Introduction
The colonisers of the first wave of imperialism, rebuffed by the rise of nationalism and the Americas liberating themselves, found themselves with a great deal of experience and a tremendous legacy. The era of relative peace and technological advancement that came after Napoleon began the dawn of mechanised warfare, and the beginning of the ironclad ships. Africa was opened by said technological development, and it too, was exploited. The imperialists of Europe, joined by their new brethren in the Americas as well as the first of those nations lucky enough to modernise, began the second wave of imperialism. Africa was now accessible, its riches open to all, and with experience under their belts, no nation of Asia was safe from large-scale conquest either, far from the trade ports of old. Though cries for freedom had begun in many ethnically inhomogeneous nations, by and large it was still imperialism that dominated, now far better defined and far more powerful than it had been in the era of American colonisation. A new age dawned, domineered by warfare advancing relentlessly, machine now as primary an element as man, while society itself bubbled and boiled. The New Imperialism had come.

New Imperialism 2 is a player-defined alternate history roleplay, starting on the 1st of January, 1881 AD and with a nominal point of divergence at 44 BC, the 15th of March, with Caesar's death. RPers may take up the mantle of a state that they craft using the app, or one that has already been applied for, if the person who originally made it no longer RPs it. It is the sequel to New Imperialism 1, which was set in 1900. However, it is a spiritual successor, and from the point that the RP starts, everything is a blank slate, except for a bit of predefined history. You may apply for whatever you want, within the bounds of realism and the application, and also within the bounds of preset history as laid down further below. Other than that, you are free to create whatever nation you want; let your imagination run wild. However, note that if an area has been applied for before, then its lore cannot be changed from what is in the app from before 1881. If that has you interested, please read the rest of the OP to understand how we'll be going.

NI2 will function using many concepts, ideas and policies laid out here. Conceived for the RP's benefit, they will help to explain and detail what goes on, and how, and why. Generally, it is a sort of volume of guiding principles and ideas; for actual detail on the RP's comings and goings, go to the bits further down containing stuff about maps, rosters, history and the like. Take the time to read the information carefully, as much of it will be vital to understand exactly what sort of RP NI2 is, and how it will function. Use your common sense in interpreting them.

Time progression is one thing to take note of. Neither a set time progression based on pages or days in real life, nor a completely player driven-approach will be taken. Instead, each post should be roughly within a couple of days of the last one, and should probably be no closer to the last one than a few hours unless it does not interact with in, in which case slight backtracking may be allowed. It is a fairly soft system, but it is defined so that advancing a couple of days ICly should generally not take more than a couple of posts, and on the whole, a page is approximately expected to be a month, probably stretching and straining as we go. However, to this end, IC timestamps are required on all posts ICly, to ensure that people know where things have reached. A side-rule pertaining to this is that to preserve the movement of the IC, events such as conferences, battles and dialogues should be condensed into a few posts; try a collaborative Google Document, perhaps, or negotiate the matter through TG. Prolonged conversations with a few seconds between each post and dragging on for half a page, or battles that go on for a day but involve every little counter-attack being posted in a new post are quite undesirable.

Player versus player wars are further to be regulated. If you wish to go to war with any other RPer, there is a protocol to be followed; first, informing the co-ops or the OP, via TG (in which case one needs to be sent to all those who run the thread) or by posting it on the OOC. Secondly, you must run it by the RPer or RPers you plan to fight. At this stage, it is preferable that the combatants are either able to pre-plan the result of the war, or to agree to go along with whatever happens mutually. However, should an issue arise, such as the combatant being unwilling and believing they should not have to, or the players being unable to agree on a resolution to a war or battle, then contact with either OP or co-op must be made by either party, as quickly as possible. TG or OOC posting are both suitable for this, but in any case, any dispute over PvP that cannot be resolved amongst those involved should be referred quickly and efficiently. At this point, the management team will take over and look through the IC and request other information that may be required, and based upon both the quality of ideas and tactics used, the realistic situation, and the quality of posting, decide upon a winner to the dispute, whether it is over the whole war or just a single battle. It is preferable to resolve whole wars in one go, as mediation takes time and energy, and it is much easier to simply compare the numbers, leaders and the like of both sides and then decide, rather than looking through tactics for each battle as they come.

NPCs will be played, unless otherwise informed or decided, by the OP, me. Countries created by a player who has left or a gap in the map, if you wish to enter into negotiations with one or declare war on one, it is necessary to inform either co-op or OP that someone can get on the case. In some cases, the player may be allowed to NPC the entity in a war if it is clear that the player will win, but generally, all diplomatic negotiations, state economic interactions and the like, even with non-state entity NPCs, should be at least passed by if not specifically RPed by OP or co-op if appointed to do so. Regard NPCs as their own entity, even if they are quite passive. You may app for any NPC (other than those organised in a manner that makes them impossible to RP as) but history laid down by previous OP or player actions will be canon.

Application
A few things about the app; first of all, the RP example is required and compulsory. In order to ensure quality, Great Power RP samples will be very very carefully picked over, as will the entirety of their apps, and their history of being active. Most people will simply be up to the calibre of RPing as a secondary power, which also requires an RP sample, but not as great of one. While NI1 had the fortune of drawing talented RPers to fill its most important ranks, that was by pure luck, and as such, every effort will be made to ensure that RPers of GPs will be the best around, if possible. The second thing is to read the explanation below. It explains many things that would ordinarily not be intuitive, such as what is to go in the Population field. Take the time to make sure you've read the whole thing and understand it before apping. For reservations, simply post a detailed description or map of your reservation, along with an RP sample and what sort of power you'd be; great, secondary, minor or micro.

