Introduction and History


The Unified Electrum Airports Authority was established under the Electrum Airports Authority Act 2015 by the new joint Suarez-McCallahan government, in order to make the management of airports in Electrum more efficient. It's major functions replace the old Civil Aviation Agency which was established since 1946 as a result of increased jetliner travel in Electrum. It has several boards, in charge of multiple areas of airline management, including one for each airport as well as Airport Management, Aircraft Control and Airline Safety Guidelines. The Electrum Airports Authority will handle licenses for all aircraft carriers who want to use Electrum's ports of entry all the way up to gate allocations and other logistical services.

The unifed Electrum Airports Authority is unique in the multiverse, and is one of the only authorities to manage virtually all international entry into Electrum, allowing access to multiple airports around the nation. One of these is the largest city and capital of Electrum, Centralis, which is served by William Garter International. In the mountainous regions to the west, lies Prescott, Electrum's second largest city and is the hub for tourism in Electrum. It provides easy access to Electrum's highest peak, Mt. Pecan, and is used by snowboarders and skiiers across the multiverse. Hamilton International, to the north of the nation, is in the desert, and is the Electrum centre for mining. Businessmen are more likely to travel to this destination. Finally, Agri Airport is the last airport under the control of the authority, it is the smallest, and contains links to Electrum's delta and agricultural regions.

Services

There are lots of services available at the airports managed by the Electrum Airports Authority to ensure that our passengers can travel as smoothly and as seamlessly as possible.

Currency Exchange and Financial Services
We are proud of Electrum's history of corporate friendliness and worldwide cooperation. There is therefore, a huge range of financial services in the airport. Electrum Bank International, National Bank of Electrum and MeBank are all banks that have branches in our airports (especially in Hamilton and Centralis). They provide withdrawal of funds for people with Electrum bank accounts and also bank accounts from around the world. There are also EXchange counters all around the airport which swap Electrum Synergies to other currencies used around the multiverse. The EXchange counters are up to date and have tickers on the top to know exactly what the rate is from one currency to another.

All transactions in Electrum are conducted through Electrum's electronically-based smartcard currency system, the Synergy. This is protected through a system of encrypted communications networks and cryptology, so the technology is safe. Each EXchange counter will swap money into the smartcards at just less than the market rate, so that more smartcards can be produced. Everyone/all businesses either have a phone or a machine which is linked to the system, which makes transferring money between two cards easy, whenever performing a transaction.

Disabled Access
There are lifts all throughout the terminals and the airport is 100% disability compliant. Wheelchairs and transport cars can be provided on request which can transport people all throughout and between our terminals. Braille signage and tactiles are available throughout the airport. Ask at any information desk if you require any of these services. Minders are also available for disabled passengers and TTY services are available throughout all of our terminals.

Information Desks
Information desks are scattered all throughout the terminal, but are mainly found just before Customs and Security, in Check-in Areas and at Arrival Halls. These are the starting point for those who require assistance in any way shape or form. You can also find out about latest events (including sports and cultural events) as well as destinations that Electrum has on offer. Accommodation, hire car or chauffeur cars can also be booked here. Finally, the information desk provides information on flight status, and terminal/gate guides so you can never get lost in our airports.

Lost Property
We understand that airports are a large place. That's why we endeavour to make sure that we do our duty in preventing lost baggage. There are signs all around the airport that serve as reminders to check that you still have all your baggage and the other essentials. However, in the case of misplaced baggage, go to the one of the Lost Property desks which are conveniently located at our Information Desks. There, a receipt will be printed out of the description of the bag and the item number. When it is found, airport staff will call you on your given number and you can retrieve it. If you leave the country when the bag is found, the airport will ship the bag by plane back to your home address. Be warned that there is a cost to this service.

Luggage Services
In every terminal (with the exception of budget and freight), there is a smartWRAP counter where passengers can wrap their luggage in a clear wrap to ensure protection against damage to luggage. Additionally, it prevents illegal opening of your precious luggage where valuables can be for the taking (the EAA cannot be held responsible for any goods that you lose). The cost is 5 Synergies per bag. There are also storage facilities and lockers for luggage/other things which are available in the Departures sections of terminals.

Medical
There is also a General Practitioner's Office at the Check-in area at each International terminal. A pharmacy will be situated next to it. Be warned that you will require identification and a script to be allowed to take prescription drugs. Non-prescription drugs can be purchased freely in the pharmacy. For fear of differing laws throughout the multiverse, recreational drugs are not sold here.

