Sarah was a foster child until age 18 after her parents were arrested, according to the app. Ironically I was aiming to have Sam see Sarah as a big sister of sorts, seeing as how the girl was an only child and somewhat prone to latch onto people apparently.

I don't think she knows Luke was the shooter but he did take part in the coup.

Sam would probably try to get Sarah to go back eventually, but I'm not certain Sarah would want to go back so soon. If she chose not to Sam would probably tag along until she could change her mind.

I feel that Infected should remain as NPCs, primarily as enemies. However, should an infected be encountered that was less aggressive than the others then go for it. Otherwise a Psychotic with intact humanity would probably just be a Gifted survivor. While not as common those who are gifted can have physical changes. Just look at D for example.
