Welcome to my forum Factbook for the Serenissimus Res Publica Caesaries Holt (Most Serene Republic of Kaiserholt). My hope is to take my nation's Factbook dispatches and expand upon them. Perhaps even think up something new. There will be uses of different forms of Latin, and I know it might seem the wrong declenation / type / etc, but please take the story into account beyond perceived incorrect terminology. Especially since my in-story nation has thirty-two centuries of evolution to it, having formed out of the Trojan War. Just consider how Latin in our real world evolved over time; from Old Latin, to Classical, through Vulgar / Late, onwards past Medieval & Renaissance, until it arrives at New and Contemporary Latin. How different would Old Latin be to Contemporary?
Each post will of course change over time. Not only will I edit posts, but certain paragraphs may be made to more accurately match up with other posts earlier or later in the thread. This is meant to create a cohesive whole. As I said, Factbook. Also, do not be shocked if a comment you read from someone else directly correlates to the prior post...as I said, this entire thread is going to be a large WIP. Some would claim that cooperation is the source of greatness. Others would assert that a truly mighty society lay in competition between equally deserving foes. The Clans have existed from oldest recorded memory, and through centuries of interaction they have learned that neither philosophies are wrong or correct. Culture and civilization grows out of intricate use of both cooperation and competition, several decisions every day over countless millions of individuals. Today's allies are tomorrow's enemy, and vice versa. Reading the situation and ideology of your fellow Clans, your Equestrian subordinates, and the common citizenry of all stations places your Clan in a position by which individual actions may improve or deter success. A Noble's actions may even contribute to you place within the Clan.
The primary role of Patricians has always been the role of governance. How directly that governance has been applied has altered over the course of time. Whether as the competitive Ruling Councils of the Boule and Senate, as unchallenged lords of their own feudal realms, or as the semi-detached upper house of a national legislature; the Nobility have always known their place.

An early example of the synthesis of the ruling upper class and the vast bulk of the Commons, The Red Aristocracy grew out of a distinct need among their Patrician Lords for a dedicated military caste. Not just a highly skilled cadre of infantry, because those were already abundantly numerous, but skilled in the new art of cavalry warfare.These special troops would come to understand every aspect of mobile warfare, and in doing so would learn to be of service in ways both on and off the battlefield.
While having no particular skill in governing, the organizational skills of Equestrian Houses would prove invaluable in expanding the influence of Caesaries Holt. When not fighting the Empire's enemies, they were the first line of communications with those adversary nations. Breeding horses for combat also led to breeds that could more easily pull wagons of goods across borders to trade with the world. And those resources, when not spent on war, quickly made the Domi Equites some of the wealthiest trading companies in the known world. Linked with Patrician Clans, the Blue and Red Aristocracies found separate routes to the same power.

Promethean Pantheon / What Gods want, Gods get, Gods help us all

With the end of the brutal Trojan War, gray-eyed Athena finally fulfilled the prophecy given to Zeus by the Moirai...just as Zeus had toppled his father, so would he in turn be removed by his child. Coming to an understanding with her relative Eris, and purposefully losing to Aphrodite in the Judgement of Paris, she succeeded in dividing the Olympian Pantheon. As the war on the fields before Troy dragged on, each god and goddess in turn gradually lost their power in an attempt to end the war in their favor. As each Olympian became weaker, so too did Athena become stronger. As the Wooden Horse burned, its dread light illuminated the scene of Athena's final victory. Instead of slaying her father, however, she merely cast the remaining Pantheon into eternal service as her Olympian Court.
Seeking to establish a new order, Athena chose two of her fellow gods to serve with her atop the sacred governance. As she was Goddess of Wisdom, she became the symbol of wise counsel in the minds of Caesaries Holt's people. As Goddess of Strategy, Athena represented Kaiserholt's proclivity for planning in war. And finally, as Goddess of Crafts, Pallas Athena accepted the position of Matron Saint over all craft trades and by extension the formative guild system.
Behind and to Athena's right stood Hermes. As former messenger of the gods, Hermes signified the capacity of all Kaiserholt's classes to freely communicate with each other. As God of Commerce, Hermes came to represent the the Holt's desire to trade.
To Pallas Athena's left stood Demeter, Goddess of Fertility and Nature. Her matronage over agriculture made Demeter the symbol of the Kaiserholt's landholding aristocracy. As Goddess of the Seasons, Demeter did represent the eternal, cyclical nature of Kaiserholt society.
While driven from power, the other Twelve Olympians were retained in a new Promethean Pantheon, along with countles new deities, offering the Queen Goddess Athena counsel in the continuance of civilization.

