The Zel system contains five planets, orbiting the Zel star. Zeloa, the closest, is a gas giant with fourteen moons. Zeldiis, the second planet, is barren rock, and has three moons. Zeltros, the third, is terrestrial with two moons. Zelvahn, the fourth, is frozen desert with four moons, and the fifth planet, Zellone, is a gas giant with seventeen moons.

The planet Zeltros is, by and large, a warm, pleasant place. All cities are constructed to limit environmental damage. The primary terrain includes a large number of forests and water bodies, but the Eastern Province has more open ground in the form of fields used for farming and food production.


Economy
As an entire planet with a good environment, Zeltros is largely self-sufficient on the basic scale, feeding and clothing its people with ease. Its most lucrative international industry, however, is tourism, with an abundance of pleasurable facilities ranging from amusement parks to theatres, night clubs, and much more making it a noted pleasure planet and vacation world.

The major import is gourmet consumables. The major exports are art, entertainment, luxury goods and high technology. Amongst that technology is, quite frequently, hologram-based tech, for which Zeltrons are known to have an aptitude.


Government
Zeltros is governed by a popular elected monarchy. A King and Queen are elected as co-rulers based upon their abilities, and whether they are judged to excel in the areas that Zeltrons value. Beneath them are the Governors, who manage the various provinces of Zeltros, and the govermental ministers who handle much of the day-to-day legislation. The monarchs are expected to oversee these functions, and will intervene wherever necessary. Furthermore, in many cases it is possible to take a matter directly to the King or Queen, as they are widely known for being available for conversations with the public, and frequently hear out their people personally if approached.

The People
The vast majority of the population of Zeltros are its own people, the Zeltrons, who comprise approximately 91% of the population. The other nine percent are of a wide variety of other species, ranging from large groups to single individuals of their kind. The demonym is Zeltron, though Zeltronian is an archaic form, but the non-Zeltron citizens often go by the demonym 'Zeltrosian', to denote the planet they call home.

Zeltrons are a vividly coloured near-Human species, whose skin ranges from pale pink to a deep red and includes purplish pinks within this range. Their hair is usually red, blue, purple or pink, though blue-black and other such colour variations are possible, and eye colours can be anywhere from maroon to blue to purple. The average height is 1.8 metres, and the average lifespan is eighty years. Zeltrons tend to be in excellent physical shape, and the vast majority are highly attractive by humanoid standards.

Zeltrons possess a number of interesting biological traits. For one, they have a highly active metabolism, which allows them to consume rich foods easily, but requires more frequent amounts of food consumed overall. For another, Zeltrons have two livers. This comes in handy when drinking, and even the most waifish-looking Zeltron woman can drink the average human man under the table if she wishes. Another trait is the pheromone production of which Zeltrons are capable, affecting others and enhancing their attractiveness to others. One very distinctive trait, however, is telempathy; Zeltrons can project emotions onto others, or read and feel the emotions of those around them. This empathic ability has shaped Zeltron society very strongly; Zeltrons abhor cruelty and strive to maintain a constant state of happiness for all around them, as they would otherwise be affected by their negative emotions.

Psychologically, Zeltrons live in a state of emotional extremes. A happy Zeltron is ecstatic; a sad one is truly miserable. They lack 'middle gears', so to speak, and are prone to extreme enthusiasm for the idea of the moment, though they are somewhat easily distracted. The first inclination of a Zeltron is to love, but a Zeltron who is pushed to it can be a formidable warrior.


Culture
Sensuality is a key aspect of Zeltron culture. They are noted as producing some of the best erotic fiction, and highly risque artwork, songs, dance numbers and theatre productions. Another aspect that at times surprises the unwary is the fact that Zeltrons are almost constantly partying; if there is no party on they'll be looking for an excuse to throw one.

In terms of favoured attire, it is common to see Zeltrons wearing shockingly bright shades of neon colors in wildly designed bikinis, or nearly skin tight clothing of other sorts with bizarre color designs, patterns, and symbols. Nudity is far less taboo on Zeltros, and so clothing is frequently extremely revealing due to the low emphasis on modesty.

