Dibeg Spies Uncovered in Vancouvia!

Late last night at a bar in Vancouvian capital city of Vesuvius, two men were found to have documents on their person identifying them as members of the Dibegian Navy's secret intelligence service. The men, both wearing suit jackets and formal attire walked into the bar after sitting in on a meeting of the Vancouvian parliament. They were found to both be armed with various knives, offensive chemical weapons, and silenced military grade handguns. Their mission in Vancouvia is unknown.

The two men, whose names remain confidential, were discovered when one of them mistakenly allowed his handgun to be seen. As the bar was quite close to the heart of Vancouvian government, a nearby security official immediately took control of the situation. The two men were asked to come to the local police station and were subjected to a search. This search revealed the wide armament of the two individuals, and their secret service credentials. The men were taken into custody at a high security detainment facility immediately.

Neither the Dibegian, nor Vancouvian government have commented on this incident. Speculations by various contacts inside the Dibeg Ministry of Defense have said that a blow up of international scale is unlikely, but that there could be repercussions. This incident has caused some to question the presence of Dibegian agents in capitals of other nations. while the Ministry of Defense could not comment, Sources say that the number of agents on the Department's payroll suggest that the service has the capability to have two agents in all the major nations of this region.

While this incident is profound, the consequences of it re yet unclear. The nation, and the region, wait to hear more.

Minor Permit Issue Causes Commotion

Two armed men in Vesuvius were taken into custody today, after seen carrying handguns and not being able to show their carrying permits to local police. After being questioned, the men were determined to be Dibegian citizens, possibly involved in the Dibegan navy.

"Nothing malicious here," said Justin Ping, captain of Vesuvius police. "Just a couple allies who neglected to follow the permit laws."

The two Dibegians were immediately released after agreeing to file for proper permits.

Democracy a Sham???
Concerns about the operation of the regional government

The Times have conducted a comprehensive investigation concerning the inner workings of this region's government, the findings have been quite revealing as to how matters really play out in the executive branch. This reporter contacted representatives from 4 nations on the executive branch, the responses showed that what may have seemed to be a completely democratic government may have been guided by a firm hand.

The government of Polar Svalbard, this region's Secretary of the Interior was asked a series of questions concerning his role in the regional government, his answer did not directly answer all the questions, but what it did state was the following. "Right now i have yet to be able to do anything in my position due to complications.." This officer has been elected for multiple weeks, and has yet accomplished little for his position. The "complications" that this officer cites remain unclear throughout his response, but he does state that he has not been prompted to become more active in his position, a lack of oversight from the part of higher officers in the government.

A representative from the government of Great Imperiolona was asked a list of questions about his role in the government, and actions during the recent voting fraud scandal. When asked what measures he had put in place to defend the region, the response was vague. "Yes that's interesting, if I am done with mission Blofrostonia. I think I am going to talk this trough with the other ministers and maybe have a reverence, about it. Blofrostonia is almost done so I think it won't take long before we start with that." The officer essentially admitted to have put in place no safeguards, despite holding his position for many weeks. Of more importance however, was how this government answered a question about Vancouvia's role in the discovery and aftermath of the voting fraud. " I am very sorry, that is a question I can't awnser. I can't tell you which roles we played..." The representative had previously stated that it was Vancouvia that uncovered the initial fraud, but when asked a more direct question, refused to comment on how the task was split between president and Secretary of Defense. The uncandid nature of Great Imperiolona's representative's response brings up concerns about how the regional government actually dealt with the matter, and whether the regional government has enough measures in place to ensure transparency.

When asked about his nation's role as Secretary of the Exterior, a representative of the New Dragleician government stated; "He, really hasn't contacted me or had me take up any of my duties as Secretary of the Exterior. I've asked him about it and he never responded so, I guess it seems to really be more of a title right now." The "he" that this representative was referring to was our regional founder, president and World Assembly delegate, The Free Lands of Vancouvia. The duties of the secretary of the exterior are as follows:
-Maintains an active recruitment program, enlisting others' assistance if required
-Advises and presents on any embassy requests, alliance requests, and all other foreign policy matters
-Acts as ambassador to other regions or foreign nations
According to the New Dragleician government, none of these roles have been fulfilled, and there seems to be no plan in place to do so. Whether one nation was shirking its duties, or another was preventing them from being carried out is unknown. What this reporter has found is that this key office of our regional government is currently listless, and is "more of a title..."

This issue is especially compelling as New Dragleic has been challenged for his nation's position as Secretary of the Exterior. The main reason for this challenge seems to be his inactivity. What this reporter has found is that it may not be solely the fault of New Dragleic that nothing is being accomplished. All matters with embassies and regional recruitment have been dealt with by the president, although the constitution outlines them as duties of the secretary of the exterior.