The Divine Civil War following the Deioclasm of Prometheus, between those Gods loyal to Zeus and those who followed Prometheus' philosophy and led by Athena, led to a revolution in religious theory within Caesaries Holt. It may be said that the contest in the Pantheon led to a sharp decrease in support for any Gods. Not a disbelief like atheism, due to the fact that the actions of the Gods oftentimes caused physical detriment to humans in their daily lives. Rather, a growing sense of maltheism and misotheism began to pervade the culture the longer these conflicts dragged on. One cannot deny the existence of a God when He just appeared over your river to raise the local dead. You offered tithe not because you supported the Gods, but so that they wouldn't ruin all your work.
As the Divine Civil War dragged on, more of the Holt's citizenry began to notice that their individual success and failure was no longer even tied to whether or not they offered devotionals to their necessary deity. Year to year, so long as Persephone did not lead a horde of revenants across your crops, things just carried on as usual. This led to the belief that the Gods, while capricious, were not a mandatory part of your lives. More like a detached entity that you just had to put up with and defended against...like keeping wolves from your flock of sheep.
Which is why the peoples of Caesaries Holt were none too pleased when it was announced that Athena had won the loyalty of her fellow deities. It was an unspoken fear amongst all mortals that this would necessarily lead to a re-imposition of Divine authority over all Men. The original philosophies of dystheism, maltheism, and misotheism each reared their heads in seeking to keep the Gods for ruining what was seen as a pretty nice system outside Pantheon influence.
Yet some recognized that mortals simply denying the authority of the Gods would lead to no good, so they decided to build a new pseudo-faith around the deceased God Prometheus, whom they referred to as the Martyred God. Temples were built, priesthoods elevated, and a general understanding that they would devote their loyalty to this new body. A religious organization that would eventually come to be known as the Universal Temple of the Olympian Apostasy.
While Athena had named her new group of Gods as the Promethean Pantheon,
she was unable to entice the leaders of the Universal Temple to accept her Prometheus as being the same as the Martyred God. It would take over a thousand years before any Concordat could be reached between the majoritarian Apostates and the minority followers of the Promethean Pantheon.

The primary political entity of modern Caesaries Holt is the Serenissimus Res Publica, made up of the Capital Zone and forty-eight Tribes. While each Tribe is considered the same within the Most Serene Republic, their origins and structure differ. Measuring from amount of clout within the Concilium Tributa are the Tribus Pro Vincere Urbanus, Tribus Pro Vincere Ruralis Antiquo, Tribus Pro Vincere Ruralis Postea, and Tribus Pro Vincere Peripheriam.
The Tribus Pro Vincere Urbanus (TPVU / Urban Tribal Provinces) are the most compact in terms of territory, with the bulk of this Tribe's population within city walls. These Tribes grew out of trading posts along major mercantile routes. As trade became an important part of the Early Empire the trading posts expanded to commercial cities. Unlike the Rural Tribes, the Urban Tribes didn't need excess arable land to feed their population, instead sustaining itself upon trade with other Tribes and foreign nations. This connection to foreign realms led to outsized influence within the Most Serene Republic, second only the the Caer Lochweald Capital Zone. Each of the four TPVU also have the most unique cultures, with foreign influences leading to each Tribe and city exhibiting unique styles.
Representing over half of total Tribes within the Most Serene Republic, the twenty-four Tribus Pro Vincere Ruralis Antiquo (TPVRA / Earlier Rural Tribal Provinces) are what most foreign lands think of when they hear of Caesaries Holt. Formed during the days of the early empire, Early Rural Tribes were formed from human Satrapies of the Hob' Empire which our illustrious Aisymnetai conquered after the First Hob' War. Centuries of cultural assimilation led to uniform cultures distinguished more by borders drawn by the reigning Imperial Tyrant. As the Early Empire bled into Middle Empire period, inter-Tribal borders started to solidify on more natural boundaries. While not as agriculturally productive as later Rural Tribes, the TPVRA are reliable.
Less organized than their earlier brethren, each of the seventeen Tribus Pro Vincere Ruralis Postea (TPVRPo / Later Rural Tribal Provinces) have formed and changed over the centuries from lands annexed by the Middle Empire. While the formerly independent countries were expected to acclimatize to the broader Most Serene Republic, there was no overt pressure to change their culture otherwise. As landholds become indistinguishable from the main Caesaries Holt culture, a TPVRPo transfers that land to the closest TPVRA.
While technically part of the Most Serene Republic's Concilium Tributa, each of Caesaries Holt's three Tribus Pro Vincere Peripheriam (TPVPe / Peripheral Tribal Provinces)are not actual Tribes in the MSR's sense of the term. Smaller in area and population than any of the other Tribes, the people of a TPVPe live by the ancient ways of the Holt's origins. You could probably fit all three Peripheral Tribes within a single Later Rural Tribe, but their voice in the council is just as important as the greatest Rural Tribune...because theirs is just as the first among the Republic's people.
While Caer Lochweald is not a Tribe, they are nonetheless considered to be the same. For no other reason than the fact of this city being capital to both the Most Serene Republic and its attendant Koinon (Commonwealth).

