see the agents sitting there around a map of Lövsk; slowly he pushed the door to reveal himself dramatically. He took a few seconds to look around inside the room as three heads turned to his direction.

"Good day," he then said.



Outskirts of Rovka

The drunk informant had already left, and Behl was sitting outside the pub in his car, reading again through his papers. He knew the Svalbardians were on their way - this load of information and opportunities he had just been given will surely have to arrive at their hands... But the svalbardians operated independently from the Oster agents, and he had no way of knowing where exactly they'll be at any given time. "Trade secrets," they said, "we operate how we operate."

They will come to me, he thought as he picked up his cellphone to call his supervisor. The message would have to go from him to his bosses, from them to their contacts in SMI-2, from those to their operation officers and from them to the Svalbardian agents in Lövsk. In the message he put his local address and cellphone number.

The Three Agents were driving down the country road, singing along to a Svalbardian Folk Song when they received the message from command.


Alex looked down at his phone, "Steph shut the hell up, we got a message from command."
Steph stopped suddenly, "What does it say?"
"Steph, wake George up."
George yawned, "Already up due to your guys' terrible singing. What's the message."
Alex stopped the truck, pulling to the side of the road. "Well, apparently command wants us to rendvouz with an Ostehaarian agents at his local address. I'll send the agent a message that we're on our way."
This is SMI-2 agent Alexander,
We have recieved your message and are
on our way.


Alex then shifted the truck into gear and stepped on the gas. They'd be at their location in a couple hours.

Lövsk Control Center, I3 Warehouse

The glass relief map of Lövsk, which was on the translucent stone table Azure, Miranda, and Ty were sitting at, glowed with faint traces of color from the projector located below it. Ty rose from the table when his phone began to buzz, as it was a signal that the Oster Asset had arrived. He walked to the other side of the room to retrieve his briefcase, and placed it next to his chair. He notified the others that Mehk was soon to arrive, and they quickly cleaned up their breakfast, and Azure poured them cups of coffee.

While they were waiting, Ty contacted DI-3 HQs, confirming the mission's progress:

When Mehk arrived, they turned towards the door, and then stood to face him. Ty walked over to him and shook his had, introducing himself. Miranda and Azure did likewise. After they had been acquainted, the quartet sat around the glass map, and began discussing the situation. Ty pulled out his case files, and spread them out.

"Could we get you anything to drink, Mehk?" asked Miranda, "and, do you have any information that we should know of?"
"We also have a special correspondent coming to bring us further information," interjected Ty.

Rovka

For the first time since he received the intelligence from his main informant, Behl had the time to sit down and analyze the data. A good part of the information was pretty straightforward indeed, mentioning the organizational structure of the IDO, and routine of its leaders, etc. - but he was more interested in the huge table of numbers representing the stockpiles of the organization and its financial flow. The Oster agent had to go through dozens of corresponding papers referring to one-another, in order to realize the meaning behind the many, otherwise meaningless numbers.

What he revealed was staggering... The IDO, the more anti-Ostehaar organization of the two opposition groups, had been covertly stockpiling weapons like maniacs. The police raid back in October uncovered a stash of a few Kalashnikov rifles and a bit of low-quality explosives, but it turned out that was just the tip of the iceberg. The IDO had thousands of assault rifles and other types of light arms and grenades; it had several tons of military-grade explosives; and it recently received RPG's and LAW's from an undisclosed origin and was negotiating the purchase of military vehicles. They had also been busy recruiting.

Behl laid the papers down and held his head with both hands, trying to grasp the meaning of these numbers - For the last few years, the IDO had been secretly preparing for a guerrilla war. The Rooster - whom Behl tried to contact earlier that week - was apparently the "general in cheif" of the organization's "armed forces". The intelligence didn't specify where the funding or the equipment came from, but Behl had his suspicions.

The information Behl and the local security forces had in the past, specifically emphasized the insignificance of the IDO relatively to the LSF. The latter was perceived as the larger and stronger organization, and that was reflected by its leaders' and activists' more frequent appearances and by the fact that it organized most of the opposition rallies and protests. It seems this was only because the IDO was busy with doing other things.

