Now then, if you look above the text box, you'll see a button with the [ IMG ] tag (sans the spaces) to insert the picture. So, between the opening and closing tags, you will put the image URL.

First you need to get the picture you want to post onto the Internet; sites like Imageshack or Photobucket are popular for this as you can upload pictures and it doesn't cost anything to use them.

Once that's done, as Kryo already explained, you use the [ img] tags- there's even a handy button above the post-writing box. For instance, to post this pic:
