To whom it may concern, greetings;

After careful consideration, His Serene Majesty’s Imperial Federal Government, directed by the wish to strengthen diplomatic relations between the Federated Star Empire and those nations with which we have had regular dealings or share common aspirations, has decided to revitalise our Diplomatic Programme.

To that end, we are inviting those nations with mutual interests, which possess comparable aims and values, to exchange Ambassadors, and establish permanent ambassadorial missions in the Consular Precinct of the Diplomatic Capital of Arn-Maciska.

Those nations which have engaged especially closely, or intend to, with the Federated Star Empire, may establish Consulates in designated cities; those nations are directed to make sure they complete Part B of the application form below.

A letter of introduction with your application is very strongly desired. Your letter of introduction should introduce your nation, explain why you wish to exchange Embassies with the Federated Star Empire, and inform the Imperial Federal Government of any advice we need to provide to our citizens should they wish to travel to your nation. Please note that membership of the Stonewall Alliance alone does not constitute prior engagement.

Embassy Applications lacking a letter of introduction may be declined.

Nations which have had lengthy prior engagement with the Federated Star Empire will be given preference; nations lacking prior engagement will be expected to outline why the Federated Star Empire should grant the request. It is expected that a reciprocal embassy arrangement will be offered under similar or identical terms, and in the absence of any declaration to the contrary identical terms will be assumed to be in operation.

It is important to take into consideration that the Federated Star Empire is not now, has not been in the past, and has no intention of being in the future, a member of the World Assembly. Therefore the provisions of World Assembly Resolution #22 (the Diplomatic Protection Act) do not apply. That said, please note that I 10 Akti XIV 3 (the Embassies Act R.K. 3140) provides equal if not greater protection to envoys and Ambassadors, and their missions; please see Schedule I to the diplomatic agreement below.

I would also draw your attention to the following information:
  • The following are prohibited: Fossil fuel burning ground vehicles; Personal possession of any weapon by any person other than the Ambassador (who is permitted a personal bladed weapon up to 150cm in length - please note that this does not include weapons issued to official Embassy security staff); Air vehicles, including but not limited to helicopters, dirigibles, or any vehicle capable of attaining orbit; and All energy weapons and most automatic and semi-automatic projectile weapons.
  • Biologicals must be sterile, are restricted to those on an approved list, and must not be allowed to wander or spread; in addition, the Imperial Federal Customs Service may summarily refuse entry to biologicals;
  • Intoxicants, including alcohol, are subject to section 14 – those intoxicants that are legal in the sending nation may be consumed on the Chancery premises, but may not be taken out of the Chancery bounds;
  • In the absence of advice to the contrary, all Ambassadors will be addressed as “Your Excellency”; and
  • Modified agreements, provided with good cause, may be considered on request.
If your application is successful, your nation will be assigned to an International Relations Circuit at random. Please note which circuit you are assigned to, as this will determine your point of contact in the Federated Star Empire. This has no bearing in the estimation of your primacy of relations, nor does it determine your location in the Diplomatic Precinct.

Please note that the Imperial Federal Government will accord due consideration to each application, but reserves the right to refuse or decline any application without explanation.

The following nations already have Embassies in the Federated Star Empire and need not apply again:
  • Aztec National League
  • Dyelli Beybi
  • Farmina
  • Ilek-Vaad
  • Onerecon
  • San Pellegrino Romana
  • ViZion
However, we have noted that some of those nations have yet to nominate Ambassadors. If this is you, you have fourteen days to rectify the situation or we will conclude that you do not wish to maintain relations and shall terminate our Embassy in your nation. Terms and Conditions for Embassies and Diplomatic Personnel from nations located outside of the region of Vårheim

This document provides the rules for the authorisation of the building of Embassies within the Diplomatic Precinct of The Federated Star Empire of Macisikan’s (now hence forth knwn as Macisikan) diplomatic capital of Arn-Maciska. For reasons of security 24 hours’ notice must be given to the Ministry of International Relations in written format such as teletype, secured e-mail, or secured fax prior to the arrival or departure of Diplomatic staff across Macisikani borders; oral communications, text messages, or unsecured written communications are not acceptable. Embassy staff travelling outside the diplomatic compound must be escorted by Macisikani International Relations personnel.


