*World Cup 67 Hosting:
There are two bids.
Legalese and Saintland
Cassadaigua and Equestrian States

Members of the WCC (listed here) may vote with a single ballot listing their preferences in order according to the new constitutional amendment below. The options to be listed are to accept this first bid, accept the second bid, and to re-open voting. (Or, to officially abstain).




The new constitutional amendment in question, which I realise should have been used in the last CoH vote. So apologies for that. (worst president ever blah blah blah...)
Section 4.2, paragraph i) of the constitution:
i) When a vote to select a Hosting bid is initiated by the President, a majority of those voting shall be required to decide the outcome. Voters are instructed to cast a single ballot listing their hosting preference, along with the order in which the other options, including the option to re-open bids, should be considered. If no option receives a majority of the first preference votes cast, the bid with the fewest number of votes shall be eliminated, and the ballots cast in that direction re-counted using their next preference. The mechanics of the vote shall follow the mechanics laid out by article 1.5 (Elections), with a focus on clauses i,ii,iii,iv, and vi, with the exception that the option to re-open the process for new bids may not be eliminated by any result but another option receiving a full majority.




All votes should go to The Fallenmark Islands. Votes to any other account will not be counted.

Voting remains open from now until Monday 18th November, at 22.00 GMT.

The bid from The Licentian Isles and Farfadillis has a clear majority, and accordingly they are duly elected as hosts for Baptism of Fire 54.


*World Cup 67 Hosting:
20: Legalese and Saintland
20: Cassadaigua and Equestrian States
1: RON

With 3 written abstentions.

Ordinarily, as the lowest of the three options, RON would be eliminated the the run-off votes cast. However, according to:
4.2 Definitition of: "The (E)WCC may vote..."
i) ...with the exception that the option to re-open the process for new bids [RON] may not be eliminated by any result but another option receiving a full majority.

...so we cannot eliminate RON until there is a clear winner. Which we don't have.

Turning back to the constitution I apply the voting rules as stipulated in 1.5, which are precisely no help at all, until:
vi) Deadlock. If all remaining uneliminated nominees have the same number of votes at any stage, eliminate the nominee(s) with the smallest number of first preferences on all ballots and reallocate as above. Should all such nominees still be tied, use second-, third, and lower preferences in order until a difference is found to eliminate the lowest.

...so, turning to second preferences for the two bids:
3: Legalese and Saintland
11: Cassadaigua and Equestrian States


Once you've deciphered it it's actually the intuitive way to respond to voting like that, but I wanted to spell it out to be clear.

The bid from Cassadaigua and Equestrian States has a clear majority when we get to second preferences, and accordingly they are duly elected as hosts for World Cup 67.


Timings and cut-offs are now handed over to the elected hosts.

There shall be voting on four items:

1) Cup of Harmony 59 Host Vote
There are two bids to host the 59th Cup of Harmony:
Golgothastan
Valanora

Voters are instructed to do the following:
List, in order of most preferred to least preferred, your preferences amongst the three options, which are: Accept the bid of Golgo, Accept the bid of Valanora, and Reject all bids and re-open the bidding process. Voters may list any and all of these three options, though any option beyond the second preference is, by definition, irrelevant, as is any preference beyond rejecting all bids and re-opening the process.

In short:
-If you prefer one bid over another, but are okay with either bidder hosting, vote the preferred option as your first preference, and the other second.
-If you prefer one bid over another and do not feel the other bid is acceptable, vote the preferred option as your first preference, and re-open bids as your second.
-If you feel neither bid is acceptable, make re-open bids your first and only preference.
-If none of these are acceptable, return a blank ballot, which will not be counted.

The option that receives a majority of the first preference votes will be declared the winner. If no option achieves this, the bid with the fewest votes will be eliminated, and the second preference votes from the ballots affected will be added to the tallies to see if the remaining bid or the option to re-open has more votes, the winning result holding. Other situations will be accounted for as needed.

