Communal Militias. Only deployed to defend the homeland from any threats (none of which have been encountered as of yet). Use very cheap, mass-produced small arms and have a considerable lack of hierarchy. Most Vehicles are advanced, have great firepower, and are cheaply produced, but have something of a lack of armor. The standard uniform is 2-color camo astonishingly similar to Chinese Commie uniforms.

I've only drawn 2 infantry units - Sergeant and Communal Militiaman, but I'm taking a 3-D design class this upcoming school year and intend to model vehicles and equipment.

My guess would be that he conscripts large numbers when necessary, gives them shit gear and no training, and sends them off to die in large numbers.

Conscription is the only way to get your military to 5% of your population. 5% is considered a hard limit because it will give you poor troops and a tanked economy. You can get higher than that, but those two traits just get worse and worse -- if you RP having 10% of your population in the military, people expect you to RP having an economy and military worse than North Korea.