The Most Serene Republic divides its society based upon four classes, each containing several castes. The Upper Class is sometimes referred to as the Golden Class. These individuals for the most part did not have to work to feed themselves, for their position within the Patron-Client system ensured that those serving them provided most of the Upper Class's needs. Their purpose as Patrons is primarily to ensure that their Clients would have the resources to accomplish goals and repay their debts. They lived to a very old age but with a youthful appearance and eventually died peacefully...unless of course another member of the Upper Class decided otherwise, of course.
Largest of the Upper Class's castes, and by far its most influential, is the Aristocracy. Both Blue and Red Aristocrats have been central to the power structure and Caesaries Holt's very history. Blue acting as the mind and guiding hand of civilization, and Red its beating heart. Through trial and error, over the countless centuries of our civilization, the Aristocracy has learned the tenets of Plato's Five Regimes firsthand...as well as learned why Aristocratic Man is the way they prefer.
If the Aristocrats are the mind and heart of our glorious civilization, then one might consider the Capitalist caste as the beating blood keeping the MSR alive. While you may think that Capitalists are therefore just as ancient as their Aristocratic contemporaries, this caste is in fact the (as of now) end result of that trial and error system. After the unrestrained growth and collapse of Oligarchs which led to the collapse of Early Empire into Middle Empire, and the wild west conventions of most Late Empire Mercantilists, the Most Serene Republic which replaced its predecessor Empire was divided on the issue of continuing a caste based solely upon the desire for advancement of one's greed.But a concensus was eventually reached that this same drive towards greed is the main driver of upward mobility, a major philosophical bedrock of Caesaries Holt culture. So regulations were enacted to serve the dual purpose of maximizing upward potential and restrict potential risk.
With the advent of the Technological Age, experiments have begun to form a third caste within the Upper Class. Built entirely upon an individual's intelligence quotient, this Intellectual Caste (it is hoped) will help drive the Most Serene Republic towards continued success in the modern age. Just as Capitalists have Clerks aligned to them in the Middle Class and Craftsmen in the Lower Class, this Intellectual Caste will divide its Upper (top 1% IQ) from Middle (top 10%) and lower (everyone else).

Elena Lampronius, Censor ad Perpetuum of the Most Serene Republic, has pushed through a trio of legislative bills meant to reduce long term expenses in the Federal government.
The first bill has banned all abortions barring incest or rape, but expands protections for mothers who give up their infants after birth. These children would become wards of the state. While controversial, many segments of the political class agree that this was a necessary move to forestall fears of a population plateau in Kaiserholt.
The second bill ensures increased funding for orphanages across the Most Serene Republic. This money will ensure standard educational standards for orphaned citizens. Elena herself has previously stated that simply storing excess youths without logical end costs the Most Serene Republic a great deal of efficiency later in the orphan's life.
The third and final bill mandates that all male orphans be tested for military eligibility. Any and all male orphans, having attained the age of majority, shall enter either military or other national service. According to pre-existing national law, all citizens who are mustered out of military service are guaranteed an oxgang's worth of agricultural land as a pension. Questions for Censor ad Perpetuum Elena arose specifically about whether the orphan population of the previous two bills would likewise be guaranteed this pension, and her Press Secretary confirmed that they would.

After thirty years serving as Censor ad Perpetuum, Elena Lampronius is proud to announce that she shall be retiring after six full terms in office. First appointed as interim Censor after leading the opposition to her mother's aborted coup, Elena's attempt to step down at the end of the standard five year term met with the reality that neither of the existing political factions had prepared a replacement. Given an unprecedented second term, Elena spent the entirety of her time seeking to rebuild the status quo from before the coup attempt. However, factional and sectarian divides both between the factions and within both caused the collapse of our Republic's two faction system. While most of Elena's core reforms were enacted over the next five years, the end of her second term met with the opposite result...while the end of her first term found neither party capable of running a candidate for Censor, the end of her second term found a lack of even basic interest in running for the office. The Patrician Clans were too busy rebuilding their ties with other clans to file the paperwork necessary to run. Therefore, this political apathy led to the unprecedented legislation making Elena Lampronius Censor ad Perpetuum (Censor in Perpetuity)
For the next twenty years, despite there being no more official elections, Elena continued referring to her time in terms of the traditional five-year Censoral terms. While other offices of the Cursus Honorum continued to be elected annually, the lack of elections for the Supreme Executive gave the Patrician Clans necessary breathing room to sort out their own philosophies.