Behl checked his watch again. It's been a couple of hours since he received the message from SMI-2 agent Alexander. Outside his place, a truck slowly drove through the street.

Alex turned into the driveway. "Alright guys, grab your handguns and cover me, I'll wave you guys in once I make contact."
George nodded, "Alright, we'll be right here"

Alex then opened the door and went up to the front door, where he knocked on it.

Upon hearing the knock on the door, Behl quickly opened his laptop and clicked to activate the tiny video camera he had installed in the peephole. The man he saw has the look of a Svalbardian, and he did come at the right time... Behl decided to take the "risk" and open the door without questioning.

He clicked again and a mechanical sound could be heard from the lock. He reached for his handgun and cocked it, just in case.

"You can enter," he shouted towards the door.

Mehk, Ty, Azure, and Miranda sat around the glass map, and discussed plans.

"There are two opposition organizations in Lövsk, the smaller and more radical IDO, and the LSF. Both are a threat, obviously, and need to be wiped out. The IDO is taking a more anti-Ostehaar approach, so we will be focusing on that more. Y'alls team will focus on the LSF, which is larger, but needs more to function, and is more anti-all-who-have-control-here," said Mehk.

"So, we have full reign on our actions?" asked Miranda.

"Yes, as long as the operations remain covert. I will leave you with copies of LSF briefs, which I have obtained, and they should include information for the organization's incapacitation, though we do not have much of it," said Mehk. He then stood up and said,"I will periodically come and check on your progress, and will contact you when I am going to."

Mehk then walked out the door, and left the building.

It's been several days since Mehk had left the Dashgrinaari agents to their own, trusting they would perform their job well. They were in-charge of destroying the LSF's ability to operate - one third of operation Terminal Velocity; The Svalbardians whom Behl contacted were in-charge of creating a negative public opinion towards the opposition - another third of the operation; And he... He was responsible for the remaining third: Destroying the IDO.

Theoretically, he could contact Oster special forces command, but for now times did not demand that. Yes, he would try to do it on his own - It was his specialty, after all. In the OVAST, assassinations were nicknamed "involuntary dispatch actions" and sabotage using explosives was nicknamed "kinetic action", and Mehk had done plenty of both during his time in the organization.



Rovka
November 20th, evening

For the first time that week it didn't rain and no clouds covered the night sky. The dry, quiet air allowed for sounds to be heard from a distance, and the sun slowly disappeared, highlighting the street lamps. The city did not go to sleep yet - vehicle movement was still rather significant, and the main street was still busy with people. Gradually, voices dwindled and fewer headlights were disturbing the shadows, until one could clearly notice the footsteps of a stranger around.

Leon Kantor, also known to Mehk as The Crocodile - the code name given to him by the OVAST - was in his car that hour, and couldn't hear the stranger's footsteps. The car was parking in a dark alley not far from the center of town, and Kantor was waiting inside for his contact person to arrive with an envelope full of cash - Money the IDO allocated for purchasing weapons. Kantor, The Crocodile, was the IDO's main arms dealer, and the said contact person was supposed to be his brother Simon, one of the leaders of the IDO. Mehk stood close-by and waited for the Kantor brothers to become a single target...

He didn't have to wait long. The shadows of the end of the alley concealed his approach as he saw Simon enter the car. Like a ghost he paced quickly towards the car, bent low and attached an explosive device to the front window of the car - much to the stupefaction of the brothers inside. Instinctively they both ducked under the dashboard and tried to protect themselves from fire, but Mehk just climbed over windshield to the roof of the car and jumped behind the car, covering his ears. The device detonated, shattering the entire front part of the car and sending glass and metal fragment into the bodies of both brothers.

By the time the local police arrived at the scene, Mehk was a block away.