Rules for Diplomatic personnel and stations are as follows:
Covering Clauses
  1. Unless otherwise explicitly indicated by a specific agreement, the “vice-versa” of every provision outlined below shall apply without exception and in their entirety to Macisikani missions in foreign nations.
  2. For conditions pertaining to consulates, where appropriate replace the word "Ambassador" with the word "Consul".
  3. The phrase “Their Most Serene Majesty” is not indicative of gender and shall be taken to refer to the presently reigning Sovereign of the Federated Star Empire, by whatever titles and styles they are known.
  4. Any alteration to this Standard Embassy Agreement must be ratified by the Macisikani Senate.
1. Extra-territoriality of Missions
  1. Under Macisikani Law, the real estate occupied by a diplomatic mission (hereinafter referred to as a “chancery” and inclusive of the buildings and grounds of said mission) is considered to be extraterritorial. For the duration of the mission a chancery is considered to be the exclusive property and territory of the represented power; six (6) hours after the cessation of a diplomatic mission the chancery will, in its entirety, revert to being the property and territory of the Crown of Macisikan.
  2. Host authorities may not enter a chancery under any circumstances without the permission of the local mission head or an authorised delegate unless a state of emergency poses a clear and present danger to persons and property within the chancery. Violations of this provision constituted a breach of the Agreement.
  3. Provisions outlined in Part 1a) of this agreement apply to a consulate, for as long as that consulate is operational.
2. Mission Security and Law Enforcement
  1. Missions are responsible for their own security and law enforcement. Embassies are permitted a small armed force up to thirty (30) people to accomplish this.
  2. No foreign nationals (with the exception of those persons granted special exemption) may carry weapons outside the chancery, unless permission for such is granted in writing by the Ministry of International Relations; such persons must carry an authorising licence while in possession of such weapons (non-compliance is a violation of the Criminal Code and of this agreement).
  3. Consulates are permitted a small armed force of up to ten (10) persons to maintain security and law enforcement.
  4. Both consulates and embassies may request the assistance of local security personnel if their own security forces are insufficient to handle any situation.
  5. Security personnel employed by a consulate or embassy may only be armed with small arms and/or bladed weapons and/or blunt weapons so long as said weapons conform to the restrictions outlined in Schedule I to this Instrument.
  6. No weapons are to be worn in the presence of Their Most Serene Majesty without clearance by the Royal Household Guard.
3. Subjugation to Macisikani Law
  1. Subjugation of Embassy personnel to Macisikani Law shall be in line with the table set out in Schedule II to this agreement.
  2. All other foreign nationals are fully subject to Macisikani law outside the Embassy compound unless otherwise agreed to in writing by the Ministry of International Relations or provided for under specific legislative instrument.
  3. Diplomatic immunity privileges can only be waived by a diplomat’s own country; the host country cannot waive diplomatic immunity for a foreign diplomat.
  4. Please be aware that in cases of regicide (and only in cases of regicide) diplomatic immunity privileges may be unilaterally disregarded; His Serene Majesty’s Government regrets the inconvenience this may cause and will attempt to seek a waiver from the sending country.
4. Expulsion of Diplomatic Personnel
  1. His Serene Majesty’s Government reserves the right to expel any and all members or representatives of any foreign government at any time, for any reason. With the exception of active hostilities between Macisikan and the government in question, any personnel so expelled are secure in their persons and personal baggage until after they have been removed from Macisikani territory; personnel may be held in detention for a period no longer than seven (7) calendar days if so expelled, but only if reasons of national security warrant.
  2. Foreign Governments should be aware that in the event of His Serene Majesty’s Imperial Federal Government closing the Macisikani Embassy in the other nation, there will be a forty-eight (48) hour period within which the other nation may voluntarily close its embassy in Macisikan. At the end of that period, Their Serene Majesty’s Imperial Federal Government reserves the right to summarily expel the diplomatic mission from Macisikan.
  3. In the event of permanent closure or expulsion of a mission, and following the expiration of the period specified in Part 4(b) of this Agreement, a Summary Closure and Expulsion Notice will be sent at the pleasure of Their Serene Majesty’s Imperial Federal Government; no later than thirty-six (36) hours from the sending of that notice, the mission will be held to have ceased to exist, and the land and buildings will become the property of the Crown.
5. Diplomatic Security Outside Chancery Premises
Diplomatic security outside of a chancery is the responsibility of Ministry of International Relations personnel and the Macisikani police. No foreign diplomatic personnel are allowed to travel unescorted within the Realm, unless provided with the appropriate travel pass. All foreign diplomatic nationals employed at the Embassy who object to this are free to live within the Embassy compound. Diplomats and special envoys are entitled to their own personal bodyguard, as long as such persons are registered with the Ministry of International Relations and all matters relating to such persons are in full compliance with all provisions of this agreement.