Application

Name: Longer and shorter names of the nation if applicable, both in English and native language (and transliteration perhaps) if possible, and demonym
Symbols: National, popular and other relevant symbols such as flags, anthems, animals, coats of arms, colours, and whatever else you feel pertinent
Claims: What land the country controls de facto, on a map, and if you wish, also what land it claims de jure but does not actually maintain control over
Power: What degree of power the nation is; the possibilities are Great Power, Secondary Power, Minor Power and Microstate, or perhaps slightly more detailed if you wish

Government Structure: How the government works and is created in some level of detail, such as, perhaps mentioning how voting works if it exists
Ideology/Policy: What the government does and acts on; essentially, this is how the government governs
Leaders: Leaders is fairly simple, in that it requires a few of the titles and names of those pertinent to national governance
Capital City: The name of the capital city, or cities if there is more than one and a description of the city if it differs from what is present IRL

Government Structure: Federal Semi-Presidential Constitutional Republic. The government is the Parliament of the Commonwealth, which consists of two houses. The lower house is known as the House of Commons, and the upper house is known as the House of Consuls. The lower house is elected based on a series of electoral districts, on a first past the post system. The upper house is elected via the states, again using first past the post. Each state has two Consuls as their basic right, and additional consuls are added based on the population of the state within the country as a whole. The Lord Protector is elected again through first past the post, separately from the other elections, and has near-supreme executive power. The Prime Minister is elected within the lower house by and from the members, and has power over the houses and the right to advise the Lord Protector. All elections are done through near-universal suffrage, with all male citizens over the age of 18 and all female citizens over 27 and married/employed/landowning or over the age of 35 if not married/not employed/landowning having the right to vote.

Foreign Relations: The Commonwealth maintains diplomatic relations with most civilized nations in Europe and across the globe. The Commonwealth shares strong ties with Les Etats-Unis de Nouvelle France, due to the Commonwealth being a key player in their war of independence against France. Similarly, the Commonwealth shares strong ties to nations which had embraced the ideals of the Republic, ergo the amicable relations with Portugal. The Commonwealth also shares ties to the United Kingdom of Aragon and Naples
Military Information: The Armed Forces of the Commonwealth of England, Scotland and Ireland are among the best trained in the world. They are split into various divisions. The Armed Forces are split in two; the Commonwealth Navy and the Commonwealth Army. The Commonwealth Navy gained a fearsome reputation for it's strength, and the Army showed it's metal during the Napoleonic Wars, managing to delay the fall of France for many a month due to it's use of modern tactic under Arthur Wellesley.

Economic Policy: The government uses a mostly Free Trade policy, with limited tariffs and even more limited government intervention in the economy. While education is subsidized by the government for children up to the age of thirteen, there is very limited government intervention in social welfare.
Economic Situation: The economy of the Commonwealth is one of industry. The Age of Industrialization was born in the Commonwealth, and ergo the nation benefits from such benefits of industrialization such as railways. Factories and railways dot the landscape of Britain and her colonies, with cheap labour forming the bulk of the workforce. Britain is in a much reduced rate of economic growth in comparison to earlier years, but she is by no means falling behind other powers.
Infrastructure: Railroads and well-maintained roads are kept between the main cities in both the homeland and the colonies. Cities such as London, Oxford, Cardiff Leeds, Hull, Manchester, Edinburgh and Glasgow are connected by the Great North-South Railroad, which travels from Plymouth through England and Wales to Inverness in Scotland. There are also active shipping routes between all of the Empire. Industry thrives across the Empire, especially in the homeland and North America.

History:
Chapter 1 - Hero of a Nation: 1653 AD. Oliver Cromwell is 'elected' to the position of Lord Protector of the Commonwealth of England, Scotland and Ireland. Unbeknownst to him, this was to be the beginning of a New Era for Britain, and indeed, would change the very world itself. When Irish Catholics had begun their rebellion over ten years prior, Cromwell was sent to reconquer Ireland for the Rump Parliament. When he arrived, however, he made a decision to call the rebels to a negotiating table in Carlow, to take part in the Carlow Peace Conference. The rebels were shocked at Cromwell's willingness to declare peace, yet readily assembled themselves in Carlow in order to take part in the conference. The conference produced a treaty, the Treaty of Carlow, which silenced the rebels and restored Ireland to Parliamentary rule. The terms of the treaty were long, however the main points were that Catholicism would be tolerated in Ireland by the Parliament, so long as the Irish tolerated Protestantism and respected the authority of the Parliament. Indeed, the treaty set the stage for the secular nation that was to come. Oliver Cromwell therefore had gathered popular support in Ireland, and when he was elected to position of Lord Protector, the Irish did well to remember his name. He soon died, however, in 1658, leaving the position of Lord Protector to his son, Richard Cromwell.

Chapter 2 - Birth of a Republic: Richard Cromwell, however, denied any claim to the position of Lord Protector, and instead uses his power as de facto Lord Protector to create an elected title in it's place with the same name. This move gains Richard popular support, and he is soon elected Lord Protector on the basis of democracy, not heritage. Richard Cromwell, Second Lord Protector of the Commonwealth, used his own reign to strengthen the Republic's colonial Empire, along with defining when and how Lord Protectors should be elected. He decided that every Lord Protector reign for ten years before an election. In 1668, therefore, Richard held another election, and was elected with a massive majority. In 1675, however, Cromwell died fighting in India. He was succeeded by Robert Ferguson, who was elected to become the Third Lord Protector of the Commonwealth.

Chapter 3 - The Glorious Revolution: After Robert Ferguson was elected to the position of Lord Protector in 1675, much changed in the Parliament. Unlike his predecessors, Ferguson was fervent in his faith - Presbyterianism - and sets out to crackdown on Catholics and royalists, who he sees as the biggest threat to the security of the state. Over 60 Members of Parliament were dismissed on the grounds of them being suspected Catholics or Royalist-sympathizers, angering both them and their supporters. Furthermore, Ferguson's intolerance in his acts - which became known as 'the Intolerable Acts' - lead to anger from liberals and also from people caught in the crossfire, as previously apolitical people became radicalized by Ferguson's authoritarian attitude. This was not, it seems, a recipe for stability or peace, and the ideas of a revolution began to illustrate themselves in the minds of the oppressed. In 1674, the York Rebellion occurred, as peasants and labourers from Northern England begin revolting in major Northern cities, demanding right to vote. In 1688 - after Ferguson refused the election in 1665 - a revolution broke out. Elizabeth Cromwell, the daughter of Richard Cromwell, rose up at the age of thirty eight to lead the forces of justice against the tyranny of Robert Ferguson, in an event which became known as the Glorious Revolution. Elizabeth procured a large force of Dutch pirate ships and mercenary armies from mainland Europe, and landed in Dover with the intent to restore the Republic. She gathered huge support among the population, and the Dukes from among Britain rallied to her cause, along with vast swathes of discontented lowborns. The rebels from the York Rebellion rose once more, and by 1689, Robert the Despot had been removed from power.