Other Facilities
There are baby change/family and disabled toilets wherever the toilet blocks are situated. There is also a public shower facility at each Arrivals section of the Airport, just past Customs, with some airlines (private boarding lounges) providing their own showers. There is no cost in using the airport's facility. Telephone booths are also provided in the main check-in areas or past Customs as well. Finally, there is free wifi all around our airports, where you will need to complete a registration form before you are allowed access to the internet. There are also web kiosks all throughout the various terminals (except for budget/freight terminals) with tablets or computers to allow those without access to internet otherwise to surf the web and catch up with their friends online.

Passengers with pets are welcome to leave their pet at the Electrum Airports Authority Pet Hotels in the Departures Section of each of our International Terminals. The cost for this service is 50 Synergy per day. Finally, there are also smoking rooms scattered throughout the terminal to cater for smokers. Although smoking is illegal in public places, special dispensation has been granted by authorities to allow smoking in these rooms.

Our Policies


It is important that all airlines and passengers follow Electrum law whilst in our airports. Each airport managed by the Electrum Airports Authority has an office dedicated to the Electrumite Ministry of the Environment, Electrumite Ministry of Immigration, Electrum Aircraft Safety Bureau, the Electrum Federal Police and Electrum Customs. These stringent controls mean that passengers flying to and from our airports will be safe and secure.

Immigration Control
Entry into Electrum requires a visa and a passport. The visas can be done beforehand at your local Electrum embassy or consulate. Otherwise, visas can also be applied at the airport. In general, Electrum encourages tourists entering, and therefore very rarely rejects a passenger. Those with past crimes (jail time of more than 5 years) in their home country are immediately rejected entry into Electrum if they apply for the visa at the airport. Those with past crimes are required to contact their closest Electrum embassy or consulate to explain why they want to enter before being issused a visa. This is to ensure that Electrum does not allow violent criminals to enter the country. Identification and entry procedures are handled by the Department of Immigration.

Passengers in transit are not required to obtain a visa, unless if they want to exit the airport to travel and sightsee. One-day visas are also available at the tour desks at the Immigration Control area.

Customs
The Customs service of Electrum protects Electrum is the statutory authority which protects Electrum from pests, bacteria and diseases which could potentially be harmful to Electrum's ecosystem. Customs is a subsidiary of the Electrum Airports Authority. Customs are also in charge of issuing importation taxes on certain items. Finally, they also prevent the importation of other dangerous goods such as guns, fireworks, etc.

These goods are regulated under the various schedules of the Electrum Airports Authority Act 2015. Customs checks are after immigration control in Arrivals, and also on entry to the terminal area after Check-in for Departures. On all inbound flights to Electrum, all passengers will be given a declaration slip to fill out, with passengers required to make declarations on where they are staying and what goods they are bringing in. These goods are organised into schedules. Schedule A goods are absolutely prohibited and if caught, arrests will be given. Schedule B goods must be declared, and may be seized. Schedule C goods are subject to taxation before importation. The various schedules are listed below:

"Hard" Drugs (Ice, Ecstasy, Mushrooms, Synthetics, LSD, Heroin and others)

If you declare, then goods may be seized depending on risk levels. If you did not declare, goods may be seized depending on risk levels but you will also be fined. Non-declaration of drugs and sharp objects onto planes may also lead to arrest.

Schedule C
Recreational Drugs (Marijuana and Opium only)
More than 50 Cigarettes
More than 250mL of alcohol per passenger

If you declare, then goods will be taxed at the appropriate level. If you did not declare you will be fined and taxed as well.


Legal Rights
Customs employs a variety of ways to catch people bringing in prohibited goods. These include sniffer dogs, full body machines, thermal imagery and strip search/body cavity search. You have the legal right to refuse these searches, but this may jeopardy your entry into Electrum. The penalties for bringing the controlled goods are available in their respective schedules. Remember you can immediately be put to jail if you bring in Schedule A goods so make sure you check before you travel. Customs officers are allowed to provide discretion on these matters depending on severity. They may warn you or they could make you pay the fine.

Environmental Policy
The Electrum Airports Authority is determined to minimise our impact on the environment, so future generations can enjoy our multiverse. That is why our airports are moving towards a greener future. These includes the recycling of grey water to water the plants around the airport and the use of solar panels to power the airport. Lighting costs are minimised with an open plan airport. The airport is very open and windows are used to bring in the sunlight. Lighting will only be used in the night when it gets too dark.

Safety Policy
The Electrum Airports Authority does not take responsibility for any injury which is caused on these premises. We are also not responsible for any lost baggage which is lost in the terminal, but should it be found, it will be charged at your cost. Compensation however, will be granted to those who lose/damage their baggage on the conveyor belt, to the tune of the approximated cost of the luggage itself and it's contents.