6. Electronic Communication Outside Chanceries
  1. Each Embassy compound is permitted one, and only one, satellite communications station within the Embassy compound. Communications carried on this system may be encrypted or employ any other anti-intrusion measures the Embassy personnel consider prudent. Consulates may establish two (2) Virtual Private Networks (VPNs) to their respective Embassy Compounds to preserve the integrity of their communications.
  2. All other message traffic must pass through the Ministry of International Relations and the Macisikani communications services, or be carried in the Diplomatic Pouch. The integrity and privacy of communications routed through the Ministry of International Relations is guaranteed unless the national security of the Federated Star Empire requires otherwise (insofar as is practical, the Ministry of International Relations shall advise the Ambassador of any variation to this effect); the Ministry of International Relations undertakes to appraise the Ambassador of any external unauthorised access of those communications that are under the care of the Ministry.
7. Diplomatic Pouch Communication Outside Embassy Compound
  1. Messages of a sensitive or confidential between the Embassy and its parent government may be carried by one of the Embassy staff with Diplomatic Immunity in a Diplomatic Pouch (the Pouch), the dimensions of which may be no larger than 48.00cm high, 35.00 cm long, 11.50 cm deep (a total measurement of 94.50cm). This Pouch may be made secure against any search beyond normal non-invasive passive sensors. For safety reasons, the Pouch must be transparent to x-rays.
  2. Any anti-intrusion electronics within the Pouch must be demonstrated to Macisikani International Relations personnel prior to their inclusion in the Pouch. Any subsequent changes to anti-intrusion electronics must also be demonstrated to Macisikani International Relations personnel prior to its use being permitted within the Pouch, and must not render it opaque to x-rays. Any electronics within the Pouch that do not match the x-ray signature of the agreed-upon system will not be permitted entry. In such cases, the Pouch (unopened) and the person carrying the Pouch will be returned, secure in their person and possessions, to the representing nation. At no point in time are local personnel allowed to open the Pouch, though the Ambassador, or their authorised delegate, may open it and display its contents.
  3. Embassy security personnel are permitted unrestricted, though not unsupervised, access to the Diplomatic Security screening station before, during, and after the Diplomatic Pouch passes through to ensure that the Ministry of International Relations is not attempting an electronic breach of the Diplomatic Pouch.
  4. Breaches of the Diplomatic Pouch:-
    1. A breach of the Diplomatic Pouch is considered a breach of the Diplomatic Agreement; if Macisikani personnel breach the Pouch then those personnel will be summarily dismissed from employment pending criminal prosecution; if personnel of the foreign host nation breach the integrity of the Macisikani Diplomatic Pouch, those personnel must be summarily dismissed from employment.
    2. Under S 29 C/Aug. VII 16, any person who knowingly and deliberately engages in a breach of the Pouch will be guilty of the crime of Wilful endangerment of the Foreign Relations and National Interests of the Federated Star Empire, the penalty for which shall be imprisonment for a period not less than ten years; it is expected that personnel of the foreign host nation who breach the Macisikani Diplomatic Pouch shall face similar criminal sanction, and their extradition to face charges relating to espionage may be requested.
    3. Should a breach of the Pouch be undertaken at the direction of the authorities of a host nation, the government of that nation is required to issue a full written apology for the attempted breach within twenty-four (24) hours and give a solemn undertaking not to repeat the attempt; repeat attempts are grounds for summary expulsion of the mission.
    4. An attempt by a mission to use the Pouch to smuggle in weapons, munitions, narcotics, or other items prohibited elsewhere in this Agreement may result in the expulsion of the mission and is grounds for the immediate confiscation of the Pouch and its contents.
    5. An attempt by a mission to use the Pouch to smuggle out the proceeds of crime, stolen goods, or to engage in other activities relating to the illegal transfer of items may result in the expulsion of the mission and is grounds for the immediate confiscation of the Pouch and its contents.
8. Communication with Foreign Nationals Accused of Crimes
  1. Embassy personnel will be permitted to communicate with citizens of the sending government accused of crimes within Macisikani territory. This communication will be monitored by Macisikani International Relations and the Imperial police, and is not considered privileged information, unless such discussions are taking place between a person registered as a legal practitioner in the Realm and their client.
  2. Their Serene Majesty’s Imperial Federal Government reserves the right to restrict any such communication in the event it may, in the opinion of the Ministry of International Relations jeopardise National Security. All foreign nationals accused of crimes shall be accorded full and free access to the Macisikani legal system as extended under the appropriate legislation.
9. Diplomatic Vehicles
  1. Each Embassy will be permitted to import up to two (2) non-military ground vehicles for use by Extraterritorial Embassy personnel. Diplomatic vehicles will be considered part of the Embassy compound when in use by embassy personnel with Diplomatic Immunity. These vehicles may be armoured.
  2. Prior to entry, any such vehicle will be thoroughly inspected by a team from the Ministry of International Relations in the presence of Embassy security staff. All equipment installed in or on the vehicles will be demonstrated to Ministry of International Relations personnel. Any additional equipment installed subsequent to approval must also be examined by Ministry of International Relations and its purpose demonstrated. Diplomatic vehicles will be examined at random intervals agreed to by the Ambassador. Any alteration to the agreed equipment will be considered a violation of the Diplomatic Agreement.