Rovka
November 20th, night

James Glass was a leading ideologist of the IDO, and was considered by many in the opposition to be one of the future leaders of Lövsk. This is why he was given the code name The Mike by the OVAST. Due to his position in the organization he was safeguarded round the clock by IDO operatives, and the explosion just hours earlier that day made everyone nervous - He was ordered to remain in his home, and several more guards were added to his detail. Altogether, eight people defended him that night.

The first two, on patrol outside, were the most unlucky - They were simply not alert enough to notice the dark figure quietly walking near them from among the trees. Mehk's silenced shots knocked them both down on the soft grass. One more guard was choked to death as he went outside for a smoke, and another, standing on a balcony and leaning against the banister, was shot from below and fell. Four were left, all inside the house.

Choosing the loud approach, Mehk stormed in through the balcony window, shooting three of the operatives in the head. The remaining guard ran down the stairs and tried to shoot at Mehk from around a corner, but he was soon killed as well. All the while, shocked James Glass The Mike covered his head with his hands and tried to tell himself he'll survive this... But when Mehk finished with the guards, he turned to the main target. Mehk handcuffed Glass to a chair and taped the same type of explosive device to him.

He made sure Glass did not survive the explosion.

It's been more than two weeks since operation Terminal Velocity began, and much has changed in Lövsk since then. No contact was made between the two Oster agents and their "colleagues" from Polar Svalbard and Dashgrinaar, since the two meetings mid-November during which intelligence and further instructions were given. The three teems - Oster, Svalbardian, and Dashgrinaari - operated separately and independently, gradually achieving the operation's goals.

The first to be put to death were the opposition's "second in command" figures and their own deputies. Slowly but surely, the two organizations lost their arms dealers, unit commanders, chief strategists, public speakers, and financial advisors.

But they didn't turn the other cheek... Altogether, the operations against the opposition were carried out by a handful of agents - not even an entire platoon in size. Unaware of this, the opposition organizations pointed the finger at the government of Ostehaar and at their own government as collaborators, blaming them for waging a covert war against "the people of Lövsk". Operatives from the larger LSF and the smaller but more extreme IDO started carrying guns in plain sight on the streets of the cities and town, and within a week the city of Rovka became an official opposition stronghold.

Meanwhile, in the capital of the island, Levenburg, IDO members executed several coordinated attacks, killing 10 Lövskian government workers and 4 Osters, and injuring 20 others. This attack gave the "green light" for the agents from Polar Svalbard to begin their false-flag campaign: Dozens of terror attacks were executed against Lövskian government buildings, local police stations, and Oster facilities and factories on the island.

Within the first few days of the campaign about 100 Lövskians were killed - And this time the finger was pointed to the opposition. A December 3rd poll showed that around 30% of Lövskians supported the opposition, and the rest objected it.

Back in Rovka - "The true capital", as the opposition decided to call it - the motto "Metal for blood" was no longer in the form of a silent graffiti: It was cried out by the masses in huge demonstrations and rallies. The local Osters, some of them residents of the city for many years, started fearing for their lives.

The Oster government, still officially not involved in Lövsk, reinforced its local presence with dozens of additional OVAST agents - All under Mehk's command. Preparations were made for the next step: Bringing in the special forces "to defend the local Osters".

December 9th

December 9th was not so different than any other day. Other than the cold weather front which dropped the temperatures to near zero degrees Celsius, and the occasional hail showers, nothing was special about that day. The tension of the recent weeks was felt by all residents - Lövskian and Oster alike - and the streets were almost empty most of the time. All of that changed around noon.

With the sun halfway across the sky, a swarm of Lövskian opposition supporters flooded the streets of the city, repeating the "metal for blood" mantra and adding a new, alarming one: "Bring out the Osters". The main street was already full of small bricks as a result of previous violent demonstrations, and a dumpster was set on fire as the locals' rage streamed.

The masses were headed towards the downtown offices of some Oster electronics companies. Unfortunately, the workers there were too slow to react in the face of the obvious danger - Angry demonstrators broke-in through the glass display window and assaulted everyone inside. To the continuing shouts of "metal for blood", the manager of that office was dragged down to the main street, where a crowd of IDO activists surrounded him to make sure no Lövskian resident harms him without warning.

