In a smaller side-room of the WA building, the lady ambassador from Sobaira began work on improving her skills with proposals for the WA. She started with her ideas on a replacement for a proposal that was the target of a repeal, thinking it would give her a suitable handicap to get the hang of writing resolutions. This said, she presented her most recent drafts, as there were now two of them that approached the topic in different ways:

Added another alternative option after thinking of the case where consumption isn't reasonable after a NPC dies as a result of an otherwise cruel act.

ABHORRING the cruelty of causing unnecessary and excessive pain, stress, or fear to any creature, person or not;

UNDERSTANDING that non-person creatures lack sufficient means to protect themselves from said cruelty, and;

WANTING to protect these non-person creatures from said cruelty,

the World Assembly hereby:

1. DEFINES a "Non-Person Creature" (NPC) for the purposes of this resolution as a living creature that lacks person-hood and the associated rights, but is otherwise capable of acting of its own volition and capable of feeling pain, stress, and/or fear;
   
   
2. DEFINES a "greater end" for the purposes of this resolution as a result of an action that does one of the following:
   
   1. Fulfils a long-standing, nationally recognized, cultural or traditional behaviour,

   3. Does not significantly decrease the quality of life, or would significantly increase the quality of life of the NPC(s) to whom the act that this greater end applied,
   4. Secures the well-being of a person or NPC, or multiple thereof,
   5. Furthers science, grants knowledge, or promotes progress,
   6. Protects a person's, state's, or organization's livelihood, home, or belongings,
   7. Protects the environment from an invasive species,
   8. Permits a person to not have to perform an act that would put them in danger of serious harm in such a case where the NPC is reasonably trained, handled, and capable of performing it, or,
   9. Fulfils a function as permitted by international law;
3. DEFINES a "cruel act" for the purposes of this resolution as either:
   
   1. An action that intentionally makes a NPC experience excessive pain, stress, and/or fear; or intentionally decreases the health of a NPC, and isn't done towards a greater end,
   2. A lack of action that makes a NPC that is under one's responsibility, authority, or ownership experience excessive pain, stress, and/or fear; or suffers a decrease in health in a way that isn't towards a greater end when one has reasonable means and ability to have performed that action;
4. PROHIBITS AND FORBIDS performing a cruel act;
   
   
5. ENCOURAGES member nations, who have through 2.a. exceptions granted, to evaluate alternate ways of performing the cultural act that would not negatively impact NPCs as it would in its current state;
   
   
6. REQUIRES member nations, who have through 2.a. exceptions granted, to:
   
   1. Enforce on persons whom when performing an otherwise cruel act that the NPC survives, to make a reasonable effort to improve the well-being of the NPC back to before the act was performed,
   2. Enforce on persons whom when performing an otherwise cruel act that the NPC does not survive, to use as much of the NPC's body for consumption as reasonably possible or otherwise treat the remains in a respectful manner;
7. ENCOURAGES member nations to take reasonable steps to prevent persons with a history of performing cruel acts from gaining or maintaining authority, responsibility, or ownership of NPCs while there is reasonable belief that said person will continue to perform cruel acts.

   1. Enforce on persons whom when performing an otherwise cruel act that the NPC survives, to make a reasonable effort to improve the well-being of the NPC back to before the act was performed, or,
   2. Enforce on persons whom when performing an otherwise cruel act that the NPC does not survive, to use as much of the NPC's body for consumption as reasonably possible or otherwise treat the remains in a respectful manner;
7. ENCOURAGES member nations to take steps to prevent persons with a history of performing cruel acts from gaining or maintaining authority, responsibility, or ownership of NPCs while there is reasonable belief that said person will continue to perform cruel acts;
   
   
8. ENCOURAGES member nations with long-standing nationally recognized cultural traditions which offer exception and make acts only otherwise cruel to evaluate alternate ways of performing the cultural act that would not negatively impact NPCs as it would in its current state.

To those who would pay her mind and give her time, she spoke, "Thank you, honourable ambassadors, for your time with going over with me this to be my first... if even not of in the case of pushing it, at least, proposal. I apologise for mistakes that may be of the grammar or spelling, this language is not my first. I am open to all input, suggestions, and criticisms. This, so to say, replacement proposal, has been drafted with being of improving on another resolution, and to be addressing issues brought up about it that opponents felt the honourable legislator unable or unwilling to address."

She then clarified, "While I am of writing this, I am not of wanting to push it forth while the aforementioned honourable legislator is still of working on their proposal, barring something in overwhelming support from those who would have been of opponents to their proposal. This is primarily for me to be practising the writing of proposals for this august body, not to be of usurping the efforts of another."

On a desk topped with cluttered documents to the side she kept notes on older drafts, as well as the older drafts themselves, for those who would wish to look over them.

A second approach is drafted, more lenient, essentially forces nations to define NPC abuse themselves, but then make their NPC abuse laws internationally public through PRO-NPC. A better approach? Maybe. Sobaira would much rather it not come to this, but it is... here.

UPON FURTHER INSPECTION, redrafting and a B2 is needed. It feels that this does too little. Which... is kind of the point, but this feels poorly written and unsatisfying. Even for practice in awkward not in favour stuff, may as well do it better and better.

   1. Create an up to date depository for laws of member nations directly related to NPCs, specifically on what the member nation constitutes as a 'good cause',
   2. Make publicly and easily available the laws so gathered, and,
   3. Establish systems and create tools to help persons with browsing the depository to find specific laws therein;
7. REQUIRES members nations to be cooperative with sharing their relevant legislation with PRO-NPC;
   
   
8. REQUIRES member nations to not block access to the information made available by PRO-NPC;

Modified final 'ENCOURAGES' to also encourage stopping those who already have NPCs from keeping them. Also some grammar fixes.

Edit to some permissiveness to now permit confronting a NPC to protect the belongings of a state or organization where said protections were not present before.

Mostly just some formatting changes to make it read better. Also by splitting up conjoined clauses, future potential repeal attempts ( and general discussion ) will have an easier time addressing concerns as well.

Slight change in wording should make things less restrictive on butchering and similar; now if they fail to have a good used or traded they aren't breaking the resolution. They originally would have been. Oops.

Added another 'ENCOURAGES' section. May be too much to keep support if this becomes a proposal? May not be enough. Unsure if should be stronger or weaker means 'ENCOURAGES' is probably fine. Perhaps 'URGES' instead?

Do not be forgetting that this draft is only of existing to be used in the case that in such a time of repeal of your recently passed legislation you are unable to get the one that you admitted more desirable to pass and remaining within WA law, if even of then.