  3. In the event of a suspected crime or threat to National Security, the vehicle and its occupants will be detained in place while the Ministry of International Relations requests access to the vehicle from the Ambassador. Failure to grant such access will constitute a breach of the Diplomatic agreement. Under these circumstances and in the absence of a state of war, the Embassy may send Security Observers to ensure that the vehicle is not searched or entered by Macisikani personnel as it is destroyed in place. The remains of the vehicle will be returned to the Embassy once destruction is completed. The Embassy will be closed and all personnel expelled once this is completed. The destroyed vehicle will be permitted to leave with the Embassy staff.
  4. Foreign governments should be aware that people drive on the left-hand side of the road in Macisikan; all vehicles are subject to strict safety inspections by the Ministry of Transport, and must meet the environmental and safety standards set by that body or such body authorised by the Ministry of Transport under relevant legislation to exercise such powers. The Ministry of Transport may forbid the import of non-compliant vehicles. In such circumstances, the representing nation is advised to source alternative vehicles.
10. Limits on Diplomatic Personnel and Matters Pertaining to Espionage
  1. Excluding the Ambassador, Embassies may have attached a maximum of fifty (50) attachés, assistants, and other diplomatic staff, and a maximum of thirty (30) support staff (including maintenance, culinary, cleaning, and technical support staff) for a maximum of eighty (80) non-security staff.
  2. Any Embassy personnel engaging in espionage will be summarily expelled (if granted Extra-territoriality) or prosecuted within the full extent of the law (all others). Embassy personnel who escape (or attempt to escape) the supervision of their Ministry of International Relations escorts will be assumed to be engaged in espionage, and treated accordingly.
11. Travel Restrictions Placed on Diplomatic Personnel
  1. No Diplomatic personnel are permitted to depart the limits of the Greater City of Arn-Maciska for any reason other than to leave Macisikani territory, or if duties pertaining to issues of a legal and/or diplomatic nature require their presence elsewhere. In the case of the latter, Ministry of International Relations personnel will accompany Embassy personnel at all times.
  2. The Ministry of International Relations may grant Diplomatic Personnel, during times when they are not on duty or are considered to be on leave from the Embassy, tourist visas for the Terran Domain. Embassy personnel issued such visas are exempt from Provision 11(a).
  3. Provision 11(a) applies to the Stellar Domain without exception; Embassy personnel may only enter the Stellar Domain at the express written invitation of the Minister of International Relations. In the event that duties pertaining to issues of a legal and/or diplomatic nature arising in the Stellar Domain should require Diplomatic Personnel to travel to the Stellar Domain, every effort shall be made to ensure that such travel is not necessary.
  4. No Embassy personnel may enter Greenmotte Palace, Stonebridge Palace, or any building designated as being a part of the Red Bailey, without the permission of the Vice-Ministry of Extraregional Representation.
12. Provisions specific to Consulates-General and Consulates
  1. To represent the interests of the represented nation, and to provide assistance to the citizens of the represented nation, the Ministry of International Relations may invite the represented nation to establish Consulates.
  2. A Consulate is established in certain listed major cities (that are not the Diplomatic Capital) of the Federated Star Empire as determines by the Minister of International Relations or their authorised delegate; such consulates must have the specific invitation of the Ministry of International Relations to be established.
  3. Consulates are limited to a maximum of twenty (20) diplomatic staff, ten (10) support staff, and ten (10) security personnel, for a maximum allowable total of forty (40) individuals.
13. Restricted Biologicals
  1. The term biological in this section, when referring to an organism, means any non-sentient, non-sapient, biological organism no matter the taxonomic classification.
  2. Any imported biological must be inspected and approved for entry by the customs service of the Federated Star Empire. Be aware this can entail a quarantine period of up to twelve (12) months. Biologicals will be returned to their country of origin upon refusal to permit inspection, or upon refusal of entry by the Customs Service.
  3. Foreign Personnel are permitted one (1) imported biological each (approved by Customs), but these must be kept in personal quarters within the chancery and may not be permitted to wander or spread.
  4. Insects, fungi, noxious weeds, and other biologicals forbidden from importation by ordinary citizens are prohibited without exception; these biologicals will be returned to the country of origin upon detection and any descendent biologicals destroyed.
  5. All imported biologicals must be sterile and unable to reproduce.
14. Restricted Intoxicants and Pharmaceuticals
  1. The sale of any intoxicant or pharmaceutical by a member of diplomatic staff to any party outside of the chancery, or to a Macisikani citizen in any location, is prohibited under any circumstances.
  2. Up to fifteen (15) litres of alcohol may be imported by the mission per annum for personal use; an additional ten (10) litres may be imported for cultural or religious purposes.
  3. Quantities of intoxicants or pharmaceuticals which are legal in the representing nation and are intended purely for personal use may be brought into the mission as long as those substances (including alcohol) are stored and used on-site at the chancery. These substances may not be removed from the chancery.
15. Application Requirement
Sovereignties applying for an exchange of Ambassadors will be required to complete the form in Schedule III to this Instrument; the completion and submission of this form constitutes complete acceptance of this L 48 C/Aug. VII 489 in its entirety without omission, reservation, or exception.



