Resolution Name: United Sunalayan Resolution on the law of the sea Resolution 1

Description:
NOTING That many nations have different ways of defining their part of the sea

WANTING To prevent future conflicts due to the unorganized system of territorial water claims

BELIEVING That all nation states should have an international law defining their territory of the sea

DESIRING That the open seas become a neutral zone claimed by no one

DEFINING THE FOLLOWING:
INTERNAL WATERS
Covers all water and waterways on the landward side of the baseline. The coastal state is free to set laws, regulate use, and use any resource. Foreign vessels have no right of passage within internal waters.
TERRITORIAL WATERS
12 nautical miles (22 kilometres; 14 miles) from the baseline, the coastal state is free to set laws, regulate use, and use any resource. Vessels were given the right of innocent passage through any territorial waters, with strategic straits allowing the passage of military craft as transit passage, in that naval vessels are allowed to maintain postures that would be illegal in territorial waters. Nations have the right to temporarily suspend innocent passage in specific areas of their territorial seas, if doing so is essential for the protection of its security.
INNOCENT PASSAGE
Is defined as passing through waters in an expeditious and continuous manner, which is not "prejudicial to the peace, good order or the security" of the coastal state. Fishing, polluting, weapons practice, and spying are not "innocent", and submarines and other underwater vehicles are required to navigate on the surface and to show their flag
CONTIGUOUS ZONE
Beyond the 12-nautical-mile (22 km) limit, there is a further 12 nautical miles (22 km) from the territorial sea baseline limit, the contiguous zone, in which a state can continue to enforce laws in four specific areas: customs, taxation, immigration and pollution, if the infringement started within the state's territory or territorial waters, or if this infringement is about to occur within the state's territory or territorial waters. This makes the contiguous zone a hot pursuit area.
EXCLUSIVE ECONOMIC ZONE (EEZs)
These extend from the edge of the territorial sea out to 200 nautical miles (370 kilometres; 230 miles) from the baseline. Within this area, the coastal nation has sole exploitation rights over all natural resources. In casual use, the term may include the territorial sea and even the continental shelf. Foreign nations have the freedom of navigation and overflight, subject to the regulation of the coastal states. Foreign states may also lay submarine pipes and cables.
CONTINENTAL SHELF
The continental shelf is defined as the natural prolongation of the land territory to the continental margin’s outer edge, or 200 nautical miles (370 km) from the coastal state's baseline, whichever is greater. A state's continental shelf may exceed 200 nautical miles (370 km) until the natural prolongation ends. However, it may never exceed 350 nautical miles (650 kilometres; 400 miles) from the baseline; or it may never exceed 100 nautical miles (190 kilometres; 120 miles) beyond the 2,500 meter isobath (the line connecting the depth of 2,500 meters). Coastal states have the right to harvest mineral and non-living material in the subsoil of its continental shelf, to the exclusion of others. Coastal states also have exclusive control over living resources "attached" to the continental shelf, but not to creatures living in the water column beyond the exclusive economic zone.
OPEN SEA, INTERNATIONAL WATERS, TRANS BOUNDARY WATERS, HIGH SEAS
All bodies of water that are beyond the continental shelf. hips sailing the high seas are generally under the jurisdiction of the flag state (if there is one) however, when a ship is involved in certain criminal acts, such as piracy, any nation can exercise jurisdiction under the doctrine of universal jurisdiction. International waters can be contrasted with internal waters, territorial waters and exclusive economic zones.

Resolution For The General Assembly

Formation of the Imperial Formations Military Prisoner's Treaty Resolution 3
Description: With the increase of war in Sunalaya, it is imperative for the creation of a military prisoner's treaty to ensure the rights of Prisoners of War. therefore my nation Rhodevus;

DEFINES Prisoners of War (referred to as POWs) as all military, political and civilian persons that are captured during a time of war between the two or more nations.

DEFINES the Home Nation as the nation that has declared war.

BELIEVES that all POWs should be allowed basic human rights and freedoms in order to survive.

ACKNOWLEDGES the need for torture and other forms of abuse in order to withdraw vital information from said POW.

HEREBY creates the Imperial Formations Military Prisoner's Treaty, FMPT

REQUIRES all USA members to follow the following sections:

1. Prisoners from Direct Enemy
DEFINES these prisoners as from the nation that have been declared war on directly:
-Prisoners must be given minimum 2 meals a day.
-Prisoners may not be tortured, although such interrogative or sensitive methods as environmental altercation may be authorized so long as they are monitored and utilized in a way that does not inflict trauma or that is in any possibilities inhumane.
-Prisoners may be ransomed, but if ransom has been given, the prisoner is safe from any harm until the time that he/she reenters combat against you.
-Prisoners may be held in prison for up to one year after the war has ended. After that time, he will be released back to the nation he came from.

2. Prisoners from allied Direct Enemy
DEFINES these prisoners as from the nations that are allied with those that have been declared war on, and are fighting against the home nation without any formal war declaration:
-These prisoners must be given 3 meals a day.
-Prisoners may not be tortured, although such interrogative or sensitive methods as environmental altercation may be authorized so long as they are monitored and utilized in a way that does not inflict trauma or that is in any possibilities inhumane.
-These prisoners are only allowed to work in labour camps for a period of 10 hours a day and must have two days off every week.
-These prisoners may be ransomed, but if ransom has been given, the prisoner is safe from any harm until the time that he/she reenters combat against the home nation.
-These prisoners can be held in prison for up to six months after the war has ended. After that time, he will be released back to the nation he came from.