Chapter 4 - Forge of a New Nation: In 1689, Elizabeth Cromwell had stormed the Parliament buildings with her allies, and officially restored democracy to the republic. In a near-unanimous vote by the Parliament, Elizabeth Cromwell took her rightful place as Fourth Lord Protector of the Commonwealth. One of Elizabeth's first acts was to lower the voting restrictions, and she increased suffrage by giving the right to vote to the men of the lower middle and upper lower classes of 25 years or over, along with to land-owning women over the age of 35. Elizabeth also reestablished the ancient Council of the North to satisfy the Northern rebels. It was, in effect, a devolved government, and was the first step towards the federal structure that the Commonwealth would adopt. Colonization of the New World also increased under Elizabeth. In 1689, Elizabeth was reelected as Lord Protector, and served until 1699. In that election, she was replaced by Sidney Godolphin, who ruled from 1699 to 1719, when he was replaced by the young, up and coming Henry Pelham. Henry Pelham established the title of 'Prime Minister' in 1721 in order to run the House alongside the Lord Protector. This new position would soon become more powerful than the Lord Protector. By 1723, Henry Pelham had pushed through the 'Act to Amend the Unjust Divide of Peoples' which established colonial assemblies in the overseas colonies of New England, Cromwellia, Nova Scotia and Newfoundland in order to sate demands for representation. They are based upon the Council of the North. Pelham was reelected in 1729, 1739 and 1749, before resigning in 1750 due to ill-health.

Chapter 5 - Terra Nova: In 1750, William Cavendish was elected to the position of Lord Protector, and commanded the Commonwealth during the First Punjabi War, in which Commonwealth forces - mostly under the command of the East India Company - captured the port cities of Bombay and Porbandor, and establish the Raja of Gujarat as a princely state under the Commonwealth. under the rule of Cavendish the Commonwealth also faced more problems at home. In Wessex, Ireland, Wales and Scotland, concessions were given to institutions not dissimilar to the Council of the North, creating further decentralization in the Commonwealth. Other than these events, the rule of Cavendish was rather peaceful and without note. In the 1760 Election for Lord Protector, Cavendish stepped down as a candidate and was replaced by George Grenville. The rule of George Grenville was also without much note, except that in 1762, the Second Punjabi War began, with the East India Company managing to capture the cities of Surat, Jamnagar and Bharuch, along with them managing to bring the newly-appointed Rajas of Rajasthan and Sindh. The Second Punjabi War was the first war in which the supremacy of the East India Company in India was challenged, however, as a growing number of Parliament members began to call for the nationalisation of the companies assets and territories. Grenville, however, did not push through the motion, and instead allowed the East India Company to retain it's control over it's new territories and vassals. Grenville stepped down in 1770, and in the same year Charles Watson-Wentworth was elected Lord Protector. Charles' rule coincided with the first voyage of James Cook, who soon went on to discover and claim Australia for the Commonwealth, and after his successful return, he would campaign dutifully for further powers to be devolved to the North, becoming it's First Regional Governor in 1781. Watson-Wentworth was reelected in 1780, and the second portion of his reign saw the Third Punjabi War, in which the East India Company captured vast swathes of territories in the Punjab region, taking heavy casualties from the Sikh Army that defended the region. Upon seeing the immense skill of the Sikhs - and their mercenary allies, the Gurkhas - Watson-Wentworth took note of them. The Sikh State soon fell, and the current territories of British Punjab were captured. In 1786, however, chaos would erupt as a mutiny took place in the form of the 1786 Indian Mutiny. Upon hearing of the Parliament's desire to liquidate the East India Company, the Indian troops stationed in India as part of the mercenary army quickly shifted allegiance to the Parliement, and along with the Sikh and Gurkhas, they overthrew the East India Company, and liquidated it's assets. Prominent soldiers in the conflict were granted titles and leadership positions in the new Colony of Punjab.

Chapter 6 - Britannia Rules the World: In 1790, Watson-Wentworth stepped down as Lord Protector, and was replaced by James Cook, who had earned a name for himself in the Council of the North. Under Cook, the claimed lands of Australia were colonized by settlers and organised into various colonies, such as Auralia and New West Yorkshire. The Island of Timor was captured by a British fleet in 1792, as were the Maldives in 1793 and the Burmese Coast was subdued by British forces in the 1797 East Asian War. Cook was reelected in 1800, and the second portion of his rule saw the British Conquest of Malaya in 1801, along with the capture of Aden and Socotra in an unofficial conflict with the Arabian states. Cook passed away in 1809, and the Prime Minister - Augustus FitzRoy - took control of the majority of the Lord Protector's roles until the election in 1810. Augustus was reelected as Prime Minister, and Henry Addington was elected as Lord Protector. As Napoleon lead his forces across Europe, the Commonwealth initially attempted to remain neutral. However, the liberal members of the House were increasingly angry with Addlington's Conservative outlook on the War, and his attempts to starve Napoleon of supplies. In 1801, therefore, there was a liberal coup d'etat against Augustus and Addlington's government, and they were replaced by William Grenville and Charles Grey respectively. The Commonwealth then declared it's support for Napoleon, and began the mass shipment of troops and supplies to mainland Europe in an attempt to aid Napoleon. A Commonwealth Naval Fleet in the Mediterranean captured the port of Mahon in Minorca, and continued to hold this port for the rest of the war. As Napoleon began to lose ground in Europe, however, popular support in Britain began to wain. In 1812, after Napoleon's disastrous invasion of Russia, a second coup d'etat was performed - this time by conservative and pacifist elements of the House - and the Commonwealth signed a Treaty with the Coalition, whereby they kept Mahon and other gains in exchange for the Commonwealth cutting all diplomatic ties with Napoleon's Francia.