The Vice-Minister appreciates the desire of all nations to keep their missions as safe as possible; however, Embassies are located in the Diplomatic Precinct of the Royal City, a low-crime area of a low-crime city, in the heart of a friendly nation, with a dedicated police force (the Diplomatic Precinct Police) assigned to keep the peace in the area, backed up by a law-enforcement detachment of the Imperial Federal Armed Forces Regular Surface Service (the Gendarmerie). The Vice-Ministry actively monitors the Diplomatic Precinct, and consular missions in other cities, to ensure their safety and security is properly maintained. As such, the following restrictions are in effect at present:

Part 1: General Restrictions
  1. All weapons carried by diplomatic security details must, without exception, be:
    1. Detectable by walk-through metal detectors;
    2. Incapable of causing structural damage;
    3. Demonstrated to Macisikani International Relations personnel prior to being brought into the Realm;
    4. Properly and fully secured within the chancery at all times when not in use.
  2. In the absence of a declared state of emergency, or a real and apparent danger to the life and limb of the personnel in the chancery, no weapon may be used or made accessible to civilians or other persons not trained in their use.
  3. Security personnel must be properly trained and accredited in the safe handling of their weaponry.
  4. All weapons must be registered and inventoried by the chancery security service.
  5. Weapons used or formerly by a diplomatic mission may not be sold, donated, gifted, or otherwise undergo a transfer of ownership within the Realm, and must be returned to the sending nation when their use has ceased, unless those weapons are gifted to the Crown.
  6. Weaponry must not be provided to persons under sixteen (16) years of age.
Part 2: Impact Weapons
  1. In addition to the restrictions outlined in Part 1 of this Schedule, all impact weapons are subjected to the additional restrictions outlined in this Part that are applicable to their classification.
  2. Security personnel are permitted no more than one (1) handgun, and either one (1) shotgun or one (1) rifle, each.
  3. Handguns must meet all of the following restrictions:
    1. A maximum magazine capacity of fifteen (15) rounds;
    2. A maximum calibre of 11.43mm;
    3. A minimum barrel length of 112mm (for semi-automatic handguns); and
    4. A minimum barrel length of 100mm (for revolvers and single-shot handguns).
  4. Shotguns must meet all of the following restrictions:
    1. A minimum barrel length of 610mm;
    2. A full-size (not “pistol-grip”) stock;
    3. If a self-loading shotgun with either an integral or detachable magazine, a magazine capacity of no more than five rounds; and
    4. If a pump-action shotgun, a magazine capacity of no more than five rounds.
  5. Rifles must meet all of the following restrictions:
    1. A maximum calibre of 9mm;
    2. An effective firing range of no more than 350 metres; and
    3. A magazine capacity of no more than 40 rounds.
  6. The following impact weapons and impact weapon accessories are specifically prohibited:
    1. Machine guns, submachine guns or other impact weapons capable of propelling projectiles in rapid succession during one pressure of the trigger, and analogous weapons;
    2. Silenced weapons and weapons to which a sound suppressor or like attachment has been fitted;
    3. Sound suppressors or like attachments;
    4. Disguised weapons;
    5. All impact weapons made from plastic and other materials not detectable by walk-through metal detectors;
    6. All impact weapons with major components that do not generate an accurate image when subjected to inspection by airport x-ray machines;
    7. All hybrid energy/projectile weapons;
    8. All weapons designed specifically to be effective against police-issue body-armour;
    9. Muzzle-loading weapons that have been manufactured prior to January 1, RK 3150;
    10. Sniper scope and sniper stand attachments;
    11. Any impact weapon which does not meet the restrictions outlined in the other sections of this Part.
  7. The following forms of ammunition are prohibited:
    1. Explosive (or “flak”) rounds;
    2. Expanding bullets (such as dum-dum rounds);
    3. All bullets designed to inject or release a chemical into the body; and
    4. All bullets made from materials not detectable by hospital x-ray.
  8. Rifles, hand guns, and shotguns that do not, in their original forms, meet the restrictions set out in §3-5 of this Part may be exempted and carried by the security personnel of the mission if:
    1. They are altered such that they meet the restrictions in §3-5 of this Part;
    2. They are distinctively marked such that they are readily identifiable by cursory visual examination as altered to meet the restrictions in §3-5 of this Part;
    3. They are made available for inspection by Ministry of International Relations personnel every two months to ensure that they have not been replaced with unaltered and non-compliant versions of the weapons; and
    4. They are otherwise compliant with this Schedule.
Part 3: Bladed and Blunt Weapons
  1. Bladed weapons must not exceed 150cm in length, including the hilt.
  2. The Ambassador (and only the Ambassador) is permitted one (1) bladed weapon, no more than 170cm in length, including the hilt.
  3. Bayonet attachments for rifles:
    1. Must not have a blade length longer than 200mm; but
    2. Are not considered bladed weapons, but are classified as part of the rifle to which they attach.
  4. Blunt weapons (e.g., non-electrified police batons), including collapsible models, are permitted but must not exceed 55cm in length.
  5. Each security officer is permitted one (1) bladed weapon and one (1) blunt weapon.
Part 4: Other Weapons
  1. Electroshock weapons must be of a form approved by the Ministry of Public Safety for use by the Macisikani police and are limited to one (1) such device per security officer.
  2. Sonic weapons must be of a form approved by the Ministry of Public Safety for use by the Macisikani police and are limited to one (1) such device per security officer.
  3. Lachrymatory agents (such as capsicum spray) that are dispensed by means of a hand-held aerosol can are permitted, so long as they:
    1. Are of a form and concentration and/or strength approved by the Ministry of Public Safety for use by the Macisikani police; and
    2. Can only be dispensed by means of a hand-held aerosol can which;
      1. Has an effective range of no less than 2.0 metres and no more than 6.0 metres;
      2. Holds no more than 75.0 grammes net weight of aerosol spray;
      3. Is not a projectile, or capable of being discharged as a projectile; and
      4. Has a safety feature designed to prevent accidental discharge.
  4. Water cannons and other riot equipment (with the exception of non-electrified police batons) are not permitted.
  5. Blowguns (including any hand-held or mounted device for propelling a poison darts), morning stars (and analogous weapons), spears, javelins, flails, meteor hammers, garrottes (and analogous weapons), throwing axes, mauls (and analogous weapons), tridents, halberds, bows, crossbows, shuriken (and analogous weapons), caltraps (and analogous weapons), nunchaku (and analogous weapons), scythes longer than 150cm (including the handle), lances, brass knuckles (and analogous weapons), spiked chains (and analogous weapons), and whips are prohibited.
Part 5: Vice-Ministerial Discretion
  1. The Vice-Minister is empowered by the Act to grant exemptions to the restrictions outlined in the previous parts if:
    1. The Vice-Minister is satisfied that there exists a genuine need for such an exemption; and
    2. Such exemption has been requested in writing.
  2. The Act restricts the definition of genuine need in section 1 of this Part to mean that such need is dependent on the operational security of the mission in question, based on an identifiable clear and present danger to life, limb, and property; however, time-limited exemptions may be granted for certain weapons for ceremonial or cultural reasons.
  3. The Act restricts the power provided to the Vice-Minister under section 1 of this Part such that it does not extend to prohibitions under Part 6.
  4. The Vice-Minister is empowered veto any complement of arms that is considered to constitute a danger to the public safety of the citizenry of Arn-Maciska.
Part 6: Prohibited Devices
  1. The following weapon types, devices, and munitions are absolutely prohibited:
    1. Chemical (including tear gas and other lachrymatory agents, with the exception of those dispensed by means of a hand-held aerosol can);
    2. Biological
    3. Incendiary (including certain munition types such as White Phosphorus smoke shells which have a secondary incendiary effect, but excluding commercially available fireworks in quantities permitted and limited by local law);
    4. All forms of landmine;
    5. Energy weapons, including lasers or other devices aimed to cause permanent blindness;
    6. Radiological; and
    7. Nuclear.
  2. Non-nuclear, non-incendiary, non-radiological explosive devices including rocket/grenade launchers (including all hand-held weapons capable of bringing down a commercial aircraft in flight), hand grenades (including flash-bangs), and all types of bombs (including demolitions explosives), are prohibited.
  3. Propelled or ballistic weapons capable of piercing vehicle armour at a range of more than twenty (20) metres are prohibited.

