Looks good, however, in the time section you have a typo, you said "that are spend to do activities..." Whereas it should be "that are spent to do activities..."
Other than that, looks good. Can I make a settler presumptively?

Yes, Yes. Thanks for the info, I tend to write rules at a speed of 30 words per minute and so I often leave mistakes.

I don't know much about D&D(W40K is my thing) and even less about Last Exile, but it seems to me that D&D's mechanics, which are based around small groups of adventurers exploring, are not quite suited to dogfights and the like. You could adapt, to be sure, but it wouldn't really have the same feel as an actual dogfight, more like dueling with some terminology changes, ya know?
