SAN JOSÉ GUAYABAL & CENI

I. Introduction


San José Guayabal and Ceni, two nations with sporting tradition throughout their history proudly presents to all the members of the World Cup Committee the bid to co-host the upcoming Cup of Harmony 63, being a pleasure to expose the will of the Guayabalense Football Federation (FGF) and the Cenian Football Association to host this important event.

II. Information about the hosts


Located in the southernmost continent of Esportiva, San José Guayabal is a nation known for its environmental policies and claims one of its region's happiest populations. Governed by Queen Margaret I, the country is a constitutional monarchy as its royal family plays a prominent role in Guayabalense society and is politically active. Boasting a high HDI rating, San José Guayabal is an advanced nation which not long ago emerged from a period of civil war which ultimately led to the fall of a brutal communist regime but has quickly recovered thanks in part to the efficient work ethic of its people and now enjoys the combination of market economy and a Nordic welfare model with universal health care and a comprehensive social security system including a huge oil industry. With a beautiful environment, friendly population, and adequated infrastructure, San José Guayabal has a booming tourist industry that welcomes foreign travelers with open arms.

An emerging force in international football, San José Guayabal made its first appearance in the qualifiers for the 66th World Cup and has since managed to progress quickly through the rankings. The Guayabalenses qualified for the World Cup for the first time in just their third attempt at World Cup 68, stunning The Archregimancy along the way and finishing third in their finals group. Although the San José Guayabal national team was unable to repeat their qualifying run and missed the 69th World Cup finals thanks to a second-half collapse, in the World Cup 70 they did a good work at their home soil despite getting eliminated by Buyan in the last game of the Group Stage. With fairly recent successes in the World Cup and Cup of Harmony, as well as making runs to the quarterfinals and the final in the men's and women's football tournaments at the most recent Summer Olympics, San José Guayabal has a bright future in international football.

Ceni is a small island nation located in the Strait of Ceni in the center of the Social Liberal Union, not a region known for much on the international scene, known for its tolerance and urbanized environment. With an area of around 3600km2 but a population of over 12 million, Ceni is one of the densest countries in the multiverse. Ceni's large government provides many social services, including excellent healthcare. The capital, Cenial, is located on the shores of Lake Cenial and is home to many cultural institutions. Ethnically, Ceni is very diverse; although there are many ethnic groups from the Social Liberal Union and beyond, the largest ethnic groups are Cenian in the southern half of the island and Latino in the northern half. Cenial and City Centre, the most populous areas, are ethnic melting pots.

In sports, Ceni is mostly known for its tennis program. Ceni hosts the Cenian Open, one of tennis's four grand slam tournaments. Elaine Foyner, the no.1 tennis player, as well as Ardil Navsal, the former no.1, are both from Ceni. However, Ceni possesses natural football talent; the game was played by the Latino population in Ceni since they arrived, and settlers in the Southern half also brought the game. Ceni is on the upswing, with its highest rank of no. 59. Whether or not Ceni qualifies in the next World Cup, its football program is certainly improving, and the Cenian football leadership is certain that will qualify within the next several cups.

III. Cup of Harmony Format


As it's still quite early in the cycle at the moment this was written, it's difficult to make any concrete decisions on participation numbers for the Cup of Harmony, which will ultimately depend on how many active RPers there are during qualifying and who does and does not qualify for the World Cup finals and the RP quality of the participants. However, based on recent editions of the tournament and our personal thoughts, we expect to have a format including 32-40 nations, this Cup of Harmony will not change the traditional format scheme consisting of: group stage followed by the knockout rounds.

With regards to the tiebreakers, the Cup of Harmony will use the following tiebreakers: Points, Goal Difference, H2H points, Wins, H2H Goal Difference, Overall goals for, Drawing of lots.

IV. Cup of Harmony Scorination and RP Bonus


In case both hosts qualifies to the World Cup finals, both hosts will scorinate their own side of the tournament, or should one or both of the Cup of Harmony co-hosts fail to qualify for the World Cup finals and have to participate in the tournament, the other co-host will scorinate the matches involving that nation. The sole exceptions being the third place match that will be scorinated by Ceni and will be played at the Shadow B'betsy Stadium and the Cup of Harmony Final itself to be scorinated by San José Guayabal and will be played at the Estadio Cuscatlán. In the unlikely event that one of the two co-hosts reaches the third place match or the Final, the other co-host will take over responsibility for the match's scorination.

