I would like to personally thank you for taking the time to receive and review this Communicum. This letter, should do my command of expressing interest in allowing your nation to open an embassy within the borders of my Imperium.

The Imperium is new, originating from the Military Democracy of Birtonia, as I understand many nations have previous political ties with. My intent is to continue, in good faith the policies and alliances that held the country together before. As to date however, there are no foreign embassies on the ground of the Imperium, however several foreign manufactorums are located within the Imperium.

With applying, your country will have a connection within the Imperium, your citizens within the Imperium, and provide better business opportunities. You will have greater political and diplomatic capacity with the Imperium. The Imperium and the Miles-Regium are willing to accept your ambassadors and the Adeptus Mechanicus will provide proper buildings for an embassy, if you so wish.

The Benefits To Your Nation

Interviewing citizens of the Imperium and other foreigners that want visas to travel to your country, be it for tourism, work or study; and to ensure that they are qualified and will return to their home countries following their stay.
Promoting your economic interests, at the mutual benefit of your nation and The Imperium of Birtonia. This includes promoting fair trade, and promoting products and services from your companies companies.
Maintaining diplomatic relations and promoting your political interests, allowing your nation and The Imperium of Birtonia to work togehter to solve issues, develop solutions and ideas, and build a better situation.
Reporting events and trends back to your nation. Your Embassy and Consulate staff meet with their counterparts and can report back information that may not appear in international newspapers. This necessary pipeline of information is difficult without an embassy.
Providing assistance to your government employees doing government business in country. For example, they may arrange meetings for high-level Imperium officials with their foreign counterparts and make logistical arrangements.

DIPLOMATIC IMMUNITY
Safe Passage

Assembly's Diplomatic Protection Act (GA22), The Impeium must comply with the following orders, and all embassies are required to comply to be eligible for consideration.

"
REALIZING that that nations can use a variety of methods to restrict a diplomat's ability to do their job

RECOGNIZING that diplomats are a necessary part of interaction between nations and the spread of cultural understanding

RECOGNIZING that diplomatic immunity must be agreed upon by the nation the diplomat represents and the nation the diplomat serves in

DEFINES a diplomat, for the purposes of this resolution, as any member of diplomatic, consular, and other staff serving in an embassy, consulate, consulate-general, legation, high commission, deputy high commission, or other diplomatic mission. This excludes hired personnel with local citizenship

REQUIRES that all diplomats sent to the World Assembly shall be automatically granted diplomatic immunity

REQUIRES that nations in which diplomats are serving must provide the diplomat with the best medical care on hand in cases of emergency

REQUIRES that all diplomats to other nations shall be free from physical harm, execution, sexual assault, enslavement, or use for medical experiments not necessary for medical treatment of the diplomat by the nation in which they are serving

REQUIRES that any diplomat granted diplomatic immunity be free from prosecution for crimes, search and/or seizure of personal belongings and belongings of family members and personal staff, search and/or seizure of family members and personal staff, seizure of pets, and search and/or seizure of private quarters outside any extraterritorial property by the nation in which the diplomat is serving
a) A diplomat may still be tried for crimes by the nation they serve
b) If suspected of a crime, the nation the diplomat is serving in may present the evidence to the nation the diplomat is from
c) If diplomatic immunity is revoked, the diplomat remains immune to prosecution for suspected crimes that occurred during the immunity by the nation in which they are serving
d) A diplomat may be detained for nonmedical reasons for 24 hours in cases where they serve a direct threat to the wellbeing of others, such as driving while intoxicated or other similarly dangerous activities, or longer, with the agreement of the nation they serve
e) A diplomat may be expelled from the nation in which they are serving for any reason

REQUIRES that property agreed upon as extraterritorial or as diplomatic pouches or bags be immune to search, seizure, customs, taxes, vandalism or arson by military or government officials of the nation in which the diplomat is serving, or military assaults by the nation in which the diplomat is serving

PROHIBITS nations from sending diplomats with the express intent of committing crimes of espionage, sabotage, subversion, causing harm to the civilian population, and other related crimes committed outside of a diplomats duties"

A standard implementation is as follows although separate bilateral agreements may be met. Major offences- those which carry a maximum penalty of more than 12 months imprisonment- will be discussed with the sending nation in order to request a waiver of the diplomatic immunity of the staff member. It should be noted that all staff may be temporarily detained for traffic offences including drunk driving and speeding, as well as issued paid penalty notices for those offences and where it is in the interests of public safety to detain those personnel with diplomatic immunity who present a threat to the wider community. These privileges also apply to family members who are a part of the staff member's household and possess a diplomatic passport.