Clarification Guidance: Transit, Space Travel, Artificial Intelligences, Dependents, Healthcare
L 39 C/Aug. VII 18 (as authorised by the Vice-Minister for Extraregional Representation as delegated by the Minister for International Relations under S 32 C/Aug VII 16)
The following constitutes formal guidance relating to the establishment of permanent missions in the Federated Star Empire.

Please be advised that all restrictions listed here are for your own protection. Please note that all benefits are provided at the pleasure of His Serene Majesty’s Imperial Federal Government as a token of our goodwill to the people and the government of the sending nation.

Trans-Vårheim Transit:

All sending nations are advised that their diplomats, and commercial traffic, must transit through either Imperial Federal airspace/waters or Vårheim Regional airspace/waters. Attempting to cross the territory (either in terms of airspace or waters) of a Minor State, or of any other Vårheimi major power (Bulgunti or Teurenze) may be interpreted as a hostile act by that nation, and your safety and survival is neither assured nor guaranteed.




Space Travel:

All sending nations are reminded that due to the nature of the fractal rift connecting the region of Vårheim to the wider multiverse, interstellar transit directly to the Federated Star Empire is considered too dangerous, posing a major hazard to extra-atmospheric traffic and to the vessel in transit, and that therefore extra-atmospheric entrance to Vårheim is not permitted under any circumstances.

All foreign extraregional entrants are required to travel to a terrestrial location, and then take transit, by air or by sea, through the rift to Arn-Jaf’na in the Viceroyalty of Ceylon, and from there to Arn-Maciska. Such transit must take place below the stratopause. Oceanic transit is not problematic.

Please note that the fractal rift does not extend beyond the exobase of the atmosphere. Attempting to traverse the rift at altitudes beyond the exobase has unknown consequences; all vessels and probes attempting such traversals have been completely lost with all hands. The Imperial Federal Government will not attempt a rescue of persons or vessels lost under such circumstances.




Cyberethics Statement:

Foreign Artificial and Virtual Intelligences are considered foreign nationals where they hold the relevant citizenship papers for their sovereignty. Otherwise they are legally merely sophisticated computer systems. These systems are not to be connected to the Imperial Federal Datalinks, or to the internet while in Vårheim, at any time. This restriction is for their own protection.