When a representative from Vancouvia, the president of this region was contacted, he replied quite concisely, and did not reveal any new information about how the voting fraud scandal was handled. He did deny that the Secretary of the Exterior had contacted him about embassies, a remark not technically contradicting that made by New Dragleic, but which could cause disagreement. When asked what his nation's interaction with the other government had been, Vancouvia responded; " A few have asked for guidance, a few have not. I'm happy with a few and not with others. I'll decline to say more on the record." This statement leaves much to be desired, and again shows that our regional government may not be transparent enough to allow for proper democracy. Who is at fault for the unfulfilled constitutional requirements of almost every executive member is unknown, as no officer has divulged any definite information.

These responses from three of the highest ranked officials in the region are unsettling, what is realing going on in the executive branch of the government? It seems that some positions are more of a figurehead than anything else, as no work has been accomplished. The sec. of Defense did deal with voting fraud, with the help of the President; the secretary of the Interior has created a thread to allow for discussion, but what has really been accomplished? It may be that an unelected member of the government is running the show, calling the shots, and resisting attempts by his own executive team to fulfill their duties for themselves. How does this region really function, or are the democratic ideals the government is founded upon just words.

Free Speech Reaffirmed Amidst Criticism

The Vancouvian Foreign Affairs Committee (VFAC) was dragged before the other members of the Vancouvian Congress today to answer for the recent negative 'news' report from The Bewad Times. Upon the release of the report, titled "Democracy a Sham???", Vancouvian public opinion has begun to question the tactfulness of the VFAC. It was therefore inevitable that an immediate hearing of the VFAC would take place. As of yet, no formal complaints have been filed by Senators against the VFAC, but common Congressional opinion has begun to turn against Dibeg. A short, formal Congressional report was released on the matter, stating that although the Dibegian report was "inflammatory" and "reckless," Vancouvian stands firm in their commitment to both free speech and the WIND alliance.

General Congressional approval fell 2 points in a flash poll, while the individual senators in the VFAC have lost an average of 6 points across the board.

Seahorses Spray Summerland

A new project was launched in Summerland today, a drone-based fire extinguisher system. The project, titled Seahorse Initiative, will move Summerland from a firefighter-based city to a drone-based city in its efforts to fight fires. The drones, in appearance to five foot high seahorses when vertical, are programmed to fly to the nearest fire, link up to a fire hydrant, and then tackle the fire. In addition, the seahorses are capable of entering into heavily inflamed buildings to rescue civilians. The Summerland firefighters have aired their concerns about the Seahorses' capabilities and reliability, and many have already moved to other cities in pursuit of employment. The Seahorse Initiative is estimated to save taxpayers hundreds of millions of dollars over the next ten years. If the Summerland pilot is successful, the initiative is likely to spread to many other Vancouvian cities within the next two decades.

Presidential Address on New Foreign Policy

President Martin Allard addressed the National Assembly today, outlining his administration's new approach to foreign policy. Previously Tuernia stayed out of international affairs, being a small nation it seemed wise to do so. However, the new policy seeks to integrate Tuernia into the economic, diplomatic, and cultural global system. The shift in policy was part of the Socialists' platform in the 2013 elections. At the time they promised new opportunities for the average Tuernian arising from rapprochement with the international community, especially in relation to increased tourism and trade deals.

The President said that the new policy would seek to foster friendships with all nations, but retain Tuernia's commitment to human rights. As a practical measure, the President is sending Ambassador Coralie Jauffret to the Second Regional Conference in the International District. This is a meeting of most nations in the region, and the first in which Tuernia has been represented. All Tuernians look forward to the results of the conference.

Verdonian Military Base Announced

As part of a comprehensive agreement between the two nations, a Verdonian naval base will begin construction soon on the eastern edge of Saint-Luc. The exact make-up of the Verdonian force at the Lancieux Base is not yet known, but presumably it will be home to detachments from the Verdonian Armed Forces, including several warships. The land is being leased on a 99-year plan, and during that time will be sovereign Verdonian territory.

The agreement includes a defense agreement, which obligates Verdon to protect Tuernia from aggression, but respects Tuernian neutrality if Verdon goes to war itself. The government released a statement about the agreement.

"We feel that due to our shared cultural heritage, Verdon and Tuernia are natural allies. This deal is very favorable to both sides, offering Tuernia protection while respecting our neutrality, and providing Verdon a base in the west of the region. We hope this is only the first step towards greater cooperation between our two nations."