Chapter 7 - Blood, Toil, Tears and Sweat: By 1814, the Commonwealth had changed dramatically. Arthur Wellesley became the new Lord Protector after the wars, and F. J. Robinson became his Prime Minister. They lead the Commonwealth to renewed economic prosperity after the debt incurred by the Napoleonic Wars, and continued to preserve democracy in the republic, for the privileged few, at least. In 1819, however, riots broke out across the country. The Councils had recently had their powers diminished, and this had angered the lower classes, who once more began to clamour for reform. Wellesley saw no choice but to give in; the military was on the verge of mutiny, and the liberal members of the house were in favour of granting extended franchise in the Commonwealth. In 1820, therefore, the government passed through the Representation of the People Act of 1820. The act abolished nearly all previous voting restrictions, granting the right to vote to all males over the age of 20 or over and to all female citizens over 27 who were married/employed/landowning or over the age of 35 if not married/not employed/landowning. This largely halted the riots, though universal franchise was far from being reached. In 1824, Wellesley was reelected as Lord Protector, though his Prime Minister - F. J. Robinson - was replaced by Charles Grey. These years and the years before them had led to the establishment of several African colonies, such as Sierra Leone and the Gold Coast. Wellesey, in 1830, sought to increase his reputation by personally leading a military expedition into Mongolia. The First Opium War begun. Wellesley led his 5,000 strong army of British, Sikh, Indian and Gurkha troops onto the island of Taiwan, where they quickly established control and unofficially established the colony of British Taipei. The Mongolian government quickly realized the loss of Taiwan and a huge blow to Mongolian prestige, and when Wellesley threatened to invade mainland China, the Mongolian government was eager to seek peace terms. Wellesley's popularity soared, however he died from an unknown disease in 1839, and was therefore unable to contest the next election.

Chapter 8 - A Republic Shared by All: In 1840, Henry John Temple was elected Lord Protector of the Commonwealth. He oversaw the increasing discontent at the centralised nature of Britain, and enlisted the help of various political scientists to aid him in a quest to discover how to quell the unrest. Eventually, it was decided that the best course of action would be to adopt a federal structure. The Houses of Parliament were redrawn, with the House of Consuls being established and the laws regarding states being written. The initial states were based on the Councils, however these quickly gave way to many more states. Indeed, this reform also introduced Universal Suffrage to all men at first of the age of 20, and later over the age of 18. Women were given the vote provided they were over the age of 27. Temple stepped down in 1850, where he was replaced by Michael Seymour, who would lead the Commonwealth into the Second Opium War, where it acquired the colonies of Jesu, Port Arthur, Weihai and Qingdao. He would be reelected in 1860, and his second term would be uneventful. In 1870 he'd be replaced by Benjamin Disraeli, who would rule as Lord Protector until 1880, where he would be replaced by Archibald Primrose as Lord Protector who in the later days of 1880 would oversee the 'Zanzibar Affair' where the Zanzibari King was made to swear loyalty to the republic. Now, the Commonwealth stands ready to defend her current borders and to expand her empire, in the name of Freedom, Liberty and the Republic!

Description of Culture: The People of Nouvelle France are very French in culture, faith and so on. Ever since the successful rebellion of 1775 (The Nouvelle Francais Rebellion) the peoples of the nation have stuck to their French roots in cuisine, religion and so forth. The Republican Ideals of the nation however, have changed traditions slightly here and there. Though the official language is "French" there are two slight variations to the mother tongue spoken in La France. The first is Quebecois, spoken in all the regions of "Canada Francais" the second is Mississippi French, spoken in French Louisiana. However, for diplomacy and other official business the proper French tongue must be used. With the arrival of other nationalities to the nation; big cities like Quebec, Montreal, New Orleans and St Louis are experiencing a merge of culture. Traditional dishes are being given new taste and flavour with the culinary expertise and mannerisms from the other nations are seeing some light as well. In the rural areas however, not much has changed.

Military Information: Small, well trained and well equipped. Used mainly for keeping the peace within the nation and for a rather prestigious outlook - aims to keep up to date with technology.
Army Size: 200,000 professional soldiers. 150,000 take the form of infantry, 25,000 take the form of cavalry, 15,000 take the form of artillerists and 10,000 are engineers, field medics and so forth. There are a potential reserve of 300,000 men but these are rarely expected to be called upon.
Navy Size: 18 Iron Clads, each well maintained and equipped that are stationed in the Gulf of Mexico, Arctic Sea and Hudson Bay respectively. The latter two are generally equipped with icebreakers. Several other ships, mainly small frigates of wood and such still are present due to the over abundance of wood in the nation - but these are generally reserved for the more Northern Patrols, where strong winds make their speed quite formidable.

History:
Nouvelle France officially began her life in the year 1601. The First French Explorers, led by Samuel de Champlain settled here and hoped the city would mark the beginnings of the French Colonial Empire. Soon, in 1603, two French Explorers (Louie et Clarké :P) ventured south from the St Lawrence River and ended up in modern day Michigan. When they returned to Quebec with the news, letters were dispatched to France and more towns were founded on the American Continent. Three years later, both explorers sailed around Labrador/Quebec and found the Hudson bay. Once again the same happened, and once they returned to Quebec letters and missives were dispatched to France. By 1610, a "thriving" (As much as one can thrive in 1600s Canada) French Colony, named "Nouvelle France" had began encompassing modern day Quebec, Labrador and Ontario. With this thriving community, France continued to steadily dispatch colonists to increase her profits in the fur industry.

