Liberty City is home to the largest diplomatic and consular community in the world and houses the headquarters of the Civilisation Committee (World Assembly). The Mayor's Office for International Affairs serves as the primary liaison between Liberty City and the diplomatic community, foreign governments, the Civilisation Committee, and the U.S. Department of State.
As an integral part of the Mayor's Office, the Agency fosters positive relations and creates opportunities for collaboration between the international community and local, state, and federal governments. The office is comprised of the following divisions: Diplomatic and Consular Affairs, Global Cities network, and International Business.

Facing directly towards the seaside and home to the Civilisation Committee (World Assembly) building itself, Albany Ave is the most obvious choice for nations to establish their ties with Liberty City. Franklin Ave
Sandwiched between the FIB building on the north and the Lower Algonquin precinct on the south, Franklin Ave is the ideal choice for those who value security for the consulate-general. Many subway stations run across the street, making public transport accessible to most of the avenue.
Glaveston Ave
Home of the Rudolf Art Centre, ElectroChoc radio station, Derelict Cinema and various media company offices, Glaveston Avenue is the heart of Liberty City’s culture. We are proud to have our various cultural groups welcome foreign representatives with the ways of Liberty City.
Protocol
• Your representatives must uphold all international law charters and treaties regarding embassies and consulate-generals established by the Civilisation Committee (World Assemby).
• Only one consulate-general can be established by any given nation at a time. If you wish to establish a new consulate-general, you must close a previous one.
• The consulate-generals can only have a maximum of twenty security staff, twenty-five service staff and fifteen diplomatic staff.
• A limit of a weapon per security staff must be followed. Weapons in violation of the Steadley Arms Regulation Act 2008 will not be permitted on consulate-general grounds. This includes weapons that are chemical, incendiary, explosive, or toxic in nature, as well as automatic firearms. Ammunition types that violates the act is also not permitted.
• Armed vehicles are not permitted. Specially armoured sedans, limousines and SUVs are permitted.
• Animals cannot be brought to the consulate-general grounds in order to be used as guards. Transportation animals are permitted.

The Office’s Division for International Business works with foreign government representatives, bi-lateral chambers of commerce, and other trade and investment professionals to assist foreign firms to open or expand operations in the four boroughs of Liberty.
Local knowledge and business networks are vital to success in a new market. The International Business staff introduce companies to the many business associations and appropriate Liberty City agencies to make the transition to LC successful. Services to encourage non-U.S. companies enter the market include customized information and referral service about forms of legal entity, taxes, banking, insurance, real estate, networking for potential partners and markets, navigating government bureaucracy, and economic incentives.
Advice to Foreign Companies Setting up a Business in Liberty City
The Division is knowledgeable about the many steps to consider when setting up a business in LC and when it is appropriate to consult various professionals. The Division advises individual companies about the following topics:
• Legal: Foreign companies must decide on a business entity when setting up in LC.
• Taxes: The type of business entity has an impact on tax liability; some foreign countries have a tax treaty with the U.S.; companies in LC are subject to Federal, State and City taxes.
• Banking: A local bank account will be necessary to manage operations and to transfer money between the U.S. and the home country.
• Insurance: Certain types of business insurance are required for businesses in LC.
• Real Estate: There are many business districts in Manhattan, Brooklyn, the Bronx, Queens and Staten Island, which may suit a company’s needs. Short-term office space is available in business centers or in business incubators.
• Navigating Governments: Permits and licenses may be required by a municipal, state, or federal government agency in order to operate a business.
• Networking: Potential partners and markets may be found at the seminars, trade shows, and networking events listed on the International Business Calendar.

Liberty City Global Partners, Inc. has connected Liberty to more than 100 cities during the past 12 years.
From the beginning of Mayor Heckley's first term, the organization, then called the Sister City Program for the City of Liberty, convened international summits on topics of critical importance to Liberty City and its peers, focusing on policy concerns in the 21st Century. These meetings brought foreign mayors and other city officials together to discuss common challenges and best practices. The success of summits on tourism, safety and security, technology and public art established a new model for municipal exchange.
In May 2008, Mayor Ochua appointed Professor John Helbet as president of the board of directors. Under his leadership, Global Partners has continued to convene international summits while expanding the award-winning student internet exchange, Global Partners Junior, and launching the Innovation Exchange website, an online library of global cities' best practices. Each of these programs plays a vital role in helping internationally connected cities find solutions to 21st century challenges.
Global Partners evolved from the Sister City Program of the City of Liberty, Inc. The organization was restructured and renamed Liberty City Global Partners, Inc. in 2006 with the aim of expanding the City's interaction with world cities while maintaining its historic ten sister city relationships. The organization continues its membership in Sister Cities International but no longer enters into new sister city agreements.
