Leftist Security and Cooperation Pact

Ratified 1/13/2015 in the city of Jacobius, Rohane Alista

The Signing Parties of this Pact reaffirm their belief in a system of common welfare for the people organized by the government or collectively by the society and their desire to promote said system to the international community, based on a system of political enfranchisement for all citizens. Through this Pact they intend to seek cooperation towards co-prosperity, preservation of peace, establishment of collective security, and determine to safeguard civil liberties for their people, in accordance with the principles of respect for their independence and sovereignty.

The Signing Parties therefore have agreed to follow the clauses of this Pact as written below:

Article One

Signatories, affirming their desire for collective protection and advancement, agree to refrain in their international relations from the threat or use of force whenever possible, and to attempt to resolve all issues through peaceful means.

Article Two

The Signing Parties will attempt to eliminate discord in their economic and diplomatic dealings with other signatories, and encourage the growth of cooperation through supporting cooperation amongst members of the pact in economics, diplomacy, and military endeavours.

Article Three

Signatories will encourage the growth of individual freedoms through consistent elections, official government treaties and higher laws protecting natural rights of sentients, and constant work towards advancing the freedoms of all peoples, citizens of a member nation or not.

Article Four

Signatories agree to collectively defend against any attack on the sovereignty of another member nation. For the purposes of this alliance, an attack on the sovereignty of a member nation includes;

I) Any invasion by any state into a member nations’ recognized territories using military force;

II) Any unprovoked attack on member nations’ military assets, whether stationed in foreign lands or a domestic base;

III) Any declaration of war against a member nation;

IV) Any state sponsored terror or military attack on civilian targets belonging to a member nation, whether foreign or domestic.

Article Five

Signatories will hold the rights of their workers in highest regard. These rights will include, but not be limited to, the right to a safe working environment, to a fair wage, to unionize and negotiate for more favorable conditions, to seek and obtain new work freely, and to be free of intimidation from employers.

Article Six

Signatories agree to eliminate all forms of social alienation, discrimination, and exploitation based on race, species, ethnicity, gender, sexual orientation, financial, political, and social status and views. They will guarantee that all services, governmental or not, will be provided and accessible to all citizens based on the principles of equality.

Article Seven

Signatories, recognizing the importance of social advancement, shall afford equal opportunity to all citizens. This article does not require affording equality success.

Article Eight

This charter, in its facilitation of closer ties between leftist states, shall admit communist states, socialist states, and states with mixed economies that lean towards socialism. In addition, member states must be devoted to the betterment of all people through social advancement. All entrants must be approved by the Executive Council, then pass a trial membership period of no less than two weeks.

Article Nine

Member nations will provide humanitarian aid to victims of disaster and government maltreatment whenever feasible. Member nations shall coordinate their efforts through appropriate international bodies whenever possible, including but not limited to this Pact.

Article Ten

Members are not obliged to answer calls to arms of every individual state in national conflicts and wars not defensive in nature. However, should the Executive Council declare war and be approved by a majority of signatories, the entirety of the alliance shall join together in resolving the conflict towards the desired end of the alliance.

Article Eleven

The Executive council shall consist of four permanent member states and four rotating member states. The Executive Council will hold the power to direct humanitarian aid, approve national applications on a trial and permanent basis, remove nations felt to violate the charter from the alliance, determine and present military goals and targets to the alliance in general, declare war with the approval of the alliance in general, and coordinate diplomatic talks between member nations.

Article Twelve

All member nations will work continuously to secure and heighten the influence of similar nations, and will stand as a bulwark of civil and political freedoms, as well as leftist economic policies. Member nations shall maintain their sovereignty over themselves, but will devote themselves to the alliance in times of need.

Article Thirteen

Any Executive Council member will have the power to veto any acts presented to the alliance; however, abuse of this power will result in being replaced on the council by a two thirds vote if a rotating member, or having this power revoked by the same margin of vote for the remaining current session if a permanent member. Abuse of the Veto will be defined as vetoing more than three acts per session, or two acts with more than three quarters support from member nations at vote.

Article Fourteen

Amendments to this charter will require the approval of two thirds of member nations, and may be vetoed by any member of the Executive Council.

Article Fifteen

A session of the Executive Council shall last 120 days. After 120 days, the rotational members of the Executive Council will be replaced by the next four nations as listed by tenure. A nation will not be eligible for selection on the Executive Council until they have passed the trial period.

Name of Alliance:Neo-Terran Alliance
Name of Ambassador to the Pact: Operator Long
Type of leftist state (Mixed Leaning Left, Socialist, Communist, etc.):All three, depending on members
Reason for possible alliance: The Neo-Terran Alliance requires replacement allies that it can support and/or watch over, providing instruction in fair use of force.
What benefits would you provide to the LSCP: We are larger then you are right now, we have numbers, dozens of RPs worth of experience, knowledge in how to run a company on NS or wage war effectively. I have skill in art design, including infantry and tank pixel art, along with rifle designs.
Expectations of the LSCP: We expect you to understand the laws of war and to use force when needed, going outside the lines will result in the agreements being void. Should you violate the rights of humans; It will also lead to conflict, that according to our high win/loss ratio, you are going to lose.
RP Example (write one if none available): Here is just one out of many, this is me at my worst years ago.
I use this old account for FT, Pentaga Giudici and Vadia are for MT.

My first issue is your claim to be larger than all four permanent members, the claim seems unnecessary and boastful. My second issue is that you seem readily willing to use force to submit other members into compliance with your wishes because of your high "win/loss" ratio.

If you're already larger than the existing alliance and have such a successful military, what is the point of joining the LCSP?

I saw two permanent members who, both of whom I could assume would make smaller military commitments then me.

As for my willingness to use force on those who would gas their own people or use child soldiers, I can only say that's its evil to not use force in those strategic outcomes. There is no point in being a militarized republic, if you can't have some shrewd of decency for your enemies and strangers.

Im not trying to join this alliance, Im trying to tie mine to this one. I've lost members and allies, but I retained my experience. I am in a situation where I am going easy on those I face, because they are easy against me. I want a real challenge, an opponent who won't have to use nukes or spammed infantry to counter me. I can only assume your all since has enemies who can give me that challenge that I deserve.

At the very least one of you will be willing to learn how to organize your divisions and position them to crush your enemies.

Except we have no intention to turn LCSP into a militarized pact more than its defensive nature, and realistically we very much don't want a single power like you trying to dictate our activities to stay in line with your interests by force. Now, we still barely know you and I can't see what's in it for us to "tie" our alliance with yours, not military, economic, or diplomatic, and we all have well-trained and well-organized military, thank you. Plus all the four founders here RP on NS not to win, but for storytelling.

Also, you are denied.

With that, the votes have officially been turned in by the current Executive council, and Doppio Giudici's application has been rejected.