Other Non-Human Intelligent Races:

Foreign non-human intelligent persons are considered foreign nationals where they hold the relevant citizenship papers for their sovereignty, and are treated equally and without discrimination by, and enjoy the full protection of, the laws of the Realm. Non-human intelligent beings are considered citizens of the Realm where they meet the same requirements as humans do for citizenship, and are equal before the laws of the Realm.

The Vice-Ministry asks that each sending nation note the race (i.e., the species) of their Ambassador in case environmental or dietary concerns need to be taken into consideration.




Dependents of Diplomatic Personnel
Diplomatic personnel (including security staff) may be accompanied by their immediate family (children, siblings, and/parents; limited to dependent family members only), and their spouse. Such people will be issued with 048-class visas for the duration of the relevant relative’s assignment to the mission.

Dependent children of diplomatic personnel under the age of twenty-five (25) years of age may be enrolled in local schools or universities and will have their prior educational qualifications recognised by authority of this instrument L 39 C/Aug. VII 18. Such enrolment, if at a public institution, shall be on the same terms as if the student were a Macisikani citizen.

Please note that at present only polygamous marriages solemnised in [nation=Bulgunti] are recognised under Macisikani law.




Healthcare

All diplomatic personnel and their dependents are eligible to receive care under the Imperial Federal Central Health System. Upon application by the individual diplomatic personnel, IFCHS Diplomatic coverage will be extended to those persons, providing them with access to the following services at no expense:
  • General practitioner;
  • Emergency ambulance transport;
  • Emergency hospital treatment (including emergency surgery);
  • General dental care;
  • Major dental care (up to Ҍ1,200);
  • Orthodontia (up to Ҍ2,000);
  • Physiotherapy;
  • Speech therapy;
  • Optical (non-surgical, including frames, lenses, and contact lenses, and emergency surgical);
  • Podiatry;
  • Psychology and counselling;
  • Auditory (including hearing aids and implants);
  • Contraceptive services; and
  • Pre- and post-natal care (including embryonic screening and genetic treatment).

Diplomatic personnel granted access to the IFCHS will also be able to access the Imperial Federal Pharmaceutical Benefits Scheme.

The Tal Almak, the Macisikani consular security service, provides security to Macisikani missions overseas. Their standard armament is one (1) SIG Sauer P228 pistol, one (1) standard-issue Ministry of Public Safety police baton, and one (1) non-lethal taser device (if needed/permitted) per guard.

I am writing to inform you of the conditional appointment of the Lady Florence Machina as President Joseph Cohen's ambassador to the DRF's great friend, the Federated Star Empire of Macisikan.

We hope that Lady Florence will be able to assume her post at the end of the month. The appointment is, of course, conditional on the approval of Macisikani Government. Please find attached Lady Florence’s credentials for your government’s consideration.

We apologise for the delay in filling this post. The new government has had to fill a large number of positions. Nonetheless, given the importance of the position and the high value President Cohen places on the friendship of Macisikan – it was a most unfortunate oversight leaving this position vacant for so long.

I am Aric Magneton, Foreign Secretary of the Confederation of the United Pokemon Types. Firstly I would like to congratulate you on your excellent diplomatic relations program. Your Vice-Ministry has clearly put good work into it. Certainly the United Pokemon Types would be grateful to open up diplomatic relations with Macisikan.

However, before I can give the go-ahead on our end for a UPT embassy to Macisikan, I must raise a couple of queries. Firstly, you mention that "semi-automatic weapons" are banned, as are "energy weapons with an effective range of over one metre". UPT security personnel (whether embassy or otherwise) most commonly use a so called "pep gun", a pulsed laser weapon that offers selectable lethal or less-lethal power and is of course semi-automatic. (I have yet to encounter a laser weapon that isn't semi- or fully-automatic!) There is a little information regarding these weapons in our national Factbook, though I concede it is not what one would call detailed. Are these weapons likely to be acceptable to Macisikan?

Secondly, you list various procedures and restrictions on 'biologicals'. What exactly do you mean by this term?

To Secretary Magneton, greetings;

I am writing in response to your inquiry regarding the Imperial Federal Embassy Programme.

The weapons you describe are prohibited, not only because of the range, but also as they are analogous to a flash-bang. Only small-arms projectile weapons are currently permitted due to the restrictions in place by the provincial government relating to firearms (please note that non-lethal taser devices qualify as projectile weapons under present laws). For foreign embassy security, such as yours, if your preferred armament is prohibited, we recommend that you outfit your security with the same weapons carried by the Tal Almak, our consular security service, when they are guarding our Embassies: this is one (1) SIG Sauer P228 pistol, one (1) standard-issue Ministry of Public Safety police baton, and one (1) non-lethal taser device (if needed) per guard.

Biologicals are non-sentient, non-sapient, biological organisms no matter the taxonomic classification, for example, cats, dogs, non-intelligent dragons, and so on. A clarification has been added to the Embassy Instrument accordingly. All sentient, sapient biological organisms are considered foreign nationals.