The first and largest political party to form out of the chaos would be the Factionem Civium (Citizens' Party), a collection of conservative Senators who value order as a social end. Lords belonging to FC are the old guard, the arbiters of the status quo under the Most Serene Republic, the defenders of tradition and enemies of change. The Citizens' Party upholds tradition above all else, being reluctant to enact any reform that would threaten the old ways. This faction's symbol of a golden Corona Graminea (Grass Crown) on a Caeruleum (Egyptian Blue) field is meant to represent the stability of tradition.
An early offshoot of the Citizens' Party rejected their parent Faction's adherence to Republican values, choosing instead to back a more reactionary return to status quo ante of Caesaries Holt's Imperial past. Naming themselves the Factionem Regnum (Realm Party), the FR do not stop at the defense of currently upheld tradition, most often identifying as monarchists who uphold the all-powerful state of the absolute monarchy as ideal. The Realm Party has chosen the silver fasces on a Pupure (Tyrian Purple) field to represent their presence in the upper house.
The Most Serene Republic's second largest political party, Factionem Bonis Liberalis (Patriotic Liberal Party), grew out of arguments for increased liberty amongst the Republic's artisans. Foundational principles of liberty, trade, capitalism, and responsible government stood in stark contrast to the protectionism of the majoritarian FC. Members of the FBL are a diverse bunch, supporting a wide array of ideas and often conflicting with one another. Patriotic Liberals are often the forward-thinkers, Lords who oppose the old state-dominated order and sought to unleash human potential by investing in the middle class. A golden scroll on a Corium (Buff / Leather) background serves as a recognizable standard for Caesaries Holt's primary opposition party.
As much of an offshoot of the FBL as the FR is to the FC, the Factionem Liber Populus (Free Peoples' Party) represents a slide into anarcho-liberal policies. Seeking to extend principles of liberty to the lower classes of Holt society, the FLP offers similar upward mobility to farmers and common soldiers as the FBL do to artisans. In many ways, the Free Peoples' Party hearkens back to historical policies of ensuring that the maximum number of citizens are capable of sustaining the minimum required assets necessary to participate in the original Assembly. Most members of this faction rally around a the heraldry of black field with a white Pentekontoros galley.
Not all factions have much support within the upper house of the MSR's legislature, but every now and then an independent aristocrats gains enough wealth within his Clan to assert his right to sit representing his bloodline. Recently a sufficient number of said representatives have obtained seats who stand outside the four faction system. The bulk (or handful depending upon one's point of view) of these independents are what much of the world would define as socialists. While the idea of an aristocratic socialist would seem an oxymoron, the Factionem Laborem (Labour Party) have indeed had a small yet vocal presence in government for decades. Members of the FL believe equality is the paramount value a society must pursue, seeking to use the machinery of the state to take from those that have and give to those that have not. While this does mean that Labour councilors believe in stripping wealth from the capitalist class, their very position keeps them from seeking such rendition from the governing aristocracy. Silver scales on a green field is this faction's preferred badge of affiliation.
Those aristocrats who rejected the FL's policies because they believed that proscriptions should be conducted against both capitalist and their own aristocracy,
redistributing the wealth between all citizens. Factionem Ambitus (Circuit Party)
members do not seek peaceful reform of the Most Serene Republic since they view those institutions such as representative governance as inherently flawed. If the aristocracy had any place in the new order, the FA asserted their heritage slated them as a managerial class. Because of these beliefs, it is hardly shocking that members of this faction don't even have much representation within their own clans...though that never stopped them from making a silver compass on a red field as their rallying heraldry.
Unlike the FA, its ideological mirror and opposite have slowly and quietly gained influential advocates. The Factionem Fides (Loyalty Party) represents discontented aristocracy who believe that the Most Serene Republic has not been given the respect deserved. The protectorates should be incorporated into the MSR immediately, or the FF believed those lands should be evacuated in favor of citizens. While these ideas never met with anywhere enough support amongst the Clans, they nevertheless had the power to have such options heard at most meetings. Unofficial reports of a silver fox on a brown background are rumored to be their symbol.

The MSR government has recently passed the DNA Commerce Act, a response to recent advancements into the mapping of the human genome. Having long knowledge of human corruption and civil rights, the Republic has decided the best path is to defend each citizen's individual rights in regards to their genetic heritage. Any and all research into the human genome, regardless of the government or private entity doing so, and also regardless of type or seriousness of research, must offer remuneration to any citizen whose genetic material has been used...to be paid out from profits garnered from this genetic research and any scientific discoveries that are birthed from it. The DNACA has joined the related Social Media Data Commerce Act (SMDCA) to advance not only a citizen's autonomy, but also offer a new stream of revenue to Kaiserholt's citizenry.