3. Prisoners from allied Enemy
DEFINES these as prisoners from nations are allied with both the home nation and the direct enemy, and are fighting on the side of the enemy:
-These Prisoners must be given three meals a day.
-These Prisoners may not be tortured under any circumstances.
-These prisoners may be ransomed, but if ransom has been given, the prisoner is safe from any harm until the time that he/she reenters combat against you.
-These Prisoners must be given back in stable health after a maximum period of 3 months after capture.

REQUIRES that all nations that break this treaty to be sanctioned by the USA and its individual nations.

On Weapons of Mass Destruction Resolution 4

Description: In the name of protecting civilian lives, preventing adverse health and birth defects, the Federal Republic of Aznazia hereby presents this resolution for the world.

Noting many nations still use Chemical, Biological and Nuclear weapons as a means of protecting their people is notable but can still leave to the mass genocide of millions of innocents.

Believes that the USA is a collective body meant to solve problems using diplomacy and not war or violence. Each member of the USA should therefore be in favor of keeping their people and the people of Sunalaya safe from the inhuman effects of the use of WMD's.

Hereby mandates that all USA members will Ban the production and research of Chemical and Biological weapons, surrender all stockpiles to the the USA to be disposed of in a safe manner. And to sign legislation banning the use of Nuclear weapons unless WMD's are used by an enemy nation, and to stop nuclear proliferation around the globe. This would also set up a USA task force to disassemble Chemical and Biological weapons and to prevent non-nuclear states from acquiring WMD's.

Allows for nations to keep their stockpiles of Chemical and Biological weapons in their nations while the USA safely decommissions them and disposes of these weapons in a safe way to prevent chemical or biological hazards to citizens of said nation.

Stresses that the world has come tense but chemical and biological weapons are a threat to human civilization and to the population and well being of nations even after the end of wars. Nuclear weapons have become a means of deterrent of invasion and have made the world a place where the end of civilization is 30 minutes away at all times. Nuclear weapons must be controlled and be handled with responsibility and only used if such weapons are used against you nation.

Will provide a safer world for us to raise our people in peace and to protect them from the horrors of Chemical, Biological and nuclear weapons.

Notes that in the future the USA must be able to support itself financially and the GA should pass resolutions to provide for financial aid to the USA. The USA should also address the need for a joint international medical agency and other organizations in their respected areas.

Resolution Name:Clarification of a USA Law [11] (Zanera made 10 on the OOC thread)

Description: Realizing that the ''ABSTAIN" meaning not to vote, It is important to at least realize or clarify the effects of a nation abstaining on a resolution. If a large portion of nations vote to abstain it is automatically vetoed to ensure that laws generated in the USA are passed fairly, keeping the stability of power and to avoid resolutions to pass unfairly with most nations not even giving an opinion on a resolution., The vote of ABSTAIN should be treated like a nation not voting at all. This Law is to be linked with the 5 nation quota to vote, meaning nations who vote abstain on resolutions are to be subtracted from the total number of votes on a specific resolution. If that number is below 5, It is to be ignored or vetoed automatically by all of the USA.

Resolution Name: Joint Ocean Exploration: Resolution 10

Description: The ocean is largely unexplored, with many important things ready to be found. This resolution will enact a united Sunalayan effort to explore the vast oceans. Much important scientific data could be found in the unexplored regions of the ocean, and can be found with less funds than any space program, meaning the required equipment costs much less than a space shuttle. Nations in the USA will go on joint expeditions into the unexplored regions of the ocean.

Resolution Name: Treaty concerning the activities of nation states in outer space and other celestial bodies

Description: My government believes that nation states should not be allowed to weaponize or use space for military purposes. Space and the higher parts of our atmosphere should not become the battlefields of the future, due to the harsh and cruel conditions of space.

BELIEVES: That all nation states have the right to conduct peaceful operations in outer space. And that no organisation, nation state or person has a right to deny nation states from their right to explore space for scientific purposes.

URGES: The assembly to make legislation in order to prevent weapons of mass destruction to be stationed and used in outer space for military purposes.

FINDS: That war in space should be outlawed, because the chance of survival is nil.

DEFINES: Weapons of mass destruction (WMDs) as biological, nuclear or chemical weapons.

IS CONVINCED: That the exploration of outer space should be for the good will of all Sunalayans.

DEFINES: Outer space to begin at exactly 100 kilometers above sea level, but prohibits military activity in the upper parts of the mesosphere.

TASKS: Member states to treat astronauts as envoys of human kind, and to help them in distress at all costs.

IS CONCERNED: That nation states will contaminate or destroy outer space or other celestial bodies, and wants to make legislation in order to prevent this.

DEFINES: Celestial bodies as naturally occurring physical entities that are in the observable universe. Such as planets, stars, asteroids etc.

The USJR votes NAY on Resolution 12, citing the fact that if the USA prohibits military units in space for USA members only then the Dictatorship, which is threatening the USJR, is in a position to attack the USJR's space program with no possible defenses. This puts the lives and missions of our country at risk. We seek a better solution and will discuss this with the international community.