Our Terminals


Each of our airports is designed with a basic setup, so it makes sense for us to detail what you can expect at each of our terminals in terms of layout. Please note, that not all of this information will apply to every single airport, but it will in most cases.

International Arrivals
On arrival, you will walk down the skybridge, or be transported by skybus to the arrivals terminal. Passengers move immediately towards Immigration Control. It is here where passengers can apply for a visa or get their passport checked (if they have a visa already). Then, passengers should proceed to the Baggage Claim, where a conveyor belt system will bring luggage from the plane to the terminal. Pick them up and the next section is Customs. It is here where your baggage and declaration form are checked. Up next is the Duty Free shops, where all goods/services purchased there are tax free. Finally, you may walk out to the main Arrivals Hall where there will be a barrier for whoever's picking you up to spot you. Out side the arrivals hall are taxi stands, hire car centres or chauffeur services.

There are also express lanes in Immigration Control for those on diplomatic business, for those in the same region as Electrum (Rushmore), Electrum citizens and those who are travelling in the Priority classes (Business or First). Passengers in the Priority Classes will have their luggage offloaded first off the plane, with special agreement by the EAA and their respective airlines.

International Departures
You should first go to the main Departures Board and check when the flight is leaving and where the Check-in counter is. There are 10 Check-in counters (with separate queues for those in Priority Classes) per carrier at any given time. Go there and check-in - get your boarding pass printed and your baggage on the conveyor belt. Check-in opens roughly 3 hours before departure and closes according to airline policy, so be sure to check with your carrier before checking in. After the boarding pass is issued, walk through the Customs door (a passport and boarding pass is required for entry). From here you can not return, and access is restricted to those travelling. Customs is next, where they will check your carry-on bags. After that, you may proceed to the gate.

Layover
As all airports managed by the Electrum Airports Authority contain just one International terminal, this is a lot more easier than other airports. Immediately before Immigration Control, there will be a transfers desk which is unmissable. When you are there, present your ticket to the counter, and you will be allowed to take the elevator upstairs to the departure gates. This skips the whole immigration and customs process, as that will be saved for the last airport. From this point, you will not be able to leave the Departures Terminal. When transferring between Domestic and International terminals, you must go through the whole process of checks before being allowed to change terminals. Each airport will have a connecting bus which connects all terminals at the particular airport you are in.

Domestic Departures and Arrivals
When departing, check-in and get your boarding pass, putting your luggage on the conveyor belt. Then it's a simple walk through security and you may access the gate. On arrival, pick up your bags at the Baggage Claim and proceed to Security. Your baggage will be checked, and then you will be allowed onto the arrivals hall.

*Please note that your baggage is checked separately by our team when you check-in, but before the baggage is loaded onto the plane.

Centralis International Airport (IATA: CEN, ICAO: RGCA) also known as William Garter International Airport is the primary airport serving Centralis in the province of Greater Centralis and is also the busiest airport in all of Electrum. Centralis is the gateway to all Electrum destinations including Kale Island, Prescott, Hamilton, Port Grenville, Agri and other destinations.

Centralis International Airport and the other airports around Electrum are managed by the Electrum Airports Authority, formerly known as the Civil Aviation Authority before 2015.

William Garter International is the second incarnation of an international airport in Centralis. The first airport, now defunct, Connaire Airport, was built in 1920 and was in the heart of the city. It was built to handle small aircraft and jets which were often used in the early times of air travel. However, as demand for bigger and larger runways was high because of the incoming Boeing 747, Connaire Airport had to expand. As it was built in the heart of the city, there was no room left as all the land around the airport was already used for commerce and housing. Since the government at the time did not want to forcibly remove businesses from their buildings, the CAA decided to build another airport to the North-West of Centralis to be able to cater to larger airplanes. This was the start of William Garter International.

William Garter was first designed by Glenn McBeck with space in mind. He wanted the most efficient use of space and came up with an ingenious idea - to build the international terminal separately from the check-in area. The reasoning was if the terminal was fully separated, all of the room around it could be used to build sky bridges, retail and boarding lounges. There is a rail-link between the Check-in counters and the Terminal, and the rail link departs every 5 minutes in both directions. Construction started in 1968 and finished in 1972. Since then additional terminals have been constructed for Domestic flights and also for International budget flights - for airlines who had to operate on a shoe string budget (i.e. a budget airline). There are also planes which dock directly to the area which houses the check-in counters as well. Arrivals are on the ground floor and Departures are on the upper floor.