If we talk about the scorinator itself, this bid will use xkoranate with the SQIS formula. Without revealing the details about the RP bonus, we will use a cumulative and generous system for this Cup of Harmony.

When it comes to evaluating RPs, we know that every user has a particular style on how to write and we respect those styles. But whatever style you prefer, we are looking for originality, creativity, quality, and astute information usage in RPs. You should not expect to get a giant piece bonus if your opponent's posted a roster and did not use the information or you even not bother to check it and see his RP permissions (Failure to respect the RP permissions would be punished with deduction of RP bonus, unless there's an agreement between both nations about the RPing of the match) of it in your match report RP. And as always: quality will be more important over quantity at the moment of evaluating your RP's.

V. Hosts' Previous Experience


San José Guayabal may not have as impressive a resume at the very beginning, but you can notice his progress at hosting major tournaments. This user who burst onto the scene for World Cup 66, and has had a growing presence in the community ever since, having good RPing skills and enthusiasm. There has been a good amount of events hosted by SJG and his puppets since then - September Tennis Championships, Copa de La Paz, World Junior Hockey Championship V (all with SJG), seven seasons of domestic leagues in San José Guayabal (Currently working on the eighth season) and three with his puppet Alianza Albos, as well as scorinating many friendlies in football and the AO Hockey Championship final, being the most relevant ones the Baptism of Fire 56th (Co-hosted with Schiavonia) and also featuring experience in regional tournaments in one of the main sporting regions like the Copa Rushmori 18 with his puppet Alianza Albos and AOCAF 45 with Ratastan. Then achieving his biggest goal of co-hosting the World Cup in its 70th edition along with Equestrian States (Finals), Felix and Mizuyuki (Qualifying).

The OOC user behind Ceni first participated in World Cup 67. Since then, he has hosted several tournaments as Ceni as well as Costa de Ouro. As Ceni, he has hosted three Cenian Opens and Runner Cup 2 as well as several smaller tennis tournaments. As Costa de Ouro, he hosted the Handball World Cup XIII, the first Fencing Grand Prix, two Antillia Masters, as well as several other tennis tournaments. As Ceni, he is currently the head of the Association of Tennis Professionals and currently manages their rankings. Currently, as Costa de Ouro, he is hosting the Astyrian Series of tennis, that sport's most RP'ed event, which if this bid is accepted, will not affect the scorination of the Cup of Harmony.

Well, after some conversation with my bid partner, we decided to give an explanation on how will work our selection method, consisting on two stages, this is made just for the sake of the trasparency in the process.

- Both co-hosts will check throughout the WC Qualifiers the RPs and the progress of all the nations, in order to have an idea of the potential invitees to the CoH.

- After the WC Qualifying stage finishes, we will seek for those nations who didn't qualified for WC (As normal) who meets our RPing criteria, both co-hosts will write a separate list, those name who matches on both lists will receive invites, then regarding those names who appears just in one list, we will talk about it and we will analyze it case by case.

Also, regarding this point: "Failure to respect the RP permissions would be punished with deduction of RP bonus, unless there's an agreement between both nations about the RPing of the match" we want to clarify that we will define the penalty for those nations in a case by case basis.

As we said, we are open to questions.

A solid enough bid and nothing apparent that would prevent me from voting for it, though I'll hold off on endorsing any bid until I see any and all opposing bids, as usual.

Out of curiosity, what's your rationale for choosing H2H goal difference over H2H points as a tiebreaker?

First, sorry for creating this confusion, now I fixed the correct name of the tiebreakers, this was a typo from my part, confused with the correct mean of the spanish word "gol diferencia" I translated it and it is Goal difference, I thought it was H2H Goal difference, after the correct adjustments to the OP, the order will be the following one.

If a main nation and their puppet both RP enough that meets the criteria, would only one of them get an invite?

Priority will be given to the main nations that meet the criteria, if there's not enough main nations meeting the criteria, we will consider inviting the puppets meeting the criteria.
