Dear God.

Okay, I'll explain it: Any refugee, immigrant or whatever has to be housed in Europe. And I mean ANY. There is one official quota up in the future for who has to house how many immigrants. HOWEVER: Europe still has to accept all these people into it's borders, and house them untill they can be sent back. Besides that, anyone officially classified as a war refugee has to stay here untill the conflict in their mother country has stopped. Also, although this is one source I'm not sure about, I've heard that refugees from dictatorships aren't allowed to be sent back.

Arguably Germany is already doing its part. It's the UK in particular that's been sabotaging attempts to find solutions.