"Do you know what you are being charged with?" A loud voice asked the Oster manager through two huge black amplifiers. "Do you understand the severity of your situation?" The voice raged. The Oster manager, Dihn Gahler, was speechless at first. He uttered to the hooded, armed IDO activist who was holding him, "please, let me go... Please... This is just my job." The activist stood silent like a robot, and the voice from the amplifiers continued.

"Dihn Gahler, manager of the Rovka branch of the Oster Waterfall Electronics corporation and representative of the criminal governments of Ostehaar and Levenburg, you are hereby charged with crimes against the people of Lövsk. You have also been found guilty by the people of Lövsk, and your sentence of death will be carried out immediately."

Dihn screamed and tried to free himself of the IDO activist, but within five seconds two other armed activists lifted him from the ground and pushed him to kneel on the dirty street asphalt. A third man stepped from behind, drew his gun and pointed it towards Dihn's head. A single shot was heard in downtown Rovka, followed by the ecstatic rejoicing of hundreds of local Lövskians.

That evening

The decision was unanimous - All members of the Oster national security cabinet voted for the motion by the Minister of Defense, Aarin Dulikh, to takeover Lövsk and remain there until all anti-Oster elements have been eradicated.

They decided to send-in the Oster airborne commando ("Unit 51"), accompanied by the 13th field intelligence battalion, and a squadron of Eurocopter Tiger attack helicopters - Altogether roughly 800 soldiers. After a week, the 19th wheeled infantry battalion would join, bringing up the number of troops to around 1,300.

Operation Defensive Takeover has begun.

November 24, Night

Ty and Miranda slipped out of the warehouse while Azure remained within to monitor them. Clad in full black, the melded into the background of the lightless streets of Rovka. They ran silently down dark alleyways, and didn't stop until they reached a brightly lit lawn, in which a party was occurring. Ty and Miranda's goal was to end the party, and kill everyone at it.

Earlier that day, the LSF had enjoyed a series of executed attacks against Oster officials and Lövskian officials, killing 12 of them, and capturing another 5, who were held as hostages in their base. Members of the LSF were celebrating their success, though some of the higher officials were not in attendance. Even though there were not a bunch of officials of the LSF, Azure had confirmed that the main arms dealer of the LSF and a few second level official were there.

Due to the size of the lawn, and the fact that it was surrounded by a solid brick wall, they decided to use an explosive to deal with it. Disguised as a bird, a small package of high-level explosives flew towards the fountain that sat in the middle of the lawn. No one noticed the bird, and even if they did, they wouldn't have minded. Only a highly trained ear could have noticed the buzzing of a motor from within the bird, and only a keen eye could spot some of the differences it had from a real bird. As Ty controlled it, Miranda was busy killing the guards stationed at the stone gate. Both dropped dead without a sound. When the bird landed on the fountain, it dropped the explosive and flew back to Ty. Still, no one noticed the device, and the two ran a block away.

Two minutes later, they heard a muffled boom, followed by a wave of heat and a burst of light and fire. They reviewed the situation, and confirmed that everyone was dead. They already had made it half-way to the warehouse before the first police showed up to a charred courtyard party and dozens of dead bodies.

December 11th, morning

Behl closed the door behind him as he stepped into the Lövskian president's large, vintage-decorated office. He looked around in a bit of awe and gazed at the large, brown-colored globe which served as a liqueur bar. He chuckled and turned to the president, "I see you've been spending your national budget on... Important items." The president smiled and gestured to a seat in front of his desk. "Please, mister Rand Khehli, sit."

Behl shook the president's hand as he sat down and made himself comfortable. "Nice to meet you again, president Morran," he said, "I'm sure you're well aware of the purpose of this meeting."

"Yes, you've come to inform me that I'm going to be fired and replaced by an Oster official. Am I wrong?"

