Discussion within the Assembly

Learn More | Resolutions | Out of Session Thread | International Court of Justice | The Second Charter


The Assembly is the primary body of the League, with each member entitled to send a delegation of no more than three representatives. Each nation receives one vote on all matters - Resolutions demand a two-thirds majority vote. In the case of an authorisation of force, a unanimous vote is demanded. The voting power of the nations against whom the force is directed, if they are members, are not considered in such a vote.

  • Any member may propose a Resolution to the Assembly.
  • Once a Resolution has been proposed, there will be a 7 (out of character) day window for discussion. Amendments may be proposed during this time. Votes cast within this time WILL NOT be counted.
  • A vote on a Resolution will begin 7 days after the Resolution is proposed. Votes cast within this time WILL be counted.
  • A two-thirds majority vote is required for a Resolution to pass, with both absence and abstain votes not counting towards the final tally.

The Lithuanian plane landed in the ID. Out stepped the Grand Duke and the Lithuanian delegate to the League, Osvaldas Balakauskas. "Osvaldas," Casimor said turning around to Osvaldas. "Leon has told me that you have great potential. Prove it here, and there will be great things in your future." Casimir then walked into the League building.

"Welcome your excellency, we have been expecting you. When you are ready tell me and we can send the message to the other nations," a guard at the desk told him. "Send the message," Casimir told the guard. The message read,

"Honorable delegates and nations of the League of the Western Isles, I summon you to the first meeting of the League in the ID. May we begin to work towards a world of piece now and for the coming generations."

Alex decided to arrive in style. He got himself ready and jumped from the plane. Rocketing down towards the ground smokes popped, the colors of polar svalbard, blue, orange, and gray. He pull his parachute and out came the Svalbardian flag. He landed brushed off his suit and smiled as he walked in the door, hoping Coralie had seen that.

Coralie Jauffret, first Secretary General of the League, was having a coffee in the Diplomat's Cafe in the Palace of Nations. Along with her was the head of Tuernia's delegation to the League, Colin Garnier. They were discussing the upcoming first meeting when they both got a text bulletin from the Tuernian Ministry of Foreign Affairs.

They both walked out of the cafe, and down the hall to the chamber. It was a large conference room, with hemispherical seating for the delegates. The waited at the back row, nearest the doors, for Casimir's arrival.

Kellie decided to arrive simply. In her Prius, she got excited. Her brother, Joseph, signed the document. She did the fun part. She parked it beside a couple of other cars. She got out with her notebook and a knife in her purse for defense reasons, as well as her wallet and gum in the purse.

She entered the building shyly, keeping to herself. She too entered the Chamber and sat down silently not wanting to be a bother.

Augustia White had a way with words, a way that pulled you in closer and made you wanting more upon hearing a pause. Her hair was golden, her eyes were emeralds, and her lips were ruby. At least Ian thought so. He was deeply in awe of Augustia, in more ways than one. Everything about her--her background in VEO, her strange promotion to diplomat, the rumors that surrounded her past--all was exciting and mysterious. It was much to Ian's shock that she was to be designated as official ambassador to the League, while Ian himself was to be assigned to travel abroad when required. Still though, he had the honor--and the privilege--to spend a few initial days with her at the I.D.

Stepping into the Chamber, Ian's eyes darted to and fro, impressed at the expanse of the place. Augustia quickly scanned the room nonchalantly, firmly keeping her composure and grace.

Katja walked out of the ID's airport and took his car. In the car, she looked out and thought "Nikolai wasn't wrong. It's beautiful in here." In the car she readed couple of document's that comrade Lidov gave to her.

When she arrived to Assembly Building, she went immeaditly to the chamber and waited the other nations

Arriving more on time to the proceedings, being now the delegated Representative of Domanania, Henry Salvar exited the limo that brought him from the airport. He smoothed out his suit and fixed his elaborate tie before walking in with his guard at his heel. A different one this time but still the tall, broad type of man one treads lightly around.

Walking in to see the already arrived delegates, he smoothed back his jet black hair, giving way to his icy blue eyes. He would still tread with caution, due to his paranoid nature with 2 attempts on his life so far. Finding a place to wait until the doors were opened for talks, he stood talking casually with his guard.

Robert de Monteils, recently appointed League delegate, arrived by corporate jet to the International District; his first time visiting the location, and certainly not the last. His straightened the sleeves of his finely-tailored, charcoal suit, checked his tie - a perfectly even knot, and stroked his cheeks down to his chin, smoothing out his neatly trimmed facial hair. In his other hand he held a briefcase, occupied currently by only the few documents currently governing the League, and a recording device that he utilized at all important meetings.

At a brisk pace, he approached the building where the conference would take place and stepped inside. Noticing the other member-nation's delegates already arriving, he decided to find his seat in anticipation of the beginning of the discourse.

Grace Empyr stepped of the plane to the International District, and headed to the Palace of Nations. She had reassigned herself to represent Dashgrinaar in the League of Nations. On arriving to the Palace, she took in the architecture and grandeur of the place, then she walked to the assembly room, hoping to get a seat before the meeting started.

Casimir then noticed the other man standing next to her decided to introduce himself. Casimir extends his hand out and says "I am Casimir and this here is Osvaldas. Your name is...."

President Xavier Dazalus of the Democratic Republic of Jaamar strode into the conference hall with purpose. He was clad, as ever, in a midnight black suit with a tie bearing the colors of the Jaamaran flag. His dark skinned head was shaven, and he wore a simple graying beard. At his right elbow was Minister of Foreign Relations Adam Marakain, the person who made Jaamar's involvement in the league possible. To his left was Anara Lindholm, Jaamar's first Ambassador to the League of the Western Isles. She was a sharp contrast to President Dazalus, fair of skin and blonde of hair, but with a gaze that could shatter steel.

And of course, there were security teams accompanying the diplomatic party, but most had stayed out of the Conference Hall. An even larger party waited at the hotel, or at the airfield aboard the Presidential Aircraft. Only one bodyguard followed the three into the room, a tall asian man of that Xavier knew as Sergeant Major Adrian Ryang, but most knew only as Agent Black. Ryang was one of Special Force's top operators, and would also serve as the translator if need be.

Xavier nodded at his fellow heads of state as he approached the row of desks given over to Jaamar. He slowly sat, Lindholm and Marakain doing the same shortly after. Agent Black took a long look around the room, before taking a place behind Xavier.

Seeing as numerous delegates had come in and taken their seats, Coralie decided to get things moving. She went up to the dais, while Garnier took his seat.

"Honorable delegates, welcome to the first meeting of the Assembly of the Western Isles. We may now begin the business of this organization. The chair is open to suggestions for our first order of business, but it seems to me the most important thing at present is the formation of the International Court of Justice, as prescribed in Article 8."

The Assembly shall formulate and submit to the Members of the League plans for the establishment of an International Court of Justice. The Court shall be competent to hear and decide any dispute of an international character which the parties thereto submit to it. The Court may also give an advisory opinion upon any dispute or question referred to it by the Assembly.

Kinoosak Rodgers walked into the conference hall smelling distinctly of salt water, and bearing a slight grin on his face. Seeing that discussion was already underway, he quietly took his seat and waited for an appropriate time to interject.
