Introduction
The nations of Valladares and Patistan are uniting to put to the consideration of the World Cup Committee members a joint-bid to co-host the upcoming sixty-fourth edition of the Cup of Harmony.
Information on the Bidders
Valladares
The Royal Government of Valladares, through the Federal Bureau of Tourism, and the Valladar Football Association would like to invite those nations that, in spite of their best efforts, missed out on the current World Cup's finals to compete in the 64th edition of the Cup of Harmony (or Copa de la Armonía, as it will be called within Valladares exclusively for purposes of domestic marketing), which we expect to bring home in association with our friends in Patistan. Valladares is a country located in the region of Rushmore, and renowned for the beauty of its landscapes and natural environments and the kindness and compassion of its citizens. The country's relatively recent opening to its neighbours and to the multiverse (mainly on the sports and diplomacy fields) has helped the nation establish cordial relationships with several other nations and has had a significant impact on its economy and culture, although the latter can be questioned due to the fact that its natural social heterogeneity, which was forged through history, makes it difficult to establish a "unified" Valladar culture.
With a strong footballing tradition, attested by Valladares' continuous presence at the main national and club football competitions in the multiverse, having plenty of stadia already suited for this competition's standards, and after the successful hosting of Copas Rushmori 10 and 20 and Cup of Harmony 61, both the VFA and the Valladar government are strongly backing this attempt to bring to Valladar land this prestigious tournament for the second time in four editions, this time joining its Patistani counterparts in this bid, and will be looking forward to having this bid accepted by the World Cup Committee and receive your nations with open arms for this upcoming Cup of Harmony.
Patistan
A nation which is yet to make a real dent on the International scene is now throwing in a bid to host the next edition of the Cup of Harmony. Now what is Patistan? Well, Patistan is an Islamic Republic which loves its citizens and likewise they love Patistan. Even though Patistan is an Islamic Republic, it is renowned for its moderation but that wasn't always the case. Patistan was taken over by a coup staged by extremist Muslims in the Patistani army, the government had at then implemented hard laws with a zero tolerance policy. That though came to an end after the Patistani revolution happened 15 years ago but things only did start to change after Imran Khan was elected into office. He struck out hard laws and amended the constitution to reflect his moderation policy. Patistan is now currently a nation which is famous for its dedication to social welfare and it's major tourism industry.
In the sporting world it's a whole other story...sports have always had a special place in the Patistani society, with them being a symbol of hope during hard times and just for plain fun when times were good. Football is considered to be the national sport of Patistan even though it's not officially declared as one. Patistan's first taste of international football was in the qualifiers of the 67th World Cup and since then have progressed slowly but noticeably. Even though the national team is still waiting for its first berth at a World Cup they know that they can beat any team on their day. One thing is for sure though, Patistan has a bright future in international football.
Scorination and RP Bonuses
The hosts shall be using the latest version of xkoranate, while using the SQIS formula to scorinate. In the case that either host fails to qualify for the World Cup finals and takes part in this competition, the other host shall scorinate the matches involving that nation as well as the half of the draw that nation plays in. The third-place play-off is initially slated to be scorinated by Patistan (and ICly played at Patistan National Stadium in Tachi, Patistan), and the final to be scorinated by Valladares (and ICly played at Alexander I National Stadium in Swangard, Valladares), although this allocation might be switched in the event one of the hosts participates in either game.
A cumulative RP bonus shall be used in the competition. The hosts shall not release the grading scale to be used (nor their criteria for an invitation to the tournament); however, rest assured that this grading scale shall be generous and rewarding.
Format
Considering previous Cup of Harmony editions (including the one hosted by one of the nations involved in this bid), the preferred format for the bidders would be a thirty-two (32) team tournament, in which eight groups of four would be drawn for a group stage, followed by the usual knockout rounds. Both hosts, however, are open to expanding to the tournament to thirty-six (36) teams, provided that there are enough entrants meeting the criteria set to stage a tournament of that size; the hosts are also open to inviting forty (40) teams, with eight groups of five, should that be the case. Regardless of the format and number of teams ultimately adopted, the knockout stage shall feature sixteen (16) teams.

Previous Hosting Experience
The user behind the nation of Valladares is a well-established user, having been part of NS Sports since May 2009 (around the same time the forums moved out of Jolt) and taking part in the World Cup and other related competitions ever since, with Baptism of Fire 34, World Cup 47, and Cup of Harmony 39 being his first experiences in WCC competitions. As for hosting experience, this user hosted successfully the sixth (as Whirl Islands), tenth, and twentieth Copa Rushmori editions and is also responsible for organizing it, and scorinates a 197-team domestic football league on a regular basis while also being currently in control of the Cup Winners' Cup (aka Cygnus Cup). As for specific WCC experience, this user already hosted the 61st Cup of Harmony along with Yttribia.
Although this would be his first experience at hosting a WCC competition if elected as host of this upcoming Cup of Harmony, the user behind Patistan has already hosted multiple competitions, like the IBS, WBC and the Runner Cup. He has also helped in the completion of 2 editions of the CEdC. Furthermore, he has third partied scorinated a lot of matches, so anytime you come on the IRC and are looking for a third party scorinator and he's online then there is no need to look forward. This user has also scorinated 5 seasons of the Patistani Premier league which has 3 tiers.
