The Quiver-class arsenal ship is a reconsideration of the original arsenal ship concept - essentially, an upgunned cargo ship carrying missiles, rather than merely a heavily-armed warship with lots of VLS cells. The design goal is to provide navies with a cheap, affordable (for its tonnage and armament) platform, which could be built at any harbour capable of producing a cargo ship (and thus DPR could be sold at a profit to any nation capable of building this ship).
For this purpose a hull design based on a large cargo vessel was appropriated. As the base hull could be constructed for under 3 billion NSD, even with all weapons modification the cost of construction was kept under $9 billion. True, the vessel is as a result relatively slow and clumsy, but the low cost allows practically all state actors and some major non-state actors to purchase this warship.
It should be stated clearly that the primary tactical use of the Quiver is intended to be as a long-range bombardment platform - launching cruise missiles against fixed targets such as enemy airfields, RADAR installations, power plants, and dams. Because these installations are incapable of dodging, cruise missiles can be launched against them from further off than a range of an anti-ship weapon. This means that the Quiver is intended to be used in tactical configurations that minimize its own exposure to naval combat. While it is possible to arm the Quiver with anti-ship missiles, it is not primarily an anti-ship combat platform. That said, the 10 Khan FOBS anti-ship ballistic missile launchers do allow it a bit of a punch in the struggle against superdreadnoughts, supercarriers, and other such weapons of intimidation and destruction.
That said, the Quiver’s survivability is enhanced by several elements - the sheer size of the ship is somewhat of a shield against missile attacks, and of course there are anti-torpedo defenses, decoy dispenses, and Rolling Airframe Missile launchers aboard the ship. Another useful tactic is to have Quivers carry some amount of anti-air missiles and anti-ballistic missiles in their VLS launchers - their RADAR is decent enough to shoot down.
But by any means, the Quiver is one of the most the most cost-effective missile platforms on the market today.