In 1654, French Colonist Henri Giroud landed in what is now New Orleans. This colonial endeavour brought with it the claiming of the land known has "Louisiane" by 1667. By then, French Jesuits and Colonists had flooded to the land as they built towns upon the Mississippi; like St Louis and eventually the borders were redrawn and "Louisiane" became a district under "Nouvelle France"

In the year 1770, after the French had successfully defeated the British in the "Seven Years War", the colonists of Nouvelle France became weary under the increasingly forced taxations of "Protection" from the French Crown. The voice of the People came in the form of Colonial Governor Pierre de Rigaud, Marquis de Vaudreuil-Cavagnial, a Canadian born man whom wanted to see France right the wrongs it had done to his people. His pleas fell on deaf ears. In 1771, he and several other important figures of the Nouvelle France Independence Movement signed the Constitution of Nouvelle France (Which banned slavery) and declared that their nation was in a state of war against the French Empire. With little support on the main land, the French Colonists resorted to allying themselves with the natives in the territory and peppered the French War Machine in guerrillas tactics, only engaging in proper European Style when they were definite they had an advantage. A rather horrible underestimate of the spirit of the Nouvelle Francais as well as support from the Commonwealth (Both Navally and Land Army based), led to the capture of Quebec and Montreal in the Winter of 73, before Orelans fell in South in 74. With the loyalists switching sides and the vast expanse of land being turned against her, France and her now independent colony signed a peace agreement, with France acknowledging Nouvelle France's independence. In honour of his achievements, Pierre de Rigaud, Marquis de Vaudreuil-Cavagnial became the first President of Nouvelle France in 1776 and remained so until his death 6 years later in 1782.

With a new found friendship with the Commonwealth that only strengthened over time, Nouvelle France began to gain a foothold in outside politics with the world. In 1843 diplomats were sent across Europe and to the East. Trade galore ensued and with such a mighty economy the nation was named "La Terre D'Opportunité" and a good amount of immigrants from Germany, Italy, Ireland and Poland travelled across the Atlantic in hopes of starting a new life, to leave their footprint upon the planet. In 1850 the "Quebec Orleans Railway" was opened and it allowed easy access to travel to the two most important cities of the Republic with ease. "5 Days!" they'd say, "5 Days is all it will take!" These were foundations upon the opportunistic mind of a noble people. Soon, before the dawn of the next decade were the countries many cities and towns united by a large railroad system that spanned the nation. It brought people closer and made travel much more affordable.

In 1876 the Health Care act was passed and the cleaning up of many great cities was done, regulations upon industry came next and vaccinations became absolutely mandatory for everyone.

Power: Somewhere between a secondary power and a great power
Government Structure: The Khagan is the absolute monarch of the empire, but he is assisted by a vice regent, a cabinet, and the kurultai, an assemblage of nobles, khans, and other personages of importance who act somewhat like a parliament. The government is divided into a number of ministries, overseen by the Grand Secretariat. The position of khagan is usually hereditary, but the kurultai has the power to elect a new khagan if they feel the heir is not suitable.
Ideology/Policy: The government spends almost all of its time just trying to hold its vast territories together and prevent foreign powers from encroaching on Mongol territories. However, in general, it tries to be fairly permissive about the lives of its citizens and grants them considerable freedom, while interfering more than some governments in the economy to help keep things running smoothly.

Military Information: The Khanate's military is humongoginormous and equipped with outdated weapons and tactics.
Army Size: ~2,150,000 troops, nearly that many horses, large (but outdated) artillery park
Navy Size: ~456,000 men on over a thousand ships (mainly smaller junks and transports)
Economic Policy: A strange mixture of laissez-faire capitalism and state capitalism. The government is very permissive of businesses, though it taxes all of them a fair amount, and allows merchants and salespeople to sell their goodsjust about anywhere, so long as they do not contravene any laws and they register themselves so they may pay tribute to the khagan. The government holds a monopoly on major industries, however, including silk production, tea plantations, salt production, and porcelain manufacturing, and interferes a great deal in fields like mining, the raising of horses, and the manufacture of ships and weapons.
Economic Situation: Dire. Tax revenues are low despite the best effort of often-brutal collectors thanks to mass evasion and outdated tax codes, meaning the government is chronically underfunded. Additionally, hyperinflation under the last khagan has caused economic difficulties across the empire, and combined with a major drought in the rich farming areas of the Chengdu Plain and parts of Northern China, the empire's economy is disintegrating.
Infrastructure: Mediocre at best. A road system connects the entire empire, but it is aging and poorly maintained thanks to the constant shortage of sufficient tax revenue.

