What criteria did I meet?

So... this nation got a new setting added recently. I can't find any information on it, so it must be a secret. May I ask what criteria a nation must meet to get this feature?

Are you talking about the Nation's Leader setting? I just got that as well. I don't think there is anything significant about having 3.839 billion for a population (I figure people would wait until 4 billion if they did something like that) so I'm assuming that it is just a new feature.

Apparently there's a new 'issue' that can give you this feature...
... and also one that lets you name your nation's capital city.
The Confrederated Clans (and other Confrederated Bodys) of the Free Bears of Bears Armed
(includes The Ursine NorthLands) Demonym = Bear[s]; adjective = ‘Urrsish’.
Population = just under 20 million. Economy = only Thriving. Average Life expectancy = c.60 years. If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.

I got both the new issues yesterday and didn't know what the heck to do. So I picked options that fit what I wanted and today I get two telegrams. One saying that I could set the capital city's name, the other my leaders name.

About shocked the hell out of me. But, this seems like a great improvement in my humble oppinion.

Yes, it is an issue that let's you unlock this. Plus, it was a great improvement that NS did. Hooray for nationstates!

I wonder if it was done because of NS2 going down for however long. Unless it was just issue writers doing and they decided to add that stuff. My colony got the leader setting yesterday. I don't think my main nation has anything new, as no new telegrams today.

Which option did you choose? You have to choose the correct one. I chose the first option, but I'm not certain if that's the only correct one. It'll come around again, though, if you chose incorrectly. :)

According to Sirrico's blog there are three.

The criteria is your population and it is basically just that. It was added in recently so older players are likely to get them all in quick succession like I did.