Since then, William Garter has served millions of passengers going to and from Electrum. William Garter also provides a bus shuttle between the terminals to allow easy connections between flights within Electrum and outside Electrum. It is the gateway to Electrum proper.

Demand for services grew in the early twentieth century when planes were first commercialised. As a result, a new airport was built at Prescott in 1923, for the first time, connecting Centralis and Prescott by plane, drastically cutting down the time between the two cities. Previously, horse-back travel was the fastest way between the two cities, and the roads were often hampered by snowdrift, and other such wintery factors. Hence, an airport was set up for reliable and fast travel between the two largest cities of Electrum.

Since then, it has grown and grown, staying in its old location as it had the space to expand. This makes it Electrum's oldest continually operating airport, and Electrum's second hardest. Tourists from all around the world flock to Prescott to experience the snow, as well as drive down from the mountains to the highlands, where beautiful sights await. This is THE tourist hub in all of Electrum, with the city being a 24-hour city. It is home to a red light district, and hosts one of Electrum's largest casino and nightclub strips.

Hamilton International Airport is the newest airport in all of Electrum, built with mining money from the oil/mining fields further North and West of Electrum, it is home to a new freight centre, transporting Electrumite uranium, silver and gold to the world. This airport was built in 2002 to much fanfare, but it is very much a domestic airport. International passengers who go here are often businessmen/magnates who have business in Hamilton, or for temporary miners seeking a way for a quick buck. Hamilton is a very hot place (being situated next to a desert), with temperatures rising to 35 degrees daily. Be sure to bring sunscreen here as the sun is very harsh! As it has lots of space, and close to mining centres, this makes it an excellent candidate for your nation to host a freight facility here.

Agri Skyport is one of the smallest International airports in all of Electrum, with the domestic terminal and international terminal being separated by a long distance. It is the fourth busiest airport in Electrum, and is furthest from all the others. Agri is often thought of as the foodbowl of Electrum, and the Agri Skyport was built just on the Endemien Sea, making it a sight to behold when flying into Agri. It was built in 1968, mainly as a means of transporting agricultural goods to the more populous centres of Electrum, with the airport having one terminal for both domestic and international.

With the advent of jumbo jets, the lone terminal could not cope with passenger growth, and a new International Terminal was built a kilometre away. With just eight gates in the International terminal, airlines will be forced to share gates, as their use of the airport's facilities will certainly not be enough to warrant taking a whole gate for themselves. Because of Agri Skyport's small size, it is very limited in facilities, and does not have any space for lounges.

Electrum Airports Authority Management


Electrum Airports Authority Board

The Electrum Airports Authority Board is in charge of the overall strategic directions of the statutory body. It's roles are defined under the Electrum Airports Authority Act 2015, and all board members are appointed by the Minister for Transportation. Each board member has a specific responsibility, and is either in charge of a specific airport's operations or in charge of a specific subsidiary of the EAA. The board meetings are monthly, and are held in Centralis. This delegated board means that any problems that arise within the EAA can be referred to the correct person with ease. It is typical Electrum for management to be structured this way, as it is seen that the best bureaucracy is the biggest bureaucracy. Below is a short description of each of the subsidiaries and their corresponding board member.

Airport Logistics and Aircraft Maintenance

This department deals with the management of both timetabling and scheduling of runways, the maintenance of radars across Electrum, and the maintenance and hangar wings. This is a highly complex department, as it will have to deal with complex operational problems and their solutions on a daily basis. Additionally, to maintain Electrum's high safety standards, this subsidiary will perform round-the-clock maintenance on all AirElectrum airplanes, as well as aeroplanes of other carriers, who decide to store theirs in the EAA-issued hangars.

The leader for this section is Mia Flaherty, who was formally a professor in aeronautical engineering at the National Electrum University. She has worked in the aviation industry for thirty years, formerly as an engineer for the now-defunct Civil Aviation Agency before jumping over to National Electrum University to lecture there. Over a ten year period, she rose up the ranks to become the head of Engineering at National Electrum University before she accepted an offer to join the management of the Electrum Airports Authority. She gladly accepted the offer, as it gave her an opportunity to give back to the Agency which hired her all those years ago.

Electrum Air Traffic Control

The Electrum Air Traffic Control is responsible for the smooth and efficient landings and departures at each of the Electrumite airports. Their job is to also liaise with pilots in the air when they are faced with emergency landings, weather disruptions, medical emergencies and simple changes to flight plans. There are extremely strict standards in joining the ranks of the Electrum Air Traffic Control, with a forced retirement at sixty years of age, compulsory training every year for all air controllers and a risk management system.

