Leader, etc. issue wait - avoidable?

Despite the convenient sticky over in Got Issues, this forum (and major region RMBs) is still cluttered with folks coming by to ask "My population is above the level that it said...why can't I set my leader/religion/capitol/etc.?". Although there is a Convenient Sticky, I can see why people would wonder about that - it looks an awful lot like you're supposed to get it at that population beforehand.

So I ask: Since it's possible to have so many other things as an issue trigger (the easter egg that is supposed to be more likely with revival springs to mind) is it possible to make those issues come up automatically upon reaching a threshold population?

The only thing I would be concerned about is what happens if a nation has issues turned off or is on vacation mode when his population reaches that point, and issues are turned on later.

I was referring to what would happen if we used Kandy's suggestion of making it so as soon as a nation hits X citizens it gets the issue at that update... But okay, more info is good I guess?

Wouldn't it cut down on the number of queries if we took out the "Unlockable" things on the Settings page, and only show the fields once the issue has been answered?

Then you'd get people saying "Why does [X Nation] have a capital city and I don't? How do I get it!???!?!!!?!1!1?!!one!" I think it would be better to simply link where it says "awaiting legislation" to the forum thread so it becomes almost impossible to miss.

Wasn't that what we had beforehand? People saw that other nations had leaders/capital cities/religions, and were asking in Gameplay/Technical/Got Issues about it all the time. [violet] changed it to what we have now - it might be better to say explicitly that a nation is eligible for an issue which can unlock that custom field, when they reach a certain population. More text, but less questions.

Am I the only who sees this as an ever growing complaint? As more issues get added, the chances of getting the unlocked population issues become less and less likely, which doesn't make a lot of sense as unlockable rewards.

Not quite the point I was making, but ok, fair enough. It might not be such a big deal now, but every extra issue lowers the chances of getting the population issues. I'm not particularly bothered myself, just think this'll be a regular thing people will complain about.

Heh. Perhaps alternatively a... stronger description? Like "Wait for" legislation rather than "Awaiting".

EDIT: Actually, I don't know how much it would help, but even just changing "legislation" to "Issue" might clear up some of the confusion.

Issues are added very very slowly because of all the work that needs to be done for one to be implemented, and because the people doing that work are volunteers. I don't think there will be a major impact on the chances for a couple years lol.