History: Following the conquest of Southern China and the final fall of the Song dynasty, Kublai Khan turned his eyes to the west, where his relatives ruled over the Chagatai Khanate, the Ilkhanate, and the Golden Horde- all nominally under his control, but not in reality. With the aid of his son, Prince Jingim (who in OTL died in 1286), Kublai managed to successfully bring the Chagatai Khanate under his direct control. In fact, Prince Jingim led and coordinated many of the military campaigns, embassies, and espionage missions that helped bring Chagatai under Khanbaliq's wing. This allowed Kublai to continue some of the campaigns he carried out in OTL- such as the invasion of Japan, which in this timeline was successful. The efforts to bring the Golden Horde and the Ilkhanate under Kublai's direct control, however, ultimately fail. While some of their territories are brought directly under Kublai's control, they remain largely autonomous and are essentially just tributary states. In 1294, Kublai dies as in OTL, but is succeeded by Jingim. It is Jingim who built much of the Mongol Empire as we know it today. His reign lasted from 1294-1327, and he made valuable contributions even before then. Jingim made a number of reforms to set up infrastructure and a Chinese-style bureaucracy, but continued to allow religious tolerance and relatively free trade. He also consolidated the Mongol hold on Japan- they had previously only controlled parts of northern Kyushu and southern Honshu, but Jingim's campaigns brought all of Japan besides Hokkaido under Mongol sway, as well as Taiwan and parts of Southeast Asia. He was responsible for the creation of the basic structure of the current Mongol government, and even created the original code of laws that has formed the basis for the Mongol justice system that exists today. Jingim also helped consolidate the empire and really, in a sense, forged the nation that exists today. However, Chinese-educated Jingim, despite his excellent leadership and charisma, alienated the leaders of the Golden Horde and the Ilkhanate. By the end of his reign, any chance of reuniting the three remaining pieces of Temujin's empire was gone forever.
After Jingim, we had a lot of khagans, who did better or worse jobs and steadily sinicized. In 1403, however, the Han finally had had enough of their foreign rulers. The Ming rose, pushing Yuan out of most of Inner China, and ruled until 1577, while Yuan barely managed to hold onto Japan, Korea, Central Asia, and parts of Southeast Asia and Tibet. However, with the Yuan controlling the Silk Road, and an impoverished and war-scarred China, the Ming disintegrated into political infighting in the 1570s and 1580s. Several major kingdoms prevented the Yuan from regaining Inner China, however, until 1632, when Beijing (Khanbaliq), and China above the Huai fell to the armies of Kaidu IV. South China endured until 1667, when Jingim II's armies overran the increasingly small, weak, and divided Chinese kingdoms, and reestablished the empire. Jingim II built on the work of his namesake to rebuild the mighty empire that had existed before Ming, better unifying the nation and working to find a balance for the Mongol people between sinicization and their ancient ways. As part of this, the kurultai was granted more power, and the Ministry of Rites was also changed to help enforce Mongol ways on the Mongol people. He basically built the modern empire, and things went uphill until around 1822 when there was a war with [insert Western power here] over the opium they were importing. The Mongols had stagnated a great deal, and so things didn't go so hot, and they've been getting worse. A lot worse. So now we have modern "Mongolia"- four years ago a huge and long-running rebellion in Japan was put down, hyperinflation is running rampant, the government is ineffectual, and the empire seems to be positively bursting at the seams all of a sudden.

Foreign Relations: Due to Brazil's economic and demographic size, it sees itself as the pole in the South America. Brazil's foreign policy in South America orbits around increasing the country's influence in the region in economic and diplomatic. Many government officials see Brazil as a nation that has the capability of climbing up into the pinnacle of nations and become a Great Power. As a result, a number of government policies are aimed at increasing Brazil's potential to become an influential player in global foreign affairs. In the Americas, Brazil is in very good terms with Les Etats-Unis de Nouvelle France (the United States of New France) and the United States of Mexico. The diplomatic relations with Argentina are in the freezer due to the Uruguayan Question. Away from the Americas, Brazil generally has very good relations with France, but the country tends to not get involved in European affairs as it does not have any capabilities or ground to do so.
Military Information: The Brazilian Armed Forces are divided into two branches: the Brazilian Army and the Navy.
Army Size: Active 115,000. Due to Brazil's inspirations to become a Great Power, the armed forces have received large funding in recent years in order to improve the quality of training and of the armament of the country. Nevertheless, the Brazilian army is still does not march in quality the experienced armies of Europe. The country's next goal is to negotiate with France an agreement where the Brazilian army could modernize further its armament. Because of the unique and tough geography of Brazil, the army has also focused its energies in studying tactics that take advantage of this geography.
Navy Size: 7 Ironclads (1 Battleship, 3 Cruisers and 3 Destroyers). 20 additional ships, mostly wooden frigates and other ships. The Brazilian navy is also in need of modernization specially in its tactics. Additionally, although the government has tried to improve the training of the sailors, it is still far behind European standards. The government recognizes this is a problem if they want to assert their influence in the region.

Economic Policy: State Capitalism is a policy that has been adopted by the government to create an industrial base in the country. However, the government is also trying to encourage the creation of a solid and stable capitalist sector in order to not take on the task of industrialization entirely.
Economic Situation: The country is currently experiencing an economic expansion thanks to the demand of its natural resources. It has a positive trade net and it is trying to encourage foreign investment in order to increase the modernization rate of the economy. The economy is still mostly focused on agriculture and mining with a very small industrial sector. The financial sector is also still very small which has kept the country from adding to the growth of the industrial sector.
Infrastructure: The infrastructure in the most populated areas of the country tends to be of good quality. However, the country has an outdated infrastructure system in its western regions because of the difficult terrain. Overall, the Brazilian infrastructure is in need of an ambitious development program because its backwardness is keeping the country from achieving a its potential economic growth rate.
Imports & Exports: Most exports are sugar, coffee, minerals, and to a lesser extend, simple manufactured products. Imports consist on complex manufactured products, machines, communication materials, etc.

History: Brazil was discovered by French explorers in 1615. With the passing of the years, this settlement began to grow thanks to the coming colonials hoping to have a better life and find new wealth. Due to the explorations inland to find gold and silver, the colony began to take shape as those explorers would create settlements along the way. These settlements would act as a supply chain in order to allow the explorers to travel deeper into the continent. The establishment of the official colony took place in 1655 when the monarch of France appointed its first royal governor.

Brazil experienced a large demographic growth thanks to its gold rush in the 1700's. At this point, Mines Clemenceau (Minas Gerais) became an important driver of the Brazilian economy. During the 18th century and the beginning of the 19th century, Brazil experienced a sugar and coffee boom that encouraged the economic and population growth of the colony. In 1768, the first aristocratic families migrated from mainland France where they established their own states nearby Rivière de Janvier. The concentration of aristocratic families was such that in 1770 a member of the royal family (not a heir to the French throne) settled in Brazil. As Rivière de Janvier grew, this community was incorporated into the city as a very privileged neighborhood under the name of Petropolis.

