ABOUT US

We are a court system that seeks to solve international disputes on a neutral basis. We have a democratic court system with many checks and balances to ensure that all parties receive a fair and unbiased verdict. We do not seek to force our influence on any nations or alliances; however, we shall act as a neutral ground for nations, alliances and other people(s) to settle disputes. We have a general applicable set of laws; however, those laws are neutral and do not give preference to any single religion, race, gender, nationality, species, or political ideology. Our organization is not a military organization, thus has no military forces beyond the security forces which protect the IJS facilities and those working at the IJS.

Our HQ is in Draco's Port, of the Dragomerian Islands. It resides in a 25 floor tower (shown to the left) which is a total of 90 meters tall. This is where all trials, hearings, and debates done by the IJS occur. This building also houses a large number of staff dedicated to the logistics and maintenance of the IJS. The court rooms are located on the first, second, and third floors, while the Debate hall is on the twenty-fifth floor.

OUR BANNER AND MOTTO

Our banner shows the scale of Justice represents our need to deliver sound judgments without bias. The scale balances Peace and Unity to show our dedication to both.

Our motto states “To serve Justice, promote peace, and create unity.” It defines our purpose as to settle disputes with unbiased judgments, acting as mediators in negotiations, and to prevent wars through diplomacy.

IJS Procedures and Jurisdictions

The Three Courts and Their Jurisdictions Criminal Court This court shall preside over cases involving: War Crimes, which include the following The Deportation of Civilians of Occupied Territory to a Slave Camp, A Labor Camp, A Condemnation Camp, A Concentration Camp, or A Camp whose sole purpose is to kill the Deported The Killing or Harming/Mistreatment or the Rape of Civilians in a occupied or foreign territory/country Forcibly making civilians of native and foreign/occupied countries/territories join their forces. Destruction of Buildings and Infrastructure in a occupied territory without warrant or requirement Assassinations & Espionage Assassination cases are determined to be directed at both militant and national power, and assassination is defined as: The Unlawful or the paid killing of a high authority for political purpose Espionage cases are determined to be directed at only national power, and espionage is defined as: The Illegal spying of land or military forces of a foreign national power by another national power Theft of Military Assets Theft of Military Assets is defined very vaguely, but nonetheless defined as stealing money or stealing weaponry, which includes vehicles, missiles, guns, and personnel at times by a foreign power, a government-in-exile, which can at times be labeled as a militant force if not recognized as the legitimate government; and militant/terrorist forces. Terrorism Terrorism is defined as a attack by militant or national powers to a extent as a attack specified to bring terror to people and shock the country by specifically targeting civilian or economical or political centers that would normally play no role in the initiation or the ongoing diplomatic situations or ties within that country Genocide/Murder Genocide is defined as: The intention of removing a specific group of people with a purpose that is deemed arbitrary or rightful. This also includes the deportation of civilians that are in occupied territory to the camps defined. Preemptive Nuclear, Biological, or Chemical Attack A 'Preemptive Nuclear, Biological, or Chemical Attack' shall be defined as the use of Nuclear, Chemical, or Biological weapons as a first strike, as opposed to as a reaction to another nation's us of those weapons or as a method of last resort. Civil Court This court shall preside over cases involving: Reparations for Damages Reparations for Damages shall be defined as the payment of money, property, or work in order to pay for damages caused by the accused nation or entity. In regards to work as payment, the work must be done for a third party at the standard wage for such work with money subtracted from the payment to account for food and living costs. Discrimination Discrimination shall be defined as the physical or mental harassment of a person, group or entity based on their race, gender, religion, ethnicity, political ideology, or their intelligence. Wrongful Death Lawsuits A Wrongful Death Lawsuit is a case against an entity over the killing of an innocent person or group. A wrongful death lawsuit receives the same penalty as 'Reparations for Damages'. Inter-Alliance or International Legal Disputes Inter-Alliance and International Legal Disputes shall be defined as a legal challenge or argument over a difference between the two parties involved. These disputes may also involve disputes or conflicts started over conflicting claims. Other, Non-Criminal Legal Disputes Any legal disputes not otherwise mentioned as being a criminal dispute/offence shall be presided over by the Civil Court. Diplomatic Court This court is only for cases that occur to prevent actions that would later warrant a trial in one of the other courts. This court may also be used as a go between in negotiations, or as a meeting to settle disputes before the situation is severe enough to be a Civil Court Trial. A Diplomatic Court Trial may be held as a hearing before a Civil Court Trial. This court is the only court that may not enforce its rulings. -Special mention to Furry Alairia and Algeria who wrote the Criminal Court Section Leadership Structure of the IJS Administrator- The Administrator maintains the OP and updates it regularly. The Administrator may temporarily take up the duties of the Secretary of the Courts if the secretary is not able to do his or her job within 24 hours of a trial needing Justices/Arbiters assigned to it. Secretary of the Courts- The Secretary of the Courts shall be responsible for assigning Criminal Justices, Civil Justices, and Arbiters to trials or hearings in their respective courts. This position is elected by all members of the IJS. Chief Justice of the Criminal Court- This person presides over the trials and hearings of he Criminal Courts. This person also accepts/denies requests for trials within the Criminal Court. While presiding over the court, he or she can hand out punishments from guilty verdicts; however he/she shall not be able to vote in for a verdict unless the vote becomes a tie. This position is elected by all Criminal Justices and must be a Criminal Justice him/herself prior to being elected. Chief Justice of the Civil Court- This person presides over the trials and hearings of he Civil Courts. This person also accepts/denies requests for trials within the Civil Court. While presiding over the court, he or she can hand out punishments from guilty verdicts; however he/she shall not be able to vote in for a verdict unless the vote becomes a tie. This position is elected by all Civil Justices and must be a Civil Justice him/herself prior to being elected. Justice- This person is a judge within the Criminal or Civil Courts. He or she is responsible for using the evidence and testimony during a trial to decide a verdict (guilty or innocent). There shall be six of these in each trial. IJS Elections All elected positions shall start on the following dates: January 21, April 21, July 21, and October 21. Each election, shall last seven days from the opening of that election and shall contain candidates whom have shown interest in being elected since the 14th of the election month. No member may have more than one elected position. The candidates may not contact the Administrator of the IJS for ay reasons concerning the elections. The Administrator of the IJS shall be in charge of presiding over elections; however, said administrator(s) may not run for any elected position. Court Procedures Each court may set its own rules, procedures and precedents. Such rules and procedures must be made by a vote of all members of the court. If a change in procedures is proposed and then that proposal is seconded, and thirded, the proposed changes shall be set up for a debate in a proceeding presided by the Secretary of the Courts. If the proposed changes are to the procedures and rules of the IJS, as a whole, then the proceeding shall be presided over by the Administrator. No court may make rules or procedures that are contrary to the procedures and rules set by the IJS as a whole. For proceedings, like those mentioned above, there shall be a debate open to members of the court affected, or by the entire IJS if the changes are to the IJS as a whole. Once both sides have agreed to end the debate or the debate has been inactive for 72 hours, then the one presiding over the proceeding shall call the issue up to a vote. That vote shall last for seven days and shall require 50%+1 of the members voting for the change in order for the change to be implemented.