Protests Against Criminality Take The Streets

Hundreds of Shancionians went to the streets today to protests against the rise of criminality all around the country. They claim that the government must act quickly and stop the criminals before the situation gets even worse. Smalls crimes, like pickpocketing, are starting to appear all around the country, and haven’t been as high since 1986, when the governament created the community policing program.

The prime-minister Yan Majalowitz, in a last hour public address this morning, said that the government is trying to increase the amount of jobs, and raising the police force isn’t an option at all;"We know that the criem has grown, but the situation is under control, and police force will note be the key to stop it. The big enterprise in the eyes of the Parliament is the controversial extraction of recently founded uranium in the south-west, which promises to employee thousands of people, that has a very devided popular opinion.

Tropical Storm Aims for Western Prefectures of Bhumidol

Earlier this evening, the Oceanic and Atmospheric Ministry Issued a series of warnings for Bhumidol's four western prefectures, concerned about a developing tropical cyclone that's expected to intensify to a category 1 cyclone and make landfall in 60 hours near the port city of Vikramenshe.

The incoming system is expected to drop anywhere from 26-30 centimeters over a period of 24 hours, due to the Rain Shadow effect of the Bhumhalese Mahayakhni Mountain range. Severe Flooding is expected, and the Ministry of Defense has sent 20,000 PLD's to the region for standby. Furthermore, the BOAAI (Bhumhalese Oceanic & Atmospheric AI) has already initiated all four points of advising protocol, closing all non-essential public and private services for 18 hours on Friday in Vajra Lanka and Patilaputra prefectures, when the height of the storm is expected to create harsh conditions.

Following the nation of Randmar joining the Free Trade Union of the Western Isles and the sub sequential lowering of tariffs towards certain nations, far reaching consequences have come to light. While the metallurgy, chemical syntheses, glass, and farming industries have seen a significant boost many others are not experiencing this boom and it has left thousands jobless as local industries unable to compete must downsize. This increase in unemployment has sent thousands of sons and daughters of Randmar to the nations armed forces, which is predicted to grow by 60,000 personnel over the coming months.

A nearly 40% increase in the size of the arms forces is not the only consequence of this sudden bout of unemployment, the nationalist party is on the rise again. Cyclone 3-J Intesifies to a Category 3 Cyclone! Catastrophic Conditions Imminent...

3.2 hours ago, Cyclone 3-J unexpectedly, rapidly intensified into a category 3 cyclone. Mandatory evacuations have been ordered for approximately 800,000 citizens living around the Vikramenshe Municipality, and the Bhumahalese Port Authority has ordered all ports in Vikramenshe to be closed for the next 52 hours.

Cyclone 3-J will make landfall in about 36 hours, possibly as a category 4 cyclone. All citizens living in Evacuation Zone A & B will be guided by Civilian Drones to the nearest Maglev station for Mandatory Evacuations to Dzrong-Teng Prefecture. Early this morning, malfunctioning PLDs from the SenRaj Military-Industrial Complex in the industrial city of Vijayanagra were hacked by a currently unknown source.

Over a period of close to 2 hours, 800 PLD's from the Hari Street Double Manufactory set fire to nearly 1/3 of Vijayanagra, resulting in 1/8ths of the city burning to the ground and nearly 12,000 casualties across the city, and nearly 100,000 injured from chemical weapons and LaWS attacks.

Hospitals across Agamanadu and surrounding prefectures are being inundated with nearly 18,000 Bhumhalese who are in need of critical surgery for near-lethal injuries. For this reason, human surgeons and the normal automated surgery operations will be working in conjunction around the clock. The government has rushed in an additional 200 surgeons from Southern Bhumidol, but is finding it's resources in a crunch due to the impending cyclone currently making its way onshore in Eastern Bhumidol.

Following the attacks, Jain religious leaders have taken to the streets to protest the Bhumhalese government policy of relegating arms manufacturing, a trade strictly banned in Jainism, to Bhumidol's only Jain majority prefecture, Agamanadu. An estimated 40,000 citizens are protesting outside of the Ministry of Economic's compound in central Vijayanagra.

Note however, that International Justice BAIS should still be operating normally, and that the emergency closure should not affect this AI's activity or capabilities on the Western Isles Supreme Court.

Statement on Bhumidol

It is not in this Congress' normal pattern of activity to denounce a nation, but the current state of Bhumidol urges an exception. Their government "AI" may be intelligent, but it is certainly not moral, nor designed to promote the safety, wellness, and happiness of its citizens. These national disasters do not necessitate the extreme measures that the rampant AI has engaged in.

The VANCOUVIAN CONGRESS hereby DENOUNCES the state of Bhumidol, its current government, and any that pledge allegiance to its government. It is for this reason that Jainism is only one of previously three religious minorities that existed in Bhumidol's history.