Incidentally, present advice is that artificial or virtual intelligences (including golems and all like beings) are prohibited due to those agents’ legal status currently being unexplored; the prohibition is in place for their own protection.

Please be aware that due to the lack of engagement between our nations an Embassy request from your country may be declined.

Understood. Your position on the weapons is entirely justifiable, but has surprised far more people in my department than in hindsight it should have. Those responsible for embassy security have, quite frankly, been caught on the hop. The SIG Sauer is a respectable pistol, but I fear the wheels of bureaucracy will grind rather slowly towards the approval of it or any other appropriate weapon. So I'm sorry to say that our application is unlikely to be filed particularly soon. Should you wish to go ahead and file the reciprocal application in any case, our program is linked to below.

Thank you for the clarification regarding "biologicals" as well as Macisikan's laws regarding AIs. While our military and ex-military spacecraft, including our Regent, do have AI minds, computing requirements preclude "everyday" sized vehicles or robots having such, so the issue should not arise. Business with the spacecraft can when needed be conducted by secure communications, as indeed is normal practice for us domestically.

Upon reaching the building, the Captain of the Guard allows the Ambassador access to the building after the Captain is dismissed by the Ambassador at the Embassy entrance. The Captain of the Guard then oversees the raising of the flag (if no flagpole is available, the flag may be hung above the door of the building).

It is also customary for Thistles to be brought into the Embassy and planted on the grounds or placed in suitable locations within the Embassy. Should the thistles be found to conflict with local flora laws, they may be replaced by stylized representations of the thistle, or of the mammoth, placed in suitable locations around the embassy.

Chancery Construction
Although there are some preconstructed embassy complexes in the Diplomatic Precinct of Arn-Maciska, the majority of the land consists of vacant lots. So long as architectural plans conform to safety requirements and height limitations in the building code of the Precinct, sending nations are free to construct their own embassies according to their own specifications.

Dear Sir Akaan Vattyen,

Please allow me to firstly introduce myself. I am Bradley Moore, I have been appointed as the Under-Secretary of State for Foreign Affairs within the Kingdom of Edom. It is therefore my responsibility to review and make judgement on incoming applications for embassies within Edom, and to therefore make requests to establish diplomatic ties with foreign countries. With that in mind, please allow me to submit to you our applications to establish diplomatic ties.

As you are aware, Edom is a strong advocate for members of the lesbian, gay, bi-sexual and transgender community, through our work within the Stonewall Alliance. Having recognized this, through your undoubted loyalty to the Alliance, including all of the work your esteemed nation has put into reforming the Alliance, we would like to establish diplomatic ties.

Although there may be some differences in policy between our two nations, we see establishing diplomatic ties, a way to; firstly, explore options for future cooperation, and secondly, work on smoothing out any differences that we may both have. With that being said, the Gouvernement De Sa Majeste have not found any policies that raise our concern.

We were extremely interested in strengthening our ties through economic matters, and education and would like to discuss this with yourselves within the near future. The Gouvernement De Sa Majeste would also like to discuss developing military ties between our two armed forces in the not so distant future as well.

Please provide any additional information that may be relevant: Should our application to establish diplomatic ties be accepted, the Ambassador's son will require a tutor, who shall be employed in Edom, and flown over to the Embassy. Further, the Ambassador's Wife is expected a baby, and so their shall be a nanny flown over from Edom in order to look after the children whilst the Ambassador and his wife conduct official duties. All security personnel are required to be employed in Edom.

* If your nation has no such official, an individual who has the authority to speak on behalf of your government with, and represent your government to, His Serene Majesty’s Government must be nominated as a point of contact.
† Support staff hired locally are to be hired under Imperial Federal employment and industrial relations laws, not under the laws of the sending nation. Please note that this prohibits the use of any unpaid internships, or any below-Award wages.

As you are aware, Edom is a strong advocate for members of the lesbian, gay, bi-sexual and transgender community, through our work within the Stonewall Alliance. Having recognized this, through your undoubted loyalty to the Alliance, including all of the work your esteemed nation has put into reforming the Alliance, we would like to establish diplomatic ties.

Although there may be some differences in policy between our two nations, we see establishing diplomatic ties, a way to; firstly, explore options for future cooperation, and secondly, work on smoothing out any differences that we may both have. With that being said, the Gouvernement De Sa Majeste have not found any policies that raise our concern.

We were extremely interested in strengthening our ties through economic matters, and education and would like to discuss this with yourselves within the near future. The Gouvernement De Sa Majeste would also like to discuss developing military ties between our two armed forces in the not so distant future as well.

Non-Aggression Pact
Although under Part 7 of the Stonewall Charter we have an effective non-aggression pact, it is our wish to sign a separate such arrangement with your nation; please refer to this document (PDF) for the model non-aggression pact. If the model pact is acceptable to your government, then it can enter into effect without delay.

Imperial Ambassador
An application has been filed with your embassy programme for a reciprocal arrangement.

Circuit Assignment