2) The Host Voting Prohibition Amendment of Cycle 67
The following proposal, submitted by Equestrian States, and reaching the needed nominations to make the floor, is up for approval:

Proposed: to amend 4.2.i as follows, with the amended text bolded:
4.2 Definitition of: "The (E)WCC may vote..."

3) The Cup of Harmony Host Eligibility Amendment of Cycle 67
The following proposal was submitted by Andossa Se Mitrin Vega, and is now up for approval:

Amend 2.2.2 to read as follows, with the amended text bolded:
Any nation that has previously participated in a World Cup and is participating in the current edition of the World Cup may bid to host the Cup of Harmony


Voters shall vote AYE to accept this amendment, and NAY to reject it. Blank votes may be submitted for those who wish to not vote on this provision. The proposal shall be accepted if more votes are cast in the affirmative than in the negative.

4) The Host Eligibility Consistency Amendment of Cycle 67
The following proposal was submitted by Legalese, and is now up for approval:

THAT the WCC Constitution provision 2.2.2 shall be amended as follows:
"Any nation that has previously participated in a World Cup and is signed up for the current edition of the World Cup may bid to host the BoF."

Further, THAT the WCC Constitution provision 2.3.2 shall be amended as follows:
"Any nation that has previously participated in a World Cup, and participated in its most recently completed edition, may bid to host the World Cup, except if the user has co-hosted the previous World Cup."

The Above Amendments shall only be enacted upon the approval of the WCC, as well as the concurrent approval of The Cup of Harmony Host Eligibility Amendment of Cycle 67.


Voters shall vote AYE to accept this amendment, and NAY to reject it. Blank votes may be submitted for those who wish to not vote on this provision. The proposal shall be accepted if more votes in the affirmative than those in the negative, provided that the same holds true for the The Cup of Harmony Host Eligibility Amendment of Cycle 67

The members of the World Cup Committee as of the end of the 66th Cycle, as listed here, are eligible to vote. Note that WCC membership is dependent on the criteria from WCs 66 and 65 for this vote - WC 67 replaces 65 in the criteria after the cycle is completed with the Cup of Harmony 59 and WC 67 final games.

All votes should be sent by TG to Novapsolu. TGs to no other nation by that user will be accepted. Legalese reserves the right to accept votes by IRC, though does not expect to be on #nssport during the voting period, and recommends that TG be preferred. At any rate, no vote should be considered accepted without acknowledgement from the vote-taker, though I warn it will not be immediate (RL and all that).

The deadline for receiving votes shall be at approximately 9 PM Eastern Standard Time on Monday, December 30, 2013 (02:00 on 31 December 2013 UTC). As it is the holiday season and I am travelling, I ask for your patience and acknowledge the potential for a delay in the vote deadline, in which I will happily accept any late votes if needed. I will do my best to report a delay using either this account, or my usual account, that of Legalese, should there be a foreseeable delay needed.

1) Cup of Harmony 59 Host Vote: After the first round of counting, we have the following results:

Valanora: 15
Golgothastan: 9
Re-open Bids: 0

With 24 eligible ballots cast, 13 are needed to win. Therefore, Valanora has won on the first ballot, and will host Cup of Harmony 59. All timing and invite powers are hereby handed off to her.

2) The Host Voting Prohibition Amendment of Cycle 67: 25 Votes were cast, 13 are needed to carry:

Voting in the affirmative (AYE): 21
Voting in the negative (NAY): 4

The motion carries, and will be enacted as of the host votes for cycle 68.

3) The Cup of Harmony Host Eligibility Amendment of Cycle 67: Again, 25 Votes were cast, 13 are needed to carry:

Voting in the affirmative (AYE): 19
Voting in the negative (NAY): 6

The motion carries, and will be enacted effective with Cup of Harmony 60's host vote.