George Pisera is in charge of this subsidiary, and got there through hard work and perseverance, being an air controller for almost twenty years. He was picked because of his experience in leadership positions, as well as his good work ethic and seniority within the air controller ranks. George is a man of the people, and isn't afraid to stand up for his staff, who have often fought the government with regards to wage increases and working conditions.

Electrum Air Safety Bureau

EASB plays an important role in civil aviation in Electrum. They have the responsibility in inspecting aircraft, crew of prospective carriers who want to fly to Electrum, and play an important part in approving proposed flight plans and licensing of airlines to fly in Electrum. They also have the side role of investigating incidents that occur over Electrum airspace (on occasion having to find our the circumstances of fatal flights) mostly regarding near-misses, or any incident that happens in mid-air (a brawl, a medical emergency, pilots sleeping in the cabin etc.). The EASB mostly works out the cause of the incident, and then recommends ways for airlines to mitigate the problem, so that it doesn't happen again.

Anton Szkuta is an accomplished safety expert, being commissioned all around the world for his expertise. Lately, he has been investigating major accidents involving aircraft crashes, and has being instrumental in finding the cause of these accidents. Now, he has been looking for a place to settle down, so he went back to his homeland, Electrum and accepted a job offer from the Electrum Airports Authority.

Airport Management Services
All of the other board members (save for the CEO and CFO) are in charge of their respective airports. They mainly have to deal with Customs staff as well as other day-to-day management of airports. Each person that was hired by the EAA to head an airport brings a wealth of expertise and knowledge in management, and have been recruited from diverse areas.

Pricing List

There are different costs associated with renting out a terminal, advertising space and retail areas. Here is a guide on the costs of each of the things.

Gate Rental - International
This is the starting point for your airline's journey into Electrum. This contains all the facilities including staff, check-in counters, baggage delivery, air services and more. It also contains the cost of maintaining the gates.

Cost: Flat rate of $3,000 NSD per airport per month. For one flight in and out, there will be an additional cost of $500 NSD.

Gate Rental - Budget/Cargo (Centralis and Hamilton only)
Carriers may fly cargo planes or passenger planes (budget). Be warned that passengers may not be happy if they travel on a national carrier to a budget terminal. Passengers may be annoyed if they fly here. There is no retail. Cargo planes will receive storage space, 5 container dollies and a container loader.

Cost: Flat rate of $1,000 NSD per airport per month. For one flight in and out, there will be an additional cost of $300 NSD. For cargo airlines, additional storage space, and transport to and from our airports will cost an additional $2,000 NSD per month.

Airline Services - Airline Lounges (All airports except Agri)
Lounges are the epitome of luxury in our airports. They contain a bar, sleeping quarters, showers and bathrooms and also direct entry into the plane as well. They are for businessmen and people who like to travel with class and style. Only established carriers can construct separate lounges for first class and business class at the airport.

Cost: $10,000 NSD per airport per month.

Advertising - Skybridge
Advertising on Skybridges is the best way to reach your customers before they fly to their destination. They are sure to remember your advertisement as it will be the last thing that will remind them of Electrum.

Cost: $1000 NSD per skybridge per month

Retail - Shop
Electrum is a free country with low taxation rates. The airport is a designated duty-free area and therefore all businesses are exempt from taxation. This makes it palatable for businesses to come here and provide a good or service that people want. There are various costs depending on store size.

Cost: $5,000 monthly - Normal, $10,000 monthly - Large

Retail - Restaurant
Electrum is a cosmopolitan country with people from all around the multiverse, meaning that Electrumites are willing to try any new foods that are available to them. Why not let Electrumites sample your local cuisine? Restaurants are free to make prices as exorbitantly high as possible for maximum profits.

Cost: $7500 NSD per month flat rate.

In Centralis, your gate has now moved to C1, and you will receive an airline office there. In Prescott, you have been granted gate B10, Terminal B. In Prescott it is gate C12, Terminal C and in Agri you will get gate 5.

We are happy to announce the additional of several new airlines which have been granted regulatory approval to fly into our airports. These are, from our last update, FlyUS, Destiny Airlines, FlyKenzinia, SwordFlya and Cirdiana. Combined, they have had dozens of years of experience in the aviation industry, and you can be sure that you can trust them, as they have been reviewed by our Authority. With the addition of airlines means more new destinations, meaning that Electrum will be more connected to the multiversal community. This includes Liberty City, USA, Raedburg in the United States of Zitru, Kenzinia City, Kenzinia and Stanton, Cirdia. We are still accepting applications from all airlines, with all airlines being allowed to fly into Centralis and Prescott, whilst established airlines (OOC: Ones with a storefront) can fly to those cities as well as Agri and Hamilton.
