Councilors of the Citadel,
It has come to my attention that several factions within the Hegemony, formerly powerful figures who led the great Hegemony in to decadence are responsible for several cases of misconduct. These individuals have thus been dealt with within the boundaries of batarian law. And with their punishments, I personally beseech the council to consider the Hegemony's return to a member state.

Having scouted the Quarian fleet through one of their numerous spy satellites, a small batarian frigate moves to broadcast distance to the Migrant Fleet. A message is sent across, requesting a meeting.

The United Vorcha were making headlines that many of the Vorcha who were sent to special education were able to lessen the stereotypes of the Vorcha little by little. Many of the celebrities in Citadel Space had expressed their love for the new government as it sent many credits and even a light transport as more Vorcha that were trained from outside the homeworld had started to come and help build the economy and provide training to newer generation of Vorcha to send them off-world for more training and living to try and make their race more dynamic and flexible for their economy demands it.
This rise of the economy and their military have started making new clans to form in the ways of hiring Turian, Asari, and Human mercenaries to help them understand how to fight better and they started to buy technologies and equipment to do massive scale constructions such as their first orbital mining station on the gas giant Lihart. Many Vorcha were happy to see that they had the technology to build such a thing was possible for them.
With the focus of Vorcha engineers the station was completed and this boosted the economy tremendously but it also sparked something new in Vorcha society because of the Vorcha living on the gas giant and making their wages by selling their fuel had started to build their own Clans around the idea of such things like duplicity, knowledge, and using technology that Vorcha wouldn't be able to have access to. It was because that these Clans had hired Salarians or were taught by the Salarians in the Special Education Program by the Citadel. They also started to adapt to being or travelling in gas giants have developed stronger lungs. muscles, and hides against the cold, highly pressured, and strong gravity that they travel to collect the fuel and they soon wished to simulate this and adjusted their station to this that other Vorcha who don't have the adaption that they do to where gas mask and suits to move the gas to their ships.
Marwl saw that these Vorcha were capable of being what Vorcha didn't seem to be possible of doing, commandos and special forces. Many of the normal Vorcha had just called them Gas Vorcha, Mask Vorcha, or even Mad Vorcha since they appeared addicted to the gas that is pulled out of the gas giant. However, they were consider the most elite of their kind and many of them started to train their special forces teams and they have been able to make advance Vorcha Armor based off it to survive in worlds that they can't breath on.

She takes out a small bundle of credits, easily over a thousand all together, and hands them to her. "Use these wisely." She tells her handing them to her and walks away. "Now where to go? Might as well get a few drinks." She remarks to herself and goes to a bar named Darkstar. Inside she orders a drink but before she does she notices a familiar face. "Ah Nyree." She tells the Turian Primarch making sure not to address him by title since he is here. "Mind if I join you for drinks?"

Zeus read over the Citadel report again to ensure that he missed nothing. From what the agents said, everything was going according to plan. Kyoto was captured by C-sec, and the Reaper tech was in the hands of the Turian Hierarchy. Once the tech was authenticated and Kyoto explained the situation, he should have no trouble convincing the Counselor of going through with the deal.
Zeus' concentration was shattered when an agent entered his office. The agent raised his fist in a quick salute and urgently delivered his !message. "Sir, you remember those Cerberus detefectors we picked up last week? Well they told us some pretty good stuff. First was the PINs to a handful of bank accounts, but the best just came out today. Apparently Cerberus found Shepard's body and they're trying to rebuild him, they have the technology." Zeus nodded and dismissed the agent, who saluted and exited the office. "This is good news. If Cerberus could resurrect Shepard then the galaxy would have another good man walking around again."

Kyoto chuckled at the Councillor's remark. "Did you stop to think that maybe I wanted to be captured? You may have me stuck in here with you, but you're stuck in here with me. Once that Geth tech gets authenticated you may be swayed by my gesture of goodwill. Perhaps if I told you why we need that info you would help. I belong to an Intelligence organization, we specialize in espionage. We are not part of the alliance, and we would appreciate it if you would keep them in the dark about this. We need access to that databases so that we can find escaped criminals and bring them to justice. I know you have no reason to trust me, but I am telling you the truth."

To the Batarian Leader
There here is nothing really preventing you from returning to the Citadel, you just need to be willing to accept all Citadel Treaties, and the fact humans are on the Council, become a Citadel Client Race again, and the Batarians must be willing to make an effort to stop the terrorist attacks by "the few Batarian patriots". Also the Batarians must be willing to make an effort to stop Slavery in the Hegemony in order to eventually improve the Batarian economy with a non slave based population. After those steps the Council will be willing to discuss lifting the sanctions imposed on you.
Council,
Slavery is both cultural and economically sound within the Hegemony's stable economy. Furthermore, "indentured servants" are much the same, although the Hegemony has the integrity to call it for what it is: slavery. As for the other conditions, the great Hegemony is willing to overlook the blatant imperialism of humanity in order to see these sanctions lifted.

Nor is any place where you can drink on the Presidium. When you have commanded a military for 67 years you learn that occasionally you need to relax, something I rarely do. And sure I can be elegant in my actions and I prefer fancier plans but sometimes something simple is the best way to go. If I want somewhere fancy there are plenty of such places withing walking distance of my office on Thessia. Here one can lean back and enjoy life." She drains her glass and puts it back on the table. Agent Kyoto nodded and smiled at the counselor's offer. "My freedom is of no consequence, but that file is vital. I can offer several things for the file, and don't worry, I actually have authorization to offer them. First is some info on a new Cerberus Project that revolves around a certain spectre. Second is an offer that my superiors think that you will accept. We are willing to offer our services to the council, or just to the Turian Hierarchy. We operate deep in the Terminus systems and could reach any target, spy on any organization, go anywhere without restraint. We could be the Citadel's arm in the Terminus. The best part is that we can't be traced back to you, unlike the Spectres." Kyoto finished his long winded speech and sat back, analysing the Turian's face for his response.

Zeus keyed a seemingly endless set of pass codes, ciphers, and security questions as he navigated the Labyrinth that was his secure communications network. He found the connection to the Agent he sought, one of his best Cerberus Agents, and activated the line. A balding middle aged man appeared on the view screen, rubbing his temples and staring out of bloodshot eyes. "Hello, Wilson here. Miranda? Look, I don't care if you want me to report call me in the morning." The man said, adding a rather nasty swear on to the end of the statement.
Zeus chuckled and replied jokingly, "Do you greet your Cerberus superiors this way too, Agent Archimedes?"
"Zeus!" Wilson shouted, falling backwards out of his chair. He rolled out of the fall and stood straight at attention, fist raised in a salute.
"At ease Archimedes. We have received Intelligence that Cerberus is planning to resurrect Shepard, would you have any information on that?"
"Well Sir, I was just about to report on that. The Illusive Man selected me to assist with Project Lazarus, which is meant to bring Shepard back to life. I'm under the command of a *insert expletive* named Miranda. She's good at what she does and is pretty smart, but I can't stand her. I was going to send over her dossier for potential recruitment with my report."
"Good work Archimedes, and I will look over her file, but the main objective is Shepard. Do not attempt to sabotage the Project. If Shepard is resurrected then you must try and bring him to us. I'll send you the full mission details once I receive your report. Zeus out.