4) The Host Eligibility Consistency Amendment of Cycle 67: Again, 25 votes were cast, however three were blank, so 12 of 22 needed to carry:

Voting in the affirmative (AYE): 15
Voting in the negative (NAY): 7

The motion carries, and with the passage of item 3, will be enacted starting with cycle 68.

Please note also that the Constitution has been updated to show the new legislation from the last votes, meaning that bidding nations may now no longer participate in voting for the event they have placed a bid for. Also, the bits about the BoF, WC, and CoH bidding eligibility - none of which is an issue.

Additionally, points 1.1.1 ii) and 1.2.1 were phrased in such a way as to describe the same action in two different ways. This confusing literature has been edited by myself to reflect the fact that it is the same action being undertaken in each case.

Right, as promised, the BoF is entering the later stages of the tournament so in line with the intention of running presidential voting concurrently with CoH voting, let's say that the time is nigh for the presidential nominations to begin.


Any user on the WCC may nominate one other user for the position of World Cup Committee president, to serve the World Cup 70-72 term. Any user receiving at least two nominations will become a candidate. Any user can decline to receive nominations.

TG nominations to Cairnskillen.

Any users getting two or more nominations will be put forward as a candidate when the actual vote occurs in the usual preferential run-off system. For now, all nominations should be the name of a SINGLE NATION ONLY.

If any users that suspect they may get a nomination really don't want to stand, let me know via TG to the same account, and I'll quietly make sure you're not put forward as a candidate regardless of how many nominations you receive.

Treating Polar Islandstates and The Inevitable Syndicate as eliminated; remaining first-choice ballots plus redistributed second-choice and third choice ballots for those who voted for Polar Islandstates and/or The Inevitable Syndicate:

As RON can never be eliminated in run-off voting according to 4.2 i) unless one option has a clear majority, we are in deadlock. Also, Apox and I are coming to the end of our run as Prez/VPrez dream team this World Cup, so we'll also be accepting nominations for WCC President for WCs 73-75 during this host vote as well.

Any user on the WCC may nominate one other user for the position of World Cup Committee president, to serve the World Cup 73-75 term. Any user receiving at least two nominations will become a candidate. Any user can decline to receive nominations.

TG nominations to Cairnskillen by the same deadline.

Any users getting two or more nominations will be put forward as a candidate for when the actual vote occurs in the usual preferential run-off system. All nominations should be the name of a SINGLE NATION ONLY.

If any users that suspect they may get a nomination really don't want to stand, let me know via TG to the same account, and I'll quietly make sure you're not put forward as a candidate regardless of how many nominations you receive.

Proposal: Number of Hosts, as detailed here. The following proposal was submitted by Yttribia, and is now up for approval:

Amend 2.3.2 to read as follows, with the amended text bolded:

Amendment on the Requirements for the Number of Hosts in a Bid

2.3.2 Hosting
i) Any nation that has previously participated in a World Cup, and participated in its most recently completed edition, may bid to host the World Cup, except if the user has co-hosted the previous World Cup.
ii) Two-host bids are the preferred format, though any number of hosts are acceptable.
iii) The WCC will be directed by the President to vote: a) for one of the offered bids, b) to officially abstain, or c) to re-open the process for new bids.
iv) Friendlies are not the responsibility of the hosts beyond basic organisation. Co-hosts may not include as part of their proposal any information on the organisation of friendlies, nor may they answer questions on friendly organisation. Co-hosts may choose to start a thread for friendly organisation, may choose to schedule slots in World Cup qualification for friendlies, and may limit the number of friendlies; but there is no presumption that co-hosts will scorinate any friendly matches, and nations holding friendlies should assume that they are responsible for arranging their own friendly scorination unless otherwise specified.


Voters shall vote AYE to accept this amendment, and NAY to reject it. Blank votes may be submitted for those who wish to not vote on this provision. The proposal shall be accepted if more votes are cast in the affirmative than in the negative.

All votes should go to Cairnskillen. Votes to any other account will not be counted.

Voting remains open from now until MIDDAY (BST) on TUESDAY 28th JULY.