However, with the growing sentiments of self-rule and the inspiration from New France's independence movement, the Brazilian colonials increasingly demanded independence from France. The revolution in France was the final spark. Yet, Brazil's independence struggle was very different to the one experienced in New France. During the first few years of the French Revolution, aristocrats and royals (again, not immediate heirs to the French crown) fled to Brazil, still perceived as a safe haven. As the Brazilian independence struggle developed, the aristocracy and the few exiled royals "hijacked" the revolution through their funding. The Pact of Carpeaux (Le Pacte de Carpeaux) was negotiated and signed by the leaders of the revolution, the aristocracy, and the exiled royals. Among the most important points of the pact (more to come in the factbook), the representatives agreed to create a constitutional monarchy and the exiled royals would become the royal family of Brazil in exchange of them (and their future descendants) formally surrendering any claims to the French crown.

Brazil finally gained independence in 1805. Over the next few decades, Brazil successfully created a stable political society that has been able to prosper. The major challenges that Brazil will face is the creation of a harmonious industrial society without affecting the landmark pact that gave birth to the Brazil and its government.

The vast Jewish migration to Eastern Europe for over eight centuries gave rise to a Jewish state in Eastern Europe. 1 and a half million Jews would settle in the territory of Poland, erecting Synagogues and teaching Yiddish and Hebrew to their communities. Then in the 1850s, a mass migration from the Jewish dominated areas began, with many Christian Poles refusing to live so close to a group they considered alien. By the 1860, with immigration from Ukraine and Russia, the Jewish population numbered 2.1 million.

It was these Jews who helped place King Roman II in power, it was them who elected him. They also gave him the privileges of being an absolute monarch, which allowed him to oversee a vast building scheme and attempts to attract more Jews to the country. No Jews arrived at the time, but in a surprisingly and desperate move, King Roman II sent Rabbis to educate and hopefully convert the nearby Baltic. It worked well, with around 90% of the area's inhabitants converting to Judaism. After some stern warnings, King Roman halted any further conversions - and after a plebiscite the areas agreed to unify with the Polish Realm as it was then known.

As 1881 rolls around, the country seems well; it contains 7.1 million Jews many of whom employed as craftsmen and bankers. (no racism or stereotyping intended) These are following in their parents' and grandparents footsteps, who often bought over considerable assets once they immigrated to the Kingdom. It's armed forces are strong and the economy seems to be handling itself quite well.

Government Structure: Confederation of mostly independent cities, with identical currencies and a defensive alliance. One city, San Francisco, leads the Confederation, which means that in voting it has two votes instead of one(they're the most powerful city in terms of military and financial strength, anyway). The former city-states look to ensure their autonomy, while San Franciscans, the government especially, try to slowly and subtly strip powers from them, whether it be by fabricating crises or by stationing state troops in the cities to "police the streets".

Description of Ethnicity: California is a nation full of diversity and culture. San Francisco was once a haven for Spanish and Russian pirates, and after the missionaries came native Ohlone joined their ranks. The other cities are no different, with Monterey being one of the larger towns on the coast, or in Vancouver, where Spanish settlers first came to live in 1781, and now Scandinavians and Chinook too intermarry. The high racial diversity calls for tolerance out of necessity, perhaps not equality, but no major discrimination takes place. (I feel it'd be more tolerant than the USA at this time because no slavery, no native genocide (at least on purpose), and no single race can claim California.
Language: Spanish, English (which has much more Spanish words than England English, even immigrants of only a few years begin to say "Hola" instead of hello, only sometimes, of course.

History: In 1589 the first explorers sailed up the Californian coast, and detailed it's shoreline to the meter, they said that this was no doubt a way to battle the Russians for dominance over Asia, but their king only sent a few thousand settlers to the region. Something they failed to notice was the amazing harbor shrouded in fog and rocks. For half a century only the southern part of the region was mapped, at least by a major power. Russian and Spanish pirates frequently sailed into the harbor of San Francisco, named after Saint Francis of Assisi, who had a small army of missionaries converting the natives to the south. By 1650, an anti-piracy mission discovered the harbor, and dealt with the pirate hold there. They quickly made it back to their viceroy and told of the beautiful bay to the north, and the Spaniards sent several missionary and cartographer parties north to set up bases for the new colony. The cartographers saw a beatific up bay, with hills, flat plains ready to be farmed, and mineral-rich mountains beyond. The new colony was named California, after the fictional island paradise found in René Pizzaro's novel La Isla de Las Amazonas. A total of 36 missions were founded, from Sonora to Sonoma, and they all became the basis for the city-states that followed the revolution that kicked the Spaniards out of the New World. The missions grew to large towns thousands strong, and with lucrative "trade" with the northern pirates, banking and finance became the specialty of many towns. Soon the Spaniards took more interest in the north, and the Great Basin was claimed and later settled. Without competition they also expanded along the coast and into modern-day Vancouver. But rebel sentiment in Mexico, which was the Spaniards only way of contact to California, grew, and when the Mexicans declared independence in 1780, California was dragged along too. After the war, California (the entirety of the colony, along with the northern territories) was granted its own independence. The mission-based cities did not want a single ruler to govern the land though, and each one declared its sovereignty from the group. The cities constantly competed for land and resources, becoming increasing competitive in trade and industry. Finally, after a large war in the south that brought the cities together against aggressors, and the realization that many cities needed resources from the others, forced them to send a delegation to San Francisco to negotiate a treaty of unification. The San Franciscans wanted full control over all the region, yet most wanted simply a military alliance. After careful negotiation a compromise was made. All the cities and territories of California would become a semi-united confederation. This confederation would provide military support for all it's members, and would use the same currency to ease trade within it. San Francisco would become the capital of the confederation, and all foreign diplomats would meet there instead of anywhere else. Yet embassies in the other cities were allowed to be kept, or refitted for other purposes. The San Franciscan ambassador signed the treaty last, and the Californian Confederation was born. This was only three years before the Gold Rush, and for the next thrift years, California's industry and trade would grow exponentially.