Zeltron culture is, by and large, one of acceptance. Xenophobia would be considered bizarre, and homophobia utterly ridiculous; this last is at least partially due to the fact that a majority of Zeltrons are either pansexual or bisexual.

Monogamy is considered quaint but impractical; Zeltrons do not marry. In terms of family structure, children are usually reared by their mothers and the surrounding community, tracing their families matrilineally and just keeping knowledge of the father's name to avoid inadvertent encounters with half-siblings. For a male Zeltron, it doesn't matter whose children he fathered, just whose children he's currently helping to raise. When he and the mother move on, he'll likely maintain bonds of affection to those children, but he'll also help raise any a new lover has. His own blood children, if he knows them and lives nearby, he's likely to befriend and watch fondly, taking pride in their growing up strong and happy. The exception is if a male Zeltron adopts children for whatever reason, or chooses to raise his own under alternate personal circumstances. Even then, however, others will assist. It would be unthinkable for any community member to refuse to help if they are needed and can fill that need, so the mothers or fathers are never stuck with all the work. Zeltron communities are thus intricately connected, and the people within are affectionately linked to one another, willing to do favours or help out wherever they're needed, knowing others will in turn help them if they need it.

History
Zeltros was colonised by humans, in ages very long past. Something of the conditions of Zeltros saw those humans evolve, differentiating from the baseline over time, first into a subspecies of humanity, and then into what can be considered a new species.

The Zeltrons had become themselves. And a society was swiftly worked out to best meet the needs of the people, a society that has persisted for thousands of years.

The culture and traditions of Zeltros became more unique as time went on, until we reach the point seen today. Zeltros is now unlikely to change much further in any significant way; its people are having fun, and that is good enough for them.

Zeltros has customarily been independent of the vast Empires and galaxy-spanning dominions; one suspects that, while on the voluntary side they prefer their local rulers, they have not been conquered largely because a conquered or oppressed Zeltros would add little to nothing of benefit to its conquerers, who have disregarded it accordingly.

Nevertheless, Zeltros was in its past invaded twelve times in six centuries, but none of them stuck. To date, almost every invasion of Zeltros, save for a chain of three invasions shortly after the Battle of Endor, broke apart when the invaders made it planetside, the pheromones and party atmosphere overwhelming them.

Of those three, the first was an invasion by the insectile Hiromi, who succeeded in taking over a large kitchen in the royal palace (arguably because the Zeltrons didn't notice, or didn't care), before being interrupted by a successful invasion by the nearly emotionless Nagai, who were interrupted by a third invasion of the Tofs, their natural enemies, resulting in the Nagai (and the Hiromi) allying with the others on Zeltros (including several notable Alliance and Imperial members) to drive the Tofs back, resulting in one of the largest parties in history, no mean feat by Zeltron standards.

Zeltros has been attacked at least once subsequently. This invasion, too, did not succeed.


Zeltrons on Law
What laws there are on Zeltros are predominately concerned with keeping order. There are few social restrictions beyond not infringing upon the rights of others.

Most drugs are legal, but the effects are well-publicised, and Zeltrons are encouraged to choose the least harmful variants. They are given the information they need and then permitted to make their own choices.

For lawbreakers, the Zeltrons have a custom involving something called the Circle. The Circle, in this context, is a gathering in which those affected by a crime share their feelings with the one who committed the crime. Being telempaths and cruelty being rare amongst them, the Zeltrons feel that remorse and reluctance to reoffend are more likely when one is made to understand what, exactly, you have inflicted upon others.

Frequently, those who stand in the Circle and discover what the crime-victims and affected witnesses feel enter rehabilitation with the utmost of willingness, and subsequently strive valiantly to make amends to those they have wronged.

As far as facilities go for subsequent steps in the justice system, there is the Rehabilitus Domain. It is separated from the rest of the people, due to its occupants.
Those confined within are treated fairly and with decency.
There are three separated wings.