Ambassadors and Diplomatic Officers, equivalents; charge de affairs: Diplomatic immunity from all offences and immunity from prosecution, residences are inviolable extraterritory and they may not be subpoenaed as a witness to judicial proceedings.
Technical and Administrative Staff including security staff: The same level of diplomatic immunity with exceptions for tax relief and customs duties.
Service Staff, such as drivers, receptionists and gardeners: May be arrested or detained, residences may be entered subject to National Police and Court Orders, however members cannot be prosecuted with any action associated with their duties as a member of embassy staff.
Consul-General: The same level of immunity for Service Staff, however arrests or detention or entry of residence may only occur where a felony charge is laid.
Consular Employees and Honorary Consuls: The same level of immunity as for Service Staff

The following places and people are considered inviolable under diplomatic etiquette.

- the consular premises;
- the consular archives;
- the official correspondence of the post including properly marked diplomatic bags;
- the consular courier;
- consular officers, to a limited extent

THE GOVERNMENT
Your Guide to The Imperium

The Imperium of Birtonia is a complete autocracy mixed with an oligarchy. The Imperium solely operates on the national government scale. The precincts that make up the Imperium are governed at the local level by Military Governors of the Cura Condendi or Precinct Guard, which is a division of the Adeptus Terram. The national government is comprised of the Imperator, and underneath him are the Miles-Regium. Further down, day to day business is managed by the Adeptus Administratium. The Imperator acts as the executive and judicial branches of the government, the Miles-Regium act as the legislative branch whilst the Imperator oversees their actions.

The average Imperial citizen plays no role in politics. Voting is currently not allowed and no elections are held for the time being. The Imperator is Alsonius Vera Lonitlii, serving with the current ten Miles-Regium. The full list of the court of Miles-Regium can be found here.

RULES, REGULATIONS & RECOMMENDATIONS
For Success in Diplomacy

Security

The Imperium of Birtonia is, without a doubt, one of the world's safest countries, due to the high militarization. The Cura Condendi or Precint Guard, is a branch of the Adeptus Terram, and the national policing force. Each precinct has its own Militarum Governor to enforce the law on a local level.The Imperium o also realizes the importance of security of your embassies overseas, and unlike many nations,The Imperium and the Cura Condendi will provide total protection to your embassies and their staff. All manners will be taken to mitigate and eliminate any threats.

As a member of a diplomatic team, your rights in dealing with the police and diplomatic immunity are listed above. It should be noted, however, that there are certain rules you must follow as a member of a diplomatic team, even as high as the Ambassador. If you are stopped on the street, you are required to give your full name and your address to the Cura Condendi personnel. In return, you may ask them for their rank, station and name before giving them this information. You thereafter have the right to remain silent. Cura Condendi are allowed to pull over vehicles, where they have wider powers to ask you questions including your speed, status of the vehicle and to see your licence (note also your licence does have to be issued by the Adeptus Externii, coupled with your national one.)

The Cura Condendi also support the Embassy Protection Force. The force has two main roles. The first is the protection of embassies and embassy staff in Imperium embassies internationally, and to provide security for foreign embassies in the Imperium. This second role involves patrols, guard duties, and providing security escorts for embassy staff. The EPF can organize security briefing sessions for diplomatic and consular missions. Missions and posts are expected to provide an appropriate level of primary security, such as perimeter security, entry controls, intruder and duress alarms.

The EPF is the most well-armed portion of the Cura Condendi. All officers carry a .45 caliber military grade pistol, as well as OC spray and tasers. Inside their patrol cars, officers have access to rifles and shotguns. Each precinct has access to police air units, providing another layer of coverage. A police presence is never more than two minutes from an embassy or consulate.

This availability of security features, combined with the Imperium's firearms control decrees, means that official policy is to prohibit the possession, carriage and use of firearms by members of the Diplomatic and Consular Corps and by other members of the staff of missions and posts, including guards. This restriction also includes crossbows. . An exception may also be made if there is a long term and exceptional danger to a particular diplomatic post which may be discussed with the Adeptus Externii, the Imperium Militare and the Miles-Regium themselves.