Description of Culture: The UAC is incredibly rich in culture. Caused by the historical traditions of the Arab culture and the coming of the modern age, it exemplifies the perfect blend of the past with the present. It's capital, Cordoba, is the cultural capital of the Arab world. Lined with some of the most beautiful mosques and home to some of the world's famous musicians, it's no surprise that it attracts tourists from all across the world. The people of the UAE are quite liberal. Following the "Arab Revolution" after the Napoleonic wars, the people developed an increasingly liberal attitude. Beyond politics, due to the nature of the large nation, the people have become naturally accepting of minority groups and religions. Coptic Christians populate the far east of the nation and are involved in the governments. Cordoba is a second home to the Jewish people (first home if crusader state doesn't exist) with playing an influential role in the government. Minority groups in the states are protected and cooperate with the government. Beyond the social aspects, the people are moderately religious. It plays an influential role in the lives of many, especially in the more conservative states, but in some of the developed parts of the nation it's influence is being toned down by the increasing modernism of their lives.

Economic Situation: The UAC is in a bit of an odd economic state. As it stands the UAC just got out of the Long Depression that hit most of the world in the 1870's. Since then, however, the nation has been undergoing a second industrial revolution of sorts. The Iberian business are booming as people are becoming less dependent on farming in the south of Iberia and are moving to the major cities (Toledo, Madrid, Cordoba, Zaragosa,Valencia, etc.). In the North African parts, infrastructure is being steadily developed and resource extraction is on the rise. The Egyptian cotton industry is renown world wide. It's growing, but in parts still stagnating from the affects of the Long Depression. Beyond that, the nation, while having a large population, has a significant expanse of land to maintain. With most of the land being of similar culture, unlike the other colonial empires, the UAC has to maintain Everything from Iberia to Egypt as the homeland, and technically Hejaz as well. This is tolling on the nation with some of the more arid regions outside of the cities facing economic neglect by the government and a lack of support. The reforms of 1880 are attempting to fix that, but it's extensive and not totally doable.
Infrastructure: As stated before, it's incredibly developed in parts. The Iberian Peninsula is the most developed followed by Belarus, Egypt, and Morocco. The North African cities have infrastructure that rivals that of Europe, but due to the desert waste land around them, it's not all that developed. In the 1860's a trans-Africa rail was built running from Casablanca to Cairo. Iberia is also connected by a vast rail system.

History:
In 711 the Moors invaded the Iberian Peninsula. This conquest would push them into across the Pyrenees in 717 and into France. Despite this, the lands that they'd be able to maintain a hold on would solely be Iberia, but at the least the Umayyad Caliphate was able to retain all of Iberia. A second wave of soldiers reinforced the fighting forces of Tariq ibn Ziyad and allowed for them to them fully conquer the remaining christian kingdom of Asturias that remained in the rocky parts of the country and win the Battle of Covdonga in 722. After this conquest, the land was slowly consolidated. In 740 the Berber Revolts occurred but the Caliphate was successful in consolidating the Western lands as they weren't occupied with fighting in Al-Andalus or France. Over time, this victory would come to considerably change the world.
Over time, Al-Andalus faced a variety of leaders and periods of instability. One of these was the tiafa kingdom period, but that ended after the land was reconquered by the Arab caliphate. The control of the Maghreb by the Caliphates allowed for a larger Arab presence and a slow eradication of the Berber ethnicity. In Al-Andalus, this was seen as well as Arabic and Mozarabic languages replaced the local ones. By the 1200's, Islam was the majority religion in Iberia and Arabic had become the language of science. As the nation rose once more in power around this time, the increasing technology of Toldeo and Cordoba began to threaten Christendom. This lead to a series of crusades in the 1300's that destabilized the region and disconnected Al-Andalus from Ifiriquiya (Tunisa).
In 1497 the first Andalusian explorer traveled to the new world. He discovered the islands of {insert cool names for Jamaica and Puerto Rico} and claimed them in the name of Cordoba. These lands were notable for their resources and the Islamic presence in the New World, though they were soon taken by the British in the 1600's.The Caliphate of Cordoba, not continuous with the earlier ones, was to continue to rule over Al-Andalus from this time until the 17th century. In the 1650's a new caliph came to power, Caliph Tariq al-Bashar. Under his rule the Andalusian control of Africa was expanded. By the 1680's the nation was bordering the small Sultanate of Egypt. In 1712 the War of the Nile began and Egypt was annexed by the growing Caliphate. Its actual right as the true caliphate of the Muslim people was growing each year. Cordoba expanded its growing empire down to Djibouti over the next couple decades.
The Caliphate was running equal to that of Europe until the Napleonic wars. A giant empire, it was too tempting for Napoleon and he invaded it, believing he could restore Christian rule to Iberia. His invasion was successful and placed a christian from the Caliph's court onto the presidency of "Hispania", a term that was archaic and never used. The nation faced extreme internal turmoil and fell apart upon the death of Napoleon. With his death the Caliphate, which had moved to Cairo, moved back to Cordoba and re-established the nation. But the ideals of democracy and liberalism began to infect the Islamic nation. In 1832 the "Arab Spring" began as Pan-Arab nationalism and democracy quickly spread across Iberia and Northern Africa. This lead to the creation of the "United Arab Caliphate" which turned the nation into a constitutional monarchy and gave a constitution to the nation. It turned the Vizier into the Grand Vizier and made it a position that was elected by a parliamentary system. The European ideals had been transferred to the UAC just as the Arab nation had transferred its scientific knowledge to Europe centuries before hand. Since the revolution, the nation has focused on controlling the Pan-Arab nationalism. In 1847 Hejaz became a protectorate under the title of "Protected Emir" to the UAC. In 1867 the Trans-African rail was finished and in 1868 the Suez was built. Now the nation is experiences it's second industrial revolution that might change the UAC for better, or for worse.

Miscellaneous: Will negotiate all overlapping claims with other nations. I know I was behind some so important parts of the homeland of nations I'll easily drop, but I would like to be able to keep parts that aren't essential to giant colonial empires.