In Rehabilitus proper are those Zeltros is currently seeking to rehabilitate.
If this proves impossible, or the crimes have been too dire, there are the other two.
Rehabilitus Comfortus is used for the care of the incurably criminally insane. Less violent insane folk are confined elsewhere while the Zeltrons seek to heal them or, if not healable, at least give them a decent life in a safe environment.
The final wing, Eternus Wing is used to hold those criminals who cannot be rehabilitated that the Zeltrons A) have not yet exiled, B) cannot safely exile, or C) other conditions apply that make placing them difficult.
As with all other parts of the facility, those confined here are treated well. Zeltrons do not believe in answering their crimes with brutality.

Other punishments include exile from Zeltros, though a state vaguely similar also applies to those who find themselves unable or unwilling to fit in. They are encouraged to travel, though certainly not forced to do so, in hopes that they will find a life they prefer elsewhere. Not being actual exiles, they will be welcomed back if they return, and even exiles are permitted to return if they consent to undergoing rehabilitation.


Military
The Zeltros Defense Force is both a contradiction and confirmation of the nation's largely pacifistic policies. Comprised of volunteers, this force does not leave Zeltros, and fights only if Zeltros is attacked. The rest of the time it just trains and gives its members discipline enough to help in emergencies. Any Zeltron over the age of fifteen can undergo the beginnings of training for the Defense Force, though they're expected to keep up their other studies. Once they turn sixteen, they get more than the basics, but they aren't considered full fighting members until age eighteen.

When at peace, which is most of the time, Zeltros rotates its soldiers so that they spend some time training and serving as most necessary things, and spend the rest of the time at home enjoying themselves in civilian jobs. At last count, there may be one thousand ZDF members currently active, and not all of those are what one would call ground troops. They're doing their training, and also responding to any problems of the natural kind on Zeltros; for example, if a storm harms a region the ZDF moves in to help look after people, conducting search and rescue operations and other such tasks.

The ZDF fights non-lethally where possible, and tries to minimise any pain inflicted. If they must kill, they are to do so quickly and cleanly, in accordance with the laws of Zeltros. Torture is forbidden, and this would apply to PoWs, too, who are to be housed humanely and looked after before being released as soon as is possible.

The current head of the ZDF is Commander Artania Sellesa.


The ZDF and Uniforms
The Zeltros Defense Force are widely known as a brightly-coloured group. Body armour is issued, but each member is permitted to customise their gear as they please. As a result, one could gather ten ZDF members, and no two would be wearing gear in the same colours and patterns. Since they are all so different, they are not uniform, and are thus technically not uniforms.

The ZDF remains baffled as to why opposing forces tend to squint and look away a lot.

That is the word we would use to describe these creatures, and although living on a constantly happy planet would be a hellhole for us, it is good that they do not oppress or otherwise fetter their citizens. We also approve of a meritocratic system of government, although we take issue with the Zeltros calling it a monarchy. Zeltros is partially looked down upon by Augarians: it's economy, based not off of industry or finance but, instead, enjoyment, is viewed as unsustainable, regardless of current financial security. While the social policy of Zeltros indicates a laissez-faire outlook on life, it is unclear as to whether or not this system has been adopted economically or not.

Considering the leftist views of most Zeltrons, Augarundus is inclined to believe it's not. If that is true, then, Zeltros appears to be another pleasure-based commune, one that Augarundus is snobbishly indifferent to.

The Constitutional Monarchy of Joyous Zeltros

Of all tales of sorrow and pain in our universe so is none so sad than the story about the people of Zeltros. Once long ago were the Zeltros human beings just like you and me my dear reader that in the spirit of humanity that gives us the right and duty to bring civilization to the lesser species. However during the centuries so did something horrible happen to this cursed people and they devolved to a non-human species forever cursed to live in the knowledge that they once were members of the most perfect of species. However as they no longer have human discipline and self-control so did their culture* devolve with them and they do today preform horrible acts of perversion to one another and seem to even lack the most basic modesty that serves as a trademark for any civilized society. They seem to mimic the superior human monarchy as their government but they have** made some horrible mistakes as they instead of the superior form were your monarch is a title that is inherited by the oldest son of the king so do the Zeltros vote who to choose as their king and queen which leaves often charismatic leaders who have not really any idea of how to rule a nation. What is even more disturbing about this nation is that they instead of raising your sons and daughters by a nanny to be loyal to their house so are Zeltron children raised collectively and are often unaware of who their real parents are.