Normal: An embassy is under little threat of danger. Possible situations could include misdemeanour offences such as graffiti, loitering, common assault or other antisocial behavour.	Two standing Cura Condendi Guards present at embassy at all times If requested, CC can provide a close protection team for diplomatic staff. If requested, an Embassy can receive security briefings on a daily basis.
Heightened: An embassy is under a threat of danger. Possible situations could include threats via telecommunications or mail, break-ins or attempted break-ins, damage to the chancery or a targeted assault on embassy staff members whether inside the embassy or not.	Two standing Cura Condendi Guards present at embassy at all times. If requested, up to two officers may patrol the interior of the embassy. These officers will be armed. If requested, CC can provide a close protection team for diplomatic staff. If requested, an Embassy can receive security briefings on a daily basis.
Severe: An embassy is under a likely threat of danger. Possible situations could include the successful break-in of an embassy, a concerted and calculated effort to damage the embassy or harm embassy staff, a credible threat of attack by communications, attempted or successful assault resulting in grievous bodily harm or death.	Four standing Cura Condendi Guards present at embassy at all times Two patrolling Cura Condendi guards will be put on station at all times withwith more than standard armaments. More officers may be provided depending on the nature of the threat. If requested, CC can provide a close protection team for diplomatic staff. An Embassy will receive security briefings on a daily basis. All diplomatic vehicles will undergo several layers of screening./list]
Imminent: An embassy is under the imminent and certain threat of danger. This does not include peaceful protests. Possible situations may include a potential riot, potential paramilitary assault or potential terrorist attack, a bomb threat, major damage being done to the Embassy or other pressing emergencies.	Two teams of six Cura Condendi guards present at embassy at all times. Numerous vehicles including armoured vehicles will be stationed around and possibly in the embassy grounds, cordons may be established, and officerswill be visibly armed with rifles. The Cura Condendi will provide a close protection team for diplomatic and service staff. The Embassy will be locked down. An Embassy will receive security briefings on a hourly or half-hourly basis.
Transpiring: An embassy is being assaulted and is in immediate danger.	Adeptus Aerus will respond to eliminate the threat. The use of lethal force will be immediately authorised. The Embassy and surrounding area will be locked down. The Cura Condendi will provide a close protection team for any staff that must be evacuated. The Embassy will be locked down. An Embassy will receive security briefings on an immediate basis. All available assets will respond to the emergency.

TRANSPORTATION

The Imperium of Birtonia Adeptus Externii mandates that all vehicles, registered to an embassy be registered and conspicuously marked as an ambassadorial vehicle . A majority of Birtonian citizens do not own motor vehicles, and the streets are subject to military vehicles during operational hours. A number of points should be taken into consideration when making arrangements for a motor vehicle.

[*]Vehicle registration fees, and taxes relating to the vehicle must still be paid. If your embassy purchases vehicles from the Imperium, the taxes pertaining to that particular vehicle will be waived.
[*]If vehicles are to imported, they must be inspected by the Cura Condendi before they are allowed to operate on Imperial streets.
[*]For concerns of safety, all vehicles must be left-hand drive.
[*]All motor vehicles must be registered for use on public roads. The registration fee is charged regardless of type or weight class of vehicle, however diplomatic vehicles may be charged at a lesser rate.

Diplomatic missions and consular posts (but not those headed by an honorary consul) are permitted to import or purchase a reasonable number of official vehicles under privilege according to the size and needs of the mission or post. As a general rule, Government applies a quota of one vehicle for the Head of Mission or Post and one vehicle for each two diplomatic or consular officers (that is, excluding administrative and technical staff and consular employees) at the mission or post. Missions and Posts must seek the agreement of the Adeptus Externii before registering additional official vehicles.

Registration of vehicles (and initial issue of diplomatic licence plates) or renewal of registration for vehicles belonging to an Embassy will not occur if there are outstanding parking or traffic fines of more than S$1,000.

Vehicles which are registered to an embassy or a member of staff of an Embassy are issued with red diplomatic licence plates instead of the relevant national plates. Registration is made to the Ministorium Transportus, plates issued by the Adeptus Externii.

These licence plates feature the seal of the Diplomatic Corps and feature a sequence beginning with DC for Diplomatic and Consular staff, and DX for technical and service staff. The first three numbers represent the country code of the Embassy, which is assigned based on the date of establishment of the Embassy in question.

Embassies may also consider the purchase of a private fixed-wing aircraft for travel around the country. The Imperium has a large number of airports and military airfields, and a private aircraft may serve embassy staff in numerous ways as they see fit. An aircraft must be registeredr as one belonging to the relevant nation. The Adeptus Aerus must escort these private craft at any point while they are in Imperium air space. It is up to the embassy staff to rent or purchase space at a nearby airport and pay for maintenance of the aircraft, as well as sourcing pilots.

STAFF

The Imperium does not place limits on the amount of staff an embassy may employ, nor does the Imperator restrict embassies from hiring Imperial citizens. While the Imperium does urge that embassies consider how many staff they will indeed require, as well as the size of their chanceries compared to that of their staff, no limits are instituted.[/quote]

The Spire Complex

The Spire itself is built into the earth and rock of the location, however the inverse peak is visible from the ground level. Additionally, the complex houses several buildings on the exterior. This is by far the safest place in the entirety of the Imperium, being the nerve center of the entire Imperium Militare. As shown below, this is the central building and the entrance to the rest of the facility.

On its own the building is designed as a fortress, all structures are hardened against direct attacks, as well as several key points for mounting weaponry. However, this in mind, the architects ensured it would be aesthetically pleasing. Several miles of gardens and assorted flora surround the complex, providing an additional degree of security and visible beauty.

The nearest urban sprawl is only ten miles away, along a main supply route, or highway, as other nations refer to them as. There is a helipad located at the facility in addition to ambassadorial garages for transport. In the nearby city there are a plethora of hotels, shopping malls. fine dining facilities, and generally the best the Imperium has to offer.

As the buildings fill up, more space, whether in the complex or nearby will be constructed.