Behl smiled politely. "Yes, you're wrong. You're not going to be fired. We still need you as an authoritative national figure. You'll still be the de-facto manager of the island, since we're not going to impose new laws. Our... representative will only serve as a contact person for any possible foreign interactions, for example reporting back to the government of Ostehaar on the status of the violent opposition -"

"- which you intend to eradicate completely," president Morran interrupted Behl's sentence, "until the town of Rovka is a ghost town?"

"Well, it's not only Rovka. The opposition has its little strongholds in several towns across the island, and we indeed intent to take care of them all. It might take some time." Behl got up to get a glass and pour himself a bit of wine as saw in the bar-globe. President Morran raised an eyebrow and chuckled, "serve yourself then..."



December 11th, evening

"This is Marry Loftveyer, reporting to you live from Levenburg. In a special government meeting today, the President of Lövsk, Dylan Morran, declared a state-of-emergency in the island, and announced the suspension of all government activities related to foreign relations and national defense. These issues will be handled by the Oster protectors for the time being. The official name of the island, according to president Morran, will be changed temporarily to Lövsk Island Protectorate."

"Furthermore, the government has released to the public information on a set of new regulation which will be imposed as soon as the Osters assume control. Among these new regulations - Citizens of Lövsk will have to apply the new customs office for approval to leave the island, if they wish to do so. Additionally, curfew will be imposed on towns with significant opposition activity, and citizens are requested to obey the Oster forces as they arrive."

"This morning, the first batch of Oster forces arrived at Lövsk, as around 400 troops and several dozens of Vulf light APC's landed in Levenburg's airport."

"In Rovka, riots have erupted this afternoon, following the president's announcement. Local unnamed opposition figures told reporters that they 'do not recognize the criminal government of Levenburg and their Oster puppeteers.' They have sworn to fight for their stance until death."

LSF Main Warehouse, Outside of Rovka
December 16, Night

Ty and Miranda drove quietly away from Rovka, towards the large warehouse that housed the base of operations, as well as the weapons and other supplies needed, of the LSF. About two miles out, they stopped the car, hid it, and began to run towards the base. As the warehouse got nearer, they began to make out security sentinels around the base of the warehouse. The two guards outside the warehouse looked tired, and almost ready to fall down. The LSF wasn't being smart about their security - they had gotten lax, even though the party that had gotten blown up actually killed one of the higher-ups, much to Ty's surprise, as it was their main recruiter.

Their intelligence had gotten them news that LSF had suddenly became more militaristic, and gone from street protesting to getting weapons, namely explosives, and it looked like they were going to attempt to sabotage the capital, or at least scare them into submission. They had also gotten word that a meeting of the lead officials and an official LSF gathering was taking place tonight, and that they were both going to happen in the next 30 minutes.

Miranda sliped towards the guards, and used a knife to impale both of their heads and then their hearts. They were dead in a few seconds. They used one of the guard's access keys to go into the gate, and slipped in, seeing the grounds deserted. Next, they headed to the central security room, which was not in the warehouse, for some absurd reason. As they neared, they only saw one person in the room, and Miranda quickly killed him.

The warehouse was actually not that large, and the bags of explosives that Ty and Miranda carried would be enough to kill them all, if their plan succeeded, and would successfully end the LSF.

They silently ran about the warehouse, placing explosives on most of the infrastructure. It was all one open area, and the meeting was occurring, so everyone was intently looking at the "stage." Once they had placed the devices on every main support column, they proceeded to put them on the explosives owned by the LSF, and slipped out. After they had gotten a mile away, they detonated the explosives. Tons of high grade explosives went off, inciting the LSF ones to do the same, which resulted in a loud "boom." After an hour, they went back to survey the damage. All of them had been killed, if not for the explosives, the fires burned them to death, and falling beams took them. After making sure that all of their targets were dead, they headed out.

"Miranda, send a message to Mehk that LSF has been incapacitated."
"Sent."

TO: Mehk

LSF has been incapacitated. Kindly meet us tomorrow.
