I am looking to rearm Avarga. Our constitution does not allow domestic production of most weapons and so I am turning to foreign imports, which are not restricted. As such, I have a long list of items which I will be looking to purchase, but first I feel that it would be prudent to inquire about certain rules your company has.

First, on the reselling of arms and vehicles. Would it be possible to sell them back to Zeus industries? At the moment I am having trouble imagining ever being able to retire these weapons, when the time comes to do so, as selling them to civilians is out of the question and simply destroying them seems like a waste. If you are unwilling to purchase used equipment, would it be possible to establish an auction or export program in which only ZDI approved customers can make purchases on used equipment? What punitive actions would befall Avarga should we resell without approval?

Second, I am unsure of which restriction level my nation falls under. Despite being a democracy, the head of state and the provincial leaders rule for life and are referred to as dictators. It is well understood that their powers are only limited by certain articles in the constitution and the capabilities of their privy councils. Being that those articles are not yet published internationally, I could give you a few details via telegram over what those power limits are if you need to know them for your investigation.

2. Which restriction level does Avarga fall under?

Given the provided information, your nation will most likely fall under somewhere between Level 2 and Level 3: this means that you will be able to buy all weapons in Restriction Level 2 and under, while some weapons in Restriction Level 3 may be allowed for your nation to purchase. Keep in mind that those 'restrictions' are security measures, to prevent our weapons from going to the wrong hands.
